1. Introduction
The SIA Approved Contractor Scheme (ACS) offers your organisation the
opportunity to distinguish itself as one of the best providers of private
security services in the United Kingdom.
The following notes will help you complete the ACS Application Form
successfully. Please read this document carefully before completing the
application form.
The submission of an incomplete or incorrect application will result in
delays as documents will be returned for correction and resubmission. It
is your responsibility to ensure that the application form is fully complete
and in line with the guidance in these notes.
The ACS team aims to acknowledge all applications within one working
day of receipt. An application ‘completeness check’ is made following the
acknowledgement which will ensure that all necessary elements of an
application have been supplied; only then will the application be
formally processed to determine its content and validity.
Please note, the organisation submitting an application to ACS is
referred to as the Applicant within these notes.
Who can complete the Application Form?
The form should be completed by your nominated ACS contact. This person
will be the first point of contact between the SIA ACS Team and the Applicant.
There is however one key section within the application form which may
require other personnel within the company to complete/sign. This is because
Section G relates to personal information and must be completed and signed
by an Authorised Official (Chief Exec, Director, owner) of the company.

2. Which application to submit
The ACS Application Form should be used to submit the information
required for the following types of ACS application:
1. New Approval - ACS Standard
2. New Approval - ACS Passport
3. Annual Re-registration
4. Renewal of Approval
5. Substantial Change in Circumstance
ACS approval has a duration of three years. If you are not an existing
Approved Contractor and are seeking approval for the first time, you will
be submitting a New Approval Application.
Once ACS approval has been granted it must be maintained by a
process of re-registration towards the end of each complete year, i.e. at
the end of year 1 and year 2. At the end of year 3 a Renewal Application
must be made.
The ACS Approvals Team must be informed of any change in
circumstance as they arise. Minor changes can be communicated via
email or letter, but a Substantial Change (as defined in Section 4.1.5)
must be submitted using the ACS Application Form.
Navigating the Application Form
For ease of cross reference, there is an identifier (e.g. A6) against each
line of the ACS Application Form. Included in these notes are
corresponding explanations. Please state this cross reference when
discussing the application form with the SIA or other interested parties.

3. Important Points
When completing the application form please use black ink.
Once received the completed form is scanned and stored as
part of your record. Some lighter inks cannot be read by the
scanning process.
Please do not deface the form in any way. Write clearly in
BLOCK CAPITALS.
It is advisable to make multiple copies of the Section J -
Continuation Sheet prior to completing the form.
If the application form cannot be read, this will inevitably lead to
delays in processing the application.
Please answer all of the questions on the form. Answer Yes or
No questions by putting a tick ✔ in the relevant box.
Mandatory fields are marked with an !. These must be
completed in order for the application to be processed.
Key Information fields are indicated by a A change to this
information is considered as a ‘substantial change’ in
circumstance. The ACS Approvals Team must be notified of
such changes immediately as they occur. Please note
substantial changes may result in a verification visit.

acknowledgement simply confirms receipt of your
correspondence and does not comment on content or validity.

When you first apply for approved status you will be given a unique 10
character reference which will be used by the SIA to identify your
organisation. You may find it useful to write your ACS reference in the
boxes below and then store these notes somewhere safe for future
reference.

4. Application Processes & Definitions
4.1 Section A - Application Type
4.1 Use Section A to fill in detail of the type of application you are
submitting and details of your nominated ACS contacts.
4.1.1 All applications should contain a completed application form,
appropriate fee with completed payment slip and relevant
supporting documents.
In most circumstances a fee and payment slip is not required for
a Substantial Change application.
4.1.1 A2 - New Approval - ACS Standard
Tick this box if you are not an existing approved contractor but
wish to apply for ACS approval. New applications involve a self
assessment, followed by a verification visit from an SIA approved
Assessing Body.
Before you can submit a New Approval application, you must
complete the self assessment workbook, which helps you to
determine the extent to which your organisation is ready to
undertake the formal application.
The self assessment workbook is without obligation and there is
no SIA fee. Relevant self assessment workbook information is
available from our website at: www.sia.homeoffice.gov.uk/acs
Once you have submitted your application form the approval
process will then commence as follows.
Stage 1 - Completion check
This will involve checking if all mandatory fields have been
completed, appropriate payment has been made and that all
necessary supporting documents are submitted.

