1 Use of aircraft stand ID signs, TWY guidelines and visual docking/parking guidancesystem of aircraft stands

Continuous nose-wheel guide lines available at MARS (MultipleAircrafft Ramp System) centre stands for use of wide body aircraftand in single aircraft stands. VIII FRONT BAYS PUSHBACK PROCEDURES-SALIENT FEATURES

B. “BREAK AWAY” or TUG DISCONNETING POINT (TDP) areas have ground marking of two yellow triangles with three white dots in between on the left side of the centerline. The nose wheel should be aligned in between the triangles on the center line.

4. Push back clearance in the same direction is to be separated by 03 stands and if in opposite direction should be sep-arated by four (04)stands.

5. The New Apron taxi lane behind the bays 1-13, is designated as ‘A’ Apron.Taxi lane, suitable upto code letter ‘C’aircraft.

6. Twy ‘A’ is north of stand No.1 joining Rwy 27/09.7. A second departing aircraft likely to obstruct taxiing path of earlier push back aircraft normally cannot be given push

back, hence considerable delay for departing aircraft.8. Arrivals coming for bays 1-13, can only be hold on ‘Break Away Areas’ on ‘A’ Apron taxi lane.9. Separation between arrivals going to bay 1-13 and departure holding on break away area for taxi is of two (02) bays.

(i.e arriving aircraft can taxi uninterrupted, if the allotted bay is separated by 02 bay, from the departing aircraftholding on break away area).Hence, there will be considerable delay for arrivals going to front bays as well.

10. For code letter ‘D’ aircraft entry to stand 15-17 will be through TWY ‘C’ but departure will be with push backarrangement on TWY C1 facing North or South depending upon Rwy in use.

11. Power in / Power out arrangement on stand 15-17 is for aircraft upto code letter ‘C’12. TWY E1 and B3 can be used simultaneously upto code letter ‘C’ aircraft only.13. Access to TWY ‘C’ / C1 from TWY B3 and E1 shall be available via dotted yellow lines.14. Entry /Exit of aircraft on bays 31-40C will be via E115. Push back and taxi instructions will be issued by SMC Controller as Per the Rwy-in-use and present traffic scenario.16. If RWY27 is being used for departure then aircraft taxiing on TWY C may require holding on Intermediate Taxi

Holding abeam stand nr 22 to regulate vehicular traffic crossing on TWY C. A nose wheel point, north of the vehic-ular lane abeam stand nr 25 has been provided as holding point of aircraft to protect vehicular traffic from jet blast.

X Notes for Terminal-3

Tug Disconnect Points D1 & E1 are abeam parking stands D50 and E72 respectively.iv. No Cross-Bleed start up by aircraft is permitted during push back. It is permissible only after towing of the air-craft (push back and pull forward) is complete v. During LVP, start up with idle power during push back is NOT permitted.

XI GENERAL AVIATION APRON - PUSHBACK AND TAXI PROCEDURESThe parking stands at General Aviation Apron at Indira Gandhi International Airport,New Delhi have been re-aligned and revised markings provided.The relevant information pertaining to the revisedlayout of General Aviation apron are as mentioned below: -The detail of the stands is as mentioned below:

1. All stands are power-in power-out type.2. The apron has been provided with three apron taxi lanes i.e. Northern taxi lane, Southern taxi lane and central taxi

lane.3. The apron edge lights have been provided with blue filters.4. Taxi Procedure:

Taxiway F4 shall be used for entry and exit both, for all stands. For entry:

i. Aircraft taxiing to a stand number from 161 to 175 shall enter via TWY F4 and proceed straight on Southernapron taxilane (behind the stands 161 to 175) to park on the vacant stand.ii. Aircraft taxiing to a stand number from 176 to 188 shall enter via TWY F4 and turn right for Northern apron tax-ilane (behind the said stands 176 to 188) to park on the vacant stand.b) For exit:

Aircraft parked on any stand in General Aviation apron shall taxi out on the Central apron taxi lane in front of thestands and exit via TWY F4.

5. There is one intermediate taxi holding position marked short of TWY F4 abeam stand number 161 where the outgo-ing aircraft can hold to give way to incoming aircraft via TWY F4. The aircraft parked on stand number 161 shallhold on parking stand till the aircraft taxiing in is clear of TWY F4.

