CLARIFICATIONSAddendum Item No.1 -SUBMITTED QUESTION:There is a conflict with excess materials. Please clarify whether excess material is to be disposed of by theContractor or remain Airport Property.

CLARIFICATION:Unless otherwise stated, surplus materials are to become property of the Contractor and be legally disposed of offsite.The Owner wishes to retain any surplus topsoil, taxiway light fixtures and taxiway sign fixtures. Refer to revised noteon attached Drawing No. G1.0 General Notes and Sheet Index

Addendum Item No.2 -SUBMITTED QUESTION: Are Builder’s Risk Insurance or Owner Contractor’s Protective (OCP) Coveragerequired for this project?

CLARIFICATION: Builders Risk Insurance is not required for this project. OCP is required for this project.

Addendum Item No.3 -SUBMITTED QUESTION: Will the Airport have started the Utility relocations prior to the start of the Contractwith costs processed through the $200,000 allowance item L-900-1? If this work will not be started until orderedby the Contractor, is there any estimate as to duration of the work by the utility?

CLARIFICATION: Utility Relocation is to be ordered and coordinated by the Contractor. Utility Owner has notprovided an estimated duration to complete their work.

Addendum Item No.4 -SUBMITTED QUESTION: How will the grooving pattern work with the shift in taxiway alignment? Groovingcannot overlap with compromising the paved surface.

CLARIFICATION: Grooves are to remain perpendicular to the taxiway centerline along the radius. The Contractorwill have to adjust the angle between passes which will result in a gap between passes on the outside edge of theradius.

Addendum Item No.5 -SUBMITTED QUESTION: Please indicate the class of RCP

CLARIFICATION: All RCP shall be Class V.

Addendum Item No.6 -SUBMITTED QUESTION: The Info for Bidders indicates 105 days for completion and the Proposal indicates 180days, please confirm which is correct.

CLARIFICATION: Project duration has been increased to 196 calendar days by this addendum.

Addendum Item No.7 -SUBMITTED QUESTION: Will the final coat of paint be required after grooving is completed? If so will thisresult in 3 coats of paint?

CLARIFICATION: It is anticipated the final coat of paint will not be completed until after grooving is complete. Athird coat of paint is not anticipated.

Addendum Item No.8 -SUBMITTED QUESTION: Will the Contractor be responsible to verify the perc rate at subgrade for theinfiltration system?

CLARIFICATION: No the Contractor is not responsible to verify infiltration rates. The Owner may elect to do soand will pay for the cost associated with the testing.

Addendum Item No.9 -SUBMITTED QUESTION: The silt fence detail on Drawing ES2.1 shows an optional wire mesh that is not in thespecification. Is this option needed? If so, this should be a separate item.

CLARIFICATION: The wire mesh called out on the silt fence detail as optional is not required for use on thisproject. The use of wire mesh would be at the sole discretion of the Contractor and his/her Erosion and SedimentControl Plan Preparer.

SPECIFICATIONSAddendum Item No.10 -Remove the 6th paragraph of page 1 of the Advertisement for Bids and Replace it with the following:

Bids will be publicly opened and read aloud on April 25, 2018 at 1:00 pm at the Airport administrativeoffices boardroom located on the third floor of the Airport terminal at One Airport Road, Manchester, NH.The contract will be awarded to lowest responsive and responsible bidder. The Owner intends to issue anotice-to-proceed within 60 days of the bid opening contingent upon available funding, qualified bids,receipt of insurance certificates and receipt of bonds.

Addendum Item No.11 -Remove The first paragraph of Section 1.01 (Receipt and Opening of Bids) and Replace it with the following:

The City of Manchester, Department of Aviation, Manchester, New Hampshire (herein called the Owner),invites bids on the form attached hereto, all blanks of which must be appropriately filled in. Bids will bereceived by the Manchester-Boston Regional Airport Administration Office at One Airport RoadManchester, NH until 1:00 pm on April 25 and then at said office publicly opened and read aloud.

