    2. AGE LIMIT: Upper age limit is 27 years for all the posts.

    3. QUALIFICATIONS & EXPERIENCE:

    POST No. 1: Research Assistant - Master's Degree in any discipline OR Bachelor'sdegree in any discipline with Law degree from a recognised university.Desirable: (i) Degree or diploma in Library Science. (ii) Certificate in computer courserecognised by All India Council for Technical Education (AICTE)/Department of ElectronicsAccreditation of Computer Courses (DOEACC) or courses equivalent to 'O' Level in terms

    of syllabus and duration of course as prescribed by DOEACC.

    POST No. 2: Junior Parliamentary Reporter (English/Hindi) - Bachelors degree in anydiscipline from a recognised university and possessing minimum shorthand speed of 160words per minute (w.p.m.) in English/Hindi. Desirable: Certificate in computer courserecognised by AICTE/DOEACC or courses equivalent to 'O' Level in terms of syllabus andduration of course as prescribed by DOEACC.

    POST No. 3: Stenographer (English/Hindi) - Bachelors degree in any discipline from arecognised university and possessing a minimum shorthand speed of 80 words per minutein English/Hindi. Desirable: Certificate in computer course recognized byAICTE/DOEACC or courses equivalent to 'O' Level in terms of syllabus and duration ofcourse as prescribed by DOEACC.

    POST Nos. 5: Security Assistant Grade-II - Bachelor's degree in any discipline from arecognised university and possessing the following physical standards and skills:

    Male Height - 167.5 cms. (relaxable by 2.4 cms. in case of Hill area residents),Chest-76.5 cms. to 81 cms.

    Female Height -154.6 cms. (relaxable by 2.4 cms. in case of Hill area residents).

    Vision - 6/12 in both eyes without glasses. The candidates must not have squint ineyes and should possess high colour vision. They should also be free from physicaldefect, deformity and diseases.

    Desirable: 'C' Certificate in NCC or sportsmen of distinction who have representeda State or the Country at the National or International level or who haverepresented a University in recognised inter-university tournament.

    Note:In case of vacancies in Rajya Sabha Secretariat:

    (i) certificate in computer course recognized by AICTE/DOEACC or courses equivalent to 'O'Level in terms of syllabus and duration of course as prescribed by DOEACC, is also adesirable qualification.

    (ii) the candidates so selected and appointed as Security Assistant Grade-II shall be requiredto undergo such course(s) of training as may be deemed fit, as a condition of satisfactorycompletion of probation period. If a candidate fails to complete the course (s) of trainingsatisfactorily during the period of probation, he will not be considered for confirmation and hisservices are liable to be terminated. However, if his services are retained, then his period ofprobation shall be suitably extended.

    POST No. 6: Security Assistant Grade-II (Technical) - Bachelor's degree in Sciencefrom a recognised university OR Bachelors degree in Engineering with specialisation inElectronics or Communication or Computer Science from a recognised university ORThree year diploma in Computer Science/Computer Engineering/Electronics &

    Communication recognised by a university/AICTE.

    The paper on Constitution of India will be descriptive type and bilingual withcandidates having the option of answering it either in English or in Hindi. Candidates willhave to secure the minimum qualifying marks in all the three papers of the MainExamination.

    Selection will be made on the basis of the performance of the candidates in theMain Examination, subject to the availability of vacancies.

    4.II.B. Stenography Test and Personal Interview for Post No. 2: Junior ParliamentaryReporter (English/Hindi)

    Stenography Test will be of 100 marks. Dictation in English/Hindi will be at thespeed of:160 w.p.m. of 10 minutes duration to be transcribed within 1 hour 30 minutes(which includes 10 minutes for reading of notes) in case of English Stenography Test and 1hour 55 minutes (which includes 10 minutes for reading of notes) in case of HindiStenography Test.

    A candidate will be considered for appointment against the vacancies in that stream(English/Hindi) only, in which he qualifies the Stenography Test.

    Only those candidates who qualify the stenography test at the requisite speed of160 w.p.m. will be called for personal interview.

    The Personal Interview will carry 10 marks. Candidates will have to secure theminimum qualifying marks in the Personal Interview.

    Selection will be made on the basis of the overall performance of the candidates inthe Stenography Test and the Personal Interview, subject to availability of vacancies.

    4.II.C. Descriptive Type Written Paper and Stenography Test for Post No. 3: Stenographer(English/Hindi)

The candidates will have to qualify Papers-I & II in the same stream(English/Hindi). The answer scripts of Paper-I of only those candidates will be evaluatedwho qualify Paper-II at the requisite speed of 80 w.p.m. Candidates will have to secure theminimum qualifying marks in Paper-I. In case of vacancies in Rajya Sabha Secretariat, thecandidate qualifying Paper-II in both English and Hindi streams, may be given preferencein appointment against the vacancies in that stream in which he qualifies Paper-I.

    Selection will be made on the basis of the overall performance of the candidates in

    Papers-I and II, subject to the availability of vacancies.

