Hi everyone,

Training this month has been around structural Firefighting. Because of the generosity of the owner we had a house to burn. These come round very infrequently and involve the NZFS Trainers setting a fire in furniture and letting the fire develop while being watched by firefighters in breathing apparatus. There can be several rounds of lighting and extinguishment and the firefighters all learnt a great deal. Just before flash over the instructors give the command to knock the fire using special techniques that maximise the water droplet formation and therefore maximise fire suppression. Thanks to Rural Fire who protected the surrounding trees with foam.

This year is a big one for the Brigade having been formed 50 years ago.

During the month of August there will be a display of memorabilia in the foyer of East Otago Event Centre. Saturday evening, 30th of August, will be dedicated to Ian Harkness in recognition of 50 years of service and Paul Smith for 25 years of service to the Waikouaiti Volunteer Fire Brigade.

An Open Day held Saturday 30th will give you the opportunity to visit the station, view demonstrations, Fire Safety Activities, and participate in activities for children. Food and drinks will be available for purchase. A children’s colouring contest will also be run along with other child friendly activities and good prizes will be awarded on the day. We would encourage all people, young or old to come up and see the developments over the past 50 years. What you learn may save your life.

The current Fire Service advertisement on TV is about making sure there is at least a metre between clothes and any radiant heat source.

Please also make sure your smoke alarms are active, even if it’s a ten year one, by testing it occasionally. As I have been installing Smoke alarms I have heard stories of fairly close shaves with broken wires in electric blankets smouldering and toasters with burning toast which have prompted the request to install alarms. As part of our fund-raising we are selling Cottonsoft Toilet rolls ($ 20 for 45 rolls) and Paper Kitchen Towels ($15 for 12 rolls or $7.50 for 6 rolls). These can be obtained from Vetlife Waikouaiti or from Anthony Nally.

We will install smoke alarms ($20 for a normal opto-electric type, $40 for a 10 year type), change batteries (if you supply them) for those who have difficulties getting to the alarm and offer free Fire Safety advice. We can supply other Fire Safety products like small fire extinguishers and fire blankets.

WAIKOUAITI COAST HERITAGE CENTREThe Waikouaiti Coast Heritage Centre is holding its Annual General Meeting at 11.00 a.m. on Saturday 23 August at the RSA. We hope to see a good turnout of members.

We are holding a quiz evening at the Golden Fleece at 7.00 p.m. on Monday 18 August. Come and be part of a team. This fundraiser is a fun night which provides the museum with its annual operating funds. Next year celebrates the 175th anniversary of the arrival of the Magnet settlers at Waikouaiti from Sydney. These hardy settlers, whether single men, young couples, or families, formed the first organised group to come to settle in the South Island. Their arrival, shortly after the signing of the treaty in Waitangi, was eight years before the John Wickliffe and the Phillip Laing brought the settlers from Scotland to Dunedin. To mark this event we are hoping to have a community dinner in March and have a small planning committee working on this. WAIKOUAITI POLICE COMMUNITY REPORT

On 03/07/14 police attended a single vehicle crash on State Highway One Merton Hill. The crash occurred just before dawn. The southbound vehicle struck black ice and veered into a ditch rolling over before coming to rest back in the southbound lane. The vehicle's occupant was not injured.

On 5/07/2014 a local man was caught drink driving along State Highway One Waikouaiti. He was found to be more than twice the legal limit and his licence was suspended for 28 days. He will appear at the Dunedin District Court later this month in relation to one charge of driving with excess breath alcohol.

On 09/07/2014 Police from Waikouaiti and Palmerston attended a suspicious fire at a Tiverton Street Palmerston address. As a result of information provided by members of the public two Palmerston youths were later apprehended in relation to the fire. The will subsequently be dealt by Police Youth Aid Section.

On 24/07/2014 Police from Waikouaiti attended a burglary complaint at another address at Palmerston where a hot water cylinder was stolen. The property in question had recently been subject to a suspicious fire. If anyone has any information in relation to the burglary please call either Palmerston or Waikouaiti Police.

On 21/07/2014 Police located a Dunedin man who had five warrants to arrest attempting to hitch-hike to Christchurch from Waikouaiti. He was arrested and subsequently remanded in custody.

In the early hours of 26/07/2014 police attended a domestic dispute in the Seacliff/ Warrington area. The parties involved had been consuming alcohol and became embroiled in an argument which escalated to violence. The male party was transported to another address for the evening and later that day police caught up with the female, she was arrested and will appear at the Dunedin District Court later this week in relation to an assault.

With the shorter days police would like to remind motorists to be attentive and keep an eye out for cyclists and pedestrians especially on the Coast Road. Like-wise both cyclists and pedestrians may need to consider wearing bright or hi-visibility clothing on or after dark to increase their chances of being seen by passing vehicles.

