1. INTRUDUTION

1.1. Environmental Report

The Bi-annual Environmental Monitoring Report for the period; July-December 2016 of Jabul Saraj-Nijrab Road Project, prepared by the consultants (BETS-SARM-SMARTS Consultants), is a part of Environmental Monitoring Program. The objective is to identify the environmental impacts and to asses adequacy of undertaken mitigation measures during the reporting period and then provide recommendations for improvement of environmental performance.

The Bi-annual Environmental Monitoring Report has been prepared based on Monthly Environmental Impact Monitoring reports. Supervision Consultants prepare these reports and submit to the implementation agency, Ministry of Public Works (MPW), Afghanistan through Project Management Office (PMO).

This report covers the Environmental Impact Monitoring activities from 1st July till 31st December 2016. Findings and recommendations are based on field inspections under taken by the Consultant Engineers.

1.2. Project Description

This project is the rehabilitation and reconstruction of existing paved, unpaved and non-motor able road between Jabul Saraj to Nijrab into 2-lane standard with shoulders. The project road starts at Jabul Saraj, traverses South-East direction and ends at Nijrab. The existing road is generally passing through rolling to mountainous terrain.

The proposed alignment of the project road traverses through Jabul Saraj, Gulbahar, Jamal Agha, Deboli, Mahmud Raqi, Durnama, Gyawa to Nijrab. The total length of the project road is about 50 kilometers. The project road traverses through two provinces of Afghanistan. The maximum length of the project traverses through Kapisa province i.e. 88% and rest 12% passes through Parwan Province.

The planned improvement includes (a) Road works: rehabilitation of existing paved road between Jabul Saraj to Mahmud Raqi, Part A (about 22.485 km) to two lane carriageways (7m width) with 2x1m wide paved and 2x1m wide soft / granular shoulders and section between Mahmud Raqi to Nijrab (about 27.515km). (b) Cross Drainage (CD) works: 66 culverts out of which 48 box culverts new construction, 3 stone masonry culverts new construction, 4 pipe culverts new construction and 11 stone masonry culverts extension (c) Bridge works: Construction of 4 bridges and 1 viaduct (d) one under pass.

Existing BOQ of PART B is a road from Mahmud Raqi to Nijrab, containing one layer of Asphalt Wearing Course and amount is US$ 4 million. But this work already has been carried out by PRT

The objective of the project is providing transport facilities from Kabul to Jabul Saraj (Parwan) and to improve the regional economy and welfare. Commencement of the project was on 14th September 2010 and was scheduled to be completed by 13th September 2012.The extension of time approved by 5 times. The 1st revised completion date of the project was 13th January 2013. The 2nd revised completion date of the project was 31st October 2013. The 3rd revised completion date of the project was 30th September 2014. The 4th revised completion date of the project was 20th November 2015. The 5th revised completion date of the project was 19th August 2016, but have not yet completed.

The implementation of this project is behind the schedule due to LARP issues, non-availability of the required drawing of Joint details of steel components for 20m bridge, 55m bridge and 140m viaduct, local people disturbances, demands of local leaders, Contractor’s delay etc.

1.2.1 Parwan Province:

The project started from Jabul Saraj intersection and follows existing road up to km 1+200, km 1+200 to km 1+350 is realignment, passes through the existing road up to km 4+800 (Gulbahar intersection), then from km 4+800 to km 6+180 realignment area including one house and garden. There is 55 m bridge over the Punjshir River from Km 6+180 to km 6+235.

1.2.2 Kapisa Province:

There, from km 6+240 to km 6+450 is realignment including garden and a house plot. Km 6+450 to km 6+700 is passing through existing road. Km 6+700 to km 6+980 realignment, passing through a small hill, this has been cut as per approved cross section. From km 7+000 to km 22+485 along existing road, except km 13+450 to km 13+700 and km 18+400 to km 18+550 realignment along agricultural land, km 15+900 to km 16+400 is along part of Jamal Aga Bazaar.