VIDP AD 2.21 NOISE ABATEMENT PROCEDURES

I CONTINUOUS DESCENT ARRIVAL (CDA) PROCEDURES

1. In order to mitigate the aircraft noise within the areas located below the flight path in the vicinity of IGI airport, theconcept of continuous descent approach (CDA) is implemented. All the turbojet aircraft landing at IGI Airport between1630 UTC and 0030 UTC may participate in CDA subject to clearance from ATC.

2. CDA will be operated when radar and ILS facilities are available.3. Operation of CDA should not impact the airport capacity adversely. 4. Aircraft shall normally be cleared via a STAR. Since, the STARs for IGI Airport are open ended, aircraft may expect

radar vectors for turn on base leg and final approach. Profile/crossing restrictions are well depicted in the STARs.Aircraft shall be provided information regarding the distance to touchdown from the beginning of CDA andsubsequently any revision thereafter.

5. For track shortening or lengthening for sequencing purposes, the aircraft may be radar vectored off the STAR andsubsequently, be re-cleared to a point along the STAR or vectored to intercept the final approach track.

6. When radar vectors are issued, ATC shall provide an estimate of distance to touch down. 7. Pilots participating in CDA should request CDA within 10 minutes of top of descent (TOD) and provide the estimates of

VOR (SSB), SAPLO, AKBAN and VOR (SAMPLA) as the case may be. ATC may issue clearance for CDA dependingupon the traffic conditions.

8. When following STARs, ATC may add further altitude restrictions, in addition to the promulgated restrictions, ifnecessary for the purpose of traffic separation.

9. Radar controller will ensure that in case of STARs merging, adequate radar separation exists between the successiveaircraft at the conflict point.

10. It is preferable if CDA is commenced from top of descent. If it is not feasible due to ATC constraints, it may becommenced from any intermediate level preferably before crossing FL100. Once CDA is commenced there will becontinuous descent to 3600 feet AMSL before intercepting the glide path.

11. Once CDA is cleared by ATC, pilot should report the beginning of the descent to ATC. 12. Radar controller shall provide 20 NM distance to touch down (DTD) information when the speed shall be reduced to 210

2.3 Benefits: i.) The basic concept of distribution of aircraft noise to all the areas located below the flight path has been retained. ii.) The noise level will be distributed to all the localities as the arrivals and departures are distributed to both the runways during the mixed mode operations. iii) During the night time (2301 to 0600 hrs IST), the residents will have complete freedom from the aircraft noise during the specifiedtime when a particular runway is used only for departures on the rotation basis. iv) Efficiency of the ATC system expected to improve by at least 15% as the plan provides the flexibility to ATC to utilize the traffic handling capacity of the airport to the optimum level by balancing the traffic as per the requirement during the period of mixed modeoperations (0601 to 2300 IST). Similarly during the night time (2301-0600 IST) the nearest Runway will be used for departures. v) Improvement in efficiency of ATC system will result in reducing delays for arriving and departing aircraft. vi.) Airlines will be able to improve the on-time performance and save the fuel as the aircraft will be able to use the nearest runwayavailable for operation. vii.) Aircraft operating from T-1 and IAF technical area need not cross the active runway, which is otherwise a safety concern. 3. The plan will not be applicable when one of the runways is either under maintenance or not available for operations due to any otherreasons. In such cases, ATC may plan the available runway in order to maintain safe and efficient flow of traffic. 4.At present only runway 29 is compliant for operation of aircraft upto Code 4F. Therefore, during the operations of Code 4Faeroplanes, only runway 29 shall be used irrespective of the provisions specified in the Runway use plan provided at Para 2.

13. Speed shall be reduced to 180 KT IAS maximum when 10NM from touch down. 14. During CDA operations Glide path interception and commencement of final approach shall take place at 3600 feet. 15. ATC may suspend or cancel the CDA due to traffic conditions even after CDA is cleared. Alternate instructions will be

issued when CDA is suspended or cancelled. 16. All aircraft have to follow the noise abatement procedure during the final approach.17. Guidance material for CDA operations is available at DGCA website(dgca.nic.in) as Air Navigation Services (ANS)

Circular NO.01/2010.

