1. CALL TO ORDER
The Board Chairman called the meeting to order at 5:00 P.M. Mr. Brett Henley, Chairman of the Coffee County Board of Education and a member of the TSBA Executive Board, led the Pledge of Allegiance.
2. MOMENT OF SILENCE
The Board Chairman called for a moment of silence and asked us to remember Kim Day and her family in the loss of her mother, Mrs. Bethel S. Taylor. Ms. Day works at the central office and is the Math & Science Specialist for middle and high schools.

Generation
The State of Tennessee wellness policy requires that all schools complete an annual School Health Index/needs assessment. This needs assessment is conducted through the Coordinated School Health Department. The Alliance for a Healthier Generation offers a free School Health Index that is approved by the State and used by several Tennessee school districts to meet this requirement. The Alliance for a Healthier generation also provides training and support to assist schools when completing the assessment.

Review Priority Building Projects
Motion made by Mr. Hodge, seconded by Mr. Estes, to amend the current Rutherford County Schools Building Program through August 2022 to reflect increased estimated construction costs for the Siegel High Addition to $6,060,000; Oakland Middle Annex to $13,472,200; and LaVergne Middle Addition to $8,050,000.
Vote: Yes Lisa Moore was absent for the vote.
Motion made by Mr. Estes, seconded by Mr. Young, to instruct staff to inform the Rutherford County Commission that Rutherford County Schools will not be requesting construction funds for Rocky Fork Elementary School to be included in the Commission’s September 2017 borrowing request. However, in lieu of Rocky Fork Elementary, the Rutherford County School Board will reprioritize school additions to address enrollment capacity needs and submit subsequent requests to the Health and Education Committee in time for the September 2017 borrowing.
Vote: Yes Lisa Moore was absent for the vote.
Mr. Odom expressed that we need to put reprioritizing school additions and stated in the above motion on the agenda for the next February Board Meeting to meet the timeline for the Health and Education and then to the Budget Committee. Mr. Blair stated that he would like the Director to remind the committee that we have an additional 1,200 students and could easily be 1,500 plus next year. We are not growing in only one area. It is across the county. Mr. Hodge shared that with the New Rockvale High School in the next two years, 63 portables would be eliminated.

7. SPOTLIGHT ON EDUCATION
American Heart Association Mr. Gary Allen, representing CIGNA, along with a delegation from the American Heart Association, has partnered with the American Heart Association. He presented nine (9) CPR kits for high school training.
8. CONTRACT WITH PESG Rutherford County Schools currently contracts with PESG for substitute teacher services. Included in the contract is the provision to renew the contract for an additional year upon agreement of both parties. PESG will maintain their current bill rate and contract for the 2017-2018 school year, the second year of the contract. PESG has implemented effective strategies and initiatives to improve contract services
Maintained an average fill rate of 94.85% based on 7:00 A.M. data Increased the pool of substitutes to over 700 employees Added premier substitutes in several schools to cover last minute requests Implemented programming for leave form work flow
Mr. Jordan asked Ms. Barnes to define a premier substitute. She stated that a premier substitute is someone hired for a specific school, a school who is having difficulty filling positions. He or she is not assigned to any other school. They are available to go immediately when called at the last minute. Mr. Young stated that the numbers of positions filled have improved, but he would like some feedback from the schools. Mrs. Barnes asked if he wanted a breakdown per school or the fill rates. Mr. Young said that absenteeism has improved. He wants feedback from the schools on what hoops they have to go through at the schools. Mrs. Barnes stated there is probably 200-250 absent per day. The number varies. Motion made by Mr. Blair, seconded by Mr. Holladay, to approve renewal of the PESG contract for substitute teacher services for the 2017-2018 school year. David Youree Campus Eagle Scout Project

