Additional layer (S-57 format, S-63 encrypted) to ENCs

Available through AVCS and on compatible equipment

Contains all Admiralty T&P NMs and provides additional preliminary information that is specific to ENCs : EP NMs

such as reported navigational hazards that have been incorporated on paper charts but not yet been included on ENCs

AIO (Admiralty information overlay) service

(Conducted on a limited number of AIOs)

Not all T&P SHOM NtMs appear as AIOs

Some AIOs don’t correspond to SHOM NtMs

Some AOIs are unnecessary, as ENCs they refer to are already updated

Some AIOs refers to several ENCs, but some of them should not be concerned

Some AIOs don’t reproduce exhaustively NtMs from the producer

=> Although the objective of AIO is to improve the quality of ENCs for the interest of the navigator, the issues it can generate could create doubts on reliability of official charts and on the quality of IHO ENC service.

On 53 IHO MS producers of ENCs, 41 issue NtMs for their paper charts and 30 (6 more intend to do it before 2015) issue ENC revisions to cover them

=> AIOs should not be necessary for them

When new information is reported in paper charts but not in ENC, how can the navigator determine which is the good information?

It should be solved in advance rather than highlighted in AIOs

AIO is not a IHO nor IMO official product compliant with IHO standard

On the relevance and status of AIOs:

If AIO is considered by IHO offering a real advantage for safety of navigation that can not be achieved by a better application of rules already existing or to be improved, then:

AIO should be encouraged,

AIO should be interoperable with all type approved systems

Responsible States should be informed as soon as possible of the additional information.

If not (risks exceed advantages):

Procedures should be agreed and applied between AVCS producer and IHO ENC producers so AIO should not be necessary

On the relevance and status of AIOs:

Priority should be given to ensure mariners do not face ambiguities in the global IHO ENC service (risk of mistrust

about official ENCs, final users may raise the issue to IMO level) .

Stakeholders should be invited to consider the need for AIO

A guidance should be provided by IRCC and HSCC, for assessment by DQWG or/and WENDWG