(7) Radio communication failure procedure :

1. (I) In case communication failure takes place prior to establishing on final approach track, maintain the last assigned level or F70 whichever is higher and proceed to SKA VOR (117.2) via the shortest route to join hold-ing procedure as specified at Par a 6.

(II) In case radio communication failure takes place after establishing the final approach track, aircraft may con-tinue the approach and land if visual or climb straight ahead to 2600 ft then climbing turn left/right to join SKA VOR (117.2) holding procedure at F70 as specified at para 6.

2. After joining the holding procedure carry out the instrument approach procedure for the RWY for which SRA was being provided.

NOTE : If required by ATC the length of intermediate segment may be reduced to less than 5 NM.

III ARRIVAL, DEPARTURE PROCEDURE AND RUNWAY CAPACITY ENHANCEMENT MEASURES I. G. I. AIRPORT,NEW DELHI i. TAKE-OFF RUN AVAILABLE FROM DIFFERENT RUNWAY INTERSECTIONS. ii. LOCATION OF EXIT TAXIWAYS FROM THRESHOLD. The traffic has been growing at Delhi Airport at a faster rate which necessitates the optimum use of resources to meet our require ment of safe, efficient and expeditious handling of air traffic. Runway Occupancy Time has been one of the important factors affecting such requirement. The following procedures and important Aerodrome data are published {(TORA from different entry TWYs)/(Locations of exit taxiways from threshold)} to facilitate the Airlines/Pilots in achieving minimum Runway Occupancy Time for com-mon goal of enhancing runway capacity utilizing the existing available resources. 1. DEPARTURE PROCEDURES1.1 Taxiing aircraft should maintain a minimum taxiing speed of not less than 15 Knots on the straight portion of taxiways and between 8-12Kts during turning manoeuvres1.2 ATC may alter the departure sequence of an aircraft which is not adhering to the procedure enumerated in sub para 1.1 to optimize the runway utilization.1.3 Based on the aircraft type and its performance characteristics, ATC will issue taxiing instructions so as to depart from the nearest runway intersection from where adequate take off run is available for departure. Pilots unable to accept departure from intersection may request ATC for alternate take off position. Pilots requiring departure from the beginning of runway should make such request at the time of Push back/Start-up. However, such requests will be considered by ATC subject to delay.1.4 Pilot shall complete all mandatory pre-departure checks before entering the active runway for departure so that the aircraft is in a position to take off immediately upon receipt of take-off clearance.1.5 When the aircraft is issued with a line-up and take-off clearance at the taxi holding position it shall be in a position to line up and initiate an immediate take- off in one continuous movement,if unable advise ATC.1.6 When the aircraft is issued with a take- off clearance after lining up on the runway it shall commence take-off roll immediately upon receipt of take- off clearance.1.7 If the Controller observes a delay in respect of the departing aircraft commencing its take off run after issuance of take- off clear-ance, the take- off clearance will be cancelled and the aircraft be advised to vacate the runway immediately at the nearest taxiway to make way for the subsequent arrival or departure. Necessary entries in this regard shall be recorded in the Log Book.1.8 For Take-off Run Available from different intersections for runways 29/11,RWY 28/10 & RWY 27/09 refer charts in AD 2.24 .NOTE: With the objective of expediting the flow of traffic, ATC may authorize Departure from intersections also.2. ARRIVALS2.1 Pilots are reminded that rapid exit from the runway enables ATC to apply minimum spacing on final approach that will achieve maximum runway utilisation and will minimise the occurrences of 'go around'.2.2 Pilots of small and medium aircraft are requested to consider which Rapid Exit Taxiway offers the best opportunity for a safe and

b) Aircraft coming from BASOT to route via DP NDB (274) to join SKA VOR (117.2) holding then follow STAR/ IAL procedure for the Rwy-in-use.

VI Implementation of Tactical Air Traffic Flow Procedures (T-ATFP) In Delhi FIRI) Introduction:

1.1 In order to reduce airspace congestion, arrival delays and holding in Delhi TMA, Tactical Air Traffic Flow ControlProcedure (T-ATFP) is being introduced. For this purpose sequenced entry into airspaces will be established andmaintained.

3. Terminology and their meaning:3.1 AAO (Airline and aircraft operators) - includes all aircraft operators including defence, State Govt., paramilitary etc.3.2 Block Time - Time required for arriving over runway THR following a STAR flight path and adhering to STAR speed

restrictions.3.3 Calculated Time Over (CTO) - Time at which departure from airports at 1.2.1 & 1.2.2 should arrive over the arrival

holding fix to fit into established arrival sequence. By back calculation, the time of takeoff can be computed.3.4 Required Time Over (RTO) - Time at which arrivals in 1.2.3 should arrive over the arrival holding fix to avoid joining

the holding.4. Traffic Manager (TM):

4.1 The Traffic Manager (TM) position is established within Delhi ATC for the implementation of T-ATFP. TM will haveaccess to flight plans and estimates and revisions to estimates of all arrivals landing at Delhi airport.

4.2 Functions of TM:4.2.1 Establishing a sequence of arrivals landing at Delhi airport based on touchdown time.4.2.2 Assign landing runways to arrivals; whenever more than one runway is available for landing.4.2.3 Advise CTO/RTO to ACC Sector controller.4.2.4 Advise CTO/RTO, arrival sequence and assigned landing runway to Approach (Arrival) Controller.4.3 For effective and efficient management of arrival sequence, TM shall:

4.3.1 Make available a CTO arrival holding fix for the departures from airports as in 1.2.1 & 1.2.2.4.3.2 Provide information to arrivals as in 1.2.3, regarding RTO arrival holding fix.4.4 Based on the ETO at arrival holding fix, sequence of arrivals will be determined by TM.5. Essential requirements:

5.1 Arrivals landing at Delhi airport shall flight plan via arrival route (STAR) appropriate to the ATS route. To maintainarrival sequence, non-RNAV arrivals to expect routing/vectors along RNAV STAR.

5.2 All flight-plans for landing at Delhi airport shall provide ETO arrival holding fix - AKBAN, SAM, SSB & SAPLO asappropriate, for determination of arrival sequence based on time required to reach runway touchdown point from thearrival holding fix.

5.3 Departures from airports within Delhi FIR and within 10 min flying time from Delhi FIR shall coordinate with TM forCTO. Uncoordinated departure from such airports shall be refused entry into Delhi TMA or will be subject toextended delays.

6. Tactical Flow Management Process:6.1 For ensuring efficient flow during T-ATFP, speed management of sequenced aircraft is a critical factor. Approach

(Arrival) Controller shall enforce adherence to speed restrictions.6.2 Delhi ACC Sector controllers will clear all arrivals via STAR. Delhi Radar shall vector Non-RNAV arrivals along

appropriate STAR route segment with speed control instructions consistent with STAR segment, so as to ensure thatthe arrival sequence computed by TM is maintained.

6.3 The arrival sequence is calculated based on the Block Time plus separation at touchdown point between successivearrivals. During the initial phases of T-ATFP implementation; the separation over touchdown point will be 2 min.

6.3.1 The separation over touchdown point is dependent on dynamic factors such as: o Weather o Equipment outage o Runway closure o Airspace closure o Contingency such as RCF, Unlawful interference etc.

6.4 TM shall advise Delhi ACC sector controller and Approach (Arrival) controller information on RTO. Accordinglyarrivals will be advised of RTO thereby facilitating in gaining/losing time so as to arrive over arrival holding fix atRTO.

6.5 For ensuring efficient flow based on the arrival sequence, speed management is critical. Approach (Arrival) controllermay enforce speed control based on the STAR restrictions and on final approach.

6.6 Safety being primary, minimal radar vectoring may be resorted thereby permitting aircraft to adhere to FMS managedflight profile/path of RNAV STAR.

6.7 The arrival runway allocation and sequence established by TM, may not be altered by Delhi Approach; as far as prac-ticable, except during emergency, RCF, unlawful interference or during events requiring priority handling.

6.8 When adverse conditions such as weather, equipment outage, runway closure and/or airspace closure etc affect Delhiairport/Delhi TMA, the capacity of the airport and TMA could be severely degraded, resulting in unoptimised trafficflows. Therefore in order to avoid excessive holding, airborne delay and congestion during such events;following T-ATFP measures will be implemented:

6.8.1 Departure airport ATS units shall be advised of the restricted arrival capacity at Delhi and CTO to be provided for alldepartures before start-up based on flight-plan ETD.Any delay beyond flight-plan ETD will require revised CTOarrival holding fix to be obtained.

