MINUTES OF THE HOPKINSVILLE PUBLIC TRANSPORTATION ADVISORY COMMITTEE

NOVEMBER 16, 2017 REGULAR MEETING COUNCIL CONFERENCE ROOM, HOPKINSVILLE MUNICIPAL CENTER

A previously and publicly announced regular meeting of the Hopkinsville Public Transportation Advisory Committee was convened at 4:33 p.m., Thursday, November 16, 2017, in the Council Conference Room of the Hopkinsville Municipal Center in Hopkinsville, Kentucky, by Chairman Paul Henson. ROLL CALL Besides Chairman Henson, committee members in attendance were Hon. Kenneth Bates, Vonda Gates, Jennifer Hansley, and Cameron Mitchell. A quorum was present. Also in attendance were Kenneth Johnston, PACS Transportation Director, and Nikki Durham, Administrative Coordinator. APPROVAL OF MINUTES Squire Bates moved to approve the minutes of the September 21, 2017 regular meeting as presented; seconded by Mr. Mitchell. All members present voted aye. REPORTS Monthly Financial Report Mr. Johnston handed out and reviewed the October 2017 monthly financial report and noted corrections were made to account for cash farebox collections omitted from last month’s report. Overall, Mr. Johnston noted Hopkinsville Transit continued to run within budget. Under questioning regarding the lack of expenses for vehicle insurance, printing, or office supplies over the life of the program, he explained this was due to transitions to a new software. Mr. Johnston added that there were expenses; however, PACS had absorbed those costs during past fiscal years. For example, insurance on PAC’s 101 vehicles was paid in August of each year. Mr. Johnston also indicated the city would be billed later for expenses related to this fiscal year. Monthly Vehicle Maintenance Report Mr. Johnston indicated there was not a lot to report as things were going well. Monthly Ridership Report Ms. Durham reviewed ridership trends and noted ridership hit 40,000 for the calendar year last week. The group discussed celebrating the 100,000 ride milestone with a ribbon cutting for the new dispatch center. Mr. Johnston outlined planned upgrades to the facility including adding a bench and picnic table for smokers and striping the lot for buses in the spring. Monthly Deviation Report Mr. Johnston mentioned things were going well and added changes to the Blue Route would help even more. Marketing Report Ms. Durham reviewed upcoming events including Small Business Day, the Christmas Parade, and the Holiday Lights & Decorations Tour. She also handed out customer feedback survey results and reviewed survey highlights.

Inquiry/Call Log Report No new items were presented. UNFINISHED BUSINESS FY18 Operations, Bus & Shelter Grants Regarding questions arising related to who would cover installation of Hopkinsville Transit shelters, Mr. Johnston confirmed PACS’ grant with the state was already approved for both shelter purchase and installation. He added there would be no match for the city. Chairman Henson asked if anything had been heard regarding the award of a fourth bus. Mr. Johnston replied all initial 5339 grant funds had been distributed; however, he had applied for funds through a second grant for an additional bus in Hopkinsville and Madisonville. He added that grant required no match and award notifications were expected in January. Proposed Route Changes Ms. Durham handed out new route brochures and the group reviewed changes. She indicated awaiting final easement approval from Hopkinsville Towne Center. The group consensus was to move forward with advertising the changes as soon as approval was received. Chairman Henson inquired about the possibility of getting the three new routes in the newspaper again. Ms. Durham agreed to look into that as part of the 100,000 ride celebration. Transit Future Needs Survey This item was covered under the Marketing Report. NEW BUSINESS None COMMITTEE MEMBER COMMENTS None OTHER Mr. Johnston reported a new issue with service animals had come up twice recently. He informed the group that, when a rider boarded with a service animal, drivers were only permitted to ask what the animal was trained to do. They could not request certification or proof that the animal was a service animal. Under questioning, Mr. Johnston clarified that any animal could be brought onto the bus in a cage, as there were no size or breed restrictions; however, only service animals could be leash-free. He further reported that any animal who growled or barked would be removed from the bus and a van would be sent to help them complete their trip. ADJOURN Ms. Hansley moved to adjourn at 5:25 p.m.; seconded by Squire Bates. There being no further business to come before the committee, all members present voted aye.

From: Nikki Radford <[email protected]> Date: Wednesday, December 20, 2017 at 9:58 AM To: Mike Or Ann Cherry Cc: transit <[email protected]> Subject: RE: New submission: Transit Contact Form Thanks so much for your comment, Mr. Cherry!  We are happy to let you know that the changes to Hopkinsville Transit routes which started Monday have redirected the Blue Route to serve the intersection and areas you mentioned.  I’m attaching an updated brochure for your convenience.   While there is no bus stop sign along this corridor due to route timing constraints, individuals may follow the steps below to safely catch a bus in this area anytime during regular service hours of 5am through 6pm.   1. Find a place along the bus route that is convenient for you. 2. Be sure to wait on the correct side of the street (North side of Country Club between Fort Campbell Blvd 

and Lafayette Road or West side of Lafayette Rd from Country Club to Holiday Park Drive). 3. As the Hopkinsville Transit bus approaches, wave so the driver will know you want to board. 4. Wait until the bus comes to a complete start to board.
