ADDENDUM TO ACOUSTIC ANAYLSIS MADAKET WIND TUBRINE PROJECT NANTUCKET, MA October 6, 2011 The Town of Nantucket (the Client) is proposing to construct a wind turbine on the Nantucket Landfill property located at 188 Madaket Road in Nantucket, Massachusetts. The proposed location of the turbine is shown in Figure 1. The turbine is currently proposed to be a PowerWind PW56 machine, with a power output of 900 kW, a hub height of 71 meters (233 feet), and a 56 meter (184 foot) rotor diameter (i.e. 28 meter blade lengths) with an overall height of 99 meters (325 feet). On behalf of the client, Atlantic Design Engineers, LLC has completed an addendum to the original acoustic analysis prepared for the Madaket Wind Turbine Project, dated February 25, 2011 in order to assess noise effects from the initial two turbine project at various property lines near abutting residential properties. This addendum has been completed in order to assess a single turbine project with a location change for the remaining turbine (see Figure 1 for the revised location). The new study results were evaluated for compliance with The Commonwealth of Massachusetts Department of Environmental Protection (MA DEP) Noise Control Regulation 310 CMR 7.10, and the Code of the Town of Nantucket, Chapter 101, which addresses general noise regulations. Atlantic had previously conducted on-site ambient noise measurements to establish the current sound pressure levels (in decibels), at four (4) locations on the project property. The information gathered from these measurements was used in concert with data provided from the wind turbine manufacturer, wind speed data obtained from an on-site location, and the software program WindPRO Version 2.7.473 to determine the projected sound levels that will be produced at the designated locations (see Figure 2) once the turbine is in operation. The data collected at each location was examined in order to determine a correlation between wind speeds and noise levels, as typically ambient noise levels increase when wind speed increases. For each location, this correlation was used by WindPRO to determine the projected noise levels at different wind speeds. If no correlation could be established due to a lack of varying wind speeds during measurement periods, then a conservative approach was used that assumes there is no increase in noise levels as wind speeds increase. The projected sound values were reviewed for compliance with both the state and town bylaws and regulations. The results of the calculations are summarized in Tables 1 & 2 (below), which show the maximum projected sound levels at the chosen locations.

The proposed Madaket Wind Turbine Project complies with noise requirements set forth in the Code of the Town of Nantucket bylaw on noise by limiting proposed noise levels to less than 45 dBA at the nearest residences. The noise levels (turbine generated) at nearby residences are calculated to be a maximum of 41 dBA (Shown in Figure 4). This is below the 45 dBA sound threshold established by the Town of Nantucket noise bylaw.

The proposed Madaket Wind Turbine Project complies with the Massachusetts Department of Environmental Protection Noise Policy by not increasing noise levels at nearby residential properties by more than 10 decibels. The turbine is expected to increase the ambient L90 sound level by a range of 0 dBA to 7 dBA at nearby residential properties (shown in Figure 5), below the DEP allowable. In addition, the PowerWind PW56 wind turbine is not anticipated to produce any audible “pure tones”, as sound emissions from modern wind turbines are mostly comprised of broadband tones.

The proposed Madaket Wind Turbine Project is projected to have turbine generated noise levels in excess of 45 dBA at the Town Landfill’s property line south of the proposed turbine. The noise levels (turbine generated) at the nearest property line are calculated to have a maximum level of 56 dBA. This level is above the 45 dBA nighttime sound threshold established by the Town of Nantucket noise bylaw. However, the abutting properties to the project property lines where the 45 dBA is exceeded are all undeveloped conservation land where present and future development is restricted, and in conversations with the Nantucket Island Land Bank, owners of the properties in question, they have indicated they would have no objection to the exceedance of the noise standard at their property line from the proposed project. See Figure 6 for the projected turbine generated sound level contours for the proposed project.
