5. JRJ and colleagues confirmed previous DMBC DtC position on BLP and that DMBC
were making provision to meet the Doncaster OAHN within its local planning
policies and proposals. At this time Doncaster has not been asked to provide for
meeting neighbouring LA’s OAHN.
6. JRJ summarily updated the meeting as to Doncaster Local Plan (DLP) plan current
activities – looking to consult on publication version in autumn 2017.
7. Emerging cross boundary issues discussed were:
a. Pan Northern Road – AH confirmed that the submitted BLP modifications
and Transport Background Paper included text references to this
emerging proposal - the potential for a joint position statement would be
considered.
b. HS2 route refinement consultation – DMBC prefer original ‘Meadowhall’
route and station provision – noted that HS2 and Sheffield City Region
secretariat have various work streams in prospect dependent on the
Government’s decision as to the selected route and station provision.
8. The meeting closed confirming the intent to maintain positive Local Plan dialogue
both on a 1-1 basis and also through the various Sheffield City Region
mechanisms.

5. AD and RS summarily updated the Rotherham local plan current activities as
being that the Sites and Policies document had been submitted in March 2016
and hearings completed in December 2016 – the future timetable (indicative at
this time) will include consultation on additional housing sites (two sites within
the Wath-upon-Dearne, Brampton Bierlow and West Melton settlement
grouping) in summer 2017, consultation on the Inspector’s proposed Main
Modifications in Autumn 2017 with possible adoption in late 2017 / early 2018
following receipt of the Inspector’s final report.
6. Emerging cross boundary issues discussed were:
a. Historic England support for the BMBC submitted Elsecar Heritage Action
Zone (includes part of Rotherham associated with the ‘Fitzwilliam estate’)
b. HS2 route refinement consultation – RMBC prefer original ‘Meadowhall’
route and station provision – noted that HS2 and Sheffield City Region
secretariat have various work streams in prospect dependent on the
Government’s decision as to the selected route and station provision.

LAs. KMDC supported the Penistone railway route improvements sought by BLP
but at this stage KMDC would not prioritise development around its Penistone
line stations.
5. RH reported that Kirklees were looking to submit the Kirklees Local Plan in April
2017.RH also referred to a Kirklees / Historic England Statement of Common
Ground and agreed to share with BMBC.

4. NF and RE confirmed previous WMDC DtC position on BLP and that WMDC have
a full suite of adopted local planning documents including recently (January
2017) adopted Recreation Leisure and Open Space and Retail and Town Centre
local plans. WMDC are beginning the mobilisation for preparing a replacement
local plan.
5. AH was to review whether the submitted BLP (including proposed minor
modifications) included reference to cross boundary liaison on transport
assessments, travel plan statements or travel plans in respect of development
proposals in proximity to the Wakefield/Barnsley border. Subsequent to the
meeting BMBC would seek to clarify this requirement by suggesting a minor
modification to policy T3 (see footnote).
6. Discussion identified that issues relating to the Government’s intention to
promote a new high speed railway (HS2 eastern leg) and possible parkway
station on to serve South Yorkshire would (if confirmed) be a significant cross
boundary issue.
7. The meeting closed confirming the intent to maintain positive Local Plan dialogue
both on a 1-1 basis and also through the various Leeds City Region mechanisms.

Policy T3 New Development and Sustainable Travel
New development will be expected to:
• be located and designed to reduce the need to travel, be accessible to public
transport and meet the needs of pedestrians and cyclists
• provide at least the minimum levels of parking for cycles, motorbikes, scooters,
mopeds and disabled people, and should not provide more than the maximum number of
car parking spaces set out in the relevant Supplementary Planning Document
• provide a transport statement or assessment in line with the guidance set out in
Planning Policy Guidance as published and meeting provisions of NPPF paragraphs 32 and 36
including where appropriate, regard to cross boundary local authority liaison.
• provide a travel plan statement or a travel plan in accordance with guidance set out
in Planning Policy Guidance as published and meeting provisions of NPPF paragraphs 32 and
36 including where appropriate, regard to cross boundary local authority liaison. Travel
plans will be secured through a planning obligation or a planning condition
Where levels of accessibility through public transport, cycling and walking are unacceptable,
we will expect developers to take action or make financial contributions in accordance with
policy I1
If it is not possible or appropriate for the minimum amount of parking for cycles,
motorbikes, scooters and mopeds to be met on site, the developer must provide, or
contribute towards, off-site parking, or improve or provide other forms of travel.

4. BT summarised Peak Park engagement in Highways England route studies including long
term possibility of a road tunnel crossing the Peak Park. It was noted that the various
options for the route had implications for Barnsley if and when confirmed.
5. BT updated on the position of the Peak Park approach to identifying potential areas of
minimum impact on the Peak Park and which might be considered for housing and
employment development as part of liaison between Peak Park and High Peak
authorities.
6. PT confirmed the approach of the BLP to wind turbine proposals was to identify areas of
search based on landscape classification by way of its ability to absorb wind turbines of
different specification eg height etc. The BLP approach was informed by BMBC being a
participant along with neighbouring authorities in the ‘South Pennines Wind Energy
Landscape Study’.
7. BT confirmed there were no issues of concern regarding the BLP requiring attendance of
Peak Park at the BLP examination hearings.
8. The meeting closed confirming the intent to maintain positive Local Plan dialogue both
on a 1-1 basis and also through the various BMBC/Sheffield city Region mechanisms.

I can confirm that we have completed the SHMA addendum and updated the Housing Background Paper (BP3) as discussed at the DtC meeting. We are proposing our OAHN as a range from 967 dwellings per annum to 1398 dwellings per annum. Within this range we propose to set our housing requirement at 1100 dwellings per annum. The SHMA addendum considers a slight change reasonable, which implies that as the number of jobs in Barnsley increases a higher proportion of the workforce would live in Barnsley. Our view is that the implications of this from a DtC perspective will be minimal. It is not uncommon for a dwelling to accommodate more than one person that travel to work within different authorities. Please let me know if you have any comments on the above. In addition it may be helpful if you would to set out the position of your authority in respect to whether it would be able to accommodate any of our housing need, should the question arise during the examination process. Our statutory purpose is to ensure that the natural environment is conserved, enhanced, and managed for the benefit of present and future generations, thereby contributing to sustainable development. We are grateful for the opportunity to work with Barnsley Council over the past months to address the concerns raised by Natural England in our letter dated 18 August 2016 (our ref 189247). Natural England welcomes the modifications and clarifications set out in the Barnsley Local Plan Habitats Regulations Assessment Submission Version dated December 2016 which we consider to fully satisfy the concerns raised by Natural England regarding the Habitats Regulations Assessment at publication draft stage. We note that there have been no substantial updates to the assessment of recreational pressures subsequent to the November 2016 revision of the Habitats Regulation Assessment. Natural England considers that this section would benefit from further clarification, as noted in our response dated 14 December 2016 (our ref 196846), however we are broadly satisfied with your conclusions that the plan will not lead to adverse effects on the integrity of the South Pennine Moors European designated sites, based on the information provided.
