PURPOSE OF REPORT
This report seeks to update the Local Area Partnership and Committee on the ongoing delivery of projects identified for investment through the Local Development Programme across the Bellshill and District Area during financial years 2008/09, 200911 0 and also to seek approval for new projects for delivery in 201 011 1.
BACKGROUND
The Partnership will recall at the Local Area Partnership of 19 February 2009 that a list of projects to be delivered in the Bellshill and District Area through the Local Development Programme was approved for progression during the 2009/10 financial year.
CRITERIA FOR LOCAL DEVELOPMENT PROGRAMME
To be eligible for inclusion in the Local Development Programme projects must subscribe to previously agreed criteria. The following are examples of some of the criteria:
0 Be linked to the Neighbourhood Improvement Plan Be publicly visible and accessible
0 Come from Community Groups or Individuals Improve community safety Benefit a large number of people Improve the appearance of an area
4. 2008/09 LOCAL DEVELOPMENT PROGRAMME
4.1 The table attached to this report (Appendix 1) provides a status update on the delivery of the various remaining identified for investment in financial year 2008/09. The projects are at various stages of delivery through a number of sources, including the Council’s Estates and Grounds Maintenance teams, Landscape Services, Play Services and external contractors. Finalised costs for the projects are also detailed within the attached table. The delivery programme and costs for the 2008/09 projects in places has altered from the initial indicative costings reported at the LAP of 14 August 2008; this is due to a number of factors such as level of consultation required, further detailing of initial designs and availability of delivery resources. A detailed explanation of the current position for each site is provided within the table.

The table attached (Appendix 2) identifies the list of projects approved by the Local Area Partnership for delivery during the financial year 2009/10. The Partnership should note the list may be subject to revision and refinement following internallexternal consultation, land ownership and site survey analysis.
The new or amended projects which are shown in Appendix 3 require approval from the Partnership to allow delivery within 2009/10.
As advised at the last Local Area Partnership a list of projects for approval and delivery in 2010/11 is attached at Appendix 4. These projects will be subject to further investigation and development during the 2001 011 1 financial year and represent a combination of new and continuing projects, with a spread of investment proposed across the Partnership area. The total budget for 2010/11 is f421,160.
CORPORATE CONSIDERATIONS
The Local Development Programme highlights the Council's commitment to neighbourhood regeneration and the value of the Local Area Partnerships.
RECOMMENDATION
It is recommended that the Local Area Partnership note and approve:
(i) the progress in relation to the delivery of the projects in 2008/09 (Appendix 1) and 2009/10 (Appendix 2) through the Local Development Programme;
(ii) additional or amended projects as detailed in Appendix 3
(iii) the list of projects for delivery in 201 0/11 (Appendix 4)
(iv) that further progress be reported to future meetings of the LAP

Environmental Design for the vacant site at Myrtle Road / Douglas Crescent, Viewpark to enhance environmental quality and functionality of the space. The range of works which can be delivered will depend upon costs, and may require to be phased over this and the following financial year.
The clean up of this derelict site to the rear of Viewpark Health Centre and adjacent to Burnhead Bowling Club which is currently overgrown, untidy and attracting anti-social behaviour.

Additional funding is sought for Gardenside Lane to allow a comprehensive scheme of improvements. Options under consideration and subject to further consideration include re-surfacing, new lighting, removal of overgrown vegetation, bollards to prevent vehicular access, defensive planting and creation of formal parking bays. It is proposed that €30,000 of funding originally allocated to the Myrtle Rd Viewpark Project be diverted to this project. The Myrtle Rd project is unable to progress as planned in 09/10 due to issues relating to lighting installation, maintenance and anticipated usage of the site by residents. Additional funding will be made available in 10/11 to progress the Myrtle Rd site. Further consultation will take place with other council services in relation to this.
