Purpose The purpose of this report is to gain Council approval to commence further interim erosion repairs to Wyomi Beach, utilising the existing 2016/17 Capital Budget for the Wyomi Beach Rock Sea Wall Construction Project. Background During the period 11-12 of July 2016 Kingston experienced extreme storm conditions with wind gusts of 90-137km/hr. As a result of these conditions Wyomi Beach experienced significant dune erosion with an estimated 4-5m of shoreline lost within a 48 hour period. Sections of the foreshore bike track were lost and Marine Parade was placed under threat.

At the 2 August 2016 Special Council Meeting, Council resolved to install 700 geotextile bags and to replenish the sand at Wyomi Beach in an effort to protect the foreshore until the planned rock sea wall was delivered. This interim work was completed in early September 2016 at a total cost of $143K. During the period 26 September to 5 October 2016, the State of South Australia experienced a 1 in 100 year storm event which saw high tides, high swells and high winds combine to bring an unprecedented weather event to the state. The geotextile bags managed to protect Wyomi Beach for the majority of the week long weather event, however on the evening of Monday 3 October the wind, tide and swell peaked and the bags were no longer able to protect the fragile dune. As a result, Wyomi Beach suffered significant erosion for a second time which again threatens Marine Parade. Discussion In response to the second wave of erosion, the CEO invited the Mayor, Deputy Mayor, Mr. Doug Bowers (Civil & Environmental Solutions), Mr. Chris and John Clarke (Clarke Bros Kingston) and Mr. Bob Bates, to attend a meeting held at 10:30pm on Friday 5 October 2016, to discuss interim protection solutions. After considerable discussion it was agreed that the most effective and economical solution was to replenish the sand, lay geotextile fabric from directly behind the bags over the top of the replenished sand, to provide an additional layer of protection, and to top dress the fabric and sand with approximately 150mm of crusher dust to hold down the fabric and to reduce sand drift. The cost of these proposed works is in the vicinity of $75K. Appendix 1 provides a drawing of the proposed interim solution. At 2:00pm on Friday 5 October 2016, available Elected Members met with the CEO to discuss the interim protection measures and next steps. It was acknowledged that a Special Council Meeting was required to approve the budget and to provide the CEO with authority to directly engage Clarke Bros to undertake the work. Community Engagement At 5:00pm on Friday 5 October 2016, available Elected Members, the CEO and Management Team, met in the Council Chamber with Wyomi Beach residents to discuss the situation, share Council’s intended interim protection solution and to allow questions to be asked. It was very clear that Wyomi Beach Residents are extremely concerned and want to see Council progress quickly with further protection strategies.

Financial Implications As part of the 2016/17 budget process, Council allocated $500K towards the construction of a rock sea wall at Wyomi Beach. This budget allocation was subject to the Coastal Protection Board (CPB) providing Council with $300K in grants. Unfortunately, the CPB has advised that they are unable to provide the requested grant as their total state budget is only $350K. The CPB has however approved a $40K grant to Council for 2016/17 year to assist in sand replenishment. The $40K grant is unbudgeted and can be allocated towards the interim protection works at Wyomi Beach. As the $300K CPB grant is not forthcoming, Council essentially has only $200K of budget available for the rock sea wall. Council has already drawn down on this budget by $143K, as a result of the first round of interim protection works, with a remaining balance of $57K. The second round of protection works will require Council to draw down on this budget by approximately $75K, leaving a shortfall of $18K. It is recommended that the $40K CPB grant be allocated to this budget line to address this shortfall. It is further recommended that the cost of the rock sea wall project be confirmed through an October/November tender process and that the required rock sea wall budget is reconsidered by Council once tenders are received. Risk Assessment The second erosion event at Wyomi Beach presents a significant risk to Council infrastructure, namely the bike track and Marine Parade. In addition, there is substantial reputational risk that will need to be carefully managed by Council, as Wyomi Beach has been a community concern for a number of years. Implementing the proposed interim erosion protection solutions will significantly reduce this risk. Recommendation It is recommended that Council approves the proposed interim erosion protection solution and that the balance of the rock sea wall budget and the CPB grant of $40K be utilised to deliver these critical works. It is further recommended that given the urgent nature of the situation that the CEO be authorised to directly engage Clarke Bros Kingston to deliver the works as soon as possible.

Recommendation:

1. That Council receive and note the report on Wyomi Beach storm damage and interim protection measures.

2. That Council approves the interim protection measures at Wyomi Beach, which will include the replenishment of the sand, the installation of geotextile fabric and the application of approximately 150mm of crusher dust to the top of the geotextile fabric and replenished sand.

3. That Council approves the utilisation of the balance of the

rock sea wall capital budget and the CPB grant of $40K to deliver the interim erosion protection solution.

4. That the Chief Executive Officer be authorised to directly engage Clarke Bros to deliver the interim protection measures.

5. That the cost of the rock sea wall project be confirmed

through an October/November tender process and that the required budget is considered by Council at that time.
