TIVERTON SCHOOL COMMITTEETIVERTON, RHODE ISLAND

RESOLUTION IN SUPPORT OF H-5485 RELATING TOSTATE AFFAIRS AND GOVERNMENT – OPEN MEETINGS

WHEREAS, General Laws Chapter 42-46-6 entitled “Open Meetings” requires all public bodies to give written notice of their regularly scheduled meetings at the beginning of each calendar year; and

WHEREAS, General Laws Chapter 42-46-6 provides requirements for public bodies to give supplemental written public notice of any additionally scheduled meeting; and

WHERAS, General Laws Chapter 42-46-6 provides requirements for the contents of public notices of scheduled meetings, and what information is required to be included in such public notices; and

WHEREAS, General Laws Chapter 42-46-6(e) currently provides conditions under which a school committee may add agenda items not appearing in a published notice as required by General Laws Chapter 42-46-6; and

WHEREAS, House Bill 5485, an Act Relating to State Affairs and Government – Open Meetings, has been introduced in the Rhode Island General Assembly; and

WHEREAS, this Act proposes to amend the provision stating the conditions under which a school committee may add agenda items not appearing in a published notice to include that a school committee may add such agenda items when the item(s) added are for the purposes of discussion only and not for the purpose of voting upon that item(s).

NOW, THEREFORE, BE IT RESOLVED that the Tiverton School Committee supports House Bill 5485 and respectfully requests that the Rhode Island General Assembly enact the bill into law.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the Clerk of the Tiverton School Committee send a copy of this Resolution to the RI Association of School Committees, the Governor of the State of Rhode Island, the President of the Rhode Island Senate, the Speaker of the Rhode Island House of Representatives and the Senators and Representatives from the Town of Tiverton.

Adopted by the Tiverton School Committee at a meeting held on April 27, 2021.

NEA Members,

As you are all aware there is the potential for a large deficit in our FY 22 budget (next year).What makes this hard is that we will not know the exact amount of our budget until the FTR(Tiverton Vote) which takes place on July 17, 2021.

In an effort to maintain as many positions as possible, the Tiverton School Committee hasauthorized a one-time retirement incentive in the amount of $10,000 payable to any teacher whodecides to retire or resign at the end of the 2020 -2021 school year. To receive this benefit saidteacher must be on Step 10 of the contract pay scale for 2020-2021.

Payments would be made on or around August 1, 2021 based on a letter of retirement orresignation received by the superintendent by May 1, 2021.

'A real transformation'

Top elementary school principal hails from Tiverton

TIVERTON - Pocasset Elementary School Principal Suzette Wordell hasbeen named Rhode Island Elementary School Principal of the Year for herwork at the school where she first learned to read and write.

She was surprised with the award at a Friday morning ceremony at theschool where Robert Littlefield, executive director of the Rhode IslandAssociation of School Principals, presented a framed certificate in front ofall of the students and staff in the school's gymnasium.

“Every year our association tries to find the best principal in RhodeIsland. We found the best right here at Pocasset Elementary School,”Littlefield said as Wordell stood next to him at a podium decorated withballoons and flowers and wiped away tears.

The students, and some staff, were dressed in pajamas. Fridays are themedays and the students get to vote on a theme. Sometimes it's a favoriteteam, but the favorite is pajama Friday.

Wordell told the students she would have worn her “comfy jammies” toobut she had a meeting with the school superintendent.

Supt. Peter Sanchioni's meeting with Wordell was timed to allow for thestudents, staff and media to assemble in the gymnasium without herknowledge. Sanchioni walked her into the gymnasium where she wascheered.

Wordell has been principal of Pocasset for just six months, havingvoluntarily transferred from Fort Barton Elementary School where shewas principal for 20 years. During her tenure, Fort Barton was named anational Blue Ribbon School, which is the highest honor the U.S.Department of Education awards to schools.

Having personally learned the basics at Pocasset when she was young,she said she and her siblings were all successful and went on to graduatefrom college. It's something she wants for all students, she said.

Wordell said she had lots of virtual meetings with staff and parents lastsummer and decided there were three things she needed to concentrate on.Communication, culture and student achievement.

“From the fall to the winter, every single grade has improved between 7and 38%,” Wordell said.

