Veterans Memorial Parkcould undergo a majorrenovation.
Make that millions ofdollars’ worth.
Plans for the park wereintroduced to the citycouncil in December, andalso to the communitylast Friday during a din-ner presentation spon-sored by the MichiganMunicipal League.
The plan was createdby a Minnesota-basedurban planning company,and coordinated byGlobal Detroit. It wasfunded by a $800,000grant from the Ralph C.Wilson Foundation, which
has been funding pro-grams to encourageyounger people to getmore physically active.
City and school officialsare also hoping to re-ceive a multi-million dol-
lar grant from the founda-tion to renovate Ham-tramck Stadium, one ofonly five remaining base-ball stadiums built forthe Negro baseballleagues that existed

In fact, the very idea ofrunning after having justconsumed a paczekmakes one want to …well, something thatrhymes with “twarf.”
Nonetheless, theredoes exist such a thingas a “Paczki Run,” andit’s happening again herein Hamtramck the week-end before Paczki Day,specifically Saturday, Feb.22.
The race goes from 10a.m. until 1 p.m., provid-ing ample time for eventhe most tortoise-like, dis-tracted, or otherwise de-liberate entrant tocomplete their runnerlyduty.
And that duty is a 5K(approximately three-mile)run past all the popularplaces in town.
Runners get rewardedwith both paczki (from theNew Martha Washingtonand New Palace bakeries)and beer (from Motor CityBrewing Works) at the fin-ish line.

Jan. 28, and all coun-cilmembers were pres-ent.
Fire Chief Danny Hagengave an annual report ofthe Fire Department. Henoted that there were979 incidents reported in2019, which includedfires, false alarms, res-cues and other incidents.
There were 380 fireruns, of which 303 werehelping Detroit firefight-ers in Detroit.
But, out of those 303Detroit incidents, 169 (or56 percent) were can-celled before Hamtramckfirefighters arrived on thescene, or ended up beingfalse alarms.
Detroit firefighters as-sisted Hamtramck fire-fighters in 69 incidents inHamtramck.
In a community out-reach effort, firefightersvisited, and made pre-sentations to, over 1,700school children.
The Hamtramck Histor-ical Commission and
Friends of Historic Ham-tramck also made theirannual presentation.
In a report submittedto the city council, it wasnoted that renovationscontinued in the city’shistorical museum –namely, the completionof a bathroom in the mu-seum.
The “Hungry for His-tory” program also con-tinued to be popular.
Attendance at the mu-seum increased this year,with a total of 4,522 vis-itors. Since 2013, therehave been 19,750 visi-tors to the museum.
During the public com-ment portion of the meet-ing, Robert Zwolak askedfor the job description ofMax Garbarino’s positionas Director of CommunitySafety and Services.
He said the administra-tion’s failure to provide ajob description shows alack of transparency.
A presentation wasmade on an update toproposed renovations toHamtramck Stadium, one
of only five remaining sta-diums that once servedthe Negro BaseballLeague back whenAfrican-Americans werebanned from playing inthe all-white MajorLeagues.
An initial renovationproposal was rejected bythe Michigan State His-toric Preservation Office,because it would haveadded a structure to thestadium, and thus wouldhave violated the restric-tions on what can bedone to structuresdeemed officially histori-cal.
The new renovationplan would cost $1.4 mil-lion. The city is seekingfunding from multiplesources, including theDetroit Tigers organiza-tion.
In another matter, thecouncil approved povertyexemption guidelines assubmitted by the city As-sessor’s Office.
The guideline allowsthose living in poverty areduction in their prop-
erty taxes.In Hamtramck, a single
person earning no morethan $13,740 a year isconsidered to be living inpoverty. A family of fourwith a yearly income ofno more that $28,330 isalso considered to be atpoverty level.

An update of the city’sMaster Plan was submit-ted. The city initially com-pleted its Master Plan in2010. However, sincethat time various condi-tions in the city havechanged.
Some of the recom-mended changes in-clude: updating the lookof the “gateways” intothe city; improving trashcollection; expanding themanagement of vacantlots; continuing demol-ishing dilapidated anddangerous structures; ex-panding tree planting;and improving nighttimelighting.

