September 2012 letter to councils

How the plans were developed

• Through the recent Consultation on Adult Social Care Data Developments 2012 (including the Zero Based Review)

• Through data provider surveys on the collections

• Engagement with stakeholder groups, including those established for the ZBR

• Large volume of responses – thank you!

• Taken into account for these announcements

• Provides an indication of where more work required before further announcements are made

ZBR groups

• Includes colleagues from councils, system suppliers and national organisations

• Thank you for all your input to date

• Further people required for the next stages including finance, short & long term support (SALT) and the equalities and classifications framework (EQ-CL)

• Groups usually meet by weekly phone conference and sometimes meet for a workshop

Secondments

• The HSCIC is looking for more part time secondees to lead the groups

• A secondee would receive their current salary and the HSCIC would reimburse the council for any days worked for the HSCIC

• Information has been circulated, with a closing date of 8 October 2012.

Returns for completion in 2013 in respect of 2012/13 data

• The following will not be collected:

•RAP A7 and A10

•ASC-CAR S5 and VPN line in S3

• Two data cuts for RAP, ASC-CAR, PSSEX1 and AVA

• Will consider feedback from the recent collection surveys

Changes for 2013/14

• A suite of Safeguarding Collections:

•AVA replaced by a new Safeguarding Adults Return

•DoLS collected at case level on an annual basis

•Guardianship collection unchanged

• Preparation to include qualifications on the NMDS-SC return for September 2014

• Further preparatory work for 2014/15 may be announced in December 2012

Changes for 2014/15

• Expected to include new finance and activity (SALT) collections, and the new Equalities and Classifications Framework

• Consultation respondents asked for as much warning as possible for changes

• Expect to provide quarterly updates from Dec 2012, releasing information when available so that preparatory work can start at an early stage
