(ADR) is pleased to present this Asbestos Survey in conformance with Sacramento Metropolitan Air Quality Management District (SMAQMD) regulations. The inspection and report preparation were conducted by Certified Asbestos Consultant Steven Ashe and Mark Isbell of ADR. At the time of the site inspection and sample collection, the two-story commercial building was occupied by two tenants: a Pilate’s studio and retail business, and used as office space. Collection of bulk suspect asbestos-containing materials (ACMs) occurred on August 12, 2016. A visual inspection of the survey area was performed to identify suspect ACMs. Bulk samples were collected from each suspect material in accordance with US Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) and SMAQMD guidelines. Samples were submitted for analysis by Polarized Light Microscopy (PLM) utilizing dispersion staining in accordance with United States Environmental Protection Agency (EPA) Test Method for Determination of Asbestos in Bulk Building Materials, 1993 (EPA/600/R-93/116) to EMSL Analytical, Inc. located in San Leandro, California, under proper chain-of-custody procedures. EMSL Analytical, Inc. participates in the National Voluntary Laboratory Accreditation Program (NVLAP). The EPA defines any material containing greater than 1% asbestos by weight as an ACM (under SMAQMD jurisdiction). If a material is identified as containing greater than or equal to 0.1% and less than or equal to 1% asbestos (“trace”), it is considered to be an asbestos-containing construction material (ACCM) under California Occupational Safety and Health Administration (Cal-OSHA) regulations. A list of the suspect ACM samples collected from the survey area is attached.

ACRONYMS: EPA = Environmental Protection Agency PLM = Polarized Light Microscopy PC = 400 Point Count SF = Square Feet LF = Linear Feet NA = Not Applicable FINDINGS & RECOMMENDATIONS Asbestos was found in roof mastic, gray (M28) applied sporadically along the perimeter wall cap. This material is considered by the EPA and the SMAQMD as a Category I non-friable material as long as they remain in good condition and are considered asbestos-containing by Cal-OSHA. The removal of which would be considered “Class II Asbestos Work.” Asbestos was also identified in the window caulk, black (M20) used in the exterior windows and the roof mastic, black (M33) applied to random roof edge repairs. The window caulk is used as fill material between the retrofit window and original brick wall. Point counting (400 point) verified that these materials contained less than 1% asbestos. Therefore, the EPA and SMAQMD do not regulate these materials. However, Cal-OSHA identifies that asbestos is present, and considers these materials as an “asbestos containing construction material”. The removal would be considered “Unclassified” asbestos work. If the identified asbestos materials are disturbed during any future demolition activities, ADR recommends that they be removed and properly disposed. The removal of asbestos-containing materials requires the use of appropriate engineering controls by a contractor licensed by the California State Contractors License Board, and registered with California Division of Occupational Safety and Health (DOSH). The work methods utilized must include, but are not limited to, the use of wet methods, proper area containment, use of engineering controls, waste minimization, and decontamination facilities. Cal-OSHA requires that workers performing construction activities be protected from asbestos fibers in excess of the permissible exposure limit of 0.1 fibers per cubic centimeter (f/cc) air. This report was prepared for the exclusive use and benefit of Potter-Taylor & Company. Use of, or reliance on this report by any other parties without the express written permission of ADR is strictly prohibited. This report was performed in accordance with accepted industry practices for bulk sample collection surveys. Findings are based on laboratory analysis on the specific sample location. A commercial building may contain suspect ACMs that were not identified or sampled due to their inaccessibility. In the event additional suspect ACMs are exposed during future renovation or demolition activities, these additional materials must be further assessed prior to removal or disposal.
