Introductions/Roll Call At 10:05 a.m. the Advanced Engineering Task Force meeting was convened by Jim Flanagan, Chairman of the AET who welcomed everyone. Jim Flanagan proceeded with the roll call.

Meeting Minutes Jim Flanagan, AET Chairman Jim Flanagan and Andrew Bullen introduced the first item on the agenda, approval of January 19, 2018, meeting minutes. Jim pointed out that the format of meetings, locations will be discussed and determined in this meeting. A motion was made by Andrew Bullen to accept the minutes. The motion seconded by Robert Dulski. Motion carried.  

AET Membership Val Bolinger, Department of Innovation & Technology/Illinois Century Network Val Bolinger provided a status report of the AET board members. Herb Kuryliw from Northern Illinois University, and Rich Kulig from College of DuPage are not seeking reappointment due to retirement. Their terms will expire in June 2018. The members whose terms expire in June 2018, will seek reappointment, and the new three‐year term would extend through June 2011. Renewal seeking members are Jim Flanagan, Illini Cloud; RJ McGarry, Kishwaukee Community College; Raj Siddaraju, Spoon River College; Joe Mambretti, Northwestern University; Michael Shelton, Southern Illinois University Carbondale. ICN staff will follow up with Glenn Trommels regarding his membership.  Other memberships’ renewals have been approved. Reappointments will be presented at the April Policy Committee meeting. A motion was made by Andrew Bullen and seconded by Robert Dulski. Motion carried.

ICN Updates  IPv4 Sales Essam El‐Beik, Department of Innovation & Technology/Illinois Century Network Frank Walters, Department of Innovation & Technology/Illinois Century Network Essam El‐Beik and Frank Walters led the discussion. Interest has been expressed by a 3rd party broker regarding the purchase of ICN’s available IPv4 address blocks. Pricing quoted is approximately $15 per IP address, approximately $1M. /16 IP address block contains 65,536 IP addresses and /17 IP address block contains 32,768 IP addresses. A sale will require the moving some customers off of the IP address block to be sold. We are confirming that the sale will have no impact for future ICN growth and future IPv4 address needs. Frank reported that there has been some challenges and difficulty of gathering information. A detailed plan will be provided in the future. To get the best possible price, Robert Dulski suggested to have open auctions on IPv4 address blocks.   Smart State Initiative Essam El‐Beik, Department of Innovation & Technology/Illinois Century Network The Illinois Department of Innovation and Technology (DoIT) is initiating a project to research the use of Digital Kiosks by State of Illinois agencies, municipalities and other governmental entities. The project will provide information on design, specifications, implementation, financing and operation of Digital Kiosks. Kiosk functionalities will include: transportation information, Wi‐Fi/cellular access point, restricted Internet browser, electric vehicle charging ports; device charging ports; environmental sensors; microphone and camera; Street lighting. Deployments of Digital Kiosk will generate revenue for Illinois government entities with minimal cost.  Events & Marketing Update Val Bolinger, Department of Innovation & Technology/Illinois Century Network Val Bolinger provided report. The ICN has participated in two events, ICE#18 at Schaumburg, IL, and Illinois Law Enforcement Alarm System at the Crowne Plaza, Springfield, IL. With attendance of nearly 4,000 participants, DoIT/ICN was proud to be a Gold Partner of #ICE18 by providing the Internet/Bandwidth for the conference this year. DoIT/ICN staff from our Regional Technology Centers, Network and Security Teams were in attendance. Lori Sorenson, Chris Hill, Jeff Thompson and Andre Bouravnev presented on Cybersecurity Threats Facing K12. The team provided a comprehensive overview of IT security strategy along with sharing real life examples of attacks and ways to protect mitigate. They also shared and range of resources and services available to ICN customers. Robin Woodsome, Essam El‐Beik and E‐Rate 2 Category vendors provided information on best practices for implementing high‐speed broadband networks in schools, and shared information on how to use Illinois State Master Contract for Erate Category 2 eligible equipment. Upcoming ICN events are Tech 2018 scheduled May 10, 2018; Hacker Hour webinar hosted by Andre Bouravnev about DDoS attacks April 26,2018; and Illinois State Crime Stoppers Conference on May 3‐5, 2018.  Network Report Update Frank Walter, Department of Innovation & Technology/Illinois Century Network  Frank Walters provided report and referred member to page 18 of the meeting packet. Frank reported that the planning for equipment upgrades for FY’19 currently underway. Discussion held on MoreNet and Great Plains Network, Kansas City and Starlight Gig POPs. New services are still pending and group discussed various future service offerings.  SDN RFI Executive Summary Report Frank Walter, Department of Innovation & Technology/Illinois Century Network  The Illinois Department of Innovation and Technology (DOIT) issued a Request for Information (RFI) in December of 2016 seeking public input to assist in understanding current and evolving technology capabilities

