Q29 For the flanges in the SS-12 specification - What thickness of AWWA ring flanges is required? Do the ring flanges need to be Flat Faced or are Plate flanges acceptable?

A29 Refer to Revision #20 of this Addendum.

Q30 There is no flange specified for the SS-13 specification, please advise.

A30 Refer to Revision #21 of this Addendum.

Q31 Is the wall thickness for ALL SS-12 specification piping to be Schedule 40s? It just doesn’t make any sense to use Schedule 40s and then weld light plate flanges to it.

A31 Refer to Revision #22 of this Addendum.

Q32 Can the Pipe & Fittings for the Temp. RAS Bypass (Spec. CS-1) be standard Wall – not True Schedule 40 as specified? There is no Schedule 40 wall for 42” pipe. 36” True Schedule 40 is ¾” wall.

A32 Refer to Revision #23 of this Addendum.

Q33 Reference Specification Section 15020, clause 3.5.4.6: Weldneck flanges to be used on buttweld fittings. Does this mean that for SS-12 specification piping that the specified ring flanges CANNOT be welded to a fitting? That a stub of pipe must be welded on so the flange can be installed?

A33 Refer to Revision #24 of this Addendum.

Q34 There are 2 different requirements in Specification Section 15020 for NDE, please advise. Clause 1.4.1 – 5% RT to ASME B19.1?? (B19.1 is a safety standard for air compressor systems). We assume this is incorrect & should be removed. Clause 3.9.1.1.2 – 10% RT to B31.1 – we assume this is correct. Please advise.

A34 Refer to Revision #25 of this Addendum.

Q35 There are notes on the MA set of drawings (Note 1 on MA108 for example) that state “All tees in aeration piping system shall be manufactured welding tees unless otherwise noted”. Does this mean that they want Forged A403 Tee’s for the aeration piping at the aeration tanks? If yes, we can only assume that would apply to 24” & smaller piping. Please advise.

A35 Refer to Revision #26 of this Addendum.

Q36 Are there any drawings detailing the temporary portion of the Aeration piping? The schematic in Specification Section 01330 is insufficient.

A36 For ATs 1-4 it will be necessary to make a temporary connection from the 90 degree bend at the bottom of the vertical leg (off the main air header) to the existing 450mm aeration pipe inside the Y Wall. Provide 2 x 90 Bends, 1 x Reducer, 1 x 450mm coupling in addition to the piping that is required. Each AT has a 750mm and 600mm vertical drop leg off the main header. Provide 8 temporary connections in total. Material is Carbon Steel, CS-1 under Section 15064 as noted in Revision #48 in this Addendum.

Q37 Reference Specification Section 15140, clause 2.1.7: stainless steel supports shall be 316ss. Do you want 316ss supports on 304ss piping?

Q38 What is the branch that goes to T14N off of the 1650 Aeration header: 750 then reducing to 600 as shown on Section A on Drawing MT310; 900 then reducing to 600 as shown on the plan view on Drawing MT111?

A38 This is the connection to the 600mm aeration header from the North Plant shown on P&ID Drawing IG106.

Q39 There are notes for “Reinforced Tee” on the Aeration header, Drawing MA107. Is reinforcing required on all fabricated saddle or Tee fittings? Please provide detail.

A39 Refer to Revision #27 of this Addendum.

Q40 Reference Specification Section 14630, clause 1.4.3: Contractor is being asked to submit qualifications as part of the submittal process – i.e., post Bid. You have not defined the criteria for sub items 1.4.3.2.1 through .5. If the City chooses to reject the qualifications of the crane supplier, will the Contractor be compensated for the price impact of changing to an alternate supplier?

A40 Refer to Revision #49 of this Addendum.

Q41 Reference Specification Section 13199, Table 13199 –Instrument Listing (with attachment). For the RAS/WAS/Plant & Flushing Water electromagnetic flowmeters, we are requesting that Polyurethane be added as an acceptable liner material. Polyurethane has long been accepted as a flowmeter liner in both water and activated sludge applications (see attached supporting reference material).

A41 In accordance with Specification Section 13130 - Magnetic Flow Meter, clause 2.1.3.5, the use of a polyurethane liner is acceptable.

