The need for mapping emerged from the May 2015 Consumer Advocacy convening, where advocates expressed the desire to reduce siloed work across policy targets and to reach a better understanding of the field of work to facilitate collaboration among advocacy organizations. Advocates were asked to provide a ranking for each policy target, indicating the extent to which that target is a priority in their current work. 1 Across policy targets, they also ranked deployment of various advocacy strategies aimed at the public, influencers, and policymakers to impact awareness, will, and action. 2 In the mapping below, the size of the dark green bubbles indicate organizations which are both actively working on this policy target and frequently deploy the advocacy strategy (a larger bubble means more organizations). Across policy targets, a majority of strategies are aimed at decision maker action and will, and to a

slightly lesser degree, public awareness. For influencers, the majority of organizations reported

focusing on education, champion development, and coalition building with fewer focusing on media

advocacy. The most notable strategy gaps (i.e., least concentration of work) include public polling,

voter mobilization, demonstration programs and litigation.

Of the survey respondents, 23 organizations indicated they are actively advocating for integration

of care and 19 more organizations are planning or willing to advocate for this policy target.

This policy target is in the middle of the pack for number of strategies deployed to advance or

defend it. While there are specific avenues to test policy solutions for integration of care, such as the

Accountable Care Collaborative and the State Innovation Model, the May 2015 convening surfaced

that this target lacks focus. The pattern of deployed strategies is similar to the other targets, though

it may be surprising that fewer organizations are focusing on demonstration programs or model

legislation given the opportunities in this area.

The goal of this document is to facilitate collaboration among advocacy organizations. To that end,

the following pages include two tables that list the organizations actively working on this target or

who could be activated, their contact information, and the strategies they deploy.
