ARCHITECTURAL ITEMS
1. Specification Section 02 4116 - Structure Demolition, delete paragraph 1.7.D in its entirety and
replace with the following:
D. Hazardous Materials: Present in buildings and structures to be demolished. A report on
the presence of hazardous materials is attached for review and use. Examine report to
become aware of locations where hazardous materials are present. The reports attached
are not part of the contract documents and are presented for the Contractor’s
information only and are not a warranty of conditions. Prior to bidding, the Contractor
may make his own investigation to satisfy himself with conditions.
1. Hazardous material remediation is specified elsewhere in the Contract
Documents.
2. Do not disturb hazardous materials or items suspected of containing hazardous
materials except under procedures specified elsewhere in the Contract Documents.
2. Hazardous material remediation: Add to the Project Manual the attached Specification Section –
02 8200 - Asbestos Abatement.
3. Specification Section 08 4113 - Aluminum-Framed Entrance and Storefronts, paragraph 2.2.A,
Tubelite is an acceptable manufacturer.

SECTION 02 8200 - ASBESTOS ABATEMENT
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes requirements for the removal of materials containing asbestos.
1. This section sets forth-governmental regulations and industry standards which are included and incorporated
herein by reference and made a part of the specification. This section also sets forth those notices and
permits which are known to the Owner and which either must be applied for and received, or which must be
given to governmental agencies before start of work.
2. Requirements include adherence to work practices and procedures set forth in applicable codes, regulations
and standards.
3. Requirements include obtaining permits, licenses, inspections, releases and similar documentation, as well as
payments, statements and similar requirements associated with codes, regulations, and standards.
4. Work required by this section includes handling of materials containing asbestos which are encountered
during removal and demolition operations, and incidental procedures and equipment required to protect
workers and occupants of building or area, or both, from contact with airborne asbestos fibers. Work also
includes disposal of removed asbestos-containing materials.
5. Asbestos removal work includes demolition and removal of hazardous materials identified and in locations as
indicated.
6. Confine control area for removal of hazardous materials within limits as indicated.
B. Title to Materials: Materials resulting from demolition work, except as otherwise indicated, shall become property of
Contractor. Dispose of property as specified.
1.2 PREINSTALLATION MEETINGS
A. Preinstallation Conference: Conduct conference at Project site.
1.3 QUALITY ASSURANCE
A. Contractor's Qualifications: A firm specializing in safe removal of asbestos which has been successfully engaged in
projects similar to this project for not less than 2 years.
1. Firm must follow USEPA rules and guidelines and be licensed by governing authorities of the State where
removal project is located and have approved training program for workers.
B. Permits and Notifications: Secure necessary permits in conjunction with asbestos removal, hauling, and disposition
and provide timely notification of such actions as may be required by federal, state, regional, and local authorities.
1. Notify Regional Office of United State Environmental Protection Agency (USEPA) and provide copies of
notification to Owner's Representative and State Environmental Regulatory Agency 20 days prior to
commencement of work.
C. Safety Compliance: In addition to detailed requirements of this specification, comply with laws, ordinances, rules,
and regulations of federal, state, regional, and local authorities regarding handling, storing, transporting, and
disposing of asbestos waste materials. Submit matters of interpretation of standards to appropriate administrative
agency for resolution before starting work. Where requirements of this specification and referenced documents vary,
comply with most stringent requirement.
1.4 INFORMATIONAL SUBMITTALS
A. Notification: Notify Owner's Representative, and governing authorities not less than 3 working days prior to start of
asbestos and /or lead paint removal work.
B. Landfill: Submit written evidence that landfill for disposal is approved for asbestos disposal by USEPA and state or
local regulatory agencies.

C. Before Start of Work: Submit the following to the contracting officer. No work shall begin until these submittals are
returned with the contracting officer's action indicating that the submittal is returned for unrestricted use or
final-but-restricted use.
D. Permits, Licenses, and Certificates: For the Owner's records, submit copies of permits, licenses, certifications,
inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, and similar
documents, correspondence and records established in conjunction with compliance with standards and regulations
bearing upon performance of the Work including:
E. Notices: Submit notices required by federal, state and local regulations together with proof of timely transmittal to
agency requiring the notice.
F. Permits: Submit copies of current valid permits required by state and local regulations.
G. Licenses: Submit copies of all State and local licenses and permits necessary to carry out the work of this contract.
1.5 APPLICABLE CODES, REGULATIONS AND PUBLICATIONS
A. Applicable codes, regulations and standards have the same force and effect and are made a part of the contract
documents as if copied directly into the contract documents, or as if published copies are bound herewith. The
Contractor is responsible and liable for full compliance with applicable federal, state and local regulations.
1.6 CODES AND REGULATIONS
A. General Applicability of Codes and Regulations, and Standards: Except to the extent that more explicit or more
stringent requirements are written directly into the contract documents, all applicable codes, regulations, and
standards have the same force and effect (and are made a part of the contract documents by reference) as if copied
directly into the contract documents, or as if published copies are bound herewith.
B. Contractor Responsibility: The Contractor shall assume full responsibility and liability for the compliance with all
applicable Federal, State, and local regulations pertaining to work practices, hauling, disposal, and protection of
workers, visitors to the site, and persons occupying areas adjacent to the site. The Contractor is responsible for
providing medical examinations and maintaining medical records of personnel as required by the applicable Federal,
State, and local regulations. The Contractor shall hold the government and contracting officer harmless for failure to
comply with any applicable work, hauling, disposal, safety, health or other regulation on the part of himself, his
employees, or his subcontractors.
C. Federal Requirements: which govern asbestos abatement work or hauling and disposal of asbestos waste materials
using the most current edition which include but are not limited to the following:

1.8 NOTICES:
A. U.S. ENVIRONMENTAL PROTECTION AGENCY
1. Send Written Notification: as required by USEPA National Emission Standards for Hazardous Air Pollutants
(NESHAPS) Asbestos Regulations (40 CFR 61, Subpart M) to the regional Asbestos NESHAPS Contact at
least 10 days prior to beginning any work on asbestos-containing materials. Send notification to the
following address:

2. Notification: Include the following information in the notification sent to the NESHAPS contact:
a. Name and address of owner or operator.
b. Description of the facility being demolished or renovated, including the size, age, and prior use of the
facility.
c. Estimate of the approximate amount of friable asbestos material present in the facility in terms of
linear feet of pipe, and surface area on other facility components. For facilities in which the amount
of friable asbestos materials less than 80 linear meters (260 linear feet) on pipes and less than 15
square meters (160 square feet) on other facility components, explain techniques of estimation.
d. Location of the facility being demolished or renovated.
e. Scheduled starting and completion dates of demolition or renovation.
f. Nature of planned demolition or renovation and method(s) to be used.
g. Procedures to be used to comply with the requirements of USEPA National Emission Standards for
Hazardous Air Pollutants (NESHAPS) Asbestos Regulations (40 CFR 61 Subpart M).

deposited.

1. Licenses: Maintain current licenses as required by applicable state or local jurisdictions for the removal,
transporting, disposal or other regulated activity relative to the work of this contract.
1.9 POSTING AND FILING OF REGULATIONS
A. Posting and Filing of Regulations: Post all notices required by applicable federal, state and local regulations.
Maintain two (2) copies of applicable federal, state and local regulations and standard. Maintain one copy of each at
job site. Keep on file in Contractor's office one copy of each.
PART 2 - PRODUCTS (Not Used)
PART 3 - EXECUTION
3.1 WORK PROCEDURE
A. General: Perform asbestos related work in accordance with regulatory requirements and as specified herein.
Personnel shall wear and utilize protective clothing and equipment. Do not permit eating, smoking, or drinking in
asbestos control area. Do not expose personnel of other trades, not engaged in removal and demolition of asbestos, at
any time to airborne concentrations of asbestos.
B. Asbestos Handling Procedures: Sufficiently wet asbestos material with fine spray of amended water during removal,
cutting, or other handling so as to reduce emission of airborne fibers. Remove material and immediately place in
plastic disposal bags. Where unusual circumstances prohibit use of plastic bags, alternate measures for containment
of asbestos fibers may be required.
1. If allowed by authorities having jurisdiction trucks may be lined with 2 ply visqueen instead of using plastic
bags.
2. No rotary cutting devices will be allowed.
3. If allowed by authorities having jurisdication tearoff (removal) machines may be used.
3.2 CLEAN-UP AND DISPOSAL
A. Housekeeping: Maintain surfaces of asbestos control area free of accumulations of asbestos fibers. Restrict spread
of dust and debris; keep waste from being distributed over general area. Do not blow down space with compressed
air. When asbestos removal is complete, remove asbestos debris from worksite, complete final clean-up, and certify
area as safe before signs are removed. Inspect affected surfaces for residual asbestos material and accumulated dust.
Re-clean areas showing dust or residual asbestos materials.
B. Disposal of Asbestos: Collect asbestos waste, scrap, debris, bags, containers, equipment, and asbestos-contaminated
clothing which may produce airborne concentrations of asbestos fibers and place in sealed impermeable bags. Affix
caution label to each bag.
1. Disposal: Comply with regulatory requirements. Equip workers with appropriate respirators and personal
protective equipment when handling asbestos materials and unloading at disposal site.
2. Dispose of waste asbestos material by burial in accordance with instructions and regulations of governing
authorities.
