There are instances in which a single rule seems to be in competition with a sequence of rules. Under the approach that we have been exploring, these can be seen as instances in which a simple rule competes with a conflated rule. In some such instances, the simple rule prevails; in others, the conflation prevails.

Where does conflation come from?
