NJ AFFORDABLE HOUSING BACKGROUND• 1975 - New Jersey Supreme Court issued a ruling known as the
Mount Laurel Doctrine• Stated: All municipalities had an ‘‘affirmative obligation’’ to
allow development of housing that was affordable to low-and moderate-income families.
• Require many suburbs to relax zoning restrictions• In the nearly 40 years since the original decision, several other
states and many localities around the country have developed policies aimed at introducing lower-cost housing into affluent, predominately white suburbs.
• These policies have several economic and social goals: reducing high concentrations of poverty in urban centers, increasing the stock of housing that is affordable to low-income households, and providing low-income households a gateway to better environments.• Safer neighborhoods, better schools, more access to jobs

AFFORDABLE HOUSING IN NJ
• 1,575 low income housing apartment complexes
– Contain 148,891 subsidized apartments for rent in New Jersey
• Many of these rental apartments are income based housing with about 90,108 apartments that
set rent based on your income.
• 35,453 Project-Based Section 8 subsidized apartments in New Jersey
• 61,042 other low income apartments that don't have rental assistance but are still considered to
be affordable housing for low income families

• Community-friendly design includes a street grid that reconnects the site with the surrounding

• The Community Campus, including a new elementary school and new Boys & Girls Club, were
the first in the country to be financed using New Market Tax Credits.
• Public art in the central city park and along “main street on Trenton” reflect the variety of
resident’s cultures and traditions.
• Sustainable stormwater management system retains 98% of stormwater onsite; the pocket
swales, or “rain gardens,” are now maintained by resident volunteers.
