January1,2015DearOHAMemberExecutive:Aswebeginthisnewcalendaryear,itisalsotimetokickoffourassociation’sannualOHA‐PACfundraisingdrive.Asyouknow,thisparticularwayofparticipatinginthepoliticalprocessisnotjustanecessaryactivity;itisalsoagoodbusinessdecisionforourmemberhospitals.ItremainsakeyandpracticalwaytoexpressourthanksandassistancetothoselegislatorswhohavesteppedforthandactivelysupportedissuesandbillsofvitalinteresttoOklahomahospitals.OurOHA‐PACmustbeinastrongfinancialpositiontomakemeaningfulcontributions,especiallyinanelectionyear.OHA‐PACisalreadyheavilyinvolvedinplanstosupportlegislatorswhocasttheirvotestoreauthorizeSHOPP,thehospitalproviderfee,andseveralotherimportantissues(suchaslawsuitreform)duringthe2013legislativesession.LetusnotforgetthatsincetheinitialenactmentofSHOPPinJuly2011,Oklahomahospitalshavereceivedanetbenefitofmorethan$485millionthroughDecember2013.Asthe2014electionsapproachincumbentsseekingre‐electionareassertivelyfundraisingnowbecauseofchangestoOklahoma’slawsthatmovedpoliticalpartyprimaryelectionstoJune24,lessthanamonthaftertheendofthe2014statelegislativesession.OHA‐PACandAHA‐PACmustbeactivelymakingsignificantcontributionswellbeforetheJuneprimaryelectiontogiveincumbentstheabilitytoprepareaneffectivecampaign.Primaryelections,inwhichcandidatesfromthesamepartyfaceoff,canbewherewelosethoughtfullawmakerssupportiveofourcauses.OHA’scampaigntoacceptfederalfundstocovertheuninsured,perhapsthroughInsureOklahoma,ismakingadifferencetowardchangingtheconversationaroundthegoalofgettingsupportfromthegovernorandtheLegislature.Certainly,thisisalonghilltoclimb.However,publicopinionpollingisshowingimportantprogressinourfavor.Currently54%ofalllikelyOklahomavotersfavoracceptingfederalfunds,apositivemovementoffivepoints!Alongwithourpartners,OHAisseeingincreasingsupportamonglawmakersforacceptingfederalfunds.Wecannotaffordtolosethoselawmakersinthe2014elections.Ifgroupslikeoursdon’tprovideearly,significantfinancialsupportfortheselawmakerswhofacechallenges,theyhavenoreasontostandupforus!YouractivesupportofOHA‐PACisvitaltoourefforts!IfeveryeligiblehospitalmettheirOHA‐PACgoal,wewouldhavealmost$192,000availabletocontributetocandidatesthisyear.In2013,OHA‐PACreceivedalmost$60,000incontributions.Wearethankfulforthosewhohavemadethepersonalcommitment,butwecannotrelyupononly44hospitalsand237hospitalemployeeswhoparticipatedinOHA‐PACin2013tocarrytheloadforanindustrythatemploysmorethan67,000statewide.Weurgeyoutomakeacommitmentin2014tomakesureyourhospitalmeetsorexceedsitsowngoal.Thegoallevelsarebelow:

Grassroots Involvement

OHA Legislative Process

Priortoandduringeach legislativesession,OHA’sCouncilonPolicyandLegislationmeetswithOHAstafftohelpdeterminetheAssociation’sposition‐for,against,ormonitor‐onaparticularlegislativeissue.TheCouncil’srecommendationsarethenforwardedtotheOHAboardoftrusteesforreviewandapproval. In those rare instances when contentious issues arise and a consensus by the OHAmembership cannot be reached regarding the position OHA should take on an issue, OHA staffwill“represent”eachsideoftheissueratherthanadvocatingaparticularposition,fororagainst.Throughout the legislative session, OHA will provide legislative updates via HOTLINE, and calls toactionviaVoterVoicewhenyourquickresponseandinvolvementisneeded.OHAmaintainscopiesofall bills, so you may contact us at any time to request a copy of those bills you are interested inreviewing. Also, bills may be viewed online at www.oklegislature.gov. During session, OHA stafftracks legislation daily via a computerized legislative reporting system.OHAhasadailypresenceattheStateCapitolduringthelegislativesession.Serving as your voice at the state Capitol and in other local legislative arenas is one of the mostimportantrolestheOklahomaHospitalAssociationplaysforitsmembers.And,weextendthatroleonnational legislativeandregulatory fronts throughouractivepartnershipwith theAmericanHospitalAssociationinWashington,D.C.AHA’sadvocacystaffhasbuiltasolidreputationonCapitolHillandhasagoodworkingrelationshipwith members of Congress. VoterVoice Thisyear,OHAwillprovidememberswithopportunitiestoeffortlesslycommunicatewithelectedofficialsastheirvotingconstituents,throughaninternet‐basedprogramforgrassrootsadvocacy.“VoterVoice”isaprogramthatallowsOHAstafftoquicklyandeasilyorganizegrassrootslobbyingcampaignsforallmembers,orselectgroupswithinourmemberdatabase.

