3 CUSTOMER BENEFIT / REASON FOR THE FEATURE
The operator is able to get more reliable statistics about the call setup success rate
and directed retry success rate with less effort in a much more easier way.Additionally also in a multivendor BSS area it then possible to evaluate the above
formulas. These measurements are very important for network operation, networkplanning and network optimisation.

4 FUNCTIONAL DESCRIPTION
The measurements TASSATT, TASSSUCC and TASSFAIL should count incoming
inter BSC directed retries in addition to the current assignments and intra BSCdirected retries. The measurements should be extended in the following way:
Total no. of assignment attempts per cell per channel type (TASSATT)Two more subcounters shall be added to count also incoming external directedretries. The triggerevent must also be extended.
Trigger events : - receipt of a valid Assignment Request (MSC -> BSC)- transmission of a Handover Commmand messageembedded in a Handover Request Acknowledge message(BSC->MSC) in the context of an incoming inter BSCdirected retry (Handover Request with cause 'directedretry received before)