for Software Defined Networking (SDN). This RFI will assist DOIT staff understand SDN technology and the equip us to address specification development for possible future RFP procurement efforts. SDN focus areas include: open standards adoption (Interoperability) and governance, OSI focus, graphical user interface, extendibility, training, support, services, and product maturity. SDN is a restructure of networking by moving the processing and decision making from the routing device to centralized controllers. Training will be provided before attempting to manage or create such a network.  

Focus Sessions  Jim Flanagan, AET Chairman  Jim Flanagan led the discussion. Discussion held regarding customer needs, possible service offerings, future technologies, and AET future business. Items included clean internet, consulting, virtual router offerings, vulnerability scan, customer portal, certification, and cloud exchange.   Round Table/Member Discussion AET Members AET members ‐ discussion held, topics included current customer stories, business opportunities and future services.  AET Business Discussion AET Members AET members discussed future meeting plans, site learning opportunities, vendor presentations, and WebEx opportunities. Jim proposed to have 2 physical meetings and 3 virtual meetings, however, there are concerns about meeting locations, and travel budget.  Frank proposed to have guest speakers to come in, and make meetings more educated. ICN staff indicated ICN presentation will be available and prepared as requested by AET members.   Adjournment Jim Flanagan moved to adjourn the meeting. Motion by Andrew Bullen and seconded by Mike Dickson. Motion passed. Meeting adjourned at 12:05 p.m. The next meeting is scheduled May 18, 2018.

ILLINOIS CENTURY NETWORK K‐12 BROADBAND INITIATIVE 

 State of Illinois continues to work with the non‐profit Education Superhighway for the K‐12 Broadband Initiative to ensure all schools have access to scalable and affordable broadband.   

Education Superhighway worked with 93 school districts in the Funding Year 2018 E‐rate cycle o 58 fiber projects o 35 bandwidth and Wi‐Fi projects 

  ISBE RFP for State Matching Fund   ISBE and Governor’s office proposed $6.3M in FY2019 Budget for State matching special construction funds for broadband 

  Two bills requesting $16.3M from the FY2019 budget (SB 2312 and HB 5750) for State matching special construction funds for broadband 

  2018‐2019 Planning Workshop held with Education Superhighway and key state stakeholders 

 o Near Term Action Items o ISTE 2018 conference, June 2018 (International Society for Technology in Education) o Compare and Connect K‐12 tool (www.compareandconnectk12.org) to be updated with E‐rate funding year 2018 data 

o Finalize planning for next E‐rate season – E‐rate funding year 2019

 Learning Technology Centers‐ Data Security Conference for K12  April 19‐20, 2018 – Members from the DoIT Security Team and ICN presented. 

 ICN Hacker Hour “Combating DDoS” April 26, 2018 “Hacker Hour” second in a series of free webinars focusing on cybersecurity topics. This webinar focused on how to strengthen DDoS defenses. Andre Bouravnev, a Security and Mitigation Professional with DoIT/ICN will provided a glimpse into a Hackers world and how to find the vulnerabilities in businesses/organization and how they exploit them to launch a devastating DDoS attack.

 Illinois State Crime Stoppers Conference May 3‐5, 2018 – Members from the DoIT Security Team presented. 

 TECH 2018 May 10, 2018 Illinois Students Travel to Springfield for TECH 2018!  TECH 2018 ‐ Twitter: @ice_il  #ILTECH2018  Governor Rauner kicked‐off this year’s TECH 2018 and acknowledged the importance of technology in the classroom. Pages 11 and 12 contain some highlights from the event.  The purpose of TECH 2018 is to raise awareness of the critical role technology plays in preparing students to succeed in today’s world, and to show the need for increased funding for classroom technology. Hundreds of students demonstrated the creative ways technology is being used to enhance and accelerate student achievement in Illinois schools today. The Department of Innovation & Technology/Illinois Century Network (DoIT‐ICN) is proud to be a supporter and sponsor of TECH 2018. We enjoyed visiting with schools and spending time with some amazing, talented students, many of whom are ICN customers.  TECH 2018 is a not‐for‐profit initiative presented by the Illinois Computing Educators, and is supported by a broad range of education and business organizations. A thumbs‐up and high‐five to Digital Learning and Technology in Illinois Classrooms!