In realignment area along the garden some trees have been affected. In order to compensate this, three times of the number of actual affected trees are replanted by the Contractor to maintain greenery environment.

1.3. Construction Activities

The overall progress of work of this project up to the end of December 2016 is 76.64% while the time elapse is 106.14%. The Contractor has been repeatedly and officially instructed to submit a realistic work program to complete the remaining work of the project. But the Consultants’ didn’t receive any work plan from the Contractor’s yet. The Contractor should contribute more effort in the physical works on the site that needs extra input to be required on the 55 m bridge and 140 m viaduct for compensating the slippage of the time. The Contractor is repeatedly and officially instructed to expedite the works activities on the site, but the Contractor’s achievement is very poor even negligible and according to the contract deal, they are charged by the government. There is no more any satisfactory progress in the work during the mentioned reporting period and the progress is significantly less or even unsatisfactory.

1.4. Awareness Program

During this reporting period, the Consultant Engineers discussed with the Contractor Project Manager regarding the implementation of environmental protection, management and monitoring activities and also advised to the Contractor’s Project Manager to arrange some meetings with the workers about the personal safety and environmental safeguard. As the civil works were stopped, the key staff was deeply guided and trained in all the environmental concerns of the project.

2. ENVIRONMENTAL MONITORING The environmental inspections are carried out during the construction activities and verify that the undertaken in compliance with the requirement of Environmental Management Plan. The reporting period; July-December, 2016 in JNRP, was very less civil work progress, still, the environmental monitoring with consultant team in the presence of Resident Engineer according to IEE, was carried out, to provide detail sketches of environment condition of the project.

The results of inspections were always reported through monthly environmental reports. The environmental issues were seldom as the civil work was slow, still closely discussed with the contractor’s Project Manager in weekly/monthly meetings as well as during the site visits.

Moreover, the Consultant team was always vigilance, so, no significant adverse environmental impacts occurred due to construction activities during this reporting period. Few minor temporary environmental impacts were identified due to negligence of the Contractor to comply contract obligation/instructions of Consultant and the Safeguards department of PMO.

The summary of impacts and proposed improvement is shown in Table 2. The detail description of identified impacts during construction period and mitigation measures to protect environment in this project are very careful. The detailed description of identified impacts during construction stage and mitigation measures to safeguard environment in this project are considered as follows:

2.1. Water quality:

Water pollution is the contamination of water bodies like Canal, Channel, River, Pond, Lake, etc. Water pollution occurs when pollutants are directly or indirectly discharged into water bodies without adequate treatment to remove harmful compounds. In the road construction site there is ever possibilities to contaminate the water of the water bodies due to carelessness of the contractors. Water pollution affects plants and organisms living in these bodies of water. In almost all cases, the effect is damaging not only to individual species and populations, but also to the natural biological communities.

Observations: There was very low working progress in this reporting period. So, no objectionable occurrence or situation has been observed about the water bodies beside the construction site as well as along the road length.

Mitigation measure: Generally, it is always recommended by the Consultants that prior the water contamination due to the ongoing construction activities on the project. The Contractor had to follow as:

• Natural water courses and community water resources should not be polluted by the diesel, lubricant, chemical and etc.

• There should be separate arrangement of water supply for the construction and portable uses.

• During bridge construction care should be taken to avoid water pollution of water bodies.

• Prevention of obstructions to water courses, natural drainage and navigation • There should not be the solid waste disposal in the water channels

2.2. Natural Disaster:

The natural disaster is mostly, not associated with the construction activities in JNRP. This may belong to the steep slopes of the mountainous areas around the project that sometimes; contribute in tense runoff or soil erosion. There is always threat of temporary flood due to the poor land use pattern in several areas along the road that cause road congestions and impacts to other environmental sensitive locations.

