Beore you arrive you will receive a New Zealand Passenger
Arrival Card. You must tick ‘yes’ in the Customs section o your arrival card i you are bringing into New Zealand:
goods that may be prohibited or restricted, such as weapons,
objectionable (indecent) articles, or illicit drugs;
goods in excess o the $700 allowance and the tobacco
and alcoholic beverages allowance (page 11);
goods or commercial, business, or trade purposes;
goods carried on behal o another person;
NZ$10,000 or more, or the equivalent in oreign currency.
You do not have to declare your clothing, ootwear,
jewellery, and toiletries – these are regarded as
“personal eects” i intended solely or your own use.
Please have any purchase receipts readily available.

You may not leave the arrival hall until you have completed
all Immigration, Customs and MAF Biosecurity ormalities.
A Customs ocer may request that you remain in the arrival
hall until he/she is satised that all statutory requirementshave been completed.

Customs ocers may search the baggage o any passenger.
A baggage search may also be requested by a MAF
Biosecurity ocer.
coMMerciAl GoodsI you are carrying commercial goods, goods or resale, or
goods or use in your business they may be subject to duty and
goods and services tax (GS). You must declare these goods
(regardless o value) on your arrival card or to a Customs ocer.
I goods are intended or temporary importation, you may have to arrange security to cover duty and GS, pending
re-export. New Zealand accepts AA Carnets as security
or the temporary importation o commercial samples,
advertising material, and certain other materials and
equipment. Please enquire at your local Chamber o Commerce or urther details o the AA Carnet system.
Customs clearance is required or the importation and
exportation o all commercial goods whether you hand-carry
them, send them as unaccompanied luggage, or send themseparately by air or sea. All commercial exports must have
the clearance completed prior to departure. Commercial
imports may have the Customs clearance completed either
beore or ater arrival.
I clearance has not been obtained prior to travel, the
goods will be held until a clearance has been arranged.

Te use o electronic communication devices is not permitted
within certain parts o the Customs passenger processing area.
Signage is erected in the aected areas and this will indicate the
types o devices that should not be used. I you are in any doubt
as to where in the arrival or departure areas you may be able to
use your mobile phone or similar, please ask a Customs ocer.

Te importation o drugs could result in your imprisonment.Be cautious about carrying packages or baggage or strangers.
Unless authorised by a licence or permit issued by
the Director-General o Health, the importation o
methadone is prohibited.
sMUGGliNG ANd FAlse receiPts
Tere are heavy penalties or concealing dutiable goods rom
Customs and or making alse declarations.
When purchasing expensive items overseas, such as jewellery
and electronic equipment, you may be oered a alse receipt
which shows a purchase price lower than you actually paid
as a means o reducing the Customs charges payable. Do not
succumb to these temptations. Concealment o dutiable goods
and the presentation o alse documentation are serious oences
which may result in the seizure o the articles, as well as having
to pay a substantial penalty. You may also be prosecuted.

Don’t chance it – all types o people are searched by
Customs. I you get caught you could ace a long period
in prison. For example, under New Zealand law, the
maximum sentence or importing or exporting a narcotic
is lie imprisonment.
Don’t be persuaded to trade in or transport prohibited
goods – you will be taking all the risks while the person
who asked you takes all the prots.

ProhiBited and restricted iMPorts
An important border unction is screening or items harmul
to New Zealand’s interests. Importation o some goods is
prohibited, while others may be admitted only ater they
have been subjected to treatment, such as umigation.
MoNeY
I you are carrying NZ$10,000 or more (or oreign equivalent)
in cash, under the Financial ransactions Reporting Act 1996,
a Border Cash Report must be completed. Tis must be completed
regardless o whether you are entering or departing New Zealand,
and includes cash on your person, or in your baggage. Cash does
not include traveller’s cheques, postal notes, bearer bonds or money
orders. It is not an oence to import or export cash, however
ailure to report, or the presentation o a alse or misleading
report, may result in a ne up to a maximum o $2,000.
AGricUltUrAl iteMs
Passengers who fll out the quarantine section o the
Passenger Arrival Card incorrectly risk an instant fne
o $200. Tis is in addition to a fne o up to $100,000,
or a prison term o up to fve years or serious breacheso New Zealand’s biosecurity laws.