Q42 I was wondering if Plan Group may be added to list of Bidders on page 5 of Division 13, Sections 13510 and 13520, clause 1.6.3. This has to do with the networking portion of the project.

A42 Since the work of Specification Section 13510 involves electrical work, in accordance with the prequalification requirements of this Project, Plan Group cannot perform this work. Refer also to Revision #28 of this Addendum.

Q43 Reference Specification Section 15180, clause 2.1.3.1: “Each Actuator shall be designed to open or close the valve under all operating conditions. Actuators shall be designed for the maximum pressure differential across the valve and maximum velocities through the valve where indicated in the respective valve schedules.” It is our recommendation that actuators are sized (with appropriate safety) for the full rated pressure of the valve, irrespective of the differential pressure across the valve during operation. Sizing actuators in this manner ensures actuators operate under all pressure conditions while maintaining the operational longevity of the valve/actuator combination. This will also eliminate the potential for problems previously encountered by the City as a result of improperly sized/undersized electric actuators.

A43 The minimum requirement for the valve actuator is to provide an actuator meeting the head differential listed in the valve schedules in each Specification Section.

Q44 Reference Specification Section 13167 – Annular Pressure Seal: Confirm the annular pressure seal body & flange material. The options available are: a. Carbon Steel body with Carbon Steel End Plates b. Carbon Steel body with 316 Stainless Steel End Plates c. Stainless Steel Body with Stainless Steel End Plates. On the most recent Humber Project (Odour Control Upgrades) pressure seals with stainless steel bodies and stainless steel end plates were provided.

A44 Refer to Revision #29 of this Addendum.

Q45 Reference Specification Section 13167, clause 2.1.8.2: Acceptable Products. The manufacturer & model number for 316 S/S Quick Disconnects is listed as an acceptable supplier of the annular rings. Please confirm that all pressure sensor/instrument assemblies are to come complete with 316 Stainless Steel Quick disconnects, which is similar to what we have been supplied to Humber WWTP on previous projects. Note that the details on Drawing NG401 call for a Quick Disconnect, however, the materials of construction are not stipulated.

A45 Refer to Revision #30 of this Addendum.

Q46 Reference Specification Section 15020, clause 2.1.1: Process Air Expansion Joints. Please confirm that Red Valve J1 Expansion Joints are acceptable. These have previously been supplied to projects at the Humber WWTP and other City of Toronto Municipal Projects. A catalogue sheet is included for your reference.

A46 Alternatives will not be considered nor accepted during the Tender process. After award of Contract, requests for Alternatives can be submitted in accordance with the process identified in subsection 21 of Section 5A – Specific Conditions of Contract, and Specification Section 01631 - Substitutions.

Q47 Reference Specification Section 15092. Clause 2.1.4 is titled Valves VBF-4, while the heading underneath is VBF-1. Section 2.1.7 is also titled VBF-4. The included valve schedule stipulates VBF-3 and VBF-4 Butterfly Valves. Please confirm that the requirements in Section 2.1.7 are to be followed for VBF-4 Butterfly Valves, as they are most similar to the VBF-3 requirements.

A47 Refer to Revision #31 of this Addendum. The difference between clause 2.1.7 VBF-4 and 2.1.6 VBF-3 is the Valve Operator.

Q48 Reference Specification Section 15093, clause 2.1.5. Valves VC-5 specifies Steel Reinforced Rubber Flapper Check Valves and provides an option for either Cast Iron or Ductile Iron bodies. As check valves are meant to protect against reverse flow, where surges typically occur, we recommend specifying only Ductile Iron. Ductile Iron castings are much stronger that cast (gray) iron. Its tensile strength is almost 3x greater than cast iron and it has a yield strength of almost 40 ksi, while cast iron exhibits no yield, only ultimate fracture.

The Val-Matic Model number, Series 7200, denotes a SurgeBuster Check Valve, which is a steel reinforced rubber flapper swing check valve with an internal Stainless Steel Disc Accelerator, while the APCO model number is a standard rubber flapper swing check. The equivalent Val-Matic model number is series 500. If the disc accelerator is required, then the APCO Model Number to match the Val-Matic Series 7200 is APCO Model 100SR. Lastly, if the disc accelerator is required, please confirm whether bottom mounted oil dashpots (which control the last 10% of the disc closure) are still required?