Addendum Item No.12 -Remove The first sentence of Section 1.08 (Time of Completion and Liquidated Damages) and Replace it with thefollowing:

The bidder must agree to commence work on a date to be specified in the written Notice to Proceed of theOwner and to fully complete the project within 196 calendar days.

Addendum Item No.16 -Remove first paragraph of Specification Section P-401-2.3 (HMA Pavement) and Replace it with the following:

401-2.3 Asphalt cement binder. Asphalt cement binder shall conform to AASHTO M320 PerformanceGrade (PG) 76-28. A certificate of compliance from the manufacturer shall be included with the mix designsubmittal. Asphalt Cement Binder shall have a minimum elastic recovery of 70% when tested inaccordance with ASTM D6084

Addendum Item No.17 -Remove Specification Section L-100 (Modifications to the ALCMS Equipment) and Replace it with the AttachedSection L-100.

Addendum Item No.18 -Remove Specification Section L-109 (Work in Lighting Vault) and Replace it with the Attached Section L-109.

Addendum Item No.19 -Add the following paragraph to Specification Section L-110 (Airport Underground Electrical Duct Banks andConduits)

110-3.10 Concrete Encasing of Existing Ductbanks. Where shown on the Contract Drawings, or asdirected by the Engineer, the Contractor shall fully encase existing ductbanks that are under new pavement.The existing ductbank was constructed with sand bedding and backfill material. The Contractor will takecare to not damage the existing ducts.

This price shall be full compensation forfurnishing all materials and for all preparation, assembly, and installation of these materials, restoration ofthe site around each sign as shown on the Plans and for all labor, equipment, tools and incidentals necessaryto complete this item.

Manchester-Boston Regional Airport

Proposal of * hereinafter called “Bidder”) a

corporation organized under the laws of the State of , a partnership, or an

individual** doing business as , to the City of Manchester,

New Hampshire, Department of Aviation (hereinafter called “Owner”).

The bidder in compliance with your invitation for bids for the construction of airport improvements havingexamined the plans and specifications with related documents and the site of the proposed work if required,and being familiar with all of the conditions surrounding the construction of the proposed project includingthe availability of materials, and labor, hereby proposes to furnish all plant, labor, materials, supplies,equipment, services, and to construct the work in accordance with the Contract Documents, within the timeset forth therein, and at the amount in U.S. dollars provided herein. This price is to cover all expensesincurred in performing the work required under the Contract Documents, of which this proposal is a part.

Time of Completion and Liquidated Damages

Bidder hereby agrees to commence work under this Contract on the date to be specified in written “Notice toProceed” of the Owner, and to fully complete the project within 196 calendar days.

Bidder further agrees to pay to the Owner, as liquidated damages, the sum of two thousand dollars($2,000.00) for each and every calendar day that the work remains incomplete beyond the time specified formilestone dates and completion as hereinafter provided in the Contract Documents.

In addition, Bidder must agree to pay the Owner as liquidated damages the sum of ten thousand dollars($10,000.00) for each and every calendar day the work in phases III and IIIA work areas remains incompletebeyond the specified times for each work area.

Bidder acknowledges receipt of the addenda shown on the attached form entitled, ACKNOWLEDGMENTOF ADDENDA.

Bidder agrees to perform all the work described in the specifications, shown on the plans or directed, forthe following unit prices:

Item L-100 Modifications to ALCMS Equipment 1

Item L-100 Modifications To ALCMS Equipment

Description

100-1.1 This work shall include the modifications to the existing Airport Lighting Control and MonitoringSystem (ALCMS) and Touchscreen Panels located in the Air Traffic Control Tower, and AirfieldLighting Vault to incorporate the reconfigured taxiway graphics for Taxiways P and U as well asadditional control scheme for new taxiway centerline light and in-pavement RGL circuits. This includesmodifications to these circuits, all labor, programming, modifications to graphic screens, and all otherwork required to fully integrate the new airfield lighting circuits into the ALCMS.

