with the mass transportation system master plan in Rayong Community Areas.

3) The related agencies must use the EEC urban planning as a framework for determining

the direction of urban development that consist the policy.

4) The guidelines for the development of Smart City in the EEC area should be considered

by urban planning measures in 4 aspects as mention above.

5) The Smart city development must be undertaken within the framework of the New

Urban Planning Act in order to be Smart City Planning which include :
