INTRODUCTION Of adoptions with public agency involvement reported in The AFCARS Report Preliminary FY 2015 Estimates,

52% were completed by foster parents, 34% were by relatives, and less than 1% were by stepparents, whereas 14%

were completed by non-relatives.1 The AdoptUSKids photolisting website is designed as a tool for connecting

prospective adoptive families with children waiting for adoption throughout the United States, who may not have

relatives or non-relative foster parents as potential adoption matches. The AdoptUSKids website offers a number of

features that can be utilized to increase adoptive placements for this group of children.

A key role of the website is to provide an online forum where both prospective adoptive families and professional

users can actively search for children waiting for adoption. Upon registration, families can search for children by

various demographic characteristics, and then inquire further about the children they are interested in by sending the

child’s caseworker an inquiry note. Children’s caseworkers and other state staff not only register children, manage

their information, and respond to families’ inquiries, they also can search for registered families who may be

considered a good fit for their children waiting for adoption, by using the AdoptUSKids website as an online

matching tool.

This report provides characteristics summaries for the following groups:

• Children and Youth Photolisted on the AdoptUSKids Website Who Were Subsequently Reported as Placed

in Adoptive Homes, with a Placement Date between October 1, 2002 and March 31, 2017

• Children and Youth Who Were Actively Photolisted on the AdoptUSKids Website and Waiting for

Placement in Adoptive Homes, as of March 31, 2017

• Families Who Were Actively Registered on the AdoptUSKids Website and Waiting to Adopt, as of March

31, 2017: Preferences for Prospective Adopted Children

‡ In indicating on the AdoptUSKids website the level of a child’s disability, professional users are not required to reference

clinical diagnoses, but rather may choose a disability categorization and severity level based on their perception of a

child’s abilities. This may result in an overestimation of the number of children and youth with some level of disability. To

address this potential overestimation, placed children and youth who were registered on AdoptUSKids with ’no’ or ’mild’

disability were considered to have “no disability”; children and youth with ’moderate’ or ’severe’ disability were

categorized as “having disability”.

† Age at placement is only a rough estimation for children and youth placed before June 1, 2011. For these children and

youth age at placement is estimated based on the duration of time between the child’s date of birth and the date of the last

status change to ‘placed’. Unless professional users change the status of the children and youth to 'placed’ on the actual

date they are placed, the age is likely to be an overestimation of the true figure. Due to a change on the AdoptUSKids

website, beginning June 1, 2011 professional users began to have the opportunity to enter a placement date separate from

the date they update the child’s status. Thus, for children and youth placed on or after June 1, 2011, age at placement is

calculated based on the duration of time between the child's date of birth and the placement date entered by professional

users.
