(ii) OBC candidates should also produce certificate in the format prescribed for Central Government jobsissued by competent authority that he / she does not belongs to the persons / sections (creamy layer) mentioned inColumn 3 of the schedule to the Government of India, Deptt of Personnel & Training OM No 36012/22/93-Estt(SCT)dated 08.09.1993 and as modified vide Government of India, Deptt of Personnel & Training OM No 36033/3/2004-Estr(Res) dated 09.03.2004 on or before the closing date of receipt of applications. The closing date for receipt ofapplication will be treated as the date of reckoning of OBC status of the candidate and also for assuming that acandidate does not fall in the category of creamy layer.

5. Minimum Qualification- Industrial Training Institute (ITI) pass from a recognized Institute in respective trade.(For example: Mate (Electician) should be in possession of ITI Certificate in Electric/Wireman/Lineman trades, similarlyMate (FGM) shall possess certificate in Mechanic discipline, etc.)

6. Written Test: - Written Test will be conducted for above posts. There shall be one paper comprising twoparts Part-I : Objective type and Part-II : Descriptive type of 90 minutes duration each. Place / Venue and date andtime of Written Test will be intimated later. Indicative Syllabus for these posts is as under:-

(a) General English: In addition to the testing of candidates understanding of the English languageand its correct usage, their writing ability would also betested. Questions on Paragraph Writing, Writing ofLetter, Writings etc may be included.

(b) General Studies: Questions in this component will be aimed at testing the candidates generalawareness of the environment around him/her and its application to society. Questions will also be designed

to test knowledge of current events and of such matters of every day observations and experience in theirscientific aspect as may be expected of any educated person. The test will also include question relating toIndia and its neighboring countries specially pertaining to Sports, History, Culture, Geography, EconomicScene, General Polity including the onstitution of India, scientific research etc. These questions will be suchthat they do not require a special study of any discipline.

(c) Arithmetic: Questions in this component will cover number system including questions onsimplification, Decimals, Fractions, LCM, HCF, Ratio and Proportion, Percentage, Average, Profit and Loss,Discount, Simple and Compound interest, Mensuration, Time and Work, Ratio and Time, Time and Distance,Tables and Graphs etc.

(d) General questions pertaining to ITI.

7. Departmental Candidates: - Candidates serving in the MES shall apply directly indicating their officialaddress. There is no need to send the application through proper channel. Candidates serving in other departments

shall follow the standard Government / their department order.

8. Centre of Examination:- Written examination will be conducted at Udhampur, Akhnoor and Rajouri. Firstand second choice of Centres given by Candidates shall not be binding on the department and this could be changedwithout notice.

9. Place of Posting:- Selected candidates will generally be posted in J&K area under Jurisdiction of ChiefEngineer Udhampur Zone. Selected candidates may also be posted anywhere in India.

10. Medical fitness & Citizenship:- Candidates must be physically and mentally fit for duty anywhere in India, inany climate and terrain. Candidates should be citizen of India.

11. Application form:- The application in the given format on A-4 size paper (210mmx297mm) typed neatly inEnglish duly filled in should be sent to MILITARY ENGINEERING SERVICES, HEADQUARTERS CHIEF ENGINEERUDHAMPUR ZONE, OPPOSITE CHOPRA SHOP, UDHAMPUR-182121 (J&K). Only attested copies of certificates

and testimonials should be attached with the application. Original copies should not be attached. Top right handcorner of the envelope for application should clearly mention APPLICATION FOR APPOINTMENT FOR THE POSTOF _____________________ (CATEGORY), CHOICE OF EXAMINATION CENTRE. The applicants are required toenclose one self addressed envelope of size 220mmx100mm duly affixed with postal stamp of Rs 27/- only.

12. Last date of submission of Applications

(a) Applications complete in all respect must be received in Chief Engineer Udhampur Zone, Udhampurby 30 Dec 2011 upto 1700 Hrs.

(b) Applicants residing in North East Regions, Andaman Nicobar Lakshadweep and Leh/Ladakhdivision of J&K, Lahaul and Spiti Distt and Pangi sub division of Chamba Distt of HP may submit their applicationupto 06 Jan 2012 upto 1700 hrs.

13. Late receipt of applications:- Applications received incomplete or late due to postal/departmental delay orany other reasons will be summarily rejected.

14. Any candidate who had applied in response to any earlier advertisement by any office under jurisdiction of HQChief Engineer Northern Command will have to apply afresh. No consideration is given to any application madeearlier.

-3-15. No TA / DA is admissible for appearing in written test or any subsequent test/visit for verification of originaldocuments as and when called for.

16. Chief Engineer Udhampur Zone, Udhampur reserves the right to cancel or alter the terms and conditions inwhole or in part of the above recruitment without assigning any reason thereof. Merely fulfilling the basic selectioncriterion does not automatically entitle a person to be called for written test and acceptance of application does notmean selection for the post. No correspondence in this regard will be entertained. Canvassing in any from willdisqualify the candidates. This office will not be responsible for any postal delay in respect of any communication.

17. All the posts mentioned above are temporary and likely to be continued.

18. Date of written test, Centre of Examination and subsequent driving test in case of CMD will be intimated later.

23. CMD candidates who qualify in written test will only be called for driving test.

24. Notwithstanding above, the department reserves the right to short-list the number of candidates for test.

25. Probation: - The persons selected will be appointed on probation for a period of two years, which maybe further extended on discretion of appointing authority.
