1. ENTERPRISE POLICY

1.1. TRISObjectiveThe Technical Regulations Information System was set up to meet the requirements of the 98/34/ECDirective (formerly 83/189/EEC). This sets up a procedure which imposes an obligation upon theMember States to notify to the Commission and to each other all the draft technical regulationsconcerning products and soon Information Society Services before they are adopted in national law.Such procedure aims at providing transparency and control with regard to those regulations. Since theycould create unjustified barriers between Member States, their notification in the draft form andsubsequent evaluation of their content in the course of the procedure help to diminish this risk.

2.2. TESSObjectiveThe Telematics for Social Security network aims to improve the quality of service provided to Europeancitizens by simplifying and accelerating administrative procedures; to support Member States'Administrations in reducing their administrative costs. TESS provides for changing over fromexchanging hardcopy data to electronic data exchange. Projects have been developed andimplemented in the pension and health sectors for the exchange of data concerning the member'sidentity, the social security scheme to which he belongs, and the reimbursement of medical expenses.The exchanges are performed using public telecommunication networks (X.25) or TESTA.

3.5. CAP-IDIMObjectiveRural development policy field of intervention now covers on-farm and off-farm activities and rangesfrom investment in physical, social and economic infrastructure through to Agri-environmental schemes.There are many associated large volume data and information sets. There is a large requirement for theinterchange of data and information between the administrations concerned. The Agenda 2000 reformoffers Member States increased opportunities to tailor their strategies to local needs. One goal is toenable greater accountability and visibility of policy to other EU institutions and the wider public. A keychallenge is to ensure a sufficient level of harmonisation of indicator formulation, data formats, and user-friendly methods of data interchange while taking maximum benefit from generic tools and services. Theenlargement of the project to cover other areas of DG Agriculture activity is also a consideration. Thefirst steps of this broadening of the project is a preparatory action of examining data reliability andcoherence of definition across the exchange mechanisms.

CARE I is using an IBM Product called HostOnDemand 4.0 installed on the CARE-I Commission server.It consists of a 3270 Terminal emulator written in a Java applet which is runs in the client's web browserenvironment. In order to install the Java applet, HostOnDemand uses first http, then telnet, ftp and adedicated TCP/IP port 8999. (Additionnal information on this product can be found at URL http://www-4.ibm.com/software/webservers/hostondemand/).

This version of the CARE application will be phased out by June-July 2001.

7.1. Eudra projects (EudraSafe, EudraVigilance, EudraTrack,EudraRoom)

ObjectiveA number of applications have been developed for the pharmaceutical sector with the aim ofestablishing and managing a co-operative environment for the European and National Agenciesresponsible. The shared infrastructure used by these applications is referred to as EudraNet.

The services include EudraVigilance, a system for information of adverse drug reactions, EudraSafe, afacility for the exchange of confidential information, EudraRoom, a cooperative tool, and EudraTrack, forthe tracking of mutually recognised medicinal products.

The EUPHIN network consists of a TESTA-accessible interface - EUPHIN HIEMS, an Internet-accessible interface - EUPHIN HSSCD, and a number of database servers located at Cap Gemini(Brussels), the Danish Ministry of Health, the Communicable Disease Surveillance Centre (CDSC) inLondon and at the Institut de Veille Sanitaire in France, which communicate through TESTA andtogether control the business data. In addition, users from some 60-odd sites (not listed above) establishconnections to EUPHIN through TESTA dial-up services.

For user access through TESTA, only the HIEMS is relevant. It acts as the interface between the clientand the remote or distributed database. The update processes of the databases require initiation ofconnections from the HIEMS server, thus from outside the domains in which these db servers arelocated.
