Council received two presentations:

Cannabis – One Year After Recreational Legalization Shiela Bradley, Manager Promotion, Preventions & Community Initiatives – Provincial Addiction & Mental Health, CSAMH Michelle Fry, Program Consultant I, Addiction Prevention Unit – Provincial Addiction & Mental Health, CSAMH

Highlights included:

Overview of cannabis legalization activities: non-medical utilization October 2018; edibles, extracts and topicals (EEC) October 2019

Restrictions for EEC include THC limits by weight; restriction of ingredients and flavours that could increase appeal and/or risk of food-borne illness; child-resistant packaging; strict manufacturing controls for production of cannabis EEC to control quality of products

Edible cannabis can take up to four (4) hours for users to feel full effects; consuming more within this timeframe can increase the risk of adverse effects

Effects of edible cannabis can last up to 12 hours with some residual effects lasting longer

Cannabis should not be smoked or vapourized around children; cannabis should be kept in original, clearly labelled container, out of sight and reach of children

Cannabis use can impact brain development for people under 25

Questions and comments from Council:

Arrests and charges for small amounts of cannabis have decreased but it is too soon to verify any health benefits of legalization of recreational utilization

Concern expressed around cannabis edibles that look like candy; noted metabolization of edibles is very different than inhalation

AHS ID Program Celina Dolan, Manager Housing Initiatives and AHS ID Program – Provincial Planning and Capacity Management, CSAMH

Highlights included:

Vulnerable clients may be entitled to healthcare but are unable to access it without a personal health card or appropriate ID

AHS ID Program seeks to obtain and store ID to improve access to community health and government support services

Program has established Authorized Certifiers across Alberta to expedite processes across Alberta Veterans Services; Alberta Works; Assured Income for the Severely Handicapped (AISH); Immigration, Refugees and Citizenship of Canada (IRCC); Justice and Solicitor General (JSG); Alberta Medical Association Special Investigations Unit (SIU); and Veterans Affairs

Program has served 12,000 net new clients and 34,000 follow up transactions since 2014 providing an improved sense of identity and empowerment; increased community stabilization; and health improvements such as home care, prescriptions, lab, addiction supports and more

Council Business

Council discussed the following items:

Seven people have been put forward to the AHS Board as recommended for Council membership to fill vacancies arising in 2020

Council will hold elections for Chair and Vice Chair at their next meeting; interested members are encouraged reach out for more information and/or to put name forward

Council reviewed Top Concerns document, Emily Macphail and Denise Lambert will revise and return to AHS by Friday, December 13th for circulation to Council for feedback due December 29th.

Dr. Austin Mardon shared his story about his travel to Rome, Italy and audience with Pope Francis

Council was made aware of Cannabinoid Hyperemesis Syndrome symptoms and treatment