Local Food Waikouaiti/Karitane Members of POWA, the Dunedin Food Network, the RSA and the Museum committee met on 14 July to discuss topics related to local food including a local market/farmers market, community gardens, local food production.

Everyone present was keen to pursue discussion on setting up a local market. It was suggested that a questionnaire be circulated, via the POWA newsletter, to gather feedback from the community on need for a market, what shape and form it should take, the venue and how often it should be held etc.

The Magnet Settlers - The Carey Family

This is a copy of an article written by Ian Church and held in the Waikouaiti Coast Heritage Centre family history archives.

Carey, David (1814-1896) and Hannah (1817-1888)One of Otago’s earliest settlers, David Carey was born in Hoe, near Battle in Sussex, on 25 January 1814, and married Hannah Hutchinson at St Leonards, Sussex, on 24 May 1838. A week later, they emigrated to Sydney in the ship Coromandel. The climate there did not agree with Hannah and early in 1840 they took up Johnny Jones’s offer of land for work at Waikouaiti. With their infant daughter, Harriet, David’s sister, Mary Coleman, and thirty-two others, they sailed in the Magnet on 12 March, and arrived sixteen days later.Life was hard, as David worked on clearing Cherry Farm, and also shearing the first sheep in Otago. The family suffered tragedy when Harriet drowned in a water hole at eighteen months. Hannah had two more children at Waikouaiti – Julia Ann, born on 21 April 1841, the first European child born in Otago, and James on 29 November 1842.

The Careys then moved to Otakou, seeing better prospects there, and leased land for growing potatoes. David hunted for pigs over the land where Dunedin now stands, bartering these and rum concocted from cabbage tree heads with visiting whalers for necessary supplies. To carry the produce David, with Charles Roebuck, built the twenty ton ketch Mercury, from timber they cut on the Peninsula, with iron work fashioned from old harpoons and hoop iron collected at Otakou. They also cut timber to prepare accommodation for the settlers of 1848. With their five children the Careys then moved Port Chalmers, where David engaged in sawing, lime-burning, brewing and lightering, with the Mercury, the Father Thames, Banshee, and other boats. He piloted the first boat up the harbour (illegally as he was unlicensed), and continued to supply timber for building, including the Port Chalmers Methodist Church in 1854-5. In the mid-1850s the Careys moved to what became known as Careys Bay, and were described as the only settlers there in 1858. (David also gave St Leonards its name, after his wife’s birthplace.

At Gabriel’s Gully in 1861, David won enough gold to purchase 100 acres at the foot of the Kilmog, where he built the Blueskin Hotel in 1864. The timber came from a locally-felled rimu and planks floated across the Blueskin bar. He ran the hotel with his sons David and Stephen, while James and Edwin worked the land there, and George took over the family farm at Pulling Point, Lower Harbour. When the Main Trunk Railway went through the area in 1875, David Carey lost the naming battle – Evansdale being accepted ahead of Carey’s Junction. He helped obtain a school for the district, which was attended by his grandchildren.

In their later years David and Hannah returned to Carey’s Bay where they lived with their son David, who had returned there to become a fisherrman and boat builder in 1870. Hannah was able to support her beloved Methodist Church before she died on 4 August 1888; David lived on in good health until 26 March 1896. They were survived by Julia (Mrs John Taylor), James, George, Edwin, David, William, Stephen, Emily (Mrs John Wilson), and Henry.Although not all these had children, David and Hannah’s descendants now number many hundreds, many remaining in the Port Chalmers area

EAST OTAGO HEALTHLATEST UPDATE ON DOCTOR SITUATION

We wanted to update you again on the current doctor status at East Otago Health as we feel it is extremely important that we keep our patients and the community informed on a regular basis.

In last month's issue of this paper, I emphasized that your ongoing health concerns and care will continue through the existing doctors and nurses at the practices in Palmerston, Waikouaiti and Hampden. This is still the case. The pool of locums that were helping us initially has more or less dried up, leaving us under resourced on some days of the week. We have been fortunate to have Dr Annette Walker, who is employed at Green Island Medical Centre, helping us on Mondays and Dr Campbell Murdoch has increased his hours also. Nevertheless, we have remained under doctored on some days, despite the efforts of South Link Health Services to find us additional short term locums. This is far from ideal but totally out of the control of the staff at East Otago Health.

We are not the only practice to struggle with finding locums and permanent doctors. It is a problem in many practices, especially rural practices and I am aware of several in the Otago area alone that are in a worse predicament than we are, having no doctors at all. We apologize most sincerely to anyone who has been affected in any way. We are more fortunate than some in that we still have some doctors and experienced Prime nurses who, with their additional training, can often advise and treat patients, not only when they are on duty handling our after hours calls, but also during week days.