6.8.2 During events enumerated in Para 6.8, departures from airports within Delhi FIR and within 10 min flying time fromDelhi FIR do not have the option to take-off and absorb delay enroute or by holding within Delhi TMA.

7. AAO responsibility:7.1 AAOs are to ensure they are fully informed on the following procedures:

7.1.1 AAOs shall adhere to the speed control restrictions of the STAR or speed control instructions issued by Delhi ATC.7.1.2 AAOs shall arrange the departure of their flights to comply with the CTO issued.7.1.3 Non-adherence to CTO may result re-sequencing. TM will issue RTO which may result in disproportionate arrival

delay.8. ATS Unit responsibility:8.1 ATS Units shall make every effort to enable departing flights to comply with CTO.8.2 ATC shall provide all possible assistance to AAOs to meet CTO/RTO.9. Arrivals exempted from T-ATFP:9.1 The following flights are exempted from T-ATFP

9.1.1 Arrival in a state of emergency, including flights subject to unlawful interference9.1.2 Arrival conducting search and rescue operations.9.1.3 Arrival carrying notified VIP9.1.4 Arrival with medical emergencies

3. OPERATING PROCEDURE AND RUNWAY USAGE: 3.1 A) Plan for Normal Density Traffic handling i) Westerly Flow: Runway 28 shall be used for domestic departures and arrivals Runway 29 shall be used for international departures and arrivals ii) Easterly Flow: Runway 10 shall be used for domestic departures and arrivals Runway 11 shall be used for international departures and arrivals B) Plan for high density traffic handling When the combined traffic density of domestic arrivals and departures exceeds the capacity of Runway 28 or 10 and the princi-ple of least average delay needs application, to increase throughput and reduce congestion in air and if there is delay in domesticdepartures (say more than 5 aircraft on holding point) and delay is being given to subsequent aircraft for startup then domesticarrivals to be taken to Runway 29, so that domestic departures can be expedited from Runway 28. Westerly Flow: The domestic arrivals shall be diverted to Runway 29. The candidates for makeover shall be: a) Aircraft of light wake turbulence category and all other non-sked / GA flights. b) Alternate Domestic scheduled arrivals on runway 28 and 29. Easterly Flow: The domestic departures shall be routed for Runway 11. The candidates for makeover shall be the 7th to 10th aircraft in the departure sequence C) SEPARATION BETWEEN ARRIVALS ON TWO RUNWAYS i) Simultaneous independent approaches on Runway 28/10 and 29/11 shall not be permitted. Dependent parallel approaches willbe applicable on Runway 28/10 and 29/11. ii) Both arrival radar controllers should avoid positioning aircraft on crossing / converging tracks, unless aircraft are verticallyseparated. iii) 3 NM Radar separations will be applicable with in Terminal Approach Radar jurisdiction at I.G.I. airport Delhi. iv) The sequence of both international and domestic arrivals shall be considered as one stream for the purpose of sequencing. v) A minimum of 1 000 ft vertical separation or a minimum of 3.0 NM radar separations shall be provided between aircraft dur-ing turn-on to parallel ILS localizer courses. vi) 3.0 NM between successive aircraft on adjacent ILS localizer courses.