“I volunteered to come to Pocasset. I knew there were a lot of greatteachers here and a lot of supportive families,” said Wordell, but shecouldn't figure out why the students were not achieving at the same levelsas students at the town's two other elementary schools. “I knew there wassomething that needed to be worked on,” she said.

“She's a fantastic administrator,” Cabral said, mentioning the Blue Ribbondesignation. “There's a real transformation here,” he said of Pocasset,“and she's only been here for six months. She's hands on and a hardworker.” Sanchioni called her “one of the most professional, loving,caring people in our district.” He told the students there are highexpectations for the school “and Mrs. Wordell will lead you there.”Wordell's mother, Nancy Lambert, was seated close to the podium,looking out at the hundreds of students of the school. “When she wasyoung she loved books. She was very, very studious,” Lambert said of herdaughter. Wordell's career in education began as a music teacher inMiddletown. “Then she went to Salve (Regina University) to be a scienceteacher and she kept pursuing her career and said 'I want to advance andbe a principal.'” Lambert said her daughter “loves the children, she lovesteaching, she loves being with them.” Wordell also loves playing the flute,said Lambert. She was principal flutist in an opera company inProvidence, plays in churches, and in a quartet that played at themansions in Newport.

The staff at the school are “thrilled” to have Wordell as their principal,said Amy Mullen, a special education teacher. “She's made a difficult yearreally wonderful,” said Mullen. “It's been nice to have her leadership.She's brought us all together. She's so deserving of it,” Mullen said of theaward.

Teacher Andrea Mc-Cormick called her “a true asset. She is anexemplary, calm leader who is childcentered and sets high expectationsfor all learners at Pocasset Elementary. She has been a catalyst in creatingand maintaining a positive morale for teachers, staff, and children.”

She not only values academic rigor but holds students to a high standard,said special education teacher Mercedes Forrest.

“She truly cares about all her students and staff. Suzette greets studentswhen they come into school in the morning and when they leave at theend of the day; she uses their names and also plays fun music,” Forrestsaid of Wordell balancing fun

with academic rigor. “She allows students to vote for various dress updays, then she participates in the dress up days right alongside them.”

Mullen said having students vote on the dress up day themes “gives thema voice and ownership and lets them know they are a valued part of ourschool.”

“She is so committed to our school and makes it an environment that allstudents and staff are proud of,” said Forrest. “We are extremely proud ofher earning the title of Rhode Island Elementary Principal of the Year.”

EXECUTIVE ORDER

Continuing the Date of the Tivei·ton Financial Town Referendum (FTR) from the Third Saturday in May 2021 (May 15) to July 17, 2021 and Resetting Budget Submission Dates as set forth in Section 301 of the Tiverton Home Rule Charter

WHEREAS, on January 31, 2020, the United States Health and Human Services Secretary, Alex M. Azar, III, declared a public health emergency for the entire United States to aid the nation's healthcare community in responding to COVID-19; and

WHEREAS, on March 9, 2020, the Honorable Gina M. Raimondo, Governor of the State of Rhode Island and Providence Plantations, issued Executive Order 20-02 declaring a state of emergency due to the outbreak of COVID-19; and

WHEREAS, the Town of Tiverton declared a municipal emergency on March 16, 2020 which was later ratified and continued by the newly elected Tiverton Town Council on December 14, 2020; and

WHEREAS, COVID-19 has created a health crisis and economic crisis caused by the closing of many businesses, widespread layoffs, and the loss of permanent employment for many individuals, including Tiverton residents; and

WHEREAS, the decline in the federal, state, and the local economy will effect the local budget process and the 1·evenues needed to operate and support municipal and public education/school budgets; and

WHEREAS, the local budget process is dependent on accurate revenue estimates, state educational aid, and other grants; and

WHEREAS, Rhode Island General Laws §§ 45-2-3,2(d) grants th_e Chief Executive Officer of the Town of Tiverton the authority to "order, extend, move, or continue any and all budget· adoption procedures, including the date of any financial town referendum as set fo1ih in any town charter" during a state of emergency;

NOW, THEREFORE, I, Denise DeMedeiros, by virtue of the authority vested in me as the President of the Tive1ion Town Council, pursuant to the Rhode Island General Laws and the Home Rule Charter of the Town of Tiverton do hereby order and direct the following:
