Evolution of CEG

• CEG established in 1996 on the initiative of Hans Blix to address nuclear legacy issues in Russia

• Nordic states created CEG; other countries joined later

• IAEA provides Secretariat for CEG, CEG members elect Chairman

• 2002 G8 Global Partnership Initiative against the spread of weapons and materials of mass destruction – merged national programmes for remediation, safety and security, and provided good funding.

• CEG members are directors or top managers of national GP programmes

Scope of work of CEG members in North-West and Far East of Russia

• SNF from submarines and surface ships: storage and removal for reprocessing •RW from Navy activities: treatment, storage, disposal (removal of SNF from Gremikha)• Decommissioned submarines and surface ships: defueling, decontamination, dismantlement, storage of reactor compartments and contaminated units. (190 submarines dismantled)• RTGs: replacement, dismantling, storage of heat sources.• Remediation of former navy bases (Andeeva and Gremikha).

CEG work: meetings and workshops

• Provide a forum for managers of GP programmes• Discuss progress of bilateral and multilateral

projects• Assist coordination between national programmes • Exchange of experience and best practice• Identify missing points and overlaps• Ensure that the agreed priorities are properly

addressed• Discuss future initiatives and programmes • Help CEG members to start new projects. • Meetings in the margins

Examples of CEG initiatives

• Initiative to create the Strategic Master Plan for remediation of NW Russia

• Creation of working groups on specific projects: Andeeva Bay, Gremikha and RTGs (Lepse in future)

• MNEPR agreement - creation of a legal base of cooperation

• Recently helped France to make decision on construction of a hot cell at Mayak

• Planning for the Final Elimination of the Nuclear Legacy in the Far East (Vladivostok, Russia, May 2010).
