“ STRENGTHENING PEDIATRICIANS’ CAPACITY FOR TOBACCO CONTROL
AMONG CHILDREN AND FAMILIES”
Fifty pediatricians from all over the country were in attendance at the Philippine Pediatric Society’s
Auditorium . These pediatricians are chapter representatives ,a few pediatric residents in training and
some members of pediatric subspecialty societies namely Philippine Academy of Pediatric
Pulmonologists(PAPP), Philippine Society of Adolescent Medicine Specialists (PSAMS), Philippine
Ambulatory Pediatric Association and Philippine Society of Asthma and Allergy and
Immunology(PSAAI). These pediatric subspecialty societies comprise the coalition group of the
Philippine Pediatric Society’s Tobacco Control Advocacy Group.
This symposium has combined speakers from the American Academy of Pediatrics namely Dr.Colleen
Kraft , AAP President elect , and Dr Susanne Tanski of AAP Julius B Richmond Center of Excellence
and Dr. Florianne Feliza Valdes and Dr.Benjamin Sablan, Jr. of the Philippine Pediatric Society,Inc.
Dr.Francis Xavier Dimalanta , PPS Board of Trustee and Dr.Rizalina RH Gonzalez, Chair of the PPS -
Tobacco Control Advocacy Group served as the emcees / moderators.
The over-all goal of this symposium is that of providing overview of the tobacco control landscape and
the pediatricians role in identifying and addressing tobacco use and exposure in the youth and families
and advocating for effective community and policy change.
With that , the attendees were tasked to be the area coordinators of our PPS Tobacco control advocacy
activities/projects and also tasked to echo these learnings to their chapter as part of their continuing
professional development(CPD) .The lectures in pdf were saved in CD and distributed to all attendees of
this workshop for reference purposes.
Dr. Kraft’s lecture on “Current Trends in
Tobacco” was an eye opener about the extent of
the ill effects of tobacco and second hand smoke
(SHS) globally across all ages and what
pediatricians can do in their practice to address
this smoking problem.
Her lecture on “ Addressing tobacco with
families :Screening and Intervention” gave a
comprehensive insight about the 5A’s of tobacco
cessation and the use of varenicline as a
pharmacologic treatment.
The open forum was a very lively question and answer for half an hour with the speakers ending with a closing
message by Dr. Rizalina H.Gonzalez,Chair of the Tobacco Control Advocacy Group accepting the challenge to
further propagate this advocacy in all chapters “All for the Filipino Child”
Dr. Florianne Valdes gave the over-all insight on
the extent of the smoking and SHS in the
Philippines using the 2015 Global Youth Tobacco
Survey data.
Dr.Tanski’s lecture on “Teens and Tobacco”
summarized how to discuss smoking cessation and
how to start a conversation with teens about tobacco
use incorporating Asking, Assisting and Referring
into patient encounters.
Her lecture on “E-cigarettes” made the audience
realize that this is a strong gateway to smoking for
teens and its health hazards .
Dr. Benjamin Sablan,Jr.’s lecture on
“Advocacy: Clinical to Country” gave an
insight as to the beginnings of tobacco control
advocacy in the Philippines and interlinkages in
other Asian and Western countries and what is
ongoing to date.

The stakeholders meeting started with brief introduction of each organizations current
tobacco control advocacy projects and find common start up points to come up with a
collaborative plan where all stakeholders can effectively participate.

Overview of preliminary plan and stakeholders participation was then presented by the
Chair,Dr.Rizalina H.Gonzalez to the body as follows;
o Nationwide Awareness Campaign Against Smoking and Vape by July 2017 before the
Executive Order on Nationwide Smoking Ban on Public and Enclosed Places will be
implemented by end of July 2017 . This is to give baseline knowledge to the adolescents
and keep them engaged and empowered in this PPS tobacco control advocacy .
( To be carried out by the PPS area/chapter coordinators, utilizing the lay for a materials
mainly prepared by the PAPP (Philippine Academy of Pediatric Pulmonologists) , with
permission from the Department of Education, City Government and participating SM
Malls for the venues.Speakers shall be either a pedia pulmo, pedia allergologist or any
one in attendance in today’s PPS-AAP Tobacco Control Workshop)
o Baseline prospective research paper on prevalence of Tobacco Use in Filipino Mid
Adolescents
( The Asst Chair, Dr.Elsie Locson takes charge of this together with the National
Childrens Hospital and Fe Del Mundo Medical Center pediatric residents , and the PPS-
Tobacco Control Core Group Members and will further meet with WHO ,Dr. Florante
Trinidad for advise and permission from the Department of Education ).
o PPS Tobacco Control Video and kid and parent-family flyers as resource materials .
( Initial anti-smoking flyer made by PSAMS (Philippine Society of Adolescent Medicine
Specialists) has been presented to the group for comments and suggestions). Anti-
Smoking Video was not discussed .
Possible partnership with the Philippine Medical Association to tap the “ Teen Health
Workers” and possible training as PPS Junior Tobacco Patrols/Advocates in Schools)
Other Future activities, pending funding sources as follows:
o PPS Tobacco Cessation Centers in key areas of the National Capital Region in
partnership with WHO and Department of Health
o Train-the-Trainer clinical training on tobacco screening and cessation c/o WHO
Timeline of Activities set as follows
July-August 2017: Nationwide Anti-Smoking Awareness Campaign in Schools with
Slogan Poster Contest and Quiz Bowl
September-November 2017: Research Paper planning and completion of work.
September: PPS-PMA partnership in tobacco control activities in time for the Medicine Week.
October: National Judging of the Slogan –Poster Entries with Department of Education
Video planning and completion by November through a professional video animator.
November: Wrapping up of activities
NOTE: PPS-Tobacco Control Advocacy Core Group shall meet regularly every month for
monitoring and properly timed execution of the above planned activities.