A48 Refer to Revision #32 of this Addendum.

Q49 Reference Specification Section 15093, clause Section 2.1.6. VC-6 is a horizontal swing check valve with an outside weight/lever and an oil cushion. In the past, we have supplied stainless steel cages around the swinging lever/weight assembly for safety reasons. Please advise if these safety cages are required? Attached is an example.

A49 Refer to Revision #33 of this Addendum.

Q50 Reference Specification Section 15093, clause 2.2 – Shop Coatings: states that 2-Part Epoxy Coatings are required for valves on liquid service and the exterior of valves shall be coated with a universal primer. For City of Toronto projects in the past, we have been required to supply an internal and external fusion bonded epoxy coating on cast iron and ductile iron bodied process valves, regardless of the service. Fusion Bonded Epoxy (FBE) coating has better abrasion

Page 13: ADDENDUM NO. 3 REQUEST FOR TENDER NO. 97 …...to tender as Mechanical Subcontractors for the Humber Treatment Plant, Secondary Treatment Upgrades Project. Note that Prequalified Mechanical

13

resistance, impact resistance, chemical resistance and a higher bond strength when compared to 2-part Epoxy. FBE is applied using an electrostatic process which provides a smooth, even coating that eliminates thin spots. Attached is a comparison study of the various coatings performed by Val-Matic. Please confirm that internal and external Fusion Bonded Epoxy Coating is required on Type VC-5, VC-6 and VC-7 Check Valves.

A50 Refer to Revision #34 of this Addendum.

Q51 Reference Specification Section 15102, clause 2.2. Materials specifies 316 Stainless Steel as the material of construction for the Body and Plug. The seat is specified as a welded nickel overlay, which is typical for an iron body plug valve. We have previously supplied Plug Valves with cast iron bodies, fully encapsulated (Buna-N) plugs and welded nickel seats with internal and external Fusion Bonded Epoxy Coating to the Humber Treatment Plant and other City of Toronto facilities. Iron body plug valves come with stainless steel bearings. Please advise/confirm the materials of construction for these valves.

A51 Refer to Revision #35 of this Addendum.

Q52 Reference Specification Section 15110, clause 2.5.2.3 states: “The gate shall be square for throttling service”. Please advise what is meant by this? We’ve provided V-Notch style gates for throttling service in the past.

A52 Refer to Revision #36 of this Addendum.

Q53 Reference Specification Section 15110, clause 2.5.4: stem allows for 303 or 316 stainless steel stems. Please confirm whether 304 Stainless Steel, as previously supplied, is also an acceptable stem material.

A53 Refer to Revision #37 of this Addendum.

Q54 Drawings DR102 & DR103 appear to be in the same location, yet the key plan on these drawings indicate that they are two different locations. Please confirm that the key plans are incorrect and the two drawings represent the same area.

A54 Refer to Revision #1 of Addendum #2 in the section entitled "REVISIONS.

Q55 In Specification Section 15064, material class SS-13 calls for Schedule 10S stainless steel pipe for potable water and non-potable water, but does not specify what kind of fittings are to be used with it. Please specify what kinds of pipe and fittings are to be used (Copper/Stainless 2” and down 2-1/2” and up).

A55 Refer to Revision #40 of this Addendum.

Q56 We represent the named clarifier supplier Hi-Tech (now called Kusters Water) in Specification Section 11435. We require clarification regarding electro-hydraulic overloads, which we have used for more than 10 years on B&V projects. We would propose Model 60DH. See attached # 4. The spec does not specifically preclude electro-hydraulic overloads, but it does not include them either. Please confirm that they are acceptable.

A56 An electro-hydraulic overload meets the requirements of Specification Section 11435.

Q57 In reference to specification section 11166 – Rotary Lobe Pumps, please advise if Netzsch Canada can be added as named equivalent manufacturer. Netzsch is a local Canadian manufacturer with a full stocking and service facility located in Barrie, Ontario. Under the representation of Syntec Process Equipment Ltd., we have pump installations throughout Ontario, including municipal wastewater facilities in Prescott (OWCA) and Chatham.