1. OHAstaffsendsanemailtoallCEOs,executiveandhumanresourcesstaff,andRNadministrators,explainingtheissueandcalltoaction.

2. WhenOHAmembersreceivetheemail,itinstructsthemtoclickonalinkthattakesthemtotheVoterVoicepageontheOHAwebsite.ThefirsttimemembersaccessVoterVoice,theyarepromptedthroughauserregistrationprocess.Futurevisitstothesitewillrequireaone‐clicklogonwithuseri.d.andpassword.

3. Theprogramwizardpromptsmembersthroughafewsimplestepsthatallowthemtoseethetargetedofficialsandthemessage.

Grassrootsinvolvementinyourcommunitymeanseducatingandorganizingmembersofthecommunitytomakesurethatallofficials–candidatesandthosewhoholdoffice–areawareoftheneedsofyourhospitalandtheimpactoflegislativeactionsonyourinstitution.

Theabilitytoorganizeandactivateyour"grassroots"advocates–individualsdirectlyconnectedtothehospitalorinthelargercommunitybeyondyourwalls–isevenmoreimportantthaneverbefore.Organizedgrassrootsadvocatesarekeytoanyhospital'ssuccessininfluencingfederal,stateandlocalpublicpolicy.

Developingastrong,broadgrassrootsbaseofindividualswhowillactivelyengageinlegislativeadvocacyeffortsonbehalfofyourhospitalisessential,especiallysincehospitalsareuniquelypositionedtobeacatalystforcommunityandgrassrootsorganizingefforts.

Hospitalsalreadyenjoybroadcommunitysupportandhaveaccesstoconstituenciesthathavethepotentialtowieldsignificantinfluence–bothinnumbersandclout–iftheyareorganizedandinvolvedinpublicpolicyissues.Trustees,physicians,administrativestaff,volunteers,patientsandtheirfamilies,employees,vendors,otherhealthcareentities,donors,supportersfromthebusinessandphilanthropiccommunitiesandmediarepresentativesareallpotentialpartnersinyouradvocacyefforts.Ifyouweretocountthenumberofindividualsforasinglehospitalandmultiplythatnumberbythemorethan5,000hospitalsinthecountry,thenorganizeandinspirethem,wewouldhaveanoverwhelminggrassrootsmovement!

What Needs to be Done? Manyhospitalsalreadyworktoorganizeandinvolvekeyinternalandexternaladvocatesintheirgrassrootsefforts.Everyhospitalshouldcommittoanorganized,sustainedefforttobuildagrassrootsbaseofsupportforparticipationinadvocacyefforts.Usually,gettingthesupportyouneedisrelativelysimpleandrequirescommunicatingandeducatingthosewithinandoutsideofyourhospital.

Afewsimpletechniquesforbuildinggrassrootssupportincludes:

Regularlycommunicatingpublicpolicyissuestokeyadvocates:trustees,physicians,administrativestaff,employees,patients,volunteers,vendors,donorsandothercommunitysupporters;

Developingasystemyoucanuseinordertoquicklycallkeyadvocatestoaction,eitherselectivelyorenmassewhencriticalissuesariseatthefederal,stateorlocallevel;

Encouragingindividualsinyourhospitalcommunitytotakeaninterestinpolicyissuesbysponsoringpubliceventswithpublicofficials;and

Makingcertainthatyourhospital'smediaandpublicrelationseffortssupportyourgrassrootseffortsandgoals.