doMestic Pets ANd ANiMAls
Clearance o pets cannot be undertaken at the passenger air
terminal. Beore sending your pet to New Zealand contact the
New Zealand Customs Service or inormation on the required
documentation, the clearance process, and the hours o operation
when clearance can be undertaken.
Domestic animals may be exempt rom Customs charges
provided you satisy the terms and conditions or the duty-ree
entry o ‘Household or other related eects’ as shown onpage 16 o this booklet. You will be required to complete
imported animal clearance documents on the animal’s arrival,
as there are certain dog breeds that are prohibited imports.

rAdio trANsMitters ANd
telecoMMiNicAtioNs eQUiPMeNt
Not all radio services have common requency allocations
throughout the world. As a consequence, a radio transmitter

that may operate satisactorily in one country may cause
intererence in another.
ravellers considering the purchase and importation o radio
transmitters, cordless and cellular phones, baby monitors and
similar equipment should rst check with the Radio SpectrumManagement Group o the Ministry o Economic Development,
(phone 0508 776 463, www.rsm.govt.nz) that the devices meet
New Zealand technical standards and will not cause intererence
to other radio or television broadcast reception.
FireArMs ANd WeAPoNs
Te importation o rearms is strictly controlled and a
New Zealand Police permit to import is required. Tis permit
should be obtained prior to the rearms arriving in New Zealand.
Te importation o certain types o weapons such as fick knives,
butterfy knives, swordsticks, knuckle-dusters, and any weapon
designed to give the appearance o another article is prohibited.

MediciNes
I you are carrying prescription medicines or controlled drugs
you should:
have a prescription rom your physician advising that the
medicine is being used under a doctor’s direction and is
necessary or your physical well-being carry the drugs in their original containers
have sucient quantity not exceeding three months’
supply or prescription medicines or one month supply
or controlled drugs.

oBJectioNABle PUBlicAtioNs
Objectionable publications are prohibited imports and
will be seized.
Publications imported into New Zealand are subject to the
provisions o the Films, Videos, and Publications Classication
Act 1993. Te denition o publication includes, but is not
limited to, lms, videos, computer games, DVDs, CD-ROMs,books, posters, music recordings, magazines, photographs,
paintings, t-shirts, and computer les.
A publication is objectionable i it describes, depicts, expresses,
or otherwise deals with matters such as sex, horror, crime,
cruelty, or violence in such a manner that the availability
o the publication is likely to be injurious to the public good.
HooKAH PiPes, WAter PiPes
ANd sMoKiNG UteNsilsSmoking pipes such as those requently reerred to as hookahs,
shisha, sheesha, arguileh, hubble-bubbles, urkish water pipes,
bongs, and hash pipes are prohibited imports to New Zealand
and liable to seizure upon arrival. Tese items, and roach clips
with a pincer or tweezer action, are considered in New Zealandlaw to be cannabis and/or methamphetamine utensils and are
thereore unlawul, irrespective o their end use.

Te rade in Endangered Species Act 1989 allows
New Zealand to ull its international obligations under the
Convention on International rade in Endangered Species
(CIES). Tis world-wide agreement (the CIES agreement)
is designed to prevent trade in endangered, threatened, or
exploited species. It covers both the live plants and animals
themselves, and products made rom them such as those
listed below, which cannot be imported into New Zealand,
or can only be imported with a special permit. Tere arealso corresponding restrictions on similar goods exported
rom New Zealand.

allowances (coNcessioNs)
All goods brought to New Zealand are subject to the control
o Customs. Te ollowing sections deal with the various
concessions available to travellers.
clotHiNG ANd otHer PersoNAl eFFects
Your clothing, toiletries, personal jewellery (including watches)
will be admitted ree-o-duty and goods and services tax (GS)
irrespective o whether they accompany you or are sent
separately, provided:
they are intended or your own use or wear
they are not intended or any other person or personsthey are not intended or git, sale, or exchange.
Commercial quantities o individual items o clothing
(including ootwear) are not admissible under the provisions
o this concession since the term ‘personal eects’ used in the
context o the concession only covers articles, new or used,
which a traveller may reasonably require or his or her personal
use during a journey or has acquired in the course o an
overseas trip (in the case o a returning New Zealand resident).

