Badger Academy

On March 12, 2007, the State Board of Education approved the district conversion charter application for

Badger Academy. On May 14, 2012, the Board approved a renewal application for Badger Academy for 5

years, granting an enrollment cap increase and additional waivers. On March 10, 2016, the charter school

appeared before the Board to appeal its academic distress designation. The Board tabled the appeal.

Representatives of Badger Academy are appearing before the Charter Authorizing Panel to request

amendments to the current charter.

Minutes Charter Authorizing Panel

February 17, 2016 The Charter Authorizing Panel met on Wednesday, February 17, 2016, in the auditorium of the Department of Education building. Report-1 Chair’s Report

Ms. Coffman welcomed the members of the Panel and the audience. She introduced the Panel members, provided the audience with instructions pertinent to the proceedings, and then recognized state legislators in attendance. Senator Blake Johnson addressed the Panel.

Consent Agenda

It was moved by Ms. Barnes, seconded by Dr. Gotcher, and carried unanimously to approve the consent agenda.

Action Agenda

Staff Attorney Jennifer Davis provided the Panel with directions for the proceedings. She also explained the public voting procedures to the Panel and the audience.

A-1 Request for District Conversion Public Charter School Renewal: Cross County High School, A New Tech School Superintendent Carolyn Wilson presented the Panel with Cross County High School’s request for renewal. A question and answer period followed.

It was moved by Dr. Gotcher, seconded by Ms. Smith, and carried unanimously to approve the renewal of Cross County High School, A New Tech School, for five years.

A-2 Request for Open-Enrollment Public Charter School Renewal: Imboden Area Charter School Director Judy Warren presented the Panel with Imboden Area Charter School’s request for renewal. Senator David Johnson addressed the Panel in support of the renewal application. A question and answer period followed. It was moved by Dr. Gotcher, seconded by Ms. Barnes, and carried unanimously to approve the renewal of the charter for 5 years with an annual report of enrollment, legal fund balance, minus categorical funding, and minus federal funding.

A-3 Request for Open-Enrollment Public Charter School Renewal AND Priority Status Hearing: Covenant Keepers College Preparatory Charter School Dr. Valarie Tatum, Superintendent, presented the Panel with Covenant Keepers College Preparatory Charter School’s request for renewal and addressed the school’s priority status. A question and answer period followed. It was moved by Ms. Barnes, seconded by Dr. Saunders, and carried by a six-to-two vote to approve the renewal of the charter for 3 years

A-4 Request for Open-Enrollment Public Charter School Renewal AND Priority Status Hearing: Pine Bluff Lighthouse Charter School Regional Vice President Lenisha Broadway presented the Panel with Pine Bluff Lighthouse Charter School’s request for renewal and addressed the school’s priority status. A question and answer period followed. It was moved by Dr. Saunders, seconded by Dr. Gotcher, and carried unanimously to approve the renewal of the charter for 3 years with an annual internal review and an annual appearance before the Panel.

It was moved by Ms. Smith, seconded by Ms. Barnes, and carried unanimously to approve the renewal of the charter for 3 years with an annual internal review and an annual appearance before the Panel. A-2 Open-Enrollment Public Charter School Priority Status Hearing: Little Rock Preparatory Academy (5-8 campus) Executive Director Ben Lindquist addressed the priority status of Little Rock Preparatory Academy. A question and answer period followed. It was moved by Dr. Gotcher, seconded by Ms. Barnes, and carried unanimously to take no action regarding the priority status.

A-3 District Conversion Public Charter School Priority Status Hearing: Blytheville High School—A New Tech School Director Teryn Spears addressed the priority status of Blytheville High School—A New Tech School. A question and answer period followed. It was moved by Dr. Saunders, seconded by Ms. Pfeffer, and carried unanimously to take no action regarding the priority status.

A-4 District Conversion Public Charter School Priority Status Hearing AND Request for Amendment: Osceola STEM Academy

Principal Christel Smith presented the Panel with Osceola STEM Academy’s amendment request and addressed the school’s priority status. A question and answer period followed. It was moved by Ms. Barnes, seconded by Ms. Pfeffer, and carried unanimously to accept the amendment request and take no action regarding the priority status.

A-1 Open-Enrollment Public Charter School Academic Performance Hearing AND Request for Amendment: Quest Middle School of Pine Bluff Dr. Mary Ann Duncan, Interim Superintendent, presented the Panel with Quest’s amendment request and addressed the school’s priority status. A question and answer period followed. It was moved by Ms. Pfeffer, seconded by Dr. Saunders, and carried unanimously to deny the amendment request and take no action regarding academic performance. A-2 Request for Open-Enrollment Public Charter School Amendment: Quest Middle School of West Little Rock This item was withdrawn prior to the hearing. A-3 Request for Open-Enrollment Public Charter School Amendment: eStem Public Charter School Chief Executive Officer John Bacon presented the Panel with eStem’s amendment request.

Kathy Kohler, President of Little Rock Education Association, spoke in opposition of the amendment request. Mr. Bacon provided a rebuttal to the opposition presented. A question and answer period followed. It was moved by Ms. Smith, seconded by Ms. Pfeffer, and carried by a six-to-one vote to approve the amendment request.

A-4 Request for Open-Enrollment Public Charter School Amendment: Future School of Fort Smith

School Founder Trish Flanagan presented the Panel with Future School’s amendment request. A question and answer period followed. It was moved by Dr. Saunders, seconded by Dr. Gotcher, and carried unanimously to approve the amendment request.

A-5 Request for Open-Enrollment Public Charter School Amendment: Haas Hall Academy, Fayetteville This item was withdrawn prior to the hearing. A-6 Request for Open-Enrollment Public Charter School Amendment: KIPP Delta Public Schools, Blytheville Managing Director of Operations Anna Millham presented the Panel with KIPP Delta’s amendment request. A question and answer period followed. It was moved by Ms. Barnes, seconded by Dr. Saunders, and carried unanimously to approve the amendment request.

A-7 Request for Open-Enrollment Public Charter School Amendments: LISA Academy Superintendent Atnan Ekin presented the Panel with LISA Academy’s amendment request. A question and answer period followed. It was moved by Dr. Saunders, seconded by Mr. Rogers, and carried by a vote of six-to-one to approve the amendment contingent upon the availability of the proposed location.

The Performance Based Assessment (PBA) component was given before the End of Year Assessment (EOY). The PBA consisted ofextended tasks and applications of concepts and skills for ELA/Literacy and Math. ELA/Literacy included writing effectively whenanalyzing text and research simulation. Math included solving multi-step problems requiring abstract reasoning, precision,perseverance and strategic use of tools.

The EOY assessment consisted of innovative, short-answer items including the following: ELA/Literacy reading comprehension;Math short items that address both concepts and skills.

PBA Only and EOY Only are not included in performance calculations.

Percent Tested: Source and Use of Enrollment

For percent tested and school/district performance calculations student enrollment files were downloaded from eSchool viaTRIAND to establish the students expected to test. These files were downloaded May 15, 2015.

When students' test and enrollment records were matched by school and student state identifier the demographic values from theenrollment files were used in ESEA calculations.

When a student had a test record and did not match an enrollment record the demographic values from the student's test record wereused in ESEA calculations.

When a student had an enrollment record that did not match a test record the demographic values from the student's enrollmentrecord were used in ESEA calculations.