    4.II. E. Physical Measurement Tests, Field Tests, Descriptive Type Written Papers andPersonal Interview for post nos. 5 and 6: Security Assistant Grade-II and SecurityAssistant Grade-II (Technical)

    Physical Measurement Tests

    Male: Height-167.5 cms. (relaxable by 2.4 cms. in case of Hill area residents), Chest-76.5cms. to 81 cms.

    Female: Height -154.6 cms. (relaxable by 2.4 cms. in case of Hill area residents).

    Vision - 6/12 in both eyes without glasses. The candidates must not have squint in eyes

    and should possess high colour vision. They should also be free from physical defect,deformity and diseases.

    No marks will be awarded. Candidates will be declared either fit orunfit. In case,any physical measurement of a candidate is below the advertised standards, he will not beallowed to take part in the subsequent events/stages of the examination process.

    Field Tests

    Only the candidates found fit in the Physical Measurement Tests will be allowed totake part in the following Field Tests:

    Male: 3.5 feet high jump1 km race in 4 minutes

    13 feet long jumpFemale: 400 m race in 2 minutes

    8 feet long jump

    No marks will be awarded. Candidates will be declared either fit or unfit. In caseof high jump and long jump, a candidate will be given three chances to clear the event. If acandidate is not able to qualify in any event of the Field Tests, he will not be allowed to takepart in the subsequent events/stages of the examination process.

    Descriptive Type Written Papers for Post No. 5

    Only the candidates found fit in the Field Tests will be allowed to appear in thefollowing descriptive type written papers:

    The Paper-I (General Studies) will contain small and medium descriptive type ofquestions on Indian polity, modern history, culture, heritage, economy, geography, lawenforcement issues, environmental issues, current events of national and internationalimportance, developments in the field of science and technology, communications andspace, etc. This paper will be bilingual with candidates having the option of answering iteither in English or in Hindi. In Paper-II, Essay, Precis and Grammar will be of 50 marks,35 marks and 15 marks, respectively. Candidates will have to qualify in both the abovepapers at the requisite standards.

    Only those candidates who obtain the minimum qualifying marks in each paper andaggregate in the descriptive type written papers will be called for the Personal Interview.

    Descriptive Type Written Papers for Post No. 6

    Only the candidates found fit in the Field Tests will be allowed to appear in thefollowing descriptive type written papers:

    4.II.F. Descriptive Type Written Paper and Typing Test for Post No. 7: Junior Clerk

    In case of English and Hindi streams, a candidate will be considered forappointment against the vacancies in that stream only in which he qualifies Paper-I (Essay,Letter and Grammar) and Paper-II (Typing Test). The candidates will have to qualifyPapers-I and II in the same stream. However, the candidate qualifying the typing test inboth English and Hindi streams, will be given preference in appointment against thevacancies in that stream in which he qualifies the Paper-I.

    In case of Urdu stream, a candidate will have to qualify Paper-I either in Englishstream or in Hindi stream and Paper-II in Urdu stream.

    The answer scripts of Paper-I of only those candidates will be evaluated who qualifyPaper-II (typing test) at the requisite speed of 40 w.p.m. Candidates will have to securethe minimum qualifying marks in Paper-I.

    Selection will be made on the basis of the overall performance of the candidates inPapers-I and II, subject to the availability of vacancies.

    5. RESERVATION FOR PHYSICALLY HANDICAPPED PERSONS

    The reservation of posts in Lok Sabha Secretariat for physically handicappedpersons will be as under:

    6. HOW TO APPLY

    I. Eligible candidates have to apply in typewritten form for the above posts, either in Englishor in Hindi, strictly in the prescribed format. The format of the application can bedownloaded from the websitehttp://www.loksabha.nic.inunder the link Recruitment.

    II. Candidates desirous of applying for more than one post should submit separate applicationform and fee for each post.

    III. FEE: A fee of Rs. 100/- [ in the form of valid Indian Postal Order payable at New Delhi orBank draft (crossed A/c payee only) from any Scheduled Commercial Bank payable

    applications will be treated invalid and will be summarily rejected. The fee once paid shallnot be refunded under any circumstances nor can the fee be held in reserve for any otherexamination or selection.

    Scheduled Caste/Scheduled Tribe, Physically Handicapped and Ex-Servicemancandidates are not required to pay the above fee. However, those Ex-Servicemen whohave already taken up a Government job shall not be entitled for fee concession.

    IV. Applications which are illegible, not accompanied by the prescribed fee (unlessremission of fee is claimed), not conforming to the prescribed application formatand the instructions given therein or received after the last date will be summarilyrejected.

    V. Candidates in Government service should submit their application(s) through properchannel only. No such application will be accepted 7 days after 26.10.2009.

    VI. Applicants should affix two self-attested identical recent passport size photographs, oneon the application form and the other on the attendance sheet.