Stage 2 - ACS eligibility requirements check
Once an application has passed the completion check the ACS team will
conduct an ACS eligibility requirements check. This is an evaluation of
three key areas:
1. An assessment determining if there is fit and proper
management in place.
2. A calculation to check the Applicant has the correct percentage
of licensable staff.
3. An investigation to confirm there are no substantiated
complaints against the Applicant.
Stage 3 - Completion of ACS standard verification assessment
Once the ACS eligibility requirements have been met you will be notified
and advised to arrange (where appropriate) a verification visit from an
ACS Assessing Body. You can choose an assessing body from the ACS
Register of Assessing Bodies on the SIA website. The verification visit
will take a number of days to complete depending on the size of your
organisation.
Stage 4 - ACS approval decision
Once we have received the verification report from the Assessing
Body, an approval decision will be made once an updated Intelligence
check has been completed. A notification of our decision will be sent by
letter. If approved, this letter will also include a request for an annual
registration fee.
Stage 5 - Payment of registration fee and publication of company
details on the Register of Approved Contractors (RoAC)
You will have 30 days to make payment of the registration fee. Once
payment has cleared, your Approved Contractor details will appear on
the public Register of Approved Contractors on the SIA website.

4.1.2 A4 - New Approval - ACS Passport
Passport application is an alternative first time entry route into ACS,
available to organisations with certain specified accreditations that
are approved by the SIA. Under this route, no self assessment or
verification visit takes place. The approval decision is based solely
upon adherence to the eligibility criteria and the accreditation(s)
held. Full details of the Passport process are outlined on the SIA
website, www.sia.homeoffice.gov.uk/acs
4.1.3 A5 - Annual Re-registration
If you are approaching the end of the first or second year of your
approval, you must submit an Annual Re-registration Application.
Failure to re-register each year will lead to automatic withdrawal from
the scheme. Annual Re-registration is dependent upon arranging an
ACS verification visit by an Assessing Body.
If your organisation gained Passport approval, verification by an
SIA Approved Assessing Body is not required but you must provide
evidence that you continue to hold the relevant accreditation.
Please also provide the date by which re-registration is due.
4.1.4 A6 - Renewal
The renewal application box should be ticked if your 3-year approval is
due to expire and you intend to renew this status. Renewal applications
involve the full comprehensive ACS assessment including a verification
visit from an SIA Approved Assessing Body. To ensure continual
approval status you should apply for renewal well in advance of expiry
of your current approval - about eight weeks prior. Please also provide
the date by which renewal is due. The process for a renewal
application is identical to that for a new approval.
4.1.5 A7 - Substantial Changes in Circumstance
Tick the substantial change in circumstances box if you are an
existing approved contractor and are informing the ACS approvals
team of substantial changes in circumstance. A substantial change
in circumstance exists when any of the details recorded in fields
marked change. An example would be a change in ownership.
Failure to advise us of a substantial change in circumstances at the
time this occurs may result in ACS approval being withdrawn.

4.1.6 Self Assessment Workbook
A8 Have you completed your achievement record using the Self
Assessment Workbook (SAW)? Please tick the appropriate box.
If you are not able to enter your workbook results into the on-line
Achievement Record, you may return a paper copy of the workbook
with your application.
A9 It is preferable to provide your achievement record on-line.
If applicable please confirm the email address you used to log-
on to the on-line system, so that the scores can be checked and
transferred to your chosen assessing body in due course.
4.1.7 Organisation
A10 For which SIA licensable activities do you wish to apply for
approval? Please tick the box (or boxes) for the sectors within
which you operate and are seeking approval. You may tick
more than one. If your application is successful and approval
status is granted, the sector(s) for which the approval applies
will be listed on the ACS Register of Approved Contractors.
ACS approval is only available for SIA licensable activities as
per A11-A17. Please see the SIA web site for further detail, or
telephone us on 020 7025 4190.
A11 – A17 Licensable Activities: ACS approval is available
for these licensable activities.
In England, Wales, Scotland and Northern Ireland it is now
illegal for an individual to undertake these activities without
an SIA licence.
In Scotland approval is not available for the activity
of Vehicle Immobilisation.
A18 Private Investigation: ACS approval is currently under review
awaiting consultation and creation of licensing mechanism
for this sector. Please refer to the SIA website for the latest
information.
A19 Details of nominated contact people: Please provide details
for two people we should contact regarding the application
and the approval process.