The clock struck 3 p.m.and before he knew it, hewas out the door one lasttime. It hard for him toleave it all behind, and hewas anxious about leavingand getting too emotionalsaying goodbye to a fewpeople in his building.
That was six monthsago. It is now January2020. The man is 66 yearsold. How do you transitioninto becoming a normal,everyday citizen, when thepast 41 years of your lifesaw you go from teacher(six years), to assistantprincipal (four years) toprincipal (20 years) to su-perintendent (11 years)?
When you’ve been Mr.
Niczay for so long, how doyou settle into just beingTom?
Well, if you’re Tom, youstart focusing on the onething you felt you didn’thave time for during yourcareer: maintaining yourhealth.
Becoming healthier be-came Niczay’s prime focusupon entering retirement,both to get in better shapeand to treat his psoriaticarthritis.
These past six monthshas seen him do just that,as he’s committed to regu-lar walking exercise.Specifically, walking withhis dog for 2.2 miles everyday. On top of that, hewalked five miles on theMackinac Bridge this pastsummer.
That’s not all. He still en-gaged in Hamtramck. Inhis spare time, he works(yes, working in post-retire-ment) as a board memberfor the Friends of HistoricHamtramck Stadium.
“I really believe that get-ting that Hamtramck Sta-dium repaired and fundedis extremely important for
the city of Hamtramck,”Niczay said.
He also worked the 5kTurkey Trot this past No-vember, and recently gavea keynote speech duringthe Concerned Women ofHamtramck 23rd AnnualDr. Martin Luther King Jr.Prayer Breakfast at theHamtramck CommunityCenter on MLK Day.
The concept of a workingretiree may sound like anoxymoron, but Niczay re-fuses to let go of hisworkaholic personality. Hestill wakes up at 5 a.m.every day -- just as he didwhen he used to go towork -- and starts his dayby reading his favoritenewspapers (The Ham-tramck Review amongthem, of course).
If we didn’t know any bet-ter, we’d say that Mr. Niczaydidn’t really retire; he justfound another workload tocarry.
He says of retirement,“It’s important to stay ac-tive … You have to staybusy, and at times, I dostruggle to stay busy.”
He adds that he findswaking up and having noth-ing to do to be his hardestadjustment to make in re-tirement, while helpingpeople (especially teach-ers, parents, kids and ad-ministrators) and theoverall “human interac-tions” are the things heloves and misses the mostabout the job.
As much as he may wantto change his “body clock”and do the mundanethings that many retireesdo -- like stay up late, or eatcorn chips in front of the TVduring The Price is Right --he can’t bring himself tosettle into that life just yet.
Despite this hard-drivingwork ethic, Niczay tries tofind the time to rest when-ever possible. He plans todo some travelling, startingwith a trip to Las Vegas tosee Van Morrison, his firstconcert in several years.
He also spent some timethis past summer visitingboth Cincinnati and Florida.He plans to return toContinued on page 8

The Hamtramck Libraryis touting their latest pieceof interactive tech, which iscalled “hoopla” (lower-case first letter intended).A digital media streamingservice available through aphone app, it looks at aglance to rival some of thepay-for services you maybe spending your hard-earned on.
Movies, music, audio-books, ebooks,comics/graphic novels andTV shows are all available,and a fairly lengthy list ofthem at that.
A browse of the movie of-
ferings reveals a real mish-mash of grown-up filmsand kid films intermingledon the screen, 50 at atime.
Some of the titles wererecognizable as havingbeen in the theaters nottoo terribly long ago; oth-ers may be made-for-TV(think BBC/Public TV, Hall-mark, whatnot). Lookingover the first 100 titles,nothing jumped out asbeing particularly current.Still, there is a generousvariety from which tochoose.
There are Oscar winners.There are B-titles, andeven a few C-titles amus-ingly mixed in (think Mys-tery Science Theater).There are documentariesmashed in with fictional ti-tles.
The same pattern re-peats itself with audio-books. The music
selection seems broaderyet, with plentiful titles atyour fingertips.
To use this service, yousimply need an active li-brary card. Don’t have one,or has it expired? Head onover to the library, andthey’ll get you straightenedout. They can show youhow to load the app ontoyour phone, and how touse it.
You can also use it fromyour home computer. Fromtheir homepage, find thebutton marked “eRe-sources” and click on it toget the little drag-downmenu; hoopla is the firstthing you see. Click onthat, and you’re off into theworld of too-many choices.