Mitigation measure: It has been suggested to organize awareness program with the help of local Governmental Authority in particular areas to educate people regarding those problems. Local community should assume responsibility for prevention of such problems with the assistance of relevant authorities. The rainwater harvesting practices in the hilly areas are highly recommended. The Contractors has been informed to be alert about the natural disaster at any time.

2.3. Air Quality or Dust Generation:

One of the major environmental issues identified, is generation of dust due to wind, soil excavation and movement of transport. Transportation of construction materials and other construction activities increases dust level of air in project area. Besides, construction work along the soil profile also generates dust that seems too much disturbing for the nearby living beings. Moreover, the less soil cover due to greenery, in the project area, causes soil erosion that accumulates in dust pollution. Dust causes respiratory problem, nuisance to the road user and road side community. Generally the Contractor is watering using water tank but not regularly and sufficiently.

Observation: The JNRP alignment is through green areas or at less eroded area, so there is normally less dust generation with limited air quality problems. The weather was hot, cold and dry during this reporting period. Sometimes dusts were generated on the unpaved areas.

Mitigation Measure: The Supervision Consultants were noticing the dust very closely, and as per the availability of the contractor’s sources as well as TOR responsibilities, were notified to take the appropriate actions. The main recommendations were to suppress the dust blowing in the air by water spraying sufficiently and effectively. Moreover, not to experience the dust, it was recommended that the loading and unloading of the materials should not done during the wind timings, the works should not be carried out at high windy conditions as would cause nuisance.

2.4. Noise and Vibration:

Noise is generated by operating of mechanical equipment, such as electric generators, vibrating rollers, graders and other road construction equipment, crusher plant, etc. All types of trucks, road rollers create vibration and noise.

Observation: As there was less civil work during the last six months, so the noise and vibration was seldom observed. All was due to the silencers of the Drum Trucks and other vehicles were damaged and bad conditions that created heavy noise near the schools, mosque or market areas.

Mitigation measure: The Consultant has notified to the Contractor for repairing the silencers where always the satisfactory action has been taken. The Contractor has been educated that they will take all necessary measures to ensure that operation of all mechanical equipment and construction processes on and off the site shall not cause any unnecessary or excessive noise. Moreover, in order to get rid of the noise generation that disturbs the local people, generators and other standing equipment near residential area (including site offices and camps), were made silenced. Also, there is an order that the operations close to residential, medical facilities or other similar locations, the Contractor’s hours of working should be limited to 8 a.m. to 6 p.m.

2.5. Changes of Hydrology:

Afghanistan is a landlocked mountainous country, where the hydrology is changed after every small interval. The natural channels and depressions are formed due to the natural flow of water. The project area is planned in such a way that no hydrological changes to be occurred. So, in order to sustain the natural hydrology along the road, various hydrological structures are built along the road. Therefore, no natural or manmade flow of channels, watercourse or river channel are diverted in the project area.

2.6. Public and Workers safety:

Public and workers safely refers to the protection of public as well as the personal work on the project. This should be highly considered while developing a project. In the road construction projects; personal safety equipment, i.e. footwear, safety jackets, helmets etc. have to be supplied to the workers depending on their activities.

Observation: The Contractor has been made to provide all the safety tools and enforced to implement them. There were no such a big inconvenience in public and workers safety as very less civil work has done. Still, it has been nearly observed that the workers are not fully utilizing these safety tools.

Mitigation measure: The Contractor has been obligated time to time follow the safety rules upon their employees and tighten the rules of not wearing these tools. Besides, the personal safety equipment the Contractor has been instructed also to provide warning signs, speed limits and signals, provision of safety gears to workers depending on their activity, checking of safety arrangements by the safety officers, safety training for new employees before start work.

2.7. Road Side Landscape and Aesthetic Value:

Roadside landscape protects the natural resources as well as provide conductive environment to flora and fauna. Aesthetic value of landscape may not be good looking due to excessive excavation, improper borrow pits and disposal of waste material.

Observation: There are many locations along the roadside that their natural landscape is damaged or even destroyed. The biodiversity living in the subsurface of the soil or vegetative cover is now vulnerable and at risk.