All work done by the Contractor to assist the vendor with completion of this item shall be included forpayment under Item L-109 ‘Work in Lighting Vault’. Contractor shall assist in completing all work toupgrade the ALCMS system.

100-1.2 SHOP DRAWINGS

Contractor shall submit shop drawings for approval by the Engineer, prior to implementing any softwarechanges or installing any equipment. Proposed software changes shall be submitted to Airport Operationsand the ATCT supervisor for approval independent of the Engineer. Contractor shall put his shopdrawing check stamp on all shop drawings submitted for approval.

100-1.3 AS BUILT DRAWINGS

The Contractor shall, at all times, maintain a complete accurate and up to date set of as built drawings.These as built drawings shall be available to the Engineer at all times for his review. At the completion ofthe contract, the Contractor shall submit two (2) clean, legible and complete sets of as built drawings andO&M documentation to the Airport prior to his final request for payment.

100-1.4 CODES, PERMITS, FEES

a. The Contractor is presumed to be knowledgeable of national and local code requirements. If hebelieves any requirement of the drawings or specifications is not in conformance with code orother applicable requirements, he shall so notify the Engineer before the work is installed. Thedecision of the Engineer in interpreting the drawings and specifications and code requirementsrelating thereto for a specific application under this contract shall be considered final.

b. The Contractor shall give all necessary notices, obtain all permits, and pay all inspection andother fees required by governmental authorities having jurisdiction over the work under thiscontract. Receipt of all required approvals, clearances, and certificates by the Owner shall be aprerequisite to acceptance and final payment for the work.

100-1.5 MATERIALS AND WORKMANSHIP

Materials furnished shall be new, shall be undamaged when installed, and shall conform to allestablished and applicable standards and test requirements of Underwriters Laboratories (U.L.), NationalElectrical Manufacturers Association (NEMA), and American National Standards Institute (ANSI), andthe Institute of Electrical and Electronics Engineers (IEEE).

100-1.6 PROJECT COORDINATION

The ALCMS Manufacturer shall provide an experienced and qualified Engineering, Sales and Service staff tosupport the contractor and airport throughout the installation and life of the system.

The project shall follow this basic cycle of events:

Milestone Description1. Submittal The ALCMS Manufacturer shall submit ALCMS

equipment specifications to the contractor.2. Submittal Review and

ApprovalSubmittal is reviewed by the contractor, airport, andengineer(s).

3. Production Release The ALCMS Manufacturer shall release approvedsystem to manufacturing.

4. Demo CD35% Software Completion

The ALCMS Manufacturer shall send to thecontractor, airport, and engineers a Demo CD of theplanned layout of the touchscreen that will be usedfor the control of the ALCMS system.

5. Production System is manufactured.

6. Production Testing System is tested by the ALCMS Manufacturer.

7. Factory Acceptance Testing System is available for Factory Acceptance Testing(FAT) witnessed by airport/owner.NOT APPLICABLE

8. Shipment of system Approved system is shipped to installation site.

9. Installation Contractor installs equipment and completesexternal wiring.

10. Commissioning The ALCMS Manufacturer shall arrive atinstallation site to complete commissioning ofsystem and verify contractor installation and wiring.

11. System Readiness Check The ALCMS Manufacturer shall perform a systemreadiness check to verify proper operation of allequipment prior to cut over.

12. System Cut-over The ALCMS Manufacturer and Contractor shall cutover the new system and bring it on-line andoperational.

13. System Acceptance Testing System is available for System Acceptance Testing(SAT) which shall be witnessed the byairport/owner and/or engineer.

14. Manuals / As-Built drawings The ALCMS Manufacturer shall issue operatormanuals, maintenance manuals and ATC manualsand final as-built drawings.

15. On-Site Training The ALCMS Manufacturer shall complete on-sitetraining of maintenance, Operations, and ATCpersonnel.

16. Final Owner Acceptance Upon completion of all contractual requirements,

system is accepted in writing by the airport/owner.17. Warranty and Support The ALCMS Manufacturer shall provide warranty

and support per the contractual requirements.

100-1.07 CONTRACTOR INSTALLATION REQUIREMENTS

a. The installing contractor shall be responsible for the physical installation of all associated ALCMScomponents. At a minimum, this includes the Constant Current Regulators (CCRs), and DistributedControl and Monitoring Equipment (DCME).

(1) The Contractor shall furnish, install, relocate, connect and test all equipment, equipmentaccessories, conduit cables, wires, buses, grounds and support necessary to insure a complete andoperable electrical distribution facility for the airport lighting system as specified in the submittalpackage.

(2) The equipment installation and mounting shall comply with the requirements of the NationalElectrical Code and local code agency having jurisdiction.

100-1.08 WIRE AND CONNECTIONS

a. The Contractor shall make all necessary electrical connections at each location in accordance with theALCMS manufacturer’s wiring diagrams.

b. All wires called out in the drawings associated with equipment that is to be controlled or monitoredshould be pulled, terminated and dressed at the appropriate terminal blocks and at the associatedequipment.

c. The Contractor shall leave sufficient extra wire length on each control/monitoring lead to make futurechanges in connections at the terminal block.

100-1.09 MARKING AND LABELING

All equipment, control wires, terminal blocks, etc., shall be tagged, marked or labeled as specified below:a. Wire Identification: The Contractor shall furnish and install labels or identifying tags on all control

wires at the point where they connect to the control equipment or to the terminal blocks.b. Wire labels, if used, shall be of the self-sticking, pre-printed type and of the manufacturer’s

recommended size for the wire involved. Identification markings designated in the plans shall befollowed.

c. Tags, if used, shall be nonferrous metal or plastic. Each tag shall be securely tied to the proper wire bya nonmetallic cord or plastic wire tie.

100-1.10 INSTALLATION OF DATA CABLES

a. The Contractor shall install, terminate and test all data cables required for the project as shown on theContract Drawings. This includes all of the following components: Data cables, terminal cabinets andjumper cables.

b. All associated data cables shall be tested upon completion of the cable installation and termination ofconnectors.

c. Tests shall include verification of point-point continuity of each wire.d. All test data shall be recorded and included in a test report that shall be submitted to the airport / owner

for approval.e. Commissioning of the system shall not begin until all test reports are submitted and approved and a

copy provided to ALCMS Manufacturer.

100-1.11 CONTRACTOR POWER-UP AND INITIAL TESTING

The Contractor shall perform the following power-up and commissioning tasks:a. Power up all assemblies.b. Verify communication is established between all assemblies.c. Initiate lighting commands from Tower Touchscreen and verify proper control operations are being

executed at the Vault assembly.d. Test monitoring feedback to verify proper wiring and operation.

Inform ALCMS manufacturer in writing all mentioned power up tests are complete.

100-1.12 ALCMS MANUFACTURER PLC COMMISSIONING

The ALCMS Manufacturer shall perform the following installation and commissioning tasks:

a. Verify Contractor connections including power, control and monitoring.b. Verify proper labeling of equipment.c. Verify communication connections.d. Perform system testing including control, monitoring and diagnostics.e. Training on ALCMS related equipment.f. Perform System Acceptance Testing (SAT).

100-1.13 SYSTEM ACCEPTANCE TEST (SAT)

Following the final installation and commissioning of the system, the ALCMS Manufacturer shall perform ademonstration of the system performance. This demonstration shall include the following:

a. Lighting control functionsb. Monitoring functionsc. Alarm functionsd. Print and Display functions

The ALCMS Manufacturer shall develop a SAT test plan in accordance with the specifications and issue this tothe contractor for approval from the airport engineer.

The SAT shall be witnessed by owner representatives, the contractor and the engineer.

100-1.14 AS-INSTALLED DRAWINGS

a. The ALCMS Manufacturer shall provide six (6) hard copies of As-Installed drawings after systemacceptance. The As-Installed drawings shall include the following information:(1) System Block Diagram (1-line drawings)(2) System External Wiring Diagrams(3) Assembly Drawings(4) Assembly Wiring Diagrams

b. The As-Installed drawings shall be 11” X 17” in size and shall be spiral bound or supplied in 3-ringbinders. The cover of each binder shall be labeled with all project-related information.

100-1.15 ON-SITE TRAINING

a. The ALCMS manufacturer shall provide to the contractor a final training course syllabus and trainingschedule thirty (30) days before on-site training.

b. Any audio/video recordings of training classes described herein are the sole responsibility of the contractor.Coordination of the video recording must be organized by the Contractor and approved by the engineer.

c. All training sessions shall be held in a facility provided by the airport. This facility should have tables,chairs, projection screen and sufficient space to lay out manuals and drawings.

d. The ALCMS manufacturer shall provide all required visual aids and projectors.

100-1.16 AIR TRAFFIC CONTROLLER TRAINING

a. The ALCMS manufacturer shall provide two (2), 1 hour User Training Class for Air Traffic Control(ATC) personnel.

b. ATC Training coordinator should be present for both classes and shall be the responsible for trainingremaining personnel not able to attend these classes.

c. This training shall include discussion and review of the following:(1) PLC General System Overview(2) Touchscreen Operations(3) Using the Control System (GUI)(4) Command and Control Sequences

d. Training classes for ATC personnel should be limited to a maximum of 4-6 people per class.

d. Any additional training beyond contract requirements shall be the responsibility of the trainingcoordinator to complete.

100-1.18 OWNER SYSTEM ACCEPTANCE AND WARRANTY START DATE

Upon successful completion of the SAT and on-site training the owner shall issue the ALCMS Manufacturer awritten notice of system acceptance within five (5) working days.

The date the final acceptance letter is received or five (5) days following successful completion of the SAT(whichever occurs first) represents the start of the warranty period. Please refer to the Warranty section formore information regarding the ALCMS warranty guarantee.

100-1.19 SYSTEM WARRANTY

All equipment shall be warranted against defects in workmanship, hardware and software for a period of one (1)year from initial operation of the system but not more than eighteen (18) months from the manufacturer’sshipment of the system.

During this time period the ALCMS manufacturer shall provide all parts, labor and technical support with thefollowing conditions:

a. The manufacturer shall correct by repair or replacement, at its option, equipment or parts which failbecause of mechanical, electrical or physical defects, provided that the goods have been properlyhandled and stored prior to installation, properly installed and properly operated after installation,provided further that Buyer gives manufacturer written notice of such defects after delivery of thegoods to Buyer.

b. The manufacturer may examine any goods upon which a claim is made in the same condition as whendefect therein is discovered, and may require the return of the goods to establish any claim.

c. The manufacturer's liability under no circumstances shall exceed the contract price of goods claimed tobe defective.

d. Any returns under this guarantee are to be on a transportation charge prepaid basis. For products notmanufactured by, but sold by the manufacturer, warranty is limited to that extended by the originalmanufacturer.

100-1.20 SYSTEM SERVICE AND SUPPORT

a. The ALCMS Manufacturer shall provide technical assistance and support during the warranty period.

Equipment and Materials

100-2.1 GENERAL

Contractor shall submit shop drawings for approval by the Engineer, prior to implementing any softwarechanges. Proposed software changes shall be submitted to Airport Operations and the ATCT supervisorfor approval independent of the Engineer. Contractor shall put his shop drawing check stamp on all shopdrawings submitted for approval.

The existing ALCMS as manufactured by Liberty Airport Systems (Contact person: Galen Dixon 614-323-6242) shall be updated by the manufacturer to accurately reflect the new alignment of airportrunways and taxiways. Consideration shall be given to the control of the airfield lighting system duringthe transition and provisions shall be made to operate the system manually during this time if necessary.