Byorganizingyourhospitalcommunityforgrassrootsaction,youwilldomuchmorethangeneratepoliticalpowerfortheissueoftheday.Overthelongterm,youwillpositionyourhospitalasanopinionleaderonthoseissuesaffectingyourcommunity'shealthandthedeliveryofhealthcare.

Byorganizingastronggrassrootsbase,youwillcontributetothecontinuedfulfillmentofyourhospital'smission–todayandtomorrow.Cultivatingyourgrassrootscontactswillhelpyourcommunitybygivingthemavoiceinpublicpolicyissueswhichinevitablyimpactthem.

(votefor,voteagainst,offeranamendment,deleteaprovision,etc Focusonasingleissue,makingtwoorthreekeypointsinyourphonecall. Havetalkingpoints—oryourownnotes—infrontofyouwhenyoucall,inordertostay

focusedonthemessageyouwanttodeliver.OHAwillprovideyouwithtalkingpointswhenweaskyoutocommunicatewithyourelectedpublicofficial.

Thelettercanbehandwrittenortyped,andcanbemailed,faxedorE‐mailed.YoushouldfaxorE‐mailwhentimeislimited.

Opening Paragraph:

Statethesubjectofyourletter. Identifythebillbynumber,title,andauthors,ifavailable. Identifyyourselfandyourhospital,healthsystemororganization.

Example:"IampresidentofUniversityMedicalCenter,thelargestteachinghospitalinthestate,"or"IamamemberoftheboardoftrusteesofMemorialHospital,theonlyhospitalservingsixruralcounties."

Body of Letter:

Explaintheissuesimplyandclearly;useasmanyfactsaspossibletosupportyourarguments. Brieflystatethe2‐3mostimportantreasonsforyourpositiononthebillorprovision. Explainhowtheissuecouldaffectyourorganizationandcommunity,directlyandindirectly. Bespecificinstatingwhatyouwantyourelectedofficialtodo. Tips for Dealing With the News Media:

Rememberthatmostmediarepresentativesaretryingtodotheirjobbyreportinganewsworthyeventfairlyandfactually,withinacertaindeadline.

Establishrelationshipswiththemediabeforeyouneedthem.Knowtheirbeats,theirdeadlines,howtospelltheirnamescorrectly,andwhetherornottheypreferthatyouusemail,faxes,E‐mailorphonecallswhenyouaresendingapressrelease.Unlessyouhavesomethingtoreportthatisverytimesensitive,mostreporterspreferthatyoumailpressreleases,thenfollowupwithaphonecall.Ifyouneedalistingofmediaoutletsthroughoutthestateandthenamesofreporterswhoworkfortheseoutlets,the"FinderBinder"andtheannualOklahomaPressAssociation'sMediaDirectoryarebothgoodsourcesofcurrentinformation.Formoreinformationonhowtoorderthesedirectories,callOHA.

Serveasaresourcepersonformediarepresentatives,evenwhenyoudon'tneedastory.Letthemknowtheycancontactyoueveniftheyaren'tsureyouarethebestsourcefortheirstory.They'llbeappreciativeofyourhelp.

Whenareportercallsforaninterview,findoutwhatquestionstheywouldlikeansweredduringtheinterview(tosaveyouandthemsometime),whattheirdeadlineis,whentheyplantorunthestoryandinwhatformatthestorywillappear(i.e.feature/news/tabloidsupplement).Iftheinterviewisforbroadcast,askifitwillbeliveortaped,andthelength(i.e.,willitbeusedfora30‐secondsoundbiteoraone‐hourtalkshow?).

Whenyouareinasituationthathasnational/internationalmediafocus,remembertotreatlocalreportersasfairlyormorefairlythanthosefromout‐of‐town.Youhavetolivewiththelocalmediaafterthosefromout‐of‐stategohome.

When You Are Interviewed:

Focuson3‐5keypointsyouwouldliketoconvey,startingandendingwiththemostimportantpoint.Includethesekeypointsinallpressreleasesandinterviews.

Avoidsaying"nocomment,"ormaking"offtherecord"responses.Ifyoucan'tdivulgecertaininformation,tellthereporterwhyyoucan't.And,tellthemwhenyoumightbeabletoreleasemoreinformation.Ifyouaren'tpreparedtocommentatthemomentyouareaskedtodoso,tellthereporteryou'dliketocommentonceyou'vehadsometimetoreviewtheinformationandthequestionsheorshewouldlikeanswered.