Mitigation measure: The tree plantation has already done to facilitate the flora and fauna recovery along the project alignment. The plantation, where not grown well are identified by the consultants and is shared to the contractor to re plan it in the next spring season. The plantation season will cover the entire tree plantation, even some green landscape in some of the appropriate locations.

2.8. Impact of Wildlife:

The JNRP road project route is along the alignment where no such forest is available. The wildlife is not in large number raring along the route of the project. So, there is no any considerable impact on the wildlife due to the JNRP.

2.9. Public Complaints:

In general all communities in the zone of influence of Road Project have given support to the project activities. The complaints that have received during the civil works have already been resolved with the satisfaction of involved all parties.

2.10. Road Segment with Land Acquisition Issue:

The main setback of the project is the LAR issues. It is known that in the year 2010 database had been prepared for LAR. Some Affected Persons (APs) had not produced their ownership documents, but now, the LARP of the project is 99% completed one figure of absent APs.

2.11. Social Impact:

Project activities reflected positive social impacts. Affected people who loose land/house/shop will be fairly compensated. Positive impact includes employment opportunity of local people. After completion of road local people gained well reach of the business opportunities. Moreover, according to the appearance and oral survey from the local people, they are now well served with paved routes for their milestones.

3. ENVIRONMENTAL MANAGEMENT SYSTEM According to Site Specification Environmental Management Plan (SSEMP), the environmental protection and measures have to be followed by the contractor on the site. The recommendations of the SSEMP should handle the environmental issues on daily bases. The Contractor’s Environmental specialist regularly submits documentation regarding Environmental Management. The consultant environmental specialist follows up all the environmental report including the monthly compliance and bi-annual report.

Project inspections have been conducted by the representative of consultant including SRE, RE, Team Leader during the reporting period. The results of inspections were summarized in environmental check-lists and monthly environmental reports. Summaries of observation about environmental issues are included in the Monthly Progress reports as Environmental Compliance Charts. The organizational structure of the environmental management system of this project is depicted herein.

3.1. Noncompliance notices

Consultant team regularly inspected the construction activities of the project. As there was low working progress during this period; July-December, 2016, there were very Environmental non-compliance and deficiency issues that were orally discussed and were recovered. There was no any big environmental issue that is still pending.

3.2. Social Issues:

The timely and efficient public communication is necessary prerequisite for mitigation and prevention of social impacts resulted in the project implementation. It is especially important for this project as construction works were suspended at the several segments of project alignment because of unsolved Land Acquisition and Resettlement issues.

The project impact resources of local communities therefore preparation and implementation of the Land Acquisition and Resettlement Plan addressing the needs of all affected parties is a vital for success of project. For this purpose the experienced local NGO Afghan Bureau Collaboration Office (ABCO) was engaged in the project. ABCO conducted numerous meetings with all stakeholders and prepares the project documentations and reporting activities and communications.

4. CONCLUSIONS AND RECOMMENDATIONS There was very less progress in civil work of the project during July-December, 2017. So, very less even, no significant environmental impacts resulted from the project implementation activities. However, there are some violations and areas of incompliance from the side of Contractor which require attention and corrective actions. The regular Environmental Monitoring inspections and control of construction activities were undertaken by the Consultant’s staffs. Cooperation of Contractor in the prevention and mitigation of environmental issues was very limited.

In order to ensure environmental compliance of remaining part of the project the following measures were highly recommended:

a. The contractor should inspect the entire earlier tree plantation and calculate the damaged/ingrown trees and submit the replantation plan to fulfill the required the plantation by 21st March, 2017.

b. The contractor should employ the Officer responsible for environmental issues that prepare and submit to the Consultant Weekly Environmental Report on the basis of approved environmental compliance check list.

c. The contractor should considerably improve the housekeeping practices at the works places and accommodation. The lavatories and trash bins should be set up sufficient amount at the work sites and accommodation areas.