Additional control points shall be added for new Constant Current Regulators installed under this project.New CCR circuits include:

2. Runway 17-35 In-pavement Runway Guard Lights

Construction Methods

100-3.1 AIRFIELD LIGHTING TOUCHSCREEN MODIFICATIONSThe existing ALCMS system consists of a touchscreen in the Air Traffic Control Tower, AirfieldLighting Vault and Airfield Operations. The system is PLC based and software controlled. The systemwill be updated at all locations by the system manufacturer under this Contract.

All work required by the Contractor to obtain temporary work badges and escorting duties for LibertyAirport Systems technicians associated with this work item shall be considered as work necessary tocomplete the installation.

100-3.2 CONTRACTOR SUPPORTThe Contractor shall support the manufacturer with the system commissioning. Effort to includeescorting, installing equipment, terminations, badging, fees and any incidental required to complete thework. Item L-109 Work in Lighting Vault

DESCRIPTION109-1.1 This item shall consist of furnishing all vault equipment, wiring, cable, conduit, and groundingsystems. This work shall also include the marking and labeling of equipment and the labeling or taggingof wires; the testing of the installation; and the furnishing of all incidentals necessary to place it inoperating condition as a completed unit to the satisfaction of the Engineer.

EQUIPMENT AND MATERIALS

109-2.1 General.

a. Airport lighting equipment and materials covered by Advisory Circulars (AC) shall be certified andlisted in AC 150/5345-53, Airport Lighting Equipment Certification Program.

b. All other equipment and materials covered by other referenced specifications shall be subject toacceptance through manufacturer’s certification of compliance with the applicable specification whenrequested by the Engineer.

c. Manufacturer’s certifications shall not relieve the Contractor of the responsibility to providematerials per these specifications. Materials supplied and/or installed that do not comply with thesespecifications shall be removed (when directed by the Engineer) and replaced with materials that complywith these specifications at the Contractor’s cost.

d. All materials and equipment used to construct this item shall be submitted to the Engineer forapproval prior to ordering the equipment. Submittals consisting of marked catalog sheets or shopdrawings shall be provided. Submittal data shall be presented in a clear, precise and thorough manner.Original catalog sheets are preferred. Photocopies are acceptable provided they are as good a quality asthe original. Clearly and boldly mark each copy to identify products or models applicable to this project.Indicate all optional equipment and delete any non-pertinent data. Submittals for components of electricalequipment and systems shall identify the equipment to which they apply on each submittal sheet.Markings shall be made bold and clear with arrows or circles (highlighting is not acceptable). TheContractor is solely responsible for delays in the project that may accrue directly or indirectly from latesubmissions or resubmissions of submittals.

e. The data submitted shall be sufficient, in the opinion of the Engineer, to determine compliance withthe plans and specifications. The Contractor’s submittals shall be neatly bound in a properly sized 3-ringbinder, tabbed by specification section. The Engineer reserves the right to reject any and all equipment,materials or procedures that do not meet the system design and the standards and codes, specified in thisdocument.

f. All equipment and materials furnished and installed under this section shall be guaranteed againstdefects in materials and workmanship for a period of at least twelve (12) months from final acceptance bythe Owner. The defective materials and/or equipment shall be repaired or replaced, at the Owner’sdiscretion, with no additional cost to the Owner.

109-2.17 Other electrical equipment. Distribution transformers, oil switches, cutouts, relays, terminalblocks, transfer relays, circuit breakers, and all other regularly used commercial items of electricalequipment not covered by FAA equipment specifications and ACs shall conform to the applicable rulingsand standards of the Institute of Electrical and Electronic Engineers (IEEE) or the National ElectricalManufacturers Association (NEMA). When specified, test reports from a testing laboratory indicating thatthe equipment meets the specifications shall be supplied. In all cases, equipment shall be new and a first-grade product. This equipment shall be supplied in the quantities required for the specific project andshall incorporate the electrical and mechanical characteristics specified in the proposal and plans.Equipment selected and installed by the Contractor shall maintain the interrupting current rating of theexisting systems or specified rating whichever is greater.