Principal Scott Bolden has requested permission for Robert Schott to complete an Eagle Scout project on the David Youree Campus. The proposed project consists of two new benches, five new picnic tables, and a small covering over a stationary playground bench to provide shade. The estimated cost of material for these projects is $2,000 and will be funded at no cost to the Rutherford County School Board. Engineering and Construction will monitor quality and progress until the construction is complete.
Motion made by Mr. Holladay, seconded by Mr. Estes, to approve construction of an Eagle Scout Project by Robert Schott at David Youree Campus as presented at no cost to the School Board. Vote: Yes Lisa Moore was absent for the vote.
10. NEW AND REVISED POLICIES
Policy 4.700 Testing Program Purpose of Revision: Revise language to comply with State Board of Education Rules and Regulations.
Policy 3.400 Transportation Management Purpose of Adoption: Districts are required to have a policy in place regarding student transportation. Policy 3.600 Insurance Management Purpose of Adoption: Districts are required to have a policy in place regarding Insurance Management. Policy 4.406 Use of Internet Purpose of Revision: To add language specifying internet safety measures will be provided on district supported devices, clarify the manner in which notice is provided regarding internet safety measures and include provisions regarding employee use of social networking. Policy 4.606 Graduation Activities Purpose of Revision: To include language regarding community service recognitions for graduation. Policy 6.200 Attendance Purpose of Revision: State Board Regulations require attendance policies that address the excusing of absences for reasons including, but not limited to injury, illness, pregnancy, hospitalization, homebound, summons, subpoena, court order, military, college visits, school-sponsored or endorsed activities, death of a family member, and extenuating circumstances determined on a case-by-case basis.

Policy 6.414 Prevention and Treatment of Sudden Cardiac Arrest Purpose of Adoption: Districts are required to have a policy in place regarding prevention and treatment of sudden cardiac arrest. Policy 5.701 Substitute Teachers Purpose of Adoption: Districts are required to have a policy in place regarding substitute teachers.
Policy 6.505 Students in Foster Care Purpose of Adoption: New amendments to federal law created a process governing the placement and transportation of students in foster care. Districts are required to adopt a policy reflecting the amendments. Motion made by Mr. Hodge, seconded by Mr. Holladay, to approve the revision of Policies 4.700, 4.406, 4.606, 6.200 and the adoption of Policies 3.400, 3.600, 6.414, 5.701 and 6.505 on second and final reading as recommended by the Policy Committee.
Vote: Yes Lisa Moore was absent for the vote. 11. TRANSPORTATION (FOR INFORMATION ONLY)
The Transportation Department has added the last bus out of eight that were budgeted for the 2016-2017 school year. This brings our total fleet to 257 buses. There have been three contracts turned in since the beginning of the school year. This puts us at number 25 out of 64 on the second priority list.
For six days in the month of January we hosted the area state required safety in-service training for all drivers conducted by the state pupil transportation state troopers. These troopers also inspect all buses each year and re-inspect buses which have been involved in accidents.
We had twelve accidents and thirteen injuries through January 2017 compared to fifteen accidents and four injuries through January 2016. (Bus 58 - Car ran red light and hit a car that spun into the bus. Eleven students and driver transported to hospital.)
In the bus fleet, we have 223 transit buses and 34 SPED buses. After fifteen years of age, all transit buses can get a three-year extension. Buses that have obtained the three-year extension are required to be inspected twice a year by the state pupil transportation inspectors at a cost of $770 per year borne by the contractor. SPED buses are not eligible for the extension however the years of service has increased from twelve to fifteen years.

All 257 buses now have active GPS units, and we are able to monitor routes, stops, times, and speeds. Comparing last year’s contractor pay to this year’s pay after deducting the 2% increase and the eight new buses. We have the following comparison:

15. TENNESSEE LEGISLATIVE NETWORK (TLN) UPDATE
Mrs. Moore, Tennessee Legislator Network representative, shared with the Board the Tennessee Legislation Bills introduced that related to school vouchers, charters, transportation and LEA.
16. FEDERAL RELATIONS NETWORK (FRN) UPDATE
Board member Aaron Holladay — the Board’s appointed Federal Relations Network representative — gave a report from his recent trip to Washington D.C. to meet with members of Tennessee’s U.S. Delegation. Along with fellow Board member and Tennessee Schools Boards Association President Wayne Blair, Mr. Holladay visited the offices of Senator Lamar Alexander, Senator Bob Corker and several Tennessee congressional offices. The visits covered several education topics related to Tennessee and Rutherford County.
17. GENERAL DISCUSSION BY BOARD MEMBERS
Mr. Jordan expressed that we need to attack the problem of absenteeism in the schools. He asked Board members to give the absentee problem some thought and try to come up with a solution for improvement.

Odom FROM: Angel McCloud RE: Transfer student under discipline The Board has been requested to admit a transfer student under discipline from another school system. The student was expelled from the regular school for possession of marijuana and permitted to attend an alternative school. According to policy 6.318 the Board must approve all admissions when a student comes from another school system while under suspension or expulsion. I recommend that the student be admitted and the appropriate alternative School subject to compliance with all other applicable admission requirements.