A20 Title: Enter title e.g.: Mr, Mrs, Ms, Miss, Dr, etc.
A22 Forename(s): Enter first name(s) / forename(s)
A23 Surname: Enter surname / family name. The full surname
should be given.
A24 Position: Enter job title / position of responsibility.
A25 Direct line/switchboard number: Enter direct line or
switchboard telephone number including country code, local
code and number.
A26 Mobile number: Enter mobile phone number including country
code, if available.
A27 Fax number: Enter a fax number including country code, local
code and number.
A28 Email address: Enter preferred email address.
A29 Company website address: Enter your organisation’s website
URL, for example www.sia.homeoffice.gov.uk
A30 Postal address: Enter preferred business postal address for all
ACS related correspondence.

4.2 Section B - Applicant Organisation Details
Section B relates to the Applicant organisation. This information will
be used to carry out an ACS eligibility requirements check. An SIA
intelligence search will be conducted on the Applicant using the
information detailed here and will encompass investigation into the
management personnel, verification that no significant substantiated
complaints against the organisation have been received by the SIA
and confirmation of clear organisational ownership.
B1 Trading details: The SIA will consult with organisations such as
Companies House to verify the identity of the Applicant.
B2 Organisation name (if different): Enter full name of Applicant
as registered with C0013721796711ompanies House or
company bankers.
B3 Trading name of organisation: Enter name by which the
business is referred to in general use. Use Section J
(continuation sheet on page 15) to add details of previous
trading names if relevant.
B4 Year trading since: Enter the year in which the Applicant
began trading, YYYY.
B5 Date business became incorporated: Enter date organisation
became incorporated, DD/MM/YY, or ‘N/A’ if not applicable.
B6 Company or Limited Liability Partnership registration number:
Enter the Companies House registration number or ‘N/A’ if not
a registered company.
B7 Organisation existing ACS reference (if known): Enter your 10
character reference issued by the SIA from previous dealings.
If you do not have an ACS reference, one will be allocated
during the processing of your application.
B8 Tick and continue to B18 if registered / main address details
are same as above: Where details remain the same, tick this
box and skip to B18 to avoid repeating postal address details.

B9 through to B17
Registered / Main Address Details if different: These essential
trading details are required by the SIA to process your
application and will be used in the ACS Eligibility Requirement
check and planning of your Verification Assessment. It is vital
that they are accurate.
B18 through to B23
Please give status of your organisation: Tick the box which best
applies to you. If a suitable description of your organisation is not
listed, tick the ‘other’ option and provide details.
B24 Subsidiary Company: Complete B25 & B26 if the organisation
is a subsidiary of a ‘parent’ organisation.
B25 Parent company name: The full legal trading name of the
parent company.
B26 Parent company registration number: The companies house
registration number (if applicable).
B27 Other companies in the group hierarchy: Tick ‘Yes’ or ‘No’ box
as appropriate and complete B28 if ‘Yes’.
B28 If Yes: Please provide the names and registration numbers of all
companies within the group hierarchy. Only include companies
which have security industry related activities and/or employees,
detailing SIA licensed or licensable staff.
B29 Do you belong to any other industry standard scheme? If your
organisation has been audited for other recognised standards
please give details including the name of the scheme,
standard(s) used and auditing body. Tick ‘Yes’ or ‘No’ box as
appropriate and complete B30 and so on if ‘Yes’. You may
enter details of up to three existing Accreditations or
Standards. If more space is required, please use the
continuation sheet on page 15. Please note that proof of
scheme certification is required a Passport application.
B30 Scheme/Award/Accreditation: Detail scheme, award or
accreditation (if applicable)
B31 Name of scheme(s): State the formal name of the scheme (as
per the award certificate).

4.3 Section C - Operational Profile
This information will be used to assist in the planning of your
verification visit. It is vital that accurate data is provided. Please note
that any reference to 'staff' or 'employees' includes any individual
who is classed as 'self-employed'.
C1 Number of client sites where security staff are deployed, i.e.
your customer sites: Please enter the approximate number of
customer sites where you deploy security staff. If not
applicable, e.g. for CVIT personnel, put ‘N/A’.
C2 Number of your own company sites where staff are based i.e.
your own buildings and offices: Please enter the appropriate
number of company sites where you have security related
staff working, include head office and area branch/offices.