vii) Where applicable, Wake turbulence radar separation minima shall be applied. Westerly Flow Aircraft on ILS 28 to intercept LLZ at 3600 feet and aircraft on ILS 29 to intercept LLZ at 2600 feet. Easterly Flow Aircraft on ILS 10 to intercept LLZ at 3600 feet and aircraft on ILS 11 to intercept LLZ at 2600 feet. 4. 5) FOR SPEED PROFILE REFER PARA 8 OF ENR 1.6:6. LIMITATIONS, SUSPENSION AND TERMINATION:i) The Tower Supervisor in consultation with and the approval of the Watch Supervisory Officer may suspend or terminate mixed mode runway operations and commence either a two runway (departure/arrival segregated) or a single runway opera-tion in adherence to the laid down SOPs appropriate to that mode of operations, whenever Weather/ VVIP movement /Spe-cial condition /Equipment degradation may so require.ii) The Aerodrome Operating Minima criteria for mixed mode two runway operations shall be in accordance with the DGCA guidelines laid down in DGCA CAR ALL WEATHER OPERATIONS any reduction in these criteria shall necessitate sus-pension or termination of mix mode of operations.iii) Mixed mode runway operations should be suspended when full emergency has been declared whilst handling an aircraft in emergency / accident.iv) Mixed mode runway operations shall be suspended when Surveillance equipment in Tower (SMR/SIT) or Approach (TAR) are out of service. v) Mixed mode runway operations shall be suspended when Terminal Navigation Aids (ILS), serving the runways in the direction of flow, or their status indicators is out of service.

7.ADS/CPDLC system is avbl within DELHI FIR on segments of ATS Routes L333, G452, G333 ,A589, A466, M890, M875,L509, P628, W30, W31, W34, W36, W39. The service is avbl to all acft suitably equipped with datalink capability.The ADS/CPDLC service will not affect the current procedure for non datalink capable acft operating within DELHI FIR.The datalinkcapable acft while operating in DELHI FIR shall follow procedures as given below: 1) Datalink and ADS capability shall be indicated in the FPL by indicating appropriate designators in item 10 and 18. 2) The AFN LOG ON address of DELHI FIR is 'VIDF'. 3) The arriving acft shall LOGON 20 minutes prior to entering DELHI FIR. and in case flying time to DELHI FIR is less than 20 minutes, immediately after departure. 4) Acft departing from aerodromes within DELHI FIR shall LOGON immediately after departure. 5) Aircraft departing/transiting from/within DELHI FIR shall LOGON next data authority 15 minutes prior to leaving the DELHI TMA limits. 6) Position reporting requirement to communicate with ATC units on VHF/HF remain unchanged. 7) SELCAL checking is required to verify the HFRT connectivity. 8) Pilots unable to establish data link connection shall inform appropriate ATS unit through voice communication on VHF.

VII. LOW VISIBILITY PROCEDURES

1.1 For LVP Procedure refer AIP Supplement 34/2011.CAT III lights AVBL on Stand 1 to 13, 15 to 17, 19 to 30, 135 to 142, 86 to 89 and Taxilane F2/F3.

VIII Coverage of ILS RWY 28

1. ILS CAT II/IIIA/IIIB operation with following conditions.

i)Alternate navigational facilities of VOR/DME and Radar shall be provided to cater for the complete LLZcoverage as per requirements of ICAO Annex 10.

ii)The Instrument approach procedure for Cat II/IIIA/IIIB shall be commenced either via VOR/DME arc or viaSTAR unless vectored on Radar.

iii) ILS approach for CAT II/IIIA/IIIB operations shall be monitored on Radar.

IX TRANSPONDER OPERATING PROCEDURES ON GROUND

Advanced Surface Movement Guidance and Control System (A-SMGCS) using Mode-S Multilateration is in oper-ation. The aircraft Transponder Operating Procedures, particularly in the movement area of the airport, will be as given below for compliance.Departure:1. At the Gate/Stand : Select STBY. Enter the discrete SSR code received from Delhi Clearance Delivery. Enter the three letter ICAO designator followed by the flight identification number (e.g. AIC972) through the FMS or the Transponder control panel, depending on the airborne equipment. 2. On requesting Pushback/Taxi (Whichever is earlier): Select XPDR or equivalent and AUTO if available. This action will enable the aircraft ID, used as the Call sign by ATC, to be displayed on the surveillance display of ATC. ATC can verify the data and use it for necessary identification procedure.3. When Lining UP: Select TCAS only after receiving the clearance to line up, to ensure that the performance of systems based on SSR frequencies, including airborne TCAS units, SSR and A-SMGCS is not compromised.Arrival: 1.When on the Runway: Keep TCAS selected. 2. After vacating the Runway: Select XPDR or equivalent and AUTO if available. There is a need that the transpon-der remains able to exchange data with the A-SMGCS system. However to ensure the performance of the airborne TCAS Unit SSR & A-SMGCS, is not compromised that TCAS shall be deselected after vacating the Runway. 3. Parked on Stand: Select STBY. The transponder will not reply to interrogation. The discrete SSR Code given to that particular flight can now be recycled for other Flights. Note 1: When on Ground the Aircraft must squawk Mode C in order to provide the altitude information to the sur-veillance system and thereby prevent clutter on Terminal Approach Radar Display and False automatic detection of Departure for aircraft still on ground. Note2: TCAS shall not be activated before receiving the clearance to line up.RWY 11/29 and associated TWYs are compatible for operations of code-F aircraft.Fixed ground power supply and pre-conditioned air are available at every contact stand at Terminal-3