In Our Opinion
We have spilled a lot ofink in recent monthsabout the GM Poletownplant and what its exis-tence means to Ham-tramck.
The plant plays a majorrole in the city’s finances,to the tune of about$700,000 a year in aspecial deal in lieu of pay-ing property taxes.
For a brief moment, itlooked like GM was goingto close down the plant,and that posed a seriouspotential financial set-back for the city. As itturned out, that threatwas a ploy to pressureUAW workers to settletheir contract strike andcome back to work.
Well, the strike did
eventually end, but notnecessarily because ofGM’s announcement thatthe plant would close.
With the strike settled,everything looked rosy.But then GM announcedthat the plant would un-dergo retooling to accom-modate the production ofelectric-fueled vehicles –a technology of the fu-ture, industry insiders aresaying.
But in order to retoolthe plant, productionwould be shut down forup to two years. Duringthis time, according tothe special tax deal withthe city, GM won’t be pay-ing Hamtramck much ofanything.
That means we are
back to square one, fi-nancially-speaking – atleast for the next twoyears.
So, now city officialsare going to have toscramble to find a wayaround a loss of$700,000 this year andnext.
One reader has sug-gested that GM shouldbe forced to keep payingthe city what it normallydoes, because, well, it’sonly fair.
But unfortunately, adeal is a deal.
How this financial chal-lenge will be worked outis still unknown, but wecan guarantee that therewill be sacrifices that willhave to be made.

“I have been in SpeechTherapy, Physical Therapyand Occupational therapy,and I have reached thelimit of what insurancewill pay for. This is the endof the beginning of my re-covery, and I still havemany months to go. But
insurance doesn’t pay forsinging therapy, guitartherapy, roadie therapy.So I will have to find helpwith all of those.
“I knew I was at the endof a 30-year cycle andthat something big wasgoing to change in my lifethis year, and it surelyhas. My spirit and mymind are strong, andthough I haven’t beenable to perform for thepast 4 months, I havebeen working on a book

mailboxes gone?And no, you’re not imag-
ining it – there really arefewer mailboxes out there– meaning here in Ham-tramck, and around thecountry overall.
And that comes directlyfrom a communiqué on theblog of the USPS Office ofthe Inspector General.
The blog entry, frommore than three years ago,noted a decline of some12,000 collection boxes(as they are more rightlyknown in the trade) in theapproximate period of2011-16.
We even had a runningconversation here in theoffice with a resident, whomentioned a mailbox thatwe suggested he use wasno longer there to use.
Much to our consterna-tion and surprise.
Considered convenientand reasonably secure, theboxes have also, admit-tedly, been a reassuringsymbol to many of thecomforting presence of anational postal service.
The general idea was to
eliminate any collectionboxes that weren’t averag-ing 25 pieces of mail perday.
But it didn’t all go only inthe direction of fewerboxes. The blog mentionedthat there were also a fewadded here and there too,where demand had grownfor example, and thus war-ranted one.
From the sound of it, thepost office gets plenty ofcomplaints about the re-moval of boxes as it hap-pens; after all, there’salways going to be a collec-tion box that’s most con-venient to someone, andthey’re going to miss itwhen it’s gone.
But the boxes are proneto vandalism; surprisingly,expensive to maintain, ac-cording to the blog; andcan become eyesores ifthey aren’t routinely main-tained – primarily, paintedevery so often (manyboxes in urban areas suf-fer constant “make-overs”by graffiti taggers, for onething).
The blog is even-handed;it mentions an audit under-taken in the eastern U. S.,recent at the time, whichdetermined that the mail-box removal process wasflawed – “not effective,”they admitted, and having“procedures… not consis-tently followed” in spite ofsuch procedures beingquite clearly in place.
Give the Post Officecredit for being honest.
The Office of the Inspec-tor General went on to rec-ommend a constantmonitoring of the statis-tics, and proportionate ac-tion to reevaluate and fixany discrepancies in needfor mailboxes versus theiractual availability.
The blog also invites sin-
cere and useful publiccomment.
So, if you are pining for abox, such as it is, don’thesitate to start by con-tacting your local post of-fice with the suggestion.
You never know, youmight just become a neigh-borhood hero.

What makes Niczay’s re-tirement all the more inter-esting is that he actuallyalready briefly retired oncebefore in 2016, only tochange his mind and undohis resignation by that No-vember, upon realizing hestill had some work to do
to help the school districtduring a tough financialtime.
Right now, though, hesays that he’s happy withhis decision to finally stepdown last year, and ishappy with his new life.
But when asked if he’struly done with education,and permanently retiredthis time, Niczay employedthe age-old saying:
