The initial response to the crime scene and its investigation will often dictate whether or not the crime being investigated will be solved. The Crime Scene Investigation course on the response to and processing of crime scenes will prepare the student to improve his or her skills in documenting scenes, identifying, processing, and collecting evidence from the scenes, and will begin to prepare them to testify as to their findings. The course is intended for basic to intermediate-level investigators and technicians who have limited on-the-job experience. New personnel, those who do not investigate crime scenes on a full-time basis, and those currently working in the field of crime scene investigations for less than two years will benefit most from this course. Topics will be presented in a lecture format that will be immediately followed by hands-on exercises that reinforce the learning of material presented in the lectures.

Daily Topics: Day 1: (a) Photography with a concentration on the relationship between ISO, aperture, and shutter speed & (b) Documenting the crime, including drawing a detailed diagram of a mock crime scene

Day 2: Processing evidence and proper packaging methods

Day 3: (a) Processing, documentation, and collection of blood evidence at crime scenes & (b) Low light photography (held in the evening) Day 4: Documentation of footwear evidence

Day 5: (a) Introduction to testifying in court & (b) Demonstration of how the proper use of Photoshop can enhance evidence collected from the scene

Crime Scene Investigations

TOM HILL Tom Hill was employed with the City of Fort Lauderdale Police

Department from 1973 to 2004, working in the Patrol Division, Detective Bureau and then became one of the first officers to be assigned to the Crime Scene Investigation Unit in the 1980s. His duties consisted of the investigation of any and all deaths, aggravated batteries, sexual battery, child abuse, and traffic homicide.

From 2005 to 2016 he worked with the Broward County Sheriff’s Office in the Crime Scene Investigation Unit in a civilian capacity. There he was responsible for all digital imaging evidence, training new Crime Scene Detectives in Bloodstain Pattern Analysis, Crime Scene Photography and the chemical processing of blood scenes and evidence. He was also a Footwear Pattern Analyst and did comparisons for agencies throughout South Florida.

Tom was an Adjunct Professor with the Broward Community College Criminal Justice Institute from 1996 to 2000, teaching Forensic Photography. An Army veteran, Hill has a degree in Criminal Justice from St. Thomas University (Biscayne College 1981). He is a member of the Fraternal Order of Police Lodge 31, International Association of Bloodstain Pattern Analysis, IAI – Life Member and FDIAI, and he has published numerous articles on crime scene documentation. Hill has taught more than 50 classes to other investigators throughout South Florida and at conferences nationwide.
