HEI’s and CHED shared same sentiments




Major challenges confronting the higher education sector nowadays, which are:

(1)Lack of overall vision, framework, plan for higher education;

.(2) Deteriorating quality of higher

education; and

(3) Limited access to quality higher education.




(1)Lack of overall Vision, Framework, Plan for Higher Education;

This is evident on the proliferation of HEIs and proliferation of programs in the country.

According to the labor sector, the skills needed by the industry but not adequately provided by the academe are the following:

• Communication skills,

• Technical skills, and

• Numerical skills.




There is indeed a large proportion of mismatch between training in schools and actual jobs. This is the major problem at the tertiary level and it is also the cause of the existence of a large group of educated unemployed or underemployed.




According to studies undertaken by CHED, the following programs have been considered oversubscribed as evidenced by the huge enrolment recorded:

• Business Administration,

• Nursing,

• Teacher Education,

• Information Technology, and

• Hotel and Restaurant Management..




While the undersubscribed programs are:

• Science and Technology, and

•Agriculture and Fisheries




(2) Deteriorating Quality of Higher Education;

There has been a decline in the quality of higher education as the results of licensure examinations in various degree board programs were way below the target mean score.




Low Performance in licensure exams across all disciplines from

38.6 % in 2008

to

36.2 % in 2009




DepEd Data

Achievement rate of fourth year high school students in Mathematics dropped from:

50.70% in SY 2005-2006

to

47.82% in SY 2006-2007




As stated by Van Vankelburg,

“Students entering college courses are poorly prepared in Mathematics”.

Students nowadays are getting poorer in Mathematics as shown in the low grades and passing rates of students even in premier schools….




EDUCATION is the key!

Thus, it should be a top priority of every country.




It cannot be denied that the diminishing importance we give to education is all too obvious in the results of national and international assessment tests of our students, specifically on the 2003 Trends in International Mathematics and Science Study (TIMMS).




In the Philippines, we spend only

• 3.3% of our GDP on public educational institutions for all levels of education;

While.....

• 7.4% for Malaysia, and

• 4% for Thailand.




Teachers bear the responsibility of educating

our youth….

Lack of accreditation of HEIs and programs

Out of the 2,180 HEIs in the country, only about less than 500 HEIs have accreditation in

AY 2008-2010.




Inadequacy of facilities and equipment

Among the 1,792 HEIs (excluding SUC campuses), only

100 or 5.6 % HEIs can be assumed to have adequate

facilities.




Increasing number of SUC satellite campuses and increasing programs beyond their original mandate . There are now 110 SUCs in the

country while the SUC campuses are now totaling 388.




Quality of Education has also been a decline in our

country’s global competitiveness.

(3) Limited Access to Quality Higher Education.

As evidenced by the low participation rate and low completion rate caused by increasing costs and limited student assistance programs. Out of 100 pupils who enrolled in Grade 1, only 14 will graduate in higher education.




What do we, in the education sector, particularly we at the Commission on Higher Education, do to respond to these gigantic challenges besetting the higher education?

CHED’s response…..First, the Commission worked on the following key result areas:

1) Rationalization of higher education;

2) Quality and standards;

3) Access to quality higher education;

4) Transparency and accountability; and

5) Organizational development




Rationalization of Higher Education

1. Aligning higher education with national development goals;

2. Developing typology of HEIs;

3. Mapping of HEIs and programs;

4. Amalgamation of HEIs;

5. Moratorium on new HEIs and programs;

6. Harmonization of public and private HEIs (leveling the playing field); and

7. Rationalization of credentials




On Quality and Standards1. IQuAME as developmental instrument for non-

accredited HEIs;

2. Rigorous and transparent systems for autonomous and deregulated COEs and CODs;

3. Improved and effective Technical Panels;

4. More developmental and less prescriptive PSGs;

5. Closing of substandard programs and institutions;

6. Providing development support and/or incentives to deserving HEIs; and

7. Aligning Philippine HEI curricula and standards with international benchmarks.




On Access to Quality Higher Education

1. Improve and expand Government Assistance to Students and Teachers in Private Education (GATSPE);

2. Expand the Student Financial Assistance Program (STUFAP) - scholarships, grants-in-aid, Study-Now-Pay-Later Plan;

3. Alternative Learning Systems (ALS);

4. Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP); and

5. Ladderized Education program (LEP).




On Transparency and Accountability

1. Transparency of systems and processes;

2. Elimination of corrupt and questionable practices in CHED;

3. Elimination of corrupt and questionable practices in SUCs; and

4. Recognition of CHED as a clean and honest agency.




On Organizational Development at CHED

1. As a modern, technology-enabled organization;

2. As an efficient, service-oriented, empowering, happy organization;

3. CHED’s physical plant is clean, well-maintained, attractive and user-friendly and client-friendly; and

4. Relevant and interested in national and global issues.




If we work together, we can create an educational

environment capable of generating and nurturing

development that will produce globally competent individuals

who are well equipped with general knowledge and

intellectual capacities needed by the industry….