109-2.18 Wire. Wire (in conduit) rated up to 5,000 volts shall be per AC 150/5345-7, Specification for L-824 Underground Electrical Cables for Airport Lighting Circuits. Cable color for individual circuits shallbe provided as shown on the Contract Drawings. For ratings up to 600 volts, moisture and heat resistant

a. Control circuits. Unless otherwise indicated on the plans, wire shall be not less than No. 12American wire gauge (AWG) and shall be insulated for 600 volts. If telephone control cable is specified,No. 19 AWG telephone cable per ANSI/Insulated Cable Engineers Association (ICEA) S-85-625-2007specifications shall be used.

b. Power circuits.

(1) 600 volts maximum-Wire shall be sized as shown on the Contract Drawings.(2) 3,000 volts maximum-not used.(3) Over 3,000 volts-not used.

109-2.19 Short circuit / coordination / device evaluation / arc flash analysis. Not used.

CONSTRUCTION METHODS

109-3.1 General. Not used.

109-3.2 Foundation and walls. Not used.

109-3.3 Installation of Equipment in Vault. The Contractor shall furnish, install, and connect allequipment, equipment accessories, conduit, cables, wires, buses, grounds, and support necessary to ensurea complete and operable electrical distribution center for the airport lighting system as specified hereinand shown in the plans.

The equipment installation and mounting shall comply with the requirements of the National ElectricalCode and local code agency having jurisdiction.

109-3.4 Power supply equipment. Transformers, regulators, booster transformers, and other powersupply equipment items shall be furnished and installed at the location shown in the plans or as directedby the Engineer.

109-3.5 Switchgear and panels. Not used.

109-3.6 Duct and conduit. Conduit shall be used between square ducts and equipment or betweendifferent items of equipment when the equipment is designed for conduit connection. When theequipment is not designed for conduit connection, conductors shall enter the square-type control ductthrough insulating bushings in the duct or on the conduit risers.

109-3.7 Wiring and connections. The Contractor shall make all necessary electrical connections in thevault per the wiring diagrams furnished and as directed by the Engineer. In wiring to the terminal blocks,the Contractor shall leave sufficient extra length on each control lead to make future changes inconnections at the terminal block. This shall be accomplished by running each control lead the longestway around the box to the proper terminal. Leads shall be neatly laced in place.

109-3.8 Marking and labeling. All equipment, control wires, terminal blocks, etc., shall be tagged,marked, or labeled as specified below:

a. Wire identification. The Contractor shall furnish and install self-sticking wire labels or identifyingtags on all control wires at the point where they connect to the control equipment or to the terminalblocks. Wire labels, if used, shall be of the self-sticking preprinted type and of the manufacturer’srecommended size for the wire involved. Identification -markings designated in the plans shall befollowed. Tags, if used, shall be of fiber not less than 3/4 inch (19 mm) in diameter and not less than 1/32

inch (1 mm) thick. Identification markings designated in the plans shall be stamped on tags by means ofsmall tool dies. Each tag shall be securely tied to the proper wire by a nonmetallic cord.

b. Labels.After finish painting is completed, the Contractor must provide white with black core laminatedphenolic nameplates with 1/4 inch minimum lettering etched through the outer covering.Inscription must be made with all upper case letters and must be the same inscriptions as shownon the Drawings or as directed by the Engineer.

(1) All major electrical equipment must be so identified, including switchgear, motor starters,disconnect switches, panels, switches, breakers, etc.

(2) Disconnect switches serving feeders and overcurrent protective devices mounted in aswitchboard must be so identified.

(3) Embossed self-adhering plastic tape labels will not be accepted.(4) Use stainless steel screws, except where contact-type permanent adhesive may be

required when screws cannot or should not penetrate substrate.(5) The Contractor must take care when attaching the identification so that the NEMA rating

of the equipment is not violated.

