Executive Summary

This report seeks the approval of Committee to appoint fifty−six (56) Suppliers on to amulti−Lot Framework for Services related to Scottish Attainment Challenge (SAC) andPupil Equity Fund (PEE).

The Framework is for a four (4) year period. The maximum sum to be spent throughthe Framework is sixteen million pounds (16,000,000).

1. Background

1.1 Pupil Equity Funding is additional funding allocated directly to schools andtargeted at closing the poverty related attainment gap. In North Lanarkshire, allPEF monies were downloaded to schools in line with the budget paperapproved at Council in February 2017.

1.2 The Pupil Equity Fund allocated to North Lanarkshire schools for session 2018 −2019 was £8,834,880.

1.3 The Scottish Attainment Challenge focuses on accelerated targetedimprovement activity in literacy, numeracy and health and wellbeing. It supportsand complements the broader range of initiatives and programmes to ensurethat all of Scotland's children and young people reach their full potential

1.4 The approved costed North Lanarkshire Council SAC plan for 2018/19 was£7,478,959 and was split between cost of staffing and non−staffing resources.

1.5 This Framework is to support interventions and programmes of work associatedwith the Scottish Attainment Challenge and Pupil Equity Fund. It was advertisedas a multi−Lot Framework with ten (10) Lots:

• Lot 1 − Activity Based Learning• Lot 2 − Counselling, Support and Advice Services• Lot 3— Community Engagement• Lot 4 − Mentoring• Lot 5— Pupil Workshops• Lot 6 − Educational Leadership (all staff)• Lot 7 − Leadership for Pupils• Lot 8 − Educational Assessments• Lot 9 − Research and Improvement Consultancy• Lot 10— Developing the Young Workforce

1.6 Tenderers were permitted to submit a tender response for one or more Lots.

1.7 The Framework is available for all North Lanarkshire Council schools to use.Using the Framework as a means to contracting services from Frameworksuppliers will reduce duplication of efforts in sourcing and tendering forindividual School requirements.

2. Report

2.1 The aim of this procurement exercise was to secure expertise and support fromthe external marketplace to support the Authority in the delivery of its approvedAttainment Challenge Plan and additionally to support schools with theirinterventions funded through the Pupil Equity Fund. A procurement strategywas developed by Education and Families and Corporate Procurement tomaximise supplier participation and consider the best ways to secure a multi−lotFramework with capacity to meet the needs of all schools.

2.2 A prior information notice (PIN Notice) was published on the Public ContractsScotland (PCS) website and in the Official Journal of the European Union

(OJEU). This allowed the Council to give early notification of plans includingpromotion of a pre−tender information event held at Education Headquarters.Over thirty (30) suppliers registered for the event to improve their understandingof requirements and give feedback. This was helpful for the Council to finalisethe procurement strategy and specifications for the Framework Lots.

2.3 To align with the scope and funding of both the PEF and SAC programmes theFramework was advertised for a period of four (4) years with up to a maximumvalue of sixteen million pounds (16,000,000).

2.4 The value of the Framework dictated that the procurement be undertaken in linewith the Public Contract (Scotland) Regulations 2015. The classification of therequired services was Social and Other Specific Services' which permitted theprocurement to be carried with the flexible procedural and advertising conditionsprescribed in Regulation 74. The tender opportunity was published in PublicContract Scotland and Official Journal of the European Union and conducted inthe style of an open procurement procedure.

2.5 Based on the criteria and scoring methodology set out in the procurementdocuments, an evaluation of the tender responses was completed by membersof an evaluation team. Selection stage responses were evaluated first.Tenderers who satisfied the selection stage criteria were then evaluated fortheir technical and commercial response.

2.6 The recommendation for appointment to the Framework is based on Tenderersscore, where the tender has passed the minimum score requirements inresponse to the technical questions.

2.7 Appendix 1 confirms the scoring achieved by each Tenderer. Further detail ofthe procurement process is provided in Appendix 2.

2.8 The Procurement Officer linked to the Scottish Attainment Challenge alongsidethe Lead Officer for the Attainment Challenge and Pupil Equity Fund will beresponsible for contract and supplier management, which will be undertaken inaccordance with the Council's agreed approach to Contract and SupplierManagement.

3.2 Equality Impact AssessmentNo impact under the Equality Legislation in relation to this report

4. Implications

4.1 Financial ImpactThe Framework has a total value of £16,000,000 over the 4 years duration. The

costs associated with contract delivery will be contained within funding allocatedto SAC & PEF.

4.3

The Scottish Attainment Challenge and Pupil Equity Fund initiatives are bothfully funded, via a grant, from Scottish Government.

HR/Policy/Legislative Impact

The Tenderers recommended for appointment to the Framework have given acommitment to working with the Council to deliver community benefits including,work placements to young people, training opportunities and recruitmentopportunities in the local community, should they reach an aggregated contractspend in excess of f−100,000.

Environmental Impact

There is no environmental impact arising from this report.

4.4 Risk Impact

There are no significant risk implications from this report. The risk associatedwith the implementation of SAC and PEF is regularly reviewed in line with NorthLanarkshire Council arrangements.

5. Measures of success

The Framework will deliver the following successful outcomes;

• Engagement with the Framework and the provision of additionality andflexibility of choice for all schools in receipt of PEF funding.

• The appointment of Suppliers who have subject matter expertise to workwith the Authority and individual schools to support the SAC & PEFobjectives.

• Contracts awarded by the Council are compliant with procurementlegislation and internal procedures.
