living off-post can be difficult if you have a medical emergency. The thing to remember is to remain calm. To call for Medical emergencies from off-post you must dial 119. This is a Korean Ambulance that will take you to the nearest host nation hospital. The DoD post Ambulance can not respond off-post. If you live off-post you must call the Korean Fire Department. They also use 119 as the emergency number. If you need assistance from the Korean police then you must dial 112. The Military police can respond off-post, from your cell phone dial 031-869-5096 and this will call the on-post 911 service line.

The emergency dispatch off-post for medical and fire is 119 (Korean police is 112); however, you can dial (02)-1339 from any landline or cell phone to reach an english-speaking emergency dispatch.

In the instance of a medical emergency, a Korean ambulance will be dispatched to take the patient to the nearest host nation partnership hospital. The DoD post Ambulance cannot respond to off-post emergencies. For Area I, the only host nation partnership hospital is St. Mary’s in Uijeongbu.

**For those enrolled in TRICARe overseas program (Top) prime and are seen at a host nation partner hospital, there will be no upfront costs.

** For those not enrolled in Top prime, or if you are seen at a non-partner host nation hospital, the costs for medical treatment are paid upfront. Afterwards, file your claim and receipts with TRICARe for partial to full reimbursement (based on your TRICARe plan) at DSn 05033-36-7236

WELCOMEWelcome to AREA I, Korea. This geographic area includes all Army Camps North of the city of Seoul

(Camps Red Cloud, Casey, Stanley, Hovey, Jackson, and those in the Western Corridor). As you will

find, the communities within AREA I have a lot to offer newcomers. Of all the helping agencies in the

area, the Family Morale, Welfare, and Recreation (FMWR) presents a host of venues for entertainment

and activities that fit any person or family.

Under the auspices of FMWR is Army Community Service (ACS) which is located on Camp Casey

–the social and family hub of AREA I. ACS offers programs and assistance to guide soldiers, civilians,

retirees, and family members toward successful integration into the community. Our programs include

Relocation Readiness, Information & Referral, Financial Readiness, Army Emergency Relief, Family

Advocacy, Employment Readiness, Exceptional Family Member Program, New Parent Support, Victim

Advocacy, and the Army Volunteer Corps. Within our facility (building 2451) are also the Women,

Infants and Children (WIC) program, American Red Cross, and the Military Family Life Consultant

program (MFLC). Descriptions for each program are located in the various tri-folds and handouts in

the Welcome Packet.

You will also find a list of Recommended Family Member In-Processing actions. This extensive list

will guide you through the important first steps of in-processing and ensures you are able to use the

Commissary & PX (both stores require a “Ration Card”), obtain a USFK driver’s license, and register

and drive your car. These and other in-processing actions will smooth your transition into the commu-

nity and free you up for the adventures that await you in Korea. ACS is the one source that can guide

you to all soldier and family support agencies in AREA I. Please be assured that the ACS team will

assist you and your family members during their stay in Korea.

If you haven’t been to Army Community Service in awhile, looking to Volunteer, employment

opportunities, New to the Army or Community, wellness classes or are not sure what Army Community

Service has to offer, stop by and discover what we can do for you.

The Army spouses from the beginning have managed lending closets, thrift shops, and nurseries;

raised money to help those in need or emergency situation, taught and trained the inexperienced and

provided care and solace to the sick and bereaved through a foundational understanding of the Army

communities added to its stability. Army Community Service (ACS) was designed to enhance these

volunteer efforts and to provide a flexible structure for a more formal operation of a practical social

service system. On 25 July 1965, General Harold K. Johnson, Army Chief of Staff, dispatched a letter

to all major commanders announcing approval and establishment of the ACS program. Throughout the

decades, ACS has grown and evolved in responsibility and effectiveness. The publication of a revised

version of AR 608-1 introduced new avenues of accomplishment of this viable program and additional

programs were formed under the ACS umbrella. The ACS Centers are now required to go through a

rigorous inspection be considered for Accreditation Certification. The Camp Casey ACS received a full

Accreditation with Accommodations in May 2012.

Army Community Services mission is to deliver comprehensive programs and services supporting life-long

learning empowering individuals, Soldiers, Families, and units enhancing their personal growth and

professional development. Army Community Service is an empowered team that provides professional,

coordinated, and responsive advocacy and prevention, Information and Referral, Outreach, Financial,

Employment, Soldier and Family Readiness, Exceptional Family Member and relocation assistance services

that support the readiness and well-being of Soldiers and their Families, Civilian Employees, and Retirees.

The myth is that ACS is only for Families but the reality is that there is something in ACS for everyone.

We exist to help you with everyday concerns or in your times of need or great distress. We operate in

real time and have Real Life Solutions for Successful Army Living. ACS is still serving Families after

48 years. We still believe that volunteers are the heart of our programs.

Some of the programs and services we provide are:

Relocation Assistance Program: Newcomer’s Orientation, "Get SMRT" Public Transportation/Subway Class to Uijeongbu, Citizenship & Immigration, Lending Closet, Sponsorship

Financial Readiness Program: Proactively educate the community on personal financial responsibility – offering weekly basic money management classes, credit report/credit check, TSP and Consumer Education

Army Emergency Relief (AER) – Provide Emergency Financial Assistance in the form of an interest free loans or grants with valid need.

Family Advocacy Program (FAP – Prevention, Education and Victim Advocacy): CoupleCommunication, Anger Management, Stress Reduction Classes

Exceptional Family Member Program (EFMP) – Provide prevention, education and advocacy for family members with special needs.

New Parent Support Program – Provide support, prevention and education to new and expectant parents.

Army Volunteer Program – Recruit, train and educate volunteers in the community.

Employment Readiness Program – Provide information on careers, federal employment, resumes and job openings.

Army Family Action Plan – Focus on issues or concerns that affect the quality of life in the community.

Army Family Team Building –A series of classes broken down into 3 levels that focus on Military Knowledge, Personal Growth and Resiliency, and Leadership Development. These classes offer progressive instruction to equip Family members with the skills necessary to navigate through the Army system, understand the military mission and way of life and to successfully access the many resources and services available at the installation. Classes are interactive and are instructed by volunteer instructors and Subject Matter Experts.

SHARP SARC/VA – Provide support, education and training in the prevention of Sexual Harassment and Assault. Provide 24/7 Victim Advocacy support.

Family Member Inprocessing Checklist, Camp Casey, Area 1

· register all Family members in DBiDS – Number oNe PriorityYou will need to register All Family Members, including young children. Bring a copy of all orders, military IDs and passports. At Camp Casey this is done in Maude hall Bldg 2440, at Camp Red Cloud in Building 225.

· ration ControlMust be done 24-48 hours after DBIDS registration -Adult Family Members MUST receive a Ration Control plate to purchase items in the Commissary, pX and Gasoline. You will receive a temporary card until your permanent plate is available. Sponsor must be present to sign for the cards. Bring all copies of orders to Camp Casey Maude hall Bldg 2440, 730-3200 and Camp Red Cloud, Bldg 611, 732-6762.

· A-3 visa and SoFA StampACS has the forms. You must complete a form for each Family Member. If Active Duty, you will need to prepare a SoFA memorandum for your Commander's signature (ACS will give you a sample); civilians need a copy of their letter of employment. Applicants must apply in-person at Yangju Immigration. This must be completed within 90 days of arrival in Korea. You must go to Korean Immigration in Yangju to accomplish this (map available at ACS). Failure to apply for the A-3 visa can result in fines and possible deportation and/or fines.

· Community Newcomers' orientation: ACS, Bldg 2451, Casey (3rd monday monthly 0900-1600) Highly recommended to attend this one day orientation. You will learn about USAG Red Cloud/Casey facilities, activities and benefits. Gain valuable Information on legal & medical services, cultural adaptation, non-combatant evacuation operation (neo), and other services. This newcomer’s orientation and ACS program is held 0900-1130 with a “Get SMRT” Subway class/ tour from 1200 to 1600. please bring Korean Won for lunch and shopping. Child care is provided through CYSS/ CDC with pre-registration at CYSS is required, please call 730-3107/4005 for info.

· Pov License If the sponsor is authorized to register a pov, adult Family Members may obtain a pov license. Your valid US license may be used the first 30 days in country. After that, you MUST pass the driver's license exam. The study guide is available on the USFK website. See USFK Regulation 190-1 for more information.

· Korean Language Class: Camp red Cloud CAC learn how to read, write and speak Korean. each class is 2 hours and available for beginners and advanced students. For more information call 732-6246.

· Adventure Seoul: Camp red Cloud CAC monthly learn how to use the bus and subway System to explore Korea. experience a trip from Ujieongbu to Seoul using public transportation. orientation covers how to use T-money cards and much more (bring Korean Won for T-money cards). limited Seating - to register call 732-6246.

· military Spouse Tour of Dongducheon: Camp Casey CAC new to Dongducheon City? Spend the day visiting a museum, a local community center and a local market. learn about Korean etiquette and culture.