Page 14: ADDENDUM NO. 3 REQUEST FOR TENDER NO. 97 …...to tender as Mechanical Subcontractors for the Humber Treatment Plant, Secondary Treatment Upgrades Project. Note that Prequalified Mechanical

14

Netzsch has reviewed the requirements outlined in the specification and provided a detailed pump selection document, which is attached to this question set for your review. While we meet the requirements of the specification, we also offer a few design advantages over the named product. The main advantage being the inclusion of an air gap, located between the rotors and the gear box. This unique feature ensures that the pumping product will not contaminate the gear box if a seal failure occurs due to the system pressure exceeding the pump design pressure. Please refer to the included catalogue information (page 4) which illustrates this in further detail (Attachment # 5).

A57 Refer to Clarification #1 of Addendum #2 in the section entitled "CLARIFICATIONS".

Q58 Should all Subcontractors get a license for the Project Management Information System (PMIS) as well?

A58 Refer to Specification Section 01090, clause 1.6.2.

Q59 Will COR requirements be affected as part of this project?

A59 No.

Q60 Please confirm that the pre-qualified mechanical Subcontractors for this project are signatory to UA Local 46.

A60 This is addressed in another Addendum.

Q61 In the top right corner of Drawing DD101 there is an arrow but it appears the note is missing or was covered by the key plan. Please provide note.

A61 Refer to Revision #39 of this Addendum.

Q62 Does warranty start after each phase and what about instrument consumables during this period?

A62 Staged warranty periods for equipment will commence upon handover to the City as outlined in Specification Section 01760. During the warranty period the City will be responsible for consumables, while the Contractor will be responsible for spare parts and as specified in Section 01760.

Q63 Will there be a SAT after the SCADA is decommissioned?

A63 There is no SAT for decommissioned systems. SAT is required for the new systems.

Q64 Will GE support the project for 5 years or does the Contractor bear that?

A64 The Contractor is required to support the Contract for its duration.

Q65 Is there a price escalation provision?

A65 No.

Q66 Can there be partial holdback release per completed phase/section?

A66 In accordance with lien legislation, there is only one release of holdback for the Contractor after Substantial Performance has been achieved. However, the City will consider applications for progressive release of holdback for the work of a Subcontractor or Supplier that has been performed prior to Substantial Performance of the Work, in accordance with the provisions of the Contract Documents. However, the City will not accept breakup of Subcontractors or Suppliers into separate contracts for the purposes of progressive holdback release. In other words, once the Contractor

Page 15: ADDENDUM NO. 3 REQUEST FOR TENDER NO. 97 …...to tender as Mechanical Subcontractors for the Humber Treatment Plant, Secondary Treatment Upgrades Project. Note that Prequalified Mechanical

15

certifies the work of a Subcontractor or Supplier complete, the Subcontractor or Supplier in question cannot return to the Project, e.g., during a subsequent Phase, to provide more materials or services.

Q67 There will be a lot of equipment purchased later in the 5yr contract. We have concerns over pricing and availability of equipment. Is there provision for equipment storage?

A67 Currently there are no provisions for bonding equipment off site. Equipment storage and risk lies with the Contractor.

Q68 We note the training video requires a mobile camera, does that mean a video crew is required?

A68 The camera needs to capture the audience participation. A stationary camera is not permitted. The extent of crew and/or equipment required to capture audience participation is to be determined by the Contractor.

Q69 Do the temporary 600v feeds to MCCs have to be dual, same as permanent?

A69 A single temporary feed is required to the Temporary Ferrous Chloride Facility. Two permanent feeds are required for the Plant Water Effluent Pumping Station and Aeration Tank Electrical Building MCC. Also, refer to Revisions #41 and 42 of this Addendum.

Q70 If there is a conflict between the PCS Guidelines and the Contract Documents, which takes precedence?

A70 The Contract Documents.

Q71 What provisions are there for providing copies of existing SCADA programming?

A71 Contractor to fill out a request form during construction. The HTP PCS Lead will provide a copy of the latest code during construction.
