Vision
To be an independent Eastern African peace support operations training and education centre for Mine Action, Peace Support Operations and Disaster Management which is Internationally Recognized.
Mission

TO CONDUCT HIGH QUALITY TRAINING IN MINE ACTION, PSO RELATED COURSES AND DISASTER MANAGEMENT TO THE MILITARY, CIVIL POLICE AND CIVILIAN PERSONNEL.

Core Functions
To provide tactical and operational level decision-making and leadership training to enhance planning and management of multi-dimensional peace operations
To provide mission focused pre-deployment training at both tactical and operational levels.
To support the development of African peace Security Architecture (APSA) capacity focusing on the African Standby Force (ASF) and targeting the Eastern Africa Standby Force (EASF).

• HPSS INSTITUTION HAS THREE (3) MAJOR TYPES OF ACCOMMODATIONS, WITH DIFFERENT SET UPS AND DIFFERENT DAILY CHARGES.1) Master ensuite- 66 RMs charged 85 $ per day.
E.g. Kifaru & Chui 2) Single Rooms- 94 RMs charged 70$ per day. E.g
E.g Mamba & Ndovu.3) Mount Elgon Hall- can accommodate up to 180
personnel. Charged 50 $ per person per day.
ROOM CLEANLINESS
Room Cleanliness cont’d
• Carelessness will not be tolerated.• No smoking nor drinking in the room.• Drinks in the bar.• Smoke in designated areas.
SECURITY• The camp is under 24hr security by Armed
guards and is enclosed by an electric fence.
• Unnecessary mov’t especially during silent hours should be avoided.
• Local military installations, Embakasi village and Kayole estate are out of bounds.

If in doubt, ask the Police or other security.. Valuables-Use the small safe in the room or take them to Budget Manager.
Access/Identification • Identification is required for entry.
• The guardroom holds a list of those undergoing training and will allow access as required. Book in/out.
• Walking in/out will be allowed on limited basis depending on the trg programme.
DISCIPLINE
• Normal respect amongst yourselves
• No entertaining visitors in the mess/accn block
• When in uniform, always be on your headdress
• Avoid Out Of Bound areas

GYMNASIUM There is a well equipped and manned gym open
from 0600 – 1900hrs on weekdays and 0900 – 1200hrs during weekends.

LAUNDRY FACILITIES• Facility available next to the Gymnasium
• The laundry operates from 0730 – 1500hrs daily.
• Each Course participant is entitled to one set of towel & bed sheets per week at no cost. Must fill and sign form and put clothes in the bag.
• One pair of uniform/attire a week at no cost, however personal items may be laundered on payment, prices are displayed at the laundry.
• Dry cleaning svcs – town (own cost)
BAR REGULATIONS& TIMINGS
• There are 2 bars provided within the dining facility. i.e East Wing & West Wing bar. The West wing bar is for Officers & other foreign participants and is usually open from 1800 – 2300hrs daily.
• Weekdays – 1230-1400, 1800-2300hrs
• No bar bills – cash basis
MEALS TIMINGS
• Breakfast 0630 - 0730hrs
• Tea Breaks 1015 - 1030 hrs 1430 – 1445 hrs or as dictated
by the prog• Lunch 1200 - 1300hrs• Dinner 1700 – 1800 hrs
DRESS• Dress during working hours is working dress –
Always walk with your headdress on when in uniform
• Dress in the dinning facility/Mess is Uniform or smart casual (NO SHORTS/sandals)
VEH PARKING• For Participants, park vehicle(s) at the
accommodation area.
• No parking in designated veh parking areas i.e Next to Administration block.
