MISSION STATEMENT

The African Scholars’ Fund, through awards and guidance, assists promising young

schoolchildren from desperately poor homes to complete their secondary or FET college

education.

Our area of operation includes the Western-, Northern-, Eastern Cape and parts of the North West.

CHAIRPERSON’S REPORT

This has been yet another successful year for African Scholars’ Fund! Generous sponsors have enabled us to make more awards than ever before. It has also been a year of momentous decision making and planning for change.

Our Director and founder, Dr Margaret Elsworth, initiated a planning exercise for all interested parties to contribute ideas about management structures, the role of Trustees and future plans. Thanks to generous financial support from the D G Murray Trust, the free use of a venue at St. Thomas’s Church, and expert honorary facilitation by David van Eeden, this event generated important strategic guidelines for implementation, based upon a strong consensus that existing practices, as well as the name of the Fund and its ideals, should be conserved. A first consequence was to re-energise the Board of Trustees with new appointments – we welcome Biddy Greene, Wendy Moult, Mark Solomon and the very happy return of John Gardener.

Margaret Elsworth’s intended retirement at the end of 2007 prompted the Board to advertise the position of Director, a process again greatly aided by expert advice from David van Eeden. Furthermore the Board expresses its profound gratitude to an anonymous benefactor for underwriting the salary for the Directorship for the next five years! It is pleasing to report that Eliza James was appointed as Director with effect from January 2008. Her very positive attitude and energetic personality do indeed promise to ‘make us fly even higher’, to quote her response to the news of her appointment.

The Teachers’ Strike influenced many schools over several weeks during 2007, and only a few were able to write their June examinations. Consequently, numerous mid-year assessments and second payments were delayed or even withheld. The results of September tests were accepted as an interim measure but, sadly, many learners were unable to comply, and they submitted results that had been adversely influenced by the strike. All 2007 bursars were then sent messages of encouragement for the December examinations and reapplication forms. Although thousands of new applications were received for 2008, we believe that the strike depressed these numbers, as well as those based upon provisional acceptances who failed to submit their December reports.

During 2007, schools were invited to nominate bursary representatives for liaison purposes. To date, more than eighty percent of the schools have complied, and it is expected that this medium of communication will alleviate many of the past problems.

Congratulations to Nobathembu Rululu (our FET Manager) for completing the NGO Management course at Stellenbosch University with distinction, and also to Edgar Droste (a generous donor to both ASF and TECSAT) for being honoured in the Inyathelo Awards for philanthropic work.

Once again we extend heartfelt thanks to our great and growing family of sponsors, to our office staff, volunteers and Trustees for their devoted service. A special word of thanks to Sandy Elsworth, our UK Chairman, who continues to encourage family and friends to support this great cause.

DIRECTOR’S REPORT

A new grape-vine has possibilities !Each year we award scholars at about 450 schools, many in rural areas. Our office is too far away. The principals are too busy so we need people on the spot to help us keep communication going in our work. Each school was invited to nominate

a Bursary Representative,someone who could make sure that children needing help are selected to apply for our bursaries, that reports are sent and that our money is properly paid out and receipted. The Bursary Reps could become the most important people in our administration because they are our agents, right there in the schools. Best of all, communication between us begins with the ubiquitous cell-phone! Everyone has one and text SMS messages costs are low. 233 Bursary Representatives sent us cell numbers in 2007.

It is vital to ensure that the children actually get their money. Sometimes they are told to “sign now and you will get the money later” – and sometimes no money is given! Sometimes the school takes a few rands to cover bank charges for doing the pay-out. Most importantly the bursary rep can make sure to return the lists signed by the awardholders to prove receipt of their money. In November 2007, 33 schools were blacklisted. As this Annual Report goes to print we have no more blacklisted schools.

Bursary reps also keep us up to date with school fees and other charges.

Educators (teachers) went on strike in June 2007, The strike dragged on for weeks. While in settled areas the teachers managed to work around the boycott, in poorer areas the staff risked their lives if they attempted to go to school. Teaching was paralysed for weeks. June exams were written sporadically and reports were difficult to assess. Our bursary work and follow-up were seriously affected. The cost of lost schooling to learners and society was huge, beyond any estimate.

