FOREWORD
The Micro, Small and Medium Enterprises Development Institute, Ludhiana, has been playing
a very significant role in the development of MSME sector in the State of Punjab & UT Chandigarh.
The Institute not only provides information to micro, small & medium entrepreneurs but also
motivates & encourages the enterprising & hardworking people to set-up small-scale ventures in
different segments of manufacturing and servicing.
The small & medium sector of Punjab manufactures various products, right from traditional
items to highly sophisticated modern consumer & capital goods. The industry of the State is also
keen to adopt new technological development for home market & export as well. The Institute is
maintaining close coordination with the stake holders in the State and at National Level for the
development of MSME Clusters.
The Institute conducted a number of quality programmes to provide appropriate platform to
prospective entrepreneurs and to render multidimensional support to the existing industry. This
Annual Report highlights various significant activities undertaken by the Institute during the year
2012-2013.

ACTIVITIES PERFORMED
This Institute is providing its techno-managerial assistance to existing as well as
new enterprises in the State of Punjab and Union Territory of Chandigarh. The
Institute creates an environment conducive for industrial growth by motivating the
prospective entrepreneurs and by assisting the existing entrepreneurs through its
multidimensional set-up of trade specific Divisions viz. Mechanical Div., Food Div.,
Glass & Ceramics Div., Hosiery Div., Industrial Management Training Div. and
Economic Investigation Div. equipped with expert officials providing techno-
managerial solutions with a human face.
Highlights of Activities Undertaken
2.1 Human Resource Development
The ‘Human Resource Development’ is an important factor for overall
development of any sector, the MSE Sector in particular. In the present world of
competition trained men & women are the real assets of any Nation. The optimal
utilization of this resource is the need of the hour. In this context, the Institute
undertook following activities during the year 2012-13.
2.1.1 Entrepreneurship Skill Development Programmes
The MSME-DI, Ludhiana, during the year, conducted 54 Entrepreneurship Skill
Development Programmes. In these programmes total 1275 persons, including 602
males (Gen-123, SC-472, OBC-3 and PH-2) and 673 females (Gen-159, SC-512 and
BC/OBC-2) were provided training, at various places in the State. These 54
programmes were conducted in different categories viz. SC-Stipendiary (5), Women
& PH-Stipendiary (2), SC-Non Stipendiary (45) and UEY-General (2). In these
programmes, the educated unemployed youth were provided basic inputs covering
both managerial and technical aspects to set up their own venture. Lectures covering

philosophy of entrepreneurship, procedures to set-up small scale units, State & Central
Government policies, achievement motivation, project identification, selection of
appropriate technology, production management, financial management, marketing,
quality systems, ethic & moral values, working capital assessment, the concept of
export & international marketing, preparation of project reports etc. were delivered by
the experts from respective fields. Practical demonstrations alongwith theoretical
linkage, were arranged to provide comprehensive knowledge for concerned particular
trades. The candidates were also provided opportunities to have interaction with
successful entrepreneurs to know the practical problems they faced and how did they
overcome to pave their way to success. A summarized information on the ESDPs is

2.1.2 2.1.2 Entrepreneurship Development Programmes
The Institute, during the year 2012-13, conducted 14 Entrepreneurship
Development Programmes, in which total 314 persons, including 109 males (Gen-32,
SC-75, OBC-2) and 205 females (Gen-34, SC-171), were provided training. The main
objective of such programmes was to train young people to make them successful
entrepreneurs, who may set-up MSE units. The candidates were provided motivational
as well as managerial inputs to provide comprehensive knowledge including

procedures to set-up MSE units, State & Central Government policies, achievement
motivation, project identification, selection of appropriate technology, production
management, financial management, marketing, quality systems, ethic & moral values,
working capital assessment, the concept of export & international marketing,
preparation of project reports etc. Summarized information on the EDPs conducted

2.1.3 Management Development ProgrammesThe Institute conducted nine MDPs during the year 2012-13, in which the
training was provided to total 198 persons, including 100 males (Gen-41, SC-58,
OBC-1) and 98 females (Gen-65, SC-32, OBC-1).

Out of these nine programmes, six programmes were conducted on Marketing
Management, two on Financial Management and one programme was conducted on
Quality Management. In these programmes, comprehensive inputs on modern business
practices on the respective fields were provided so that the candidates may have an
exposure of latest techniques of modern management especially in view of changing
scenario of global business.

2.1.4 Motivation Campaigns
The motivation campaigns are of great impact to motivate the educated unemployed
youth in the State to go for self-employment by setting up MSE ventures. Motivation
Campaigns are prelude to EDPs/ESDPs. The Institute conducted 58 such Motivation
Campaigns at different industrially backward and rural places in the State, in which 6091
persons participated.

2.1.5 2.1.5 Skill Development Training Programmes (Regular)
The Institute conducted one SDP of six months duration for machinist trade. The
basic purpose for organizing SDPs was to ensure trained and quality manpower to MSE
units. In this batch of SDP (April-September, 2009) total 9 male (Gen:9) candidates were
trained.

The Institute has completed 12 Skill Development Programmes (Specialized) in
which total 166 {Male: 160(Gen: 121, OBC: 2, SC: 37) Female: 6 (Gen: 3, SC:3)

2.2 Export Promotion
In the present era of liberalization and globalization, foreign trade is an
important determinant of health of any economy. In order to keep Balance of Payments
at a comfortable level, exports from the country require to be increased. There is a
need to identify more and more items, locate new markets, and promote new exporters.
The efforts put in by the Institute in this regard are enumerated below.
2.2.1 Participation in Trade Fairs & Exhibitions
The Office of the Development Commissioner, (MSME), New Delhi,
participates on behalf of and for the benefit of MSE units in trade fairs & exhibitions in
different countries every year. Products manufactured by these units are displayed in
such events and business inquiries generated are passed on to them for compliance.
This is one of the most important activities of MSMEDO in promoting exports from
the micro & small sector. Various MSMEDIs are entrusted to identify export-worthy
units and to motivate them to display their products in such trade fairs and exhibitions.
During the year the Institute forwarded the applications of 9 MSE units for
participation in the following trade fairs & exhibitions:
India Practical World 2012 at Cologne, Germany (4-7th March, 2012) The India Show (M-Tech 2012) at Tokyo, Japan (20-22nd June, 2012) The India Show MSV-54th International Engg. fair at Brno, Czech Republic (10-14th
Sep.,2012)
2.2.2 Programme on Packaging for Exports
Keeping in view the packaging needs of food processing MSEs with special focus on
requirements of export market, the Institute conducted a One Day Programme on Packaging
for Exports at Dhira Patra, Ferozepur on 13.03.2013. The programme was conducted in

association with Indian Institute of Packaging, New Delhi and Farmers Help Society (FHS),
Dhira Patra (Fzr).
Comprehensive information was provided to the participants on principals of
packaging; selection of packaging system; significance of tests and standards of food grade
containers, pouches and other packs; package design concept; packaging of liquid and solid
food products; domestic vs. export packaging designs; folding carton design and testing
methods for evaluation of transport packages. The queries raised by entrepreneurs about
their particular packaging problems were also replied to provide them possible measures.
The programme was attended by 25 {Male-18(G-15, SC-3), Female-7(G-3, OBC-2,
SC-2) participants. An expenditure amounting to Rs. 38,000/- was incurred to organize the
programme while an amount of Rs. 3000/- was collected as fee charges from the participants
as per norms. The participants expressed their keen interest to observe efficient packaging
practices, which they learnt from the pogramme.
2.3 Economic Investigation
This activity has its own significance. The studies conducted & results arrived
at, under this activity, act as basis for formulating/chalking-out various development
policies and programmes by the Organizations entrusted with the job. The Industrial
Potential Surveys & Industrial Profiles are used as guide for prospective entrepreneurs.
During the year, the Institute prepared the following Survey and Industrial Profiles.

2.4 Promotional Programmes
Promotional programmes cover various activities undertaken by the Institute,
which act as catalyst in promoting the growth of MSME sector in the region. The
following paragraphs highlight the detailed information on each activity.
2.4.1 Marketing Assistance
The Institute provides assistance and guidance in the field of marketing to the
MSME units through a number of activities like Ancillary Development, Participation
in International Trade Fairs & Exhibition, and Registration under GSPP etc.

2.4.1.2 Government Stores Purchases Programme
The Single Points Registration Scheme being operated by National Small
Industries Corporation Ltd. helps the MSE units marketing their products to
Government Departments, Corporations, Autonomous Bodies, Agencies, etc. The
registration under the scheme is considered at par with DGS&D.
The units registered under the scheme are eligible to avail of various incentives
like supply of Tender Application Forms free of any charges, exemption from
depositing earnest money and guarantee money limited to the registered monetary
capacity.
The units desirous of getting registration under the scheme apply to the NSIC
Ltd. in the prescribed application forms, in turn, the applications after preliminary
scrutiny by them are forwarded to MSMEDI for assessing the technical capability of
the units. The units are visited and operation-wise capability to produce quality goods
are assessed by the Officers and based on the merit of the cases, are recommended to
NSIC Ltd.
During the year under report, the Institute finalized 180 cases (Fresh-101, Addl.
/ Amend.-79) of MSE units under Government Stores Purchase Programme, thus
earning revenue of Rs. 6,73,066/-.
2.4.2 Vendor Development Programme
To enable PSUs/large scale organizations to identify suitable vendors in MSE
Sector for outsourcing their requirements and also to provide an opportunity to
prospective entrepreneurs to liaise with industrial buyers, the Institute conducted the
following Vendor Development Programmes.
2.4.2.1 National Level Vendor Development Programme (NLVDP)
NLVDP / MSME EXPO was organized w.e.f. 7th to 9th March, 2013 at
Ludhiana in collaboration with Auto Parts Manufacturers Association, Ludhiana at
Institute of Auto Parts and Hand Tools Technology, Ludhiana. During the programme
Buyer Seller Meets were conducted with Northern Railways, New Delhi; RCF,

Kapurthala; Ordnance Cable Factory, Chandigarh; DLMW, Patiala;HMT, Pinjore; and
Preet Tractors, Nabha. Total 64 stalls were installed and about1500 visitors visited.
2.4.2.2 State Level Vendor Development Programme (SLVDP)The Institute conducted the following 11 SLVDPs during the year:
SLVDP at Ludhiana on 10.12.2012 in collaboraltion with Rail Coach Factory,
Kapurthala. The programme was attended by 80 participants.
SLVDP at Ludhiana on 6.02.2013 in collaboration with Northern Railway, New
Delhi. The programme was attended by 80 participants.
SLVDP at Ludhiana on 11.02.2013 in collaboraltion with Punjab State Power
Corpn. Ltd., Patiala. The programme was attended by 78 participants.
SLVDP at Ludhiana on 12.02.2013 in collaboration with BHEL, Goindwal
Sahib. The programme was attended by 90 participants.
SLVDP at Ludhiana on 13.3.2013 in collaboration with DMW, Patiala. The
programme was attended by 70 participants.
SLVDP at Ludhiana on 15.03.2013 in association with A.S.R.T.U, New Delhi.
The programme was attended by 60 participants.
SLVDP at Ludhiana on 19.03.2013 in association with GGS Thermal Plant,
Rupnagar. The programme was attended by 62 participants.
SLVDP at Mohali on 19.03.2013 in association with Govt. Ordnance Cable
Factory, Chandigarh. The programme was attended by 45 participants.
SLVDP at Ludhiana on 22.03.2013 in association with Guru Hargobind
Thermal Plant, Lehra Mohabat (Bathinda). The programme was attended by 70
participants.
SLVDP at Chandigarh on 28.03.2013 in association with Govt. Ordnance Cable
Factory, Chandigarh. The programme was attended by 65 participants.
SLVDP at Ludhiana on 28.03.2013 in association with PRTC, Patiala. The
programme was attended by 55 participants.
In these SLVDPs, the items being procured by the respective Public Sector
Undertakings (PSUs) / Government Department and their procurement procedures
were discussed in detail.

2.4.3 International Co-operation Scheme
This scheme is being implemented for technology infusion & up gradation,
modernisation and promotion of exports of MSEs. Under this scheme the applications
of the trade associations were forwarded to the office of DC(MSME), New Delhi , for
the following Exhibitions/Trade Fairs held during the year:
2.4.4 National Awards
The Government of India, Ministry of MSME has established the following
National Awards to honour and commemorate the MSE entrepreneurs for their
outstanding achievements:
National Awards for Outstanding Entrepreneurs National Awards for Innovation in MSMEs National Awards for Research & Development
The Directors of MSME-DIs throughout the country are the conveners of the
State Level Selection Committees for these awards. Applications from eligible MSE
entrepreneurs and units are scrutinized and the team members to ascertain the
authenticity of the data provided by them visit the units. The State Level Selection
Committees headed by the Secretary Industry, Punjab Government, review these cases.
Deserving entrepreneurs and units, as per the criterion laid down in the Scheme are
recommended to the Office of the Development Commissioner (MSME), New Delhi,
for further processing. The following units of Punjab and UT Chandigarh were

2.4.6 NMCP SchemesUnder the National Manufacturing Competitiveness Programme, the following
activities were undertaken during the year:
2.4.6.1 Lean ManufacturingUnder this scheme 2 Days’ Lean MBR V Audit of Mohali Technology Cluster
jointly with the team of NPC, Chandigarh was conducted on 21st & 22nd March 2013.
The level of implementation of lean practices in 9 units was thoroughly examined
during the Audit.
2.4.6.2 Design ClinicThe following activities were conducted during the year under this scheme:
One Day Design Clinic Seminar was conducted on for the sewing machine
industry of Ludhiana at Hotel Gul Mohar. The programme was attended by 35
participants.
Needbased Assessment Survey was arranged from 14.03.2013 to18.03.2013 for
All India Auto Parts Manufacturers Association in collaboration with NID, New
Delhi, in which 16 MSME units participated. During the survey the working of
units was assessed and suggestions to cater their designing requirements were
provided by the experts.
The project of M/s Vishesh Electronic System was approved under Design
Clinic Scheme. Project cost was to the tune of Rs. 3, 63,000/- and 1st
Installment of Rs. 89,000/- was released to the party and all information was
provided to the unit.
2.4.6.3 Intellectual Property RightsThe following programmes were organized during the year:
Organized Sensitization Programme on IPR on 16.10.2012 at Ludhiana for
members of Sewing Machine Development Club. The programme was attended
by 48 participants.
Organized Cluster Specific Interactive Seminar on IPR on 21 & 22nd December,
2012 at Hotel Ashish Continental, Phagwara in collaboration with Laghu Udyog

Bharti and Automobile Dealers Association, Phagwara. Total 72 persons
attended the programme.
2.4.6.4 Bar CodeThe following programmes were conducted by Institute:
Seminar on Bar Codes was conducted for Mohali Industries Association at
Mohali on 5.03.2013. The programme was attended by 40 participants.
Seminar on Bar Codes was conducted for MSMEs at Ludhiana on 9.03.2013.
The programme was attended by 30 participants.
2.4.6.4.1 Bar Code Re-imbursementThe Institute motivated the MSME units of the state to avail financial assistance
for using global standards in Bar-coding. Under this scheme the Institute disbursed an
amount of Rs. 3,22,941/- as re-imbursement of Bar Code registration fee to 9 MSE

The common facility services are the significant elements of Promotional
Activities of the Institute. These services are rendered in two trades, Mechanical
Engineering, and Food Products through the Engineering Workshop and Training cum
Product Development Center (TPDC) for Food Products. The precision machines
installed in the Workshop assist entrepreneurs in developing products requiring higher
accuracy in cylindrical & surface grinding, milling and turning, The TPDC provides
assistance in the field of food & agro products through training and demonstrations to

the existing and prospective entrepreneurs. The Institute earned revenue amounting to
Rs. 2,27,425 through its Engineering Workshop in which 469 jobs were undertaken
and 239 units were benefited.
2.5 Consultancy Services
This is one of the important activities being carried-out by the Institute.
Consultancy services include not only providing guidance to set-up new units but also
to the existing MSME units pertaining to techno-managerial-cum-marketing
assistance.
Prospective entrepreneurs are guided in identifying the viable products/projects,
selection of appropriate technology, manufacturing processes and techniques, selection
of machinery & equipment, raw materials, standardization and specifications and
quality control techniques. Information is also provided about various facilities being
provided by other Organisations like DIC, PFC, NSIC etc.
While providing consultancy services to existing units, developments taking
place in various fields like technology, manufacturing processes, market trends,
environmental protection, energy conservation etc. were taken care of. These factors
lead to improve the quality of their products vis-a-vis to improve their overall
productivity.
2.6 Project Profiles
The Institute, during the year prepared 15 Project Profiles in Glass & Ceramics,
Mechanical & Hosiery trades. Five profiles have been prepared for new items having
market potential in this region and ten are revised & updated. The list of Project
Profiles prepared during the year has been given in the Annexure-1.
2.7 CO-ORDINATION WITH CENTRAL AND STATE GOVERNMENTORGANIZATIONS
Under this activity, officers of the Institute participate in various meetings of
the Committees constituted by different Central & State Government Organisations to

help them in implementing Government policies for the development of MSME sector
in the region.
The Director / Officers of the Institute attended a number of other following

2.8 Other Activities
2.8.1 Cluster Devopment Programme
Under the Cluster Development Programme, the Institute has taken up the
following activities:
Steel Re-Rolling Mills Cluster, Mandi Gobindgarh: The following soft interventionsin this cluster were undertaken by this Institute: The Institute organised 3 days Seminar for Steel Re-Rolling Cluster at Mandi
Gobindgarh from 25.02.2013 to 27.02.2013. During the seminar, the issues related toquality management, environment management and productivity improvement werediscussed in detail.
The website for Steel Re-rolling Mills Cluster was launched(www.steelclustering.com). The website contain useful information about the activitiesof SRM cluster
Soft interventions in Printing & Packaging cluster, Ludhiana and Oil Expeller & PartsCluster Ludhiana were sanctioned during the year. The implementations of theseclusters were with the State Govt.
The Diagnostic studies of following clusters were approved during the year, which areunder preparation. The State Govt. has received the payment from the DC (MSME),New Delhi for completing the task.

2.8.2 Parliament Question

2.8.3 Department related Parliamentary Standing Committee on Industry
To access the PMEGP Scheme and MoU performance of select PSUs, the Department
related Parliamentary Standing Committee on Industry visited Chandigarh from 14th to 16th
June, 2012. The Director MSME-DI, Ludhiana was nominated as nodal officer by O/o
DC(MSME), New Delhi. The Institute coordinated with concerned banks/organizations i.e.
State Bank of Patiala, Punjab & Sing Bank, KVIC, National Fertilizers Ltd., Central
Warehousing Corporation Ltd. and National Building Construction Corporation Ltd. The
progress of preparation of necessary documents and presentations of concerned
banks/organizations for interaction with committee members was apprised of to Rajya Sabha
Secretariat accordingly.
The briefing meeting held on 4.6.2012 at Parliament House Annexe, New Delhi in
connection with the arrangements to be made was attended by the Director along with an
officer of this Institute. As per discussions held in the meeting the State Bank of Patiala was
declared as nodal organization to make all arrangements concerning the visit of the
Parliamentary Committee and this Institute was freed from all responsibilities in this regard.
On 15.06.2012, the Director, MSME-DI welcomed the Hon’ble Members of the
Committee chaired by Sh.Triuchi Siva (Rajya Sabha) by presenting flower bouquet on their
visit to Hotel Taj, Chandigarh i.e. the venue of meeting. The Committee held meeting with
State Bank of Patiala, Punjab & Sing Bank and KVIC to access the PMEGP in Punjab. The
Director MSME-DI, Ludhiana attended the meeting on behalf of DC(MSME), New Delhi.

The progress of PMEGP scheme and role of implementing agencies was thoroughly reviewed
in the meeting. The committee also advised the effective measure for creating more
employment opportunities and transparency in implementation of PMEGP scheme.