Ifyoudon'tknowtheanswertoaquestion,saythatyoudon'tknow.Trytofindananswerandfollowupwiththereporter.

Neverdealwithhearsay.Dealwithfacts.Untilsomethingbecomesareality,avoidrespondingtoareporter's"whatif"scenario.

Don'tattackotherorganizationsorcompetitors;thismightbecomethefocusoftherestoftheinterview.

Never,ever,everlietoareporter.Reporterskeeptrack(aswealldo)ofpeoplewhohave"burned"themandwillrememberitformanyyears;theywillalsosharethisinformationwithcolleagues.

Whenareporterasks,"Doyouhaveanythingelsetoadd?"taketheopportunitytodosobyreiteratingyourkeymessageoranythingyouwouldliketoemphasize.

Strivefordialoguewithareporter.Arguingwithareporter–evenifyouareright–doesn’taccomplishanything.Keepyourmessageandyouraudiencethefocusofyourthoughtsduringtheinterview.

Donotasktoseethestorybeforeitisprintedoraired.Noreporteriseverrequiredtodothisandtoaskappearsunprofessional.However,yourhospitalspokesmanshouldoffertoverifyquotesorfacts,ortoanswerfollow‐upquestions.

If You Are Ambushed by the Media: Thenewsmediacouldarriveanywhereatanytimeinordertopursueastory.Onelikelyplaceisinyourhospital'sparkinglot.Ifyouare"ambushed"outsideyourfacility,youshouldattempttodeterthepressandtheir"need"foraninterviewatthatparticulartime,butdosoinahelpfulway.Onetechniqueyoucouldusewouldbetoacknowledgetheirpresence,thensmileandsay,"Iknowyouneedinformation,andassoonasIamabletogatherthisforyou,Iwillbehappytositdownanddiscussthiswithyou."

Theoddsofthisstatementappearingonthesixo'clocknewsaremuchlesslikelytooccurthanifyouseemagitated,areverballyabusive,andsay"nocomment"asyoupushyourwaythroughthecrowdofreporters.

Televisionprovidesanopportunitytoreachamassaudience.Manydifferenttypesoftelevisionprogramsofferpotentialforairingyourmessages:

Watchtheseprogramstobecomefamiliarwiththereportersandanchors,theirinterviewingstylesandthetypesofstoriestheyprefer.Whenyouareinterviewedonradioortelevision,keepyourremarksbriefandwellstructured.Yourdeliveryandtoneofvoiceisalsoveryimportant;inthecaseoftelevision,soisyourappearanceandgestures.

Thefollowingtipswillmakeanappearanceonthebroadcastmediamoresuccessful: Rehearsethemessageinadvance. Dressconservatively.Neverwearwhiteandavoidjewelrythatwillflashandcausea

distraction. Neverlookforortalkintothecamera.Trynottobeconsciousofthecameraatall;the

cameramenwillgetalloftheshotsthattheyneed.

Radio Mostradiostationstailortheirprogrammingtoveryspeci icanddifferentaudiences fromcountryandclassicalmusiclovers,torock‐and‐rollfansandall‐talkenthusiasts.Inrecentyears,manystationshaveexpandedtheirnewscoverageandprovidemoreairtimefortalkshowsandcall‐inprogramswhichfocusoncommunityinterestsandotherissues.Thisprovidesawonderfulopportunitytocommunicatethroughradiobycoordinatingyourmessagetothestation'saudience.

Radiostationsshouldbenotifiedofeventsthroughnewsreleases. Newsreleasesshouldbewrittenforradio,inastylethatisdesignedforon‐the‐air

delivery. Ahospitalspokespersonshouldoffertoparticipateintalkshowsorcommunityaffairs

programs,inordertoinformthecommunityaboutcurrenthealthcareissues.

Newspapers Newspapersprovidein‐depthcoverageofstoriesandareparticularlygoodforreachingdecision‐makerswhoareinterestedinmorethan"headline"newsthatisavailableontelevisionandradio.

Inadditiontoregularnewsandfeatures,newspapersprinteditorials,commentaries,letterstotheeditor,investigativereportsandopinioncolumns.