On the condition that the ollowing goods will be taken rom
New Zealand at the completion o their visit, a visitor may also
import without payment o Customs charges the ollowing:

a reasonable supply o lms, tapes, and accessories or
these items
binoculars
portable musical instruments
portable sound and video reproduction devices includingtape recorders, compact disc players, mini disc players,
DVD players, and dictating machines with discs and tapes
portable radio receivers
cellular or mobile telephones
portable personal computers (laptops) and accessories
baby carriages and strollers
wheelchairs or invalids
sporting equipment.
I a visitor is unable to satisy this requirement, Customs may
require a cash deposit to cover the duty and GS normally
payable. Te deposit will be reunded when the goods have
been exported.
AccoMPANied Goods coNcessioNs
Your personal concession allows you to bring into
New Zealand duty-ree goods (excluding alcohol and
tobacco products) obtained overseas and/or purchased
duty-ree in New Zealand with a total combined valueo NZ$700. Goods in excess o this value ($700) attract
duty (where applicable) and GS.

Te concessions apply only in respect o goods that:
accompany a passenger through the Customs arrival
processes
are or the personal use o the passenger, or intended as gits
are not carried on behal o another person are not or use in the passenger’s business or proession
are not imported or other persons at their request.
Passengers travelling together cannot combine their individual
$700 concessions. Children may claim the concession providedthe goods are their own property and o a type a child would
reasonably expect to own and use.
ciGArettes, ciGArs, toBAcco,
ANd AlcoHolic BeverAGesPassengers are entitled to import the ollowing quantities o
tobacco products and alcoholic beverages ree o Customs
charges, provided that they:
accompany the passenger through the Customs
arrival process
are intended or the personal use o the passenger, or
intended as gits
are NO carried on behal o another person
are NO intended or sale or exchange.

200 cigarettes or 250 grams o tobacco or 50 cigars or
a mixture o all three weighing not more than 250 grams.

4.5 litres o wine or 4.5 litres o beer
three bottles (or other containers) each containing
not more than 1,125ml o spirits, liqueur, or other
spirituous beverages.
Note: Te minimum age o eligibility or the above allowances
is 17 years. Tis is the age limit prescribed in international
tourism treaties to which New Zealand is a contracting party.
Te Sale o Liquor Act 1989 and the Smoke-ree Environments Act 1990 prohibit the sale o alcoholic beverages and tobacco
products to persons under the age o 18. Tis restriction also
applies to New Zealand duty-ree outlets.
Full Customs charges are payable on quantities imported
in excess o the above allowance, or that are in containers
greater than the maximum stipulated bottle size. No revenue
collection will be made i the total amount owing on goods
imported in excess o the concessions is less than $50. Tis
revenue waiver does not apply to alcohol or tobacco products.
BAGGAGe WHicH does Not AccoMPANY YoU
With the exception o items reerred to under the heading
‘Clothing and other personal eects’, baggage arriving
in New Zealand that does not accompany you through the
Customs arrival processing will not qualiy or the concessions
on page 11 and may be subject to duty. I you send some o
your goods to New Zealand ahead o your arrival, you can
maximise the benet o the duty concessions available by
ensuring that the items you do send consist only o clothing
and other personal eects.