Thank you to schools for carefully prepared applicationsThe stamped envelopes, the excellent selection, the tidy packs, the detailed documentation and the careful letters were all neatly put together for easy handling - what a difference this made! Often there was a letter of appreciation from a school saying how much these bursaries meant to their children because they came from such poor homes with so little

hope. There must have been about 10 000 applications – they came in Post office sacks and the envelopes were piled over half the office floor. 1937 new applications were kept for consideration, to wait for the final December results. All their details had to be entered on the database.

Visits to schoolsVery little visiting was possible in 2007. We made the most of going to Noorder Paarl, a beautiful building looking towards the mountains of Du Toit’s Kloof. Many children from the township on the other side of the Berg River attend this school in preference to the school in Mbekweni. We took magazines from the CAFDA bookshop to Masibambane High School, razor-wired into terrible shacklands in Kraaifontein. Here even their strict security could not prevent violence within the school later in 2007. That any learner can pass Senior Certificate and even gain matric exemption in such circumstances is a miracle! Heideveld High School depends upon security measures for its survival in a community governed by gangs who herd people so that they do not enter “no-go” areas. The drug trade, mostly “Tik”, is dominant. Vuyiseka Secondary School is also situated in crime-torn shacklands, yet they too produce good, even excellent, results.

The Mary Livingstone Essay, established to promote good English usage, has an important place in our work and 31 entries were received in 2007. The topic was: “Ten years from today”. The winners were:1st Prize: Mpumelelo Qoyo of Bulelani Sen Sec, Queenstown and 2nd Prize Shanneth Barron of Cape Academy, Tokai.

Mears Merit awards are given annually in memory of Wally Mears, founder trustee and Chairman, to bursars in the Cape Town area who have outstanding results in Grade 10. The awards for 2007 went to:

Ntsikelelo Dyidi of Vuyiseka Senior Secondary School andNicholas Mentoor of Noorder Paarl Sekondêre Skool.

Referrals to other funds: Senior Certificate candidates continue to be referred to ASSET Trust (Cape Town), Studytrust (Gauteng), ITEC (East London) and REAP(rural) for guidance and assistance for further studies.

The names of 10 scholars were put forward for their potential acceptance by Abbotts College for 2008. ASF continues to make a contribution towards the students’ transport costs.

The Yvonne Parfitt Trust selected S Qabaka and S Hesquay for support at university in 2008. A few candidates were referred to the Allan Gray Orbis Foundation for post school assistance.

OfficeNGO Management course at Stellenbosch University: Congratulations to N Rululu and D Chuter, who helped prepare the group assignment which won First Prize – a voucher for sending another delegate from each of their respective organisations on the same course in 2008. A special word of congratulations goes to N Rululu whose presentation won distinction!

The old AMD server, based on Linus, was replaced with an ordinary Microsoft computer and a modem system to back up data every night – unless there are power cuts!

A 8% increase in overall income resulted in a surplus for the year of R93,420,00 despite the fact that we increased the awards paid out to learners by about R50,000,00. Our investment capital continues to show a healthy increase – a trend we trust will continue. Our sincere gratitude goes to Jan du Plessis of BoE for his continued guidance, support and invaluable advice on investment of available funds.

Office expenses have been kept to a minimum, but due to the constant need to keep abreast of technology there has been a slight increase. Despite this we were able to increase the number of learners that received Awards during 2007.

SCHOOL RESULTS for 2007

2438 school awards totalling R1 272 300 were distributed to:1674 learners in the Eastern Cape costing R855 900 (66%)

223 learners in the Northern Cape costing R133 400 (10%)541 learners in the Western Cape costing R283 000 (24%)

1907 Learners (excluding the Gr12s) are known to have written examinations. Of these 98% passed with the following symbol distribution:

18 = A (80% +) 123 = B (70-79%) 544 = C (60-69%)761 = D (50-59%) 388 = E (40-49%) 67 = Failed / marks below 40%

21 Learners left school or were ill. 6 “OBE” reports were sent back and not returned. 152 Learners did not send results. The follow-up rate was 90% .

SENIOR CERTIFICATEWe had 358 candidates for Senior Certificate in 2007. The follow up rate was 96%. 13 results are unknown. 1 candidate left school and 4 failed the examinations, 1 of these failed his home language, but his other subjects were satisfactory.