We are very appreciative of your support and understanding during this time and ask for your continued understanding and loyalty. However, there is good news and we only have a few weeks to go now. Dr Christopher Mulholland and Dr Kate Dixon, will be joining us from 25th August. They are an English couple who have undertaken their training in Scotland and continue to work there. They will be with us for six months through until February next year.

This is a great improvement on our current situation and the short term locums we have had up until now and brings a greater degree of continuity. It also allows South Link Health Services to turn their full attention to finding permanent suitable doctors for next year which is what we all want.

HAWKSUBRY LAGOONOur AGM was held earlier this week and I am pleased to welcome two new committee members. I was re-elected chair, Janet Brady will continue as secretary, Julie Gemmell treasurer and Gregg Kerr is the vice chair. The committee is in good heart and we look forward to another productive year. The AGM minutes and reports are available on the website www.hawksburylagoon.org.nz.

Part 3 in the series of articles from the Landcare publication is about Riparian Planting.

Planting within a fenced off strip alongside waterways has a number of benefits not only to water quality but also to the surrounding land. At a minimum just fencing off a strip 3metres wide and allowing grasses to grow long will help to filter any contaminants and stabilise the banks. Adding some native shrubs or trees into the riparian strip will provide shade and shelter for stock as well as increasing the available habitat for native wildlife; such as fish, birds and small animals/reptiles etc. Other benefits of riparian planting include aesthetic improvement to the local landscape and increased possibilities for recreational fishing and duck shooting. In the recent local flood event it was lovely to see the double lines of waving toe toes surrounded by flood waters on the Merton floodplain. An overall plan to identify placement of access gates, a planting plan and a schedule of necessary maintenance to keep down weeds and pests during the establishment period would be useful. Some funding and more detailed advice is available from the ORC, and DOC or NZ Landcare Trust.

EAST OTAGO EVENTS CENTREJuly has been a fairly good month this year in East Otago with only a few frosts and some lovely sunny, even warm days. The Centre continues to be a focus of community attention with a growing number of activities, talking of which, the Garden club is now meeting here regularly on the last Tuesday of each month.

If has also been great to see the growing use of the Centre by our young people who have been coming along to cultural activities which started here recently. A very successful Kapa Haka Festival was held in early July and several hundred youngsters from eight local Primary schools, East Otago High School and Big Steps were involved in wonderful dramatic performances. They are our future and a credit to the community. So well done all involved in putting on those impressive displays! It is also a great bonus having a suitable venue in our own locality for such large events.

Apart from our regular groups, there were also meetings in July of NZ Beef and Lamb, Rural Women and the Hawksbury Lagoon Committee.

Now, an IMPORTANT NOTICE! Like all great venues, we are run by a management committee who are volunteers from our local community. Our meetings are once a month at the Events Centre and we are looking for new people to join us in making decisions and promoting our Centre. If you, or someone you know, would like to contribute to our local community by being part of our friendly team, then contact the Secretary before 6th August or come along to our AGM at 7.30pm on Wednesday 6th August in the East Otago Events Centre, Main road, Waikouaiti. You’ll be very welcome.

Waikouaiti Coast Community BoardNatural Hazards Community ConsultationAs a result of concerns raised about the speed in which Council was expecting comment back on their preferred options for managing the risks of natural hazards in the second generation District Plan (2GP). Council has extended the consultation period to now close on 1 September 2014.

It was extremely pleasing to see the large community turnouts at the two presentation meetings held in our area. That said we are concerned that many members of our communities have not taken the opportunity to review the information available.

The Board agree that it is appropriate for Council to identify the various hazard zones within our community. We do however want to sure that the community has considered these zones, tested the accuracy of the mapped areas with our local knowledge and most importantly are comfortable with the level of control that Council are considering placing on the properties affected.

The Board is considering the implications of Council's proposed policy for our area and will provide feedback accordingly. However it is imperative that community members take the time to consider the implications for their property and our area, and provide their own feedback through this process.

While there are no more public meetings scheduled for our area, the hazard zones and Council’s proposed controls are able to be viewed through council’s website at; http://www.dunedin.govt.nz/whats-on/2gp

In addition to providing your comments to Council the Board are more than happy to hear from any member of our community with a view and/or concerns regarding the areas mapped and the proposed controls.

I urge you all to take the time to participate in this process.

Foot Path and Road MaintenanceMembers of the community are encouraged to report maintenance issues to Council through their customer services department phone 477 4000. Reporting maintenance items in this way allows Council to track contractor performance.

Members of the public are welcome to speak at the Board’s public forum. However those wishing to do so need to advise Wendy Collard our Governance Support Officer (Phone 474 3374) before 12 noon on the day prior to the meeting.
