Background
People’s Plan Campaign (PPC) Sabki Yojana Sabka Vikas’ was launched for the first time
from 02.10.2018 to 31.12.2018 to enable the Gram Panchayats (GP) to prepare their Gram
Panchayat Development Plans (GPDPs) for the financial year 2019-20 in a holistic, realistic and
participatory manner. This Campaign could be effectively completed through meticulous
planning, training; energetic inputs by the States and strong backing of the related
Ministry/Department.
The main elements/ objective of formulation of GPDP, which also need to be captured
in the GPDP are (i) poverty reduction; (ii) human development; (iii) social development with
special emphasis on SC!ST, persons with disabilities, women and vulnerable groups; (iv)
economic development; (v) ecological development; (vi) public service delivery and (vii)
costless development. The major strategy of implementation is taking up planned works /
activities through convergence with Central / State schemes.
Inspired by the visible and satisfactory performance of the Gram Panchayats, Gram
Sabhas and other stakeholders involved in the PPC last year, The Ministry of Panchayati Raj,
Govt. of India has been decided to launch the same process for preparing GPDP for 2020-21
from 2nd October, 2019. GPDP should cover 29 subjects listed in the Eleventh Schedule of the
Constitution and schemes / programmes of your Department / Ministry. Since the GPDP
formulation entails plan preparation through participatory process, structured Gram Sabha
meetings are required where frontline workers of all Line Departments make detailed
presentations pertaining to their Department’s activities in the GP. Such inputs provided by the
frontline workers play an important role in the formulation of GPDP since these lead to sectoral
plan of the GPDP.
The activities and tasks performed by the cuffing edge level workers, frontline workers
of the different schemes and programmes, particularly Mahatma Gandhi National Rural
Employment Guarantee Scheme (MGNREGS), DAY-NRLM etc. will considerably facilitate the
tasks of formulation of GPDP by Gram Panchayats I Gram Sabhas. The intention is also to
involve women Community Resource Persons (CRPs) of Livelihood Mission and trained Social
Auditors as Facilitators for the Gram Sabha meetings. Your suggestions on replicating Mission
Antyodaya Survey helped immensely in identifying gaps at village and GP level and facilitated
systematic thrust on evidence based Planning and implementation during the previous
campaign.
With this background a detail Action Plan has chalked out for our State also. The
process will start from training to various committees to capturing of MA data at portal. The
various steps to prepare the participatory Planning is also chalked out. Finally, the GPDP has to
be uploaded at PlanPlus. A detail date wise activities are illustrated here in various chapters.

In this Gaon Sabha the following activities will be under taken:

Responsibilities: Ward Wise planning committee concerned Ward Member will be held responsible for
overall planning.

Activities:
1. As per calendar date fixed for that Ward, the planning team will assemble at the Ward.
2. First 3 days, they will collect all secondary data ( Previous Year ward wise plan, social map,
Resource Map. MA data, previous year MGNREGA Plan, Previous Year FFC Plan, Previous years
PRP and information from line deptts. (available funds and schemes) Institutions and local
organization)
3. Primary information collection
a. Mapping ( Social / Resource) = 1 Day
b. Focus Group Discussion (Farmers, Women & Child, Youth) = 3 Days.
4. Compilation of all information in prescribed format (Annexure – I ) depicting the situation
analysis of the Ward = 3 days
5. Ward Sabha for prioritization and Prioritization of PRP (Ward / VO wise) = 1 day
6. Draft Status Report of the Ward = 2 Days
Step – 3 : Consolidation of ward DSR into Panchayat Status Report
(5 Days – 25th to 31st October 2019)
Responsibilities:

c. Team for PRP
President & Secretary are overall in charge.
Activities:
1. Collection of ward wise DSR
2. All same sectors of the ward wise DSR will be segregated into same prioritization order.
3. Preparation of Draft Panchayat Status Report in Prescribed format. (Annexure – II) required
format for Panchayat DSR
4. Consolidation of Ward wise PRP in to GP PRP
Step 4: Prioritization Gaon Sabha / Gaon Sabha for Prioritisation
(Two Gaon Sabha per day per Dev. Block, Starting from 1st to 19th November
2019)

a. Visioning and Prioritization of the Panchayat Draft Status Report
b. Presentation of Schemes & Funds= of lone department for the FY 2010 – 2021
c. Presentation of Village Poverty Reduction Plan by representatives of Teams of PRP
Responsibilities:
1. The Secretary in consultation with the president, GP will call the Gaon Sabha
2. All ER members and functionaries of the GP will assist the secretary
3. All committee members (WLPFT, GPPFFT, Working Groups) will help to conduct the Gaon Sabha
4. The BDO and his / her team also assist for proper conduct of Gaon Sabha
5. The president and member of AP also assist for proper conduct of Gaon Sabha
6. The Chairperson and members of ZP also assist for proper conduct of the Gaon Sabha
7. All line deptt. workers also present to discuss this.

Plan (5 Days – 20th to 26th November 2019)

1. The secretary, GP will lead the team
2. All other members of committee will assist him / her
3. All frontline workers also help in this process
4. The BDO and his team also extent full support to develop the GPDP
5. PRI members of AP and ZP will also present
Activities :
1. Preparation of Annual Draft Plan
2. Preparation of resource Envelop. (Annexure – III)
3. Presentation of holistic Plan in prescribed format (Annexure – IV)
4. Segregation of plan as per the fund available with various project / programme. (Annexure – V)
5. Presentation of Annual Plan of MGNREGFA, Fifteen Finance Commission Grant etc for Financial
Year 2020 – 2021.
Step – 6: Gaon Sabha for Approval of Annual Acton Plan
(Two Gaon Sabha per day per Dev. Block starting from 27th November to
13th December 2019 )
Responsibilities:
1. The Secretary in consultation with the president, GP will call the Gaon Sabha
2. All ER members and functionaries of the GP will assist the secretary
3. All committee members (GLPFT, GPPFFT, Working Group) will help to conduct the Gaon Sabha
4. The BDO and his / her team also assist for proper conduct of Gaon Sabha
5. The president and member of AP also assist for proper conduct of Gaon Sabha
6. The Chairperson and members of ZP also assist for proper conduct of the Gaon Sabha
7. All line deptt. workers also present to discuss this.