Newspapershavelargerstaffstocovernews. Theyspendmoretimelearningandexplainingcomplexissues. Theyappreciateallthedocumentation,factsandfiguresyoucanprovide. Sincenewspapersareinprint,storiescanbeclipped,savedandusedforotheraudiences

thatmayhavemissedtheinitialpublication. Letterstotheeditorshouldbereservedforimportantissues.Theyshouldbethoughtfully

prepared,basedonfact,andshouldbebetween100400wordsinlength.

News Releases Muchofthenewsthatisprintedorbroadcastoriginatesfrompressreleases.Thereleaseisabasictoolforgeneratingpublicity,andisapowerfulpublicrelationstool.Itcanserveoneofthefollowingfunctions:

Topublicizeanissueorastory; Toprovidebackgroundinformationofanewsevent;or Toannounceanupcomingactivity.

Thewell‐preparednewsreleasemustfollowsomeguidelines,oritwillendupintheeditor'strashcan,alongwithscoresofothersheorshereceiveseachday.

TheLead.Thefirstparagraphortwoofanewsrelease(thelead)mustanswerthe"fiveWs"andan"H"–who,what,when,where,whyandhow.Thisimportantinformationmustbeprominentlyplacedtograbtheeditors'attention,sincetheydon'thavetimetoreadthroughtheentirereleaseinordertogetallofthefacts.

TheBody.Areleaseshouldfollowan"invertedpyramid"format,withinformationappearingintheorderofitsimportance.Theinvertedpyramidallowsaneditortoeasilycutthestoryasneededwithoutlosingthemostimportantfacts.

TipsWhenWritingaRelease:

Makeitnolongerthantwodouble‐spacedpages. Useshortsentencesandparagraphs. Makecertainfactsareabsolutelyaccurate. Checkforproperspellingofnames. Avoidjargonandtechnicalterms,orexplainthemiftheymustbeused. Don'tuseabbreviations(i.e.,CMS,UPLs,DRGs,PPOs)withoutindicatingwhattheystand

forinthefirstreference. Writefactuallyandobjectively,avoidingpersonalopinions,editorializingandusing

News Conferences Anewsconferenceisanexcellentwaytolaunchcampaigns,announceimportantfutureeventsoranewservicetothecommunity,providenewinformationonapreviousnewsstory,orreleasetheresultsofastudyorsurvey.

Thekeytoasuccessfulnewsconferenceistomakesuretherereallyisimportantnewstoannounce.Ifyou"crywolf"toooftenwith"no‐news"conferences,themediamaynotshowupwhenyoudohavesomethingimportanttosay.

Notification.Whenjustified,newsconferencesshouldbearrangedby:

Sendinganewsreleasetoeverycommunitynewsoutletthreetofivedaysbeforetheevent(Inurgentsituations,notificationcanbehandledbytelephone.);

Directingthereleasetoassignmenteditors,newsdirectorsandreporters,givingthemthedate,time,placeandtopicoftheconference;

Schedulingtheconferencetocoordinatewithmediadeadlines;and Makingfollow‐upcallsthedaybeforetheconference,urgingreporterstoattend.

Logistics.Sitearrangementsareimportantaspectsofasuccessfulconference.

Choosealocationandroomforthepressconferencethatislargeenoughtoaccommodatethemedia,camerasandotherequipment.

Makesurethereareplentyoftwo‐andthree‐prongedelectricaloutletsforreporters'equipment(lights,recorders,cameras).

U.S. Senator James Lankford

James was first elected to the United Sates Congress on November 2nd, 2010. Before being

elected, James directed the Falls Creek Youth Camp from 1996 to 2009. Falls Creek is the largest

Christian camp in the nation. While James directed Falls Creek, the camp experienced the

greatest growth in its nearly 100 year history. In this capacity, James served people with his real‐

world leadership and business experience. James has also coordinated mission and community

service projects in Belize, Malawi, England, Wales, and Germany as well as many areas of

Oklahoma. He has spent his life training and challenging the next generation of leaders.

James is a member of the Heritage Foundation, Greater Oklahoma City Chamber of Commerce,

Deer Creek Chamber of Commerce, Edmond Chamber of Commerce, South Oklahoma City

Chamber of Commerce, Northwest Oklahoma City Chamber of Commerce, and the NRA. He has

been an active proponent in the pro‐life and abstinence education conversation in Oklahoma.