I. SPECIAL RESTRICTIONS

1 Closure of Airspace in and around Delhi for Air Force Day fly past

Indian Air Force will carry out fly past rehearsal on 3rd, 4th, and 6th October, and final day fly past on 8th Octoberevery year on the occasion of Air Force Day.In view of the above, the airspace of following dimensions will remain closed between 0230-0430 UTC on 3rd, 4th,6th and 8th October every year for all aircraft except those participating in the rehearsal/final day fly past:

i) Within a radius of 20NM from IGI Airport, New Delhi: Ground level to FL130.ii) Within a circular area between 20NM and 40NM radius of IGI Airport, New Delhi: Ground Level to FL150.2 Airspace Cloosure and flying restrictions in Delhi FIR during celebrations connected with Independence Day

and Republic Day

i) The following flying restrictions shall be applied within Delhi FIR during the under mentioned dates and time everyyear in connection with the celebrations of Independence Day and Republic Day.

ii) Dates and Timings of Airspace Restrictions are as under: Date Time

22nd January 1400 - 1830 IST 26th January 0700 - 1230 IST, & 1400 - 1830 IST 29th January 1400 - 1900 IST 15th August 0600 - 1000 IST, & 1600 - 1900 IST

iv) Flights of Micro light aircraft and hang gliders from flying clubs and other airports shall not be permitted in theabove mentioned zone and period around Delhi.

v) Safdarjung airport shall remain closed during the above-mentioned dates and period except for IAF helicopters,which may be deployed on emergency duty or VVIP duty.

RNAV‐1 (GNSS/DME‐DME‐IRU) SIDs & STARs ‐ DELHI AIRPORT  1.1. For RNAV  (GNSS  or DME/DME/IRU) SIDs and STARs operations,  the aircraft  shall be GNSS or 

DME/DME/IRU equipped and the navigation systems shall meet  ICAO RNAV‐1 standard of accuracy or equivalent. 

1.2. Operators/pilots who  are  not  approved  to  fly  the  RNAV  (GNSS  or  DME/DME/IRU)  SIDs  and STARs shall  inform ATC and expect conventional SIDs where applicable or expect  radar vectors. 

1.3. Pilots shall comply with an ATC assigned level. Pilots shall also adhere to the vertical and speed restrictions depicted on the cleared RNAV (GNSS or DME/DME/IRU) SIDs and STARs. ATC clearance will  take  precedence when  the  ATC  clearance  does  not  allow  the  pilots  to adhere to the vertical and speed restrictions depicted on the RNAV  (GNSS or DME/DME/IRU) SIDs and STARs. 

1.4. Aircraft may be radar vectored off a RNAV SID/STAR. Such aircraft will subsequently be given instruction to intercept the appropriate RNAV SID/STAR. 

 2. ARRIVALS 2.1. STARs  are  presented  in  diagrammatic  format  on  a  chart  which  comprises  two main 

elements: a.   A TRANSITION route; and b.   An ARRIVAL route. 

2.2. A TRANSITION route starts at a waypoint on the ATS route and then requires VOR/DME or RNAV tracking to position the aircraft for the ARRIVAL route.

2.3. RNAV 1 equipped Arrivals to Delhi Airport will be cleared on the appropriate RNAV STARs by ATC.                                                                                           

2.4. All  arriving  aircraft  are  required  to  follow  the  appropriate  TRANSITION  and  ARRIVAL routes for the RNAV STARS as follows:

2.6. Additional elements on the STAR chart include the following: a. Vertical  restrictions  –  designed  to  contain  aircraft  in  controlled  airspace  and  to 

separate aircraft  from obstacles and  to avoid, to  the degree possible, conflict with departing aircraft. 

b. Speed restrictions – designed for flow control purposes. 2.7. At the end of the STARs, arrivals can expect radar vectors to intercept the localizer for an 

ILS approach or Final approach Track for other available instrument approach. 2.8. STARs shall be issued by ATC in the following order: 

a. ARRIVAL identifier; b. TRANSITION identifier; c. Runway‐in‐use; d. An assigned level 

  Ex:  <Call  sign>  Cleared  to  DELHI  via  AKBAN  2A  ARRIVAL,  DIPAS  TRANSITION,  RWY29, 

report for descent/maintain/descend to FL ONE FIVE ZERO.

4.5. The following conditional SIDs is available only when VIR 155(A) Hindon‐I is not active and only when specifically authorized by Delhi ATC.

4.6. A Transition will be issued by ATC in conjunction with the RNAV (GNSS or DME/DME/IRU) SID. For example a departure from Delhi to Mumbai via Airway A474 will be as below: Ex:  

1. <Call sign> Cleared TO Mumbai via RW27 NIXAK Departure, Airway A474 or Flight 

Plan Route, maintain FL340 squawk 0234 on departure. 

2. Call sign> Cleared TO Chennai via RW27 ALIJA Departure Transition AKELA, Airway W20 or Flight Plan Route, maintain FL340 squawk 0234 on departure.

 5. RADIO COMMUNICATIONS FAILURE PROCEDURE 5.1. Pilots on RNAV Arrival shall; 

a. When  Arrival  clearance  has  been  received  from  ATC;  follow  the  RCF  procedure corresponding to that STAR as mentioned in respective chart.  

b. When  Arrival  clearance  has  not  been  received  from  ATC;  follow  the  appropriate RNAV STAR corresponding to that route specified in para 6 and 7.  

5.2. Pilots on RNAV Departure shall follow the RCF procedure corresponding to the RNAV SID as mentioned in respective chart. 

6. RCF Procedure ‐ RNAV ARRIVALS RWY 27, 28 & 29 6.1. ATS route – L760, W10N, W20N, W33N (via SAPLO) 

a. Set transponder to Mode A/C code 7600 b. Maintain the last assigned and acknowledged flight level. c. If  the  last assigned  flight  level  is F150 or below,  then  follow  the SAPLO 6A arrival 

with STAR restrictions d. If  the  last  assigned  flight  level  is  above  F150,  then proceed  to  SAPLO, descend  in 

SAPLO hold to F150 and follow the SAPLO 6A arrival with STAR restrictions e. At  the  end  of  STAR,  make  a  convenient  turn  descending  to  2600Ft,  intercept 

localizer or final approach track. 6.2. ATS route – L626, R594, W37 (via SIBAD) 

a. Set transponder to Mode A/C code 7600

hold to F110 and follow the SAM 6A arrival with STAR restrictions e. At  the  end  of  STAR,  make  a  convenient  turn  descending  to  2600Ft,  intercept 

localizer or final approach track. f. Note: Proceed on SAM 6F only when ATC clearance  for  the STAR  is  received and 

acknowledged prior to experiencing RCF. 

6.4. ATS route – A347, G452, R218, W65N (via AKBAN) a. Set transponder to Mode A/C code 7600 b. Maintain the last assigned and acknowledged flight level. c. If the  last assigned flight  level  is F150 or below, then follow AKBAN 2A arrival with 

STAR restrictions. d. If  the  last assigned  flight  level  is above F150,  then proceed  to AKBAN, descend  in 

AKBAN hold to F150 and follow the AKBAN 2A arrival with STAR restrictions. e. At  the  end  of  STAR,  make  a  convenient  turn  descending  to  2600Ft,  intercept 

localizer or final approach track.  

7. RCF Procedure ‐ RNAV ARRIVALS RWY 09, 10 & 11 7.1. ATS route – L760, W10N, W20N, W33N (via SAPLO) 

a. Set transponder to Mode A/C code 7600 b. Maintain the last assigned and acknowledged flight level. c. IF  the  last assigned  flight  level  is F150 or below,  then  follow  the SAPLO 6B arrival
