Delays in project of construction industry in Pakistan
A successful project is being accomplished by meeting its objective within the given time
deadline, resources and budget as well. However various disruptions may cause for delay in the
projects. This phenomenon is normally prevailing in construction industry as taking construction
project is time consuming and lengthy undertaking. If we take the example of the construction
industry of Pakistan it seems to be somehow like routine of delays. What are the factors causing
here can be assessed by different quality management tools like
Plan-do-check cycle
Flowcharts
Scatter diagram
Fishbone (Ishikawa) Diagram
Preto charts etc.
But here we use only Fishbone (Ishikawa) Diagram. This tool was developed by Kaoru Ishikawa
to find conduct the cause and affect relationship for quality management. According to this tool
causes are grouped into different categories like machinery, methods, people etc.
From above diagram following are the possible causes that affect the delays in construction
projects.
1. Material
Quality of Material Cost of Material Availability
2. Budget
Approval Late payment of installments
3. Personnel
Conflicts among the personnel Absenteeism
4. Environment
Natural Environment Political and Economic Environment
5. Stakeholder & Communication

Fishbone diagram showed all of the possible causes of the delays but the most important is
stakeholders and communication management. In most of the construction projects there is
always seems to be stakeholder difference and there is improper communication among them.
For example if we take the example of the Kalabagh dam there are a lot of primary and
secondary stakeholders and poor communication. Moreover every stakeholder is concerning with
his or her own interest no stakeholder is looking for mutual benefit of the project. So
Establishment in case of government and management in case of company should focus on this
type of problematic are to deal with the situation and to accomplish the project within the limited
time.