    VII. In case sufficient number of eligible candidates prefer to take examination in Chennai,Kolkata and Mumbai, Joint Recruitment Cell may hold the preliminary written examinationsfor the posts contained in this advertisement in these cities also besides Delhi. In theeventuality of insufficient number of eligible candidates for this post opting for takingexamination in any of these three cities, those candidates will have to take examination inDelhi. The choice once made by the applicant with regard to the examination centre shallbe final. Joint Recruitment Cell will, however, have final discretion in the allotment ofexamination centre to the applicants on the basis of number of applications received inrespect of a particular post for a particular centre.

    VIII. Canvassingin anymanner wouldlead to summary rejection of application and candidatureat any stage.

    IX. All particulars (except Residential Address) furnished by the applicant will be treated asfinal and no change will be allowed therein later on. The applications of the candidateswho do not specify their category in sl. no.12 of the application, will be rejected.

    X. For candidates staying abroad and for those posting applications from Andaman & NicobarIslands/Lakshadweep/Assam/Meghalaya/Arunachal Pradesh/Mizoram/Manipur/Nagaland/Tripura/Sikkim/Jammu & Kashmir/Lahaul and Spiti districts and Pangi Sub-division ofChamba District of Himachal Pradesh, the last date for receipt of application by post only(not by Hand or by Courier) will be 7 days after 26.10.2009.

    XI. Candidates should send their application in an envelope superscribing clearly the name ofthe post applied for on the cover of the envelope.

    XIII. AGE/QUALIFICATIONS/EXPERIENCE: Age/qualifications/experience will be reckoned ason 26.10.2009.

    Applicants should attach self-attested copy of the matriculation or equivalentexamination certificate as proof of date of birth. No other document will be accepted forthis purpose.

    XIV. AGE RELAXATION: The upper AGE LIMIT specified above is for General candidates.Relaxation in upper AGE LIMIT for these posts to various categories, ex-Servicemen andin-house candidates of Lok Sabha and Rajya Sabha Secretariats will be as indicatedhereunder:

    The upper age limit will further be relaxable up to a maximum of 10 years in thecase of physically handicapped persons having disabilities mentioned in this advertisementin respect of those grades in Lok Sabha Secretariat in which posts have been reserved forthem.

    The upper age limit is relaxable up to 5 years (depending upon the extent of theircontinuous service) to the SC/ST/OBC/GEN/PH candidates in Government Service/PublicSector Undertakings who have rendered not less than 3 years continuous service onregular basis as on 26.10.2009 and continue to remain in service till their final selection.

    Persons who are appointed on ad-hoc /daily wages/hourly paid/ contract basis are noteligible for age relaxation.

    NOTE: Applicants in Government Service or in service in Lok Sabha and RajyaSabha Secretariats should have completed 3 years of continuous regular service inGovernment or in Lok Sabha Secretariat or in Rajya Sabha Secretariat or inGovernment, Lok Sabha and Rajya Sabha Secretariats put together or in Lok Sabhaand Rajya Sabha Secretariats put together, for claiming age relaxation asGovernment servants as per provisions in para 6(XIV) above.

    Age relaxation for Ex-Servicemen

    In case of vacancies in LSS: Length of military service plus 3 years(up to the maximum of45 years)

    Ex-serviceman means a person who has served in any rank whether as acombatant or non-combatant in the regular Army, Navy, Air Force of the Indian Union, and:

    (a) who retired from such service after earning his/her pension. This would alsoinclude persons who are released/retired at their own request after having earnedtheir pension; or

    (b) who has been released, otherwise than on his own request from such service as aresult of reduction in establishment; or

    (c) who has been released from such service after completing the specific period ofengagement, otherwise than at his own request or by way of dismissal or dischargeon account of misconduct or inefficiency, and has been given a gratuity.

    In case of vacancies in RSS:(a) Up to a maximum of 5 years in the case of ex-Servicemen including Commissioned

    Officers and ECOs/SSCOs who have rendered at least 5 years Military Service ason 26.10.2009 and have been released (i) on completion of assignment (includingthose whose assignment is due to be completed within one year from 26.10.2009)otherwise than by way of dismissal or discharge on account of misconduct orinefficiency; or (ii) on account of physical disability attributable to Military Service, or(iii) on invalidment.

    (b) Up to a maximum of 5 years in the case of ECOs/SSCOs who have completed aninitial period of assignment of 5 years of Military Service as on 26.10.2009 andwhose assignment has been extended beyond 5 years and in whose case the

    Ministry of Defence issues a certificate that they can apply for civil employment andthat they will be released on three months notice on selection from the date ofreceipt of offer of appointment.

    XV. CUT OFF PERCENTAGE OF MARKS: The minimum cut off percentages of marks inWritten Test and Personal Interview in an examination is 50%, 45% and 40% for vacanciesin GENERAL, OBC and SC/ST categories, respectively. The above percentages arerelaxable by 5% in case of physically handicapped persons of relevant disability andcategory for appointment against the vacancies reserved in Lok Sabha Secretariat forphysically handicapped persons. These percentages are the minimum marks which acandidate is required to secure in each paper/component and aggregate in the written testand in aggregate in the personal interview.     XVII. NUMBER OF VACANCIES: The number of vacancies specified in respect of the posts issubject to change.
