The minutes of meeting of the District Road Safcty Committee (Central), duly constituted by Lt Governor, Delhi vide order no. 17(102) pig/Tpt/2007/525 dated 26.03.2014, was convened at 02:00 PM on 15.02.2021 under the chairpersonship of District Magistrate (Central).

After detalled deliberations, following decislons were taken In the meeting: 1. In collaboration with TRAX Road Safety NGO, in the meeting itself a power point presentation was displayed and issues and suggestive measures were discussed regarding Road Safety.

It was also decided to conduct n BIKE RALLY & HELMET DISTRINUTiON organized by DM

Central and TRAX Road Safety NGO from Shahldl Park near FSK Fort, Delhi Gate, Delhí to DM Central OMce, Darya Ganj, Delhi.

2. Updated identiflcntion of Black Spots: It was declded that the Traffic Políce and Local

Police (Central/North) and road owning agencies such ns PWD, MCD, immediately shall

provide updated list of identified black spots on the roads in the District Central. It was also discussed that while identilying the black spots certain criteria's are taken into consideration, such as road condition, area vulnerable for women safety, passenger volume

and pealk hour's congestion, diversions, engineering fhults leading to acidents etc. faced at different points. On the basis of findings corrective mensures may also be proposed to na

possible solutions.

It was directed that all agencies must submit a requirement report regarding Road Safety to

the 0/o District Magistrate (Central). [Aetion- DCP Traffie (Central Range),

3. Deployment of Ambulances in District Central:- all the concerned agences are directed

to assess the avallability and approach time of ambulances in the district. CATS will provide

this statistical data in this regard.

4. Enforcement of Traffic Regulations: Traftic Pollce and Transport department are directed

to provide their enforcement reports by 27.02.2021. Traffic Police must take

corrective/punitive action with regard to illegal parling & submit ATR in this regard. Further Report should also be submitted by Traffic Pollce regarding deployment of Trafie Police personnel in accident prone/vulnerable areas & during peak hours. Loading

Unloading not to be allowed during day time.

To ldentify accident prone areas in the district so that such area can be facilitated with safety measures.

5. To conduct campaign to spread awarenésst- It was also decided that awareness session to be organized regarding Road Safety in schools and Gender Resource Centres (GRC). Traffic Police shall coordinate and DDE (North/Central) for such awareness sessions.

6. Creation of wayside amenitles It was decided that by 27.02.2021, PWD, MCD will

furnish list of publie convenience avalable on roads. Further, they must also submit the

proposals under consideration regarding construction of public conveniences.

7. The road owning agencles (MCD, PWD) and Traflic Pollce shall examine the areas where

railings/footpaths/public convenlence are required to be repaired, current status and

requirement of blInkers/stgnage's/speed breakers near each schools & hospitals. The efforts must be made to cover all malor schools & hospitals with appropriate

signage's/blinkers/speed breakers to ensure smooth access & stop antsoclal approach.

The recommendations of DIstrict Level Road Safety Committee are monitored by highest level and to take affective decislon. It was reiterated that meeting should be attended by senior level offcers to case out the process of decision making and

implcmentation of deciston taken in this meeting.
