Academic and Student Services Work Session Committee of the Durham Public Schools’ Board
of Education held a meeting on Monday, January 4, 2016 at 4:10 p.m. in the Board Room, Fuller
Administration Building - 511 Cleveland Street, Durham, NC.
Committee Members Present
Heidi Carter, Chairperson; Michael Lee; Minnie Forte-Brown, Natalie Beyer; and Matt Sears;

Heidi Carter, Chair, called the meeting to order and presided over a moment of silence.

A motion was made to approve the agenda. The motion passed unanimously.
General Public Comment
None
Approval of Minutes
The minutes for the November 30, 2015 Academic and Student Support Services Work Session
were unanimously approved as written.
Reports
Made in Durham DPS School Board Work Session Update
Public Comment: None
Made in Durham provided an update on the year to date administrative progress, strategic
priorities, budget, and finance. The six strategy work plan was introduced, which included:
Strategic Leadership - to build and maintain an effective community partnership, which will
create an education to career system for Durham; Opportunity for Youth - to develop a clear
sequence of steps so that the youth who are behind can complete High School and further in
order to secure living-wage work; Career Pathways - to facilitate the construction of a sequence
of courses by linking Durham Tech and DPS in order to create action plans and timetables for
the pathways; Employer Engagement - to engage employers in developing an education to career
system; Youth Engagement - to ensure youth and young adults are informed to fully participate

in creating and evaluating the education-to-career system; Data for Decision Making - to develop
and maintain a common set of measures that will guide decision-making to chart progress toward
success.
The Board had a full discussion regarding the report. The item was presented for information.
Update on Lakeview School
Public Comment: None
Jeffery Dockery, principal, presented the opportunities and initiatives underway to better serve
middle and high school age students at Lakeview. He emphasized the academic and
social/emotional priorities, and the wrap around services, which include positive behavior
intervention support, a mental health system of support, and multi-tiered system of support.
Other highlighted areas included: the provided professional development; community and private
partnerships; school accountability model; expansion of services Pilot Program at the Durham
County Jail and Broad St. Youth Home and opportunities; and, the success of the Evening
Academy.
The Board had a full discussion regarding the report. The item was presented for information.
The Department of Leadership and Professional Development
Public Comment: None
Jill Hall, Executive Director Leadership and Professional Development, presented the highpoints
of the major programs and initiatives underway in the Leadership and Professional Development
Department in alignment with the Instructional Framework. Ms. Hall expounded on the positive
feedback from the trainings and the “Out of the Box” early release event with the following
details: the trainers were comprised of 132 presenters from DPS staff, 2500 participants, 98
sessions, and no expenses were incurred to the district. She also made reference to the areas of
focus, the mission of the department, and the enhancements and accomplishments of the high
quality learning opportunities for all staff. The department initiatives will consist of a variety of
trainings for district and school leaders, including: classroom management, new teacher
orientation, new principal and assistant principal development, digital learning, and new talent
support strategies.
Ms. Hall also included in her report, the Professional Development Executive Summary
(Summer/Fall 2015), which provided an in-depth explanation of the mission, initiatives,
feedback, training details in specific areas, ongoing support system, Back to School Kick-off,
accomplishments, Instructional Facilitators Academy, and future goals.

Memorandum of Understanding (MOU) between Durham Public Schools and Durham
Technical Community College for the NC Works Career Coach Program
Public Comment: None
Christopher Bennett, Area Director of Student Support and Intervention provided an overview
regarding a new memorandum of understanding between Durham Public Schools and Durham
Technical Community College for the NC Works Career Coach Program. The NC Works Career
Coach Program places community college career coaches in high schools to assist students with
determining career goals and identifying community college programs as a vehicle for continued
education. Durham Technical Community College is applying for the grant funded by the
legislature that would increase the number of Career Coaches in DPS high schools. The MOU
provides details of how Durham Public Schools and Durham Technical Community College will
partner if the grant is awarded.
The Board had a full discussion regarding the report. The item was presented for information.
Summary of Follow-up Items
1. Made in Durham’s specific staff, roles, salaries and research resolution renewal.

Main Points:
The administration recommends the following 2016-2017 instructional calendars for the
small specialty high schools. Each calendar has been developed and aligned with a
community college or university schedule that permits students to accelerate their program of
study and receive higher education credit.
The following small specialty high school calendars are attached for the board’s review:
o J.D. Clement Early College High School (North Carolina Central University)
o City of Medicine Academy (Durham Technical Community College)
o Middle College High School (Durham Technical Community College)
The administration is presenting this for information and subsequent board approval.

Background: Learning A to Z Products
• Purchased K-5 for All Elementary Schools • Contract: $ 126,000.00 • Contract paid with local funds • Provided 40 additional complimentary
licenses for use in middle schools
Learning A to Z Instructional Correlations
• Balanced Literacy • Content Integration • MTSS
• 42% of DPS Students in K-5 are actively using the LAZ reading materials in class and/or at home.
• 54% of classroom teachers are using the LAZ materials on a regular basis
• 389,156 books read or listened to by students • 213,088 quizzes taken, based on books read • 1174 occurrences of increased reading levels
measured by those taking quizzes
Learning A to Z Usage from September –January 20th
Trends
• Teacher’s use of Reading A to Z outnumbers the student’s independent use of leveled books through RAZ Kids
• The number of books read or listened to outnumbers the number of quizzes taken by students
Trends Teacher Survey Results: • Quality of LAZ as an instructional resource: 4.5/5 • Quality of RAZ as a learning tool at home: 4.3/5 • Quality of RAZ as a learning tool at school: 4.3/5 • 100% requested Professional Development in the
various components: 65% Face to Face Out of the Box Days 47% Face to Face with IF (school setting) 33% Webinar 22% District After School PD
Trends: Teacher’s Comments • The LAZ materials make it much easier to differentiate instruction.
My reluctant readers are happy to practice reading with Raz-kids. • I love using Reading A -Z. It is a valuable asset for reading in class as
well as books to send home with the children. Thank you for funding this resource.
• Why don't resource teachers (i.e., EC, ESL) have access? I'm using
Reading A-Z, but honestly, only because of the generosity of a colleague who has given me their username and password.
• My students and I have enjoyed using RAZ-Kids. The students enjoy
moving ahead at their own pace and moving from one reading level to the next reading level.
Next Steps
• Increase use of RAZ Kids, along with quizzes taken, by building an awareness of the program with principals, teachers, and parents.
• Increase effective use of the LAZ, Science A to Z, and RAZ Kids products through professional development opportunities provided by Curriculum Specialist, Instructional Facilitators, and Teachers.