Of the 344 candidates who wrote examinations, 99.5% passed. Of the 340 candidates who passed

203 (nearly 60%) passed with endorsement or conditional endorsement.

137 (40%) passed Senior Certificate. This is a much higher pass-rate than we have ever had before.

5 “A” aggregates and 39 “B” aggregates were recorded and 130 “A” symbols were recorded for separate subjects. Of these 17 were over 90%.

A feature in 2007 was the number of candidates who achieved “B” or “C” aggregates but did not qualify for endorsement because their subjects were not taken on the Higher Grade. With the advent of the new syllabus in 2008, this discrepancy should fall away.

Impact of civil servants’ national strike in June 2007

- A number of students left the college for the trimester/semester or did not write the exams as little teaching took place.

- Exam results for the previous course were only issued two months later.

- This made it impossible for students to register for the next level, so a full trimester was wasted as they were waiting for results and confirmation of financial support.

- Bursaries could not be confirmed, because it is a requirement to students to have passed the previous course in order to be awarded a bursary.

WHERE ARE THEY NOW?

Bursaries were awarded to 123 students costing R357 012 in 189 courses. The passrate of 91% has been maintained.

Nondyebo comes from Uitenhage where she and three of her siblings are supported by her father’s old age pension of R940/mth. She passed her senior certificate in 2005 and went straight to a FET College to study for two years. At the end of 2007 she successfully completed her Business Management course and obtained three distinctions! She is now employed by the college as an Administrative Assistant. Congratulations Nondyebo – we are so very proud of you!

EXCELLENT NEWS !!!

Siyabulela, Peter and Godley came from Oosterland Youth Centre in Dispatch (Eastern Cape). Children in need are placed at the centre by the children’s court. Siyabulela, Peter and Godley completed grade 10 at a LSEN (learners with special educational needs) school and applied to the ASF for bursaries to do a panelbeating practical course at PE College. All three completed their course successfully and are now gainfully employed. Siyabulela works at Raid Rangler as an apprentice panelbeater. Peter is a trainee panelbeater at Schnellekar and is based at VW in Uitenhage. Godley is working at POE Coach works as a trainee panelbeater. They have done us proud and bear testimony to the fact that given the opportunity our youth can and will rise to the challenge. Not only are they now earning an income and are able to work towards financial stability, but they see themselves as valued and respected members of the community. Well done gentlemen – we are immensely proud of you and wish you every success!

Kgotlaetsile comes from Batlhoros in the Northern Cape. Both his parents are deceased and the only income comes from his older sister who gets a child support grant for her two children. After completing his senior certificate in 2004, Kgotlaetsile went on to work as a labourer for two years, trying to help her sister. African Scholars’ Fund assisted him in January 2007 where he attended Kathu campus and successfully completed his N4 with very good marks. His positive outlook and will to succeed soon got him employed and he is now training as a Diesel Mechanic at Barloworld Equipment. Well done Kgotlaetsile!

CHAIRMAN'S REPORT FOR 2007

It gives me great pleasure to report again on the activity of the UK branch of the ASF. Contributions during the year totalled £15,538.

Although, for those in the UK we’ve just watched the latest London Marathon, last year we had Rob Boyd running for the Fund, and doing great! He doesn’t want people to know that he finished in fine form in nearly 3 hrs 45mins – and in doing so has raised over £1,600 (over R22,000 in SA currency)! Many thanks for that sweat and training.

Another keen lady ready to sweat for the Fund is my daughter, Miquela, whom I accompanied around the Paddock Wood Half Marathon. I won’t give her time, but she raised about £2.5 per mile, a total of over £500.

I would like to thank the staff and parents and children at the Moss Hey School in Stockport for their support for the Fund during the Carol Service over the Christmas period. I am always amazed at the extent of support for the work of the ASF across Britain, often encouraged through someone who has links, or who has had links in the past, with the team in the Rondebosch office.

Irene and Claude Echard (Solidarité Afrique du Sud) from Switzerland, included visits to two schools in the Knysna area during their holiday.

The Nelson Mandela Metropolitan Council increased its grant-in-aid for FET students. An application for a grant-in-aid from the City of Cape Town was again refused.

We thank the girls of Rustenburg High School who again gave a concert for our funds in early December in St Paul’s Church as well as giving us part of the proceeds of their Carol Service.