Raised in Dallas, Texas, James attended high school in Garland before earning a Bachelor of

Science degree in Secondary Education (Speech and History) at the University of Texas. He then

attended Southwestern Seminary and received a master’s degree in Divinity (Theology). After

graduating with his master’s degree, James moved to Edmond to serve with the Baptist General

Convention of Oklahoma and quickly became the Director of Falls Creek.

James has been married to his wife Cindy for 18 years. Together, they have two daughters;

Hannah (13) and Jordan (10). James enjoys spending time with his family, sport shooting, and

reading.

A fifth generation Oklahoman raised by hard working parents, Steve Russell has always excelled from a strong work ethic, commitment to his faith and family as well as a responsibility to lead. In high school, Steve was a leader in ‘Evangelism Explosion’ and took it upon himself to go door‐to‐door sharing his testimony. Graduating from Del City High, Steve was president of his senior class and voted most likely to succeed. Steve’s academic success earned him a full four‐year Army Scholarship to Ouachita Baptist University where he earned his bachelor’s degree and was the top cadet in his class. More important, Steve met Cindy while in college, and they have now been married 28 years and have raised five children.

Who decides where OHA-PAC money goes?

DecisionstocontributetoacandidatearemadeinconsultationwiththeOHAgovernmentrelations'staff,aftercarefulevaluationofacandidate'svotingrecord,politicalprinciplesandpositionsonissuesofconcerntoOklahomahospitals.AlthoughfederalandstatecontributionstoaPACcannotbeearmarkedforaparticularcandidate,yoursuggestionsofcandidatestoreceivecontributionsarewelcomedandappreciated,andwillbegivencarefulconsideration.

How are contributions presented to candidates?

OnceacandidatehasbeenselectedtoreceivefundsfromOHA‐PAC,thelocalhospitalCEOmaybeaskedtomakethepresentation.IfahospitalCEOmakesthepresentation,itishelpfultoincludeamemberoftheOHAstaff.IfthehospitalCEOcannotorprefersnottomakethepresentation,aboardmemberoranOHAstaffmembermaydoso.Ifitisnotpossibletopresentthecontributioninpersonoratafundraisingevent,thecandidateiscontactedbyamemberofOHAstafftolethim/herknowtheywillbereceivingacontribution.

Do PAC contributions buy or guarantee favorable votes on particular health care issues?

No.Contrarytosomebeliefs,acontributiontotheOHA‐PACdoesnotbuyorguaranteevotesonaparticularissue.However,ourexperienceindicatesthatlegislatorswhohavereceivedPACcontributionsaremorewillingtolistentoourconcernsandaremoresupportiveofhospitals'positions.Bycontributingtoapoliticalcampaign,youaresimplyincreasingtheoddsthatahealthcaresupporterwillwinandwillkeepthelegislativedooropenaftertheelection.

Do I have to contribute a lot to join OHA-PAC?

No.AnyamountisgratefullyacceptedandwillmakeasignificantdifferenceinhelpingusshapeasupportivestateLegislatureandCongress.

What are my options for payment? DonationstotheOHA‐PACcanbemadebywritingapersonalcheck,byusingpaid‐daysoff,apersonalcreditcard(VISAorMasterCard),automaticbankdraft,orbypayingincash.Cashdonationsmaynotexceed$50,andnocorporatecontributionscanbeaccepted.

Will we endanger our organization's 501(c)(3) status by participating in the OHA-PAC?

Ascharitable,tax‐exempt501(c)(3)organizations,hospitalsareprohibitedfromparticipatingdirectlyinpartisanpoliticalcampaigns.Asatradeassociation,however,OHAandAHAareexempt(fromtaxes)underadifferentportionofthecode,andarepermittedtoparticipateinpoliticalracesthroughtheirjointfederal/statePAC.

AslongasindividualsaresolicitedforPACcontributionsbyotherinvolvedindividuals,ontheirowntimeandwithouttheuseofhospitalresources,nohospital'staxstatusisjeopardized.

However,itisimperativetorememberthatallpotentialsoliciteesmustunderstandthatPACcontributionsarevoluntaryandinnowayaconditionofjobsecurityoradvancement.

Who is "fair game?" Who can we legally solicit without stepping outside the law?