Customs duty on goods accompanied by a passenger, where applicable, is normally levied on the transaction value
o the goods, ie the price actually paid or them. GS o
12.5 percent is then calculated on the duty inclusive value.
In cases where there is no identiable transaction cost,such as or items gited to the traveller, Customs will
endeavour to have the goods valued independently.
PAYMeNt oF cUstoMs cHArGes
Payments will only be accepted in New Zealand currency.Passengers may also pay Customs charges by using any o the
ollowing credit cards: VISA, Bankcard, MasterCard,
Diners Club and American Express.

Your household or other related eects (excluding motor
vehicles, boats, and aircrat) will be admitted duty-ree
(including GS) or a reasonable time ater you arrive,
provided you can meet the ollowing requirements:
You have arrived in New Zealand and on the date the
eects are imported, hold a document authorising
residence in New Zealand.For the whole o the period o 21 months preceding your
arrival, you have lived outside New Zealand. (Brie holiday
or exploratory visits do not exclude a person rom
qualiying or this concession).
You have owned and used the goods beore the date
o your arrival in New Zealand.
Te goods are or your own personal use and not
intended or any other person or persons or or git,
sale, or exchange.

Note: Goods shipped directly ater purchase to avoid local
taxes in the country o export and replacement electricalequipment operating to New Zealand standards, will not
qualiy or entry under this concession unless the importer
can establish that the goods have had personal use prior to
their arrival in New Zealand.
AircrAFt, BoAts, ANd Motor veHicles
Aircrat and motor vehicles attract only GS on importation,
however boats and motor homes also attract tari duties at
varying rates. Consequently, when the concessions as stated
below reer to duties, or duty-ree, this includes both GSand tari duties.
It is possible or more than one motor vehicle, motorcycle,
motor scooter, boat, or aircrat to be imported duty-ree,
provided that the importer/owner is able to meet all o the
concessionary requirements in respect o each vehicle, boat,
or aircrat. Full documentary evidence should be available
to establish that:
You have arrived in New Zealand to take up residency
and on the date the goods are imported hold a
document authorising residence in New Zealand
For the whole o the period o 21 months preceding
your arrival, you have lived outside New Zealand.
(Brie holiday or exploratory visits do not exclude
a person rom qualiying or this concession.)You have personally owned and used the vehicle, boat,
or aircrat or at least one year beore the date o your
departure or New Zealand or the date on which the
vehicle, boat, or aircrat is surrendered or shipping
(or, where the boat, or aircrat is imported other than

as cargo, the date o its departure or New Zealand);
whichever is the earlier)
Te vehicle, boat, or aircrat is being imported or
your own use and not or sale, git, or disposal in any
other way
Importers will be required to give a written undertaking
that i a vehicle, boat, or aircrat granted duty ree entry is
sold or otherwise disposed o within two years o the date
o importation, they will be required to pay the Customs
duty that would normally have been payable.
BoAts
For concessionary purposes, persons other than those arriving
to live in New Zealand or the rst time are restricted to vessels
that meet the ollowing size and weight criteria;
Sailing vesselsa. that:
in the sailing condition do not exceed 2.5 metres
in width in any section
do not exceed 1,000 kilograms unladen weight
do not incorporate any device or propelling thevessel by power, eg, an auxiliary motor
are not o the deep keel type.
Powered vesselsb. that:
do not exceed 7 metres in length overall
do not exceed 2.5 metres in width in any section
do not exceed 1,250 kilograms all up unladen weigh
(ie, with driving units and transmissions) or 800
kilograms unladen weight when imported without
driving units and transmissions.