109-3.9 Constant Current Regulators. Contractor is responsible for enlisting the original manufacturerto outfit outfitting two empty cubicles in an existing Constant Current Regulator (CCR) switchgearlineup. Existing switchgear equipment is manufactured by ADB/Liberty Airport Systems (Contact personGalen Dixon 614.323.6242). New regulators shall be SCR or ferroresonant type as manufactured byLiberty Airport Systems and sized as shown on the Contract Drawings. Manufacturer Contractor isresponsible for furnishing and installing all components required to provide an operational CCR.Installation of CCR components shall be performed and certified by a manufacturer’s representative. Awritten acceptance checklist shall be completed by the manufacturer’s representative and shall besubmitted to the Resident Engineer for record.

Work by the contractor shall include extending the 600A, 2”x1/4” copper horizontal bus bars to energizethe additional cubicles and assisting the manufacturer with CCR installation.

Work shall also include furnishing and installing all control wiring between new CCR’s and existingALCMS system as shown on the Contract Drawings. Upgrades and modifications to ALCMS system areincluded in Specification Section L-100 ‘Modifications to ALCMS Equipment’.

109-3.10 Existing In-Pavement RGL Circuit Monitoring. Contractor is responsible for relocatingexisting monitoring equipment for Runway 17 In-Pavement RGL circuit. Equipment is currently locatedin empty CCR cubicle and shall be moved to existing monitoring enclosure as shown on the ContractDocuments. Contractor shall enlist Liberty Airport Systems to commission the new installation once allequipment has been moved and connected.

109-3.11 Contractor Support for ALCMS Installation.

The Contractor shall support the manufacturer with the ALCMS system commissioning as detailed inSection L-100 ‘Modifications to ALCMS Equipment’. Effort to include escorting, installing equipment,terminations, badging, fees and any incidental required to complete the work. Payment for this work shallbe made in this Specification Section.

Work shall also include furnishing and installing all control wiring between new CCR’s and existingALCMS system as shown on the Contract Drawings. Upgrades and modifications to ALCMS system areincluded in Specification Section L-100 ‘Modifications to ALCMS Equipment’.

Payment for this work shall be made in this Specification Section.

METHOD OF MEASUREMENT

109-4.1 The quantity of vault equipment to be paid for under ‘Installation of Airport Vault Equipment’this item shall consist of all equipment installed, connected, and accepted as a complete unit ready foroperation. Measurement shall include all equipment installed within the exterior walls of the LightingVault.

All work by Liberty Airport Systems to furnish, install, test, certify and commission the constant currentregulators and relocation of in-pavement RGL monitoring circuit shall be included for measurementunder this item. All work by the contractor to support Liberty Airport Systems such as shipping ofcomponents, storage, delivery, escorting, badging, supervision shall also be included in the lump sumprice for this item.

All work associated with ALCMS upgrades shall not be measured for measurement as part of the lightingvault lump sum but shall be paid under Section L-100 ‘Modifications to ALCMS Equipment’.

All work done by the Contractor to support the ALCMS upgrades shall be measured for measurement aspart of this Lump Sum.

All work done by the Contractor to support the Constant Current Regulator Installation shall be measuredfor measurement as part of this Lump Sum. All work by the contractor to support Liberty Airport Systemssuch as handling of components, storage, delivery, escorting, badging, extension of bus bars, installationof control cable and installation supervision shall also be included in the lump sum price for this item.

Relocation of In-pavement RGL monitoring equipment shall be included for measurement under thisitem.

All equipment installed outside the Lighting Vault will be measured for payment under other sections ofthis specification.

109-4.2 All work by Liberty Airport Systems to furnish, install, test, certify and commission the constantcurrent regulators shall be paid from the Contract Allowance for this item.

All work associated with ALCMS upgrades shall not be measured for measurement as part of thisallowance but shall be paid under Section L-100 ‘Modifications to ALCMS Equipment’.