People arriving to live in New Zealand or the rst time are
able to import vessels irrespective o size and weight restrictions
provided that they are able to establish that they have personally
owned and had use o the vessel or at least one year beore the
date o their departure or New Zealand or the date o shipment
(or where the vessel is imported other than as cargo, the date o
its departure or New Zealand), whichever is the earlier.
Te restriction on sale or disposal within two years also applies.
In addition, an importer will be required to provide an
assurance that such a vessel will not be used in a commercialcapacity or hire, or the transport o passengers or reward,
within the same two-year period.
Te terms o the above concession(s) are legal requirements
as set out in the ari o New Zealand.
docUMeNt AUtHorisiNG resideNce
For the purposes o these concessions, the term ‘document
authorising residence’ means any o the ollowing:
a New Zealand passportan Australian passport
a current New Zealand residence visa or permit, or a
current New Zealand returning resident’s visa or permit
a current permanent residence visa (including a
resident return visa) issued by the Government o
the Commonwealth o Australia
a current New Zealand work visa or work permit that
was issued or a minimum o 12 months
a current New Zealand work visa or work permit, issuedunder the Work to Residency (Skilled Migrant Category)
policy or the Long erm Business Visa/Permit category
a current New Zealand visitor’s visa or permit that was
issued or a minimum o three years.

Full Customs charges will be payable unless you are able to
establish that all o the concessionary conditions have been met.
For vehicles, i Customs charges are payable and you require an
assessment o the amount payable, you are advised to obtain a
copy o Customs’ Fact Sheet 29, Advice on private motor vehicle import, this explains how to calculate the value or duty.
In respect o a boat or aircrat, you should write directly to the
New Zealand Customs Service at your intended port o arrival.
Importers are strongly advised to research the viability o any proposed importation, particularly those relating to motor vehicles.
reGistrAtioN oF veHicles iN NeW ZeAlANd
Motor vehicles imported into New Zealand, whether new or
used, must be certied by New Zealand ransport Agency (NZA) approved certiers. Importers should be aware they
will need to be able to veriy compliance with these requirements
beore the vehicle can be registered in New Zealand.

Te New Zealand Customs Service will not accept any
responsibility in cases where a vehicle has been imported
on either a duty-ree, or duty-paid basis, but is subsequently
denied registration or saety or other considerations.

Visitors may import a motor vehicle (including an attached
trailer or caravan) into New Zealand without payment o
Customs charges provided it is the intention o the owner to
export the vehicle rom New Zealand at the conclusion o
their visit, or 12 months, whichever is the earlier. Te period
o temporary entry allowed is up to 12 months.

o assist duty-ree entry, visitors are encouraged to have
in their possession a Carnet de Passages en Douanes
(CPD) issued by AI/FIA aliated member clubs, ie
Automobile Associations.
I you do not have the above touring document in yourpossession, you may be required to provide a cash deposit to
cover the ull Customs charges payable. Te deposit will be
reunded provided the vehicle and attachments are exported
within the stipulated period on the temporary import entry .
Under normal circumstances Customs will not extend the
temporary import entry period or conditions. However
Customs will consider all requests or an extension on a
case-by-case basis provided such a request is made prior to the
expiry date o the temporary import entry period. Vehicles
remaining in New Zealand ater the expiry o the temporary
entry period or allowed extended period will be subject to
payment o Customs duties.
steAM cleANiNG oF Motor veHicles
All used vehicles are subject to a quarantine inspection on
arrival by MAF Biosecurity. I the vehicle is ound to be
contaminated with soil, plant, or animal material, it will
require cleaning to remove the contaminant. Te charges
or inspection and cleaning (i required) are the responsibility
o the importer.

Goods For eXPort ANd retUrN
Tere is no requirement or travellers to declare goods on
their arrival into New Zealand that were physically in their
possession prior to leaving on their overseas trip, unless the
goods were purchased duty ree in New Zealand at the time
o departure. ravellers who are concerned that the possession
o exported goods might impact on their duty-ree entitlements
can ask or a Certifcate o Export as proo o previous
ownership. Tis certicate can only be issued where the goods
are uniquely identiable eg by serial number. Please note that
this acility is not always available at the point o departure.
In the case o new models o photographic or video
camera equipment, it would be wise to carry some orm o
documentation to establish previous ownership in New Zealand.
ProHiBited eXPortsTere are restrictions on the export o certain goods, eg
greenstone in its natural state, wildlie, antiquities, and works
o art. I you have any doubt about what you may or may not
take with you, please inquire at your nearest Customs oce.