C3 Information on the services you provide by region: This will
be included in the Register of Approved Contractors.
C4 Approximate current annual turnover relating to licensable
security services: Only include your approximate turnover for
security services that require an SIA licence.
C5 Are you VAT registered? Please answer’ Yes’ or ‘No’. If ‘Yes’
provide the registration number in C5.
C6 If yes: Please enter your VAT registration number.
C7 Number of permanent employees who joined the organisation
over the last 12 months: If possible, please indicate the
number of permanent staff who joined your organisation in the
last 12 months.
C8 Number of staff who already hold an SIA licence: If possible,
please indicate the number of permanent staff who already
hold an SIA licence.
C9 Number of permanent employees who left the organisation
over the last 12 months: If possible, please indicate the
number of permanent staff who left your organisation in the
last 12 months.
C10 How many went onto another job in the private security
industry: If possible, please indicate the number of staff who
went onto another job in the private security industry.
C11 Number of permanent employees who are employed part time:
If possible, please indicate the number of permanent
employees who are employed part time.
C12 Please indicate whether your organisation provides temporary
security staff to other security suppliers.
C13 Please indicate whether your organisation provides a security
service to other security suppliers as a subcontractor.

4.4 Section D - Your SIA Licensing Statistics
This information is a requirement of the ACS eligibility requirements
check and will be used to determine if the Applicant has reached
the current licensing threshold for percentage of licensed staff.
Please note that any reference to 'staff' or 'employees' includes any
individual who is classed as 'self-employed'.
D1 It may be that some of your staff hold two or more licences.
ACS Fees are based upon the number of licensable
individuals deployed (not on the total number of licences), so
please detail the total number of licensable individuals across
all sectors applied for. If one individual holds two licences for
different sectors, then count only one.
For each sector approval is applied for, complete one column
of the table i.e. columns labelled D2 through to D4 see Table 1
below - Security Sector Licensing Statistics.
These questions relate to the licensing of your staff and are
mandatory. Questions only relate to the licensable sectors that
approval is applied for, i.e. do not include sectors for which you are
not seeking approval.
D2 Total number of licensable staff: Enter the total number of
licensable staff who hold, or are required to hold, an SIA licence.
A member of staff is considered to be anyone who directly or
indirectly carries out licensable activities on behalf of, or
controlled by, the applicant organisation. This includes agency
staff and any individual who is classed as 'self-employed'. This
number will be the number used to calculate the maximum
number of staff that may operate under licence dispensation.
D3 Total number of licensable staff holding current licences: Enter
the total number of staff who possess a current, valid licence
which has been issued to them by the SIA. D4
Number of licence applications pending: This is the number of
staff that have completed their training, applied for a licence,
but have yet to receive the licence from the SIA. i.e.: they
have received an acknowledgement letter, but not yet
received the licence itself.

required by the assessor for verification purposes and at the time of
the verification visit. This list should include the following information:

4.6 Section F - Directors, Partners or equivalent
A requirement of ACS is to ensure Approved Contractors have fit
and proper management in place. To evaluate this, the ACS
approvals teams will carry out checks on all statutory directors,
shadow directors, partners or equivalent roles.
The senior responsible person e.g. owner, manager, CEO or
equivalent must provide a list of all persons fulfilling senior roles
using the table provided. This must include the senior responsible
person and all of his/her direct reports. Please use the continuation
sheet on page 15 if required.

Each licensable person shown on the list that does not already
hold an SIA frontline or non-frontline licence must provide a

4.7 Section G - Authorised Signatory
Authorisation to apply for the Approved Contractor Scheme must be
given by the CEO and /or owner of the applicant organisation.
Sections G2 through to G5 are to be completed by the authorised
signatory.
The Declaration and Consent should be read carefully.
The Data Protection statement is provided for general information.

4.8 Section H - Payment
The appropriate Application Fee and ACS Payment Slip must be
submitted with the Application Form, unless your application is for
Re-registration (where we shall advise you what fee is due). The
processing of a new application can only commence once the
correct payment has been received and cleared. Payment must
be made in British pounds sterling only. For details on the fees
please consult our website, www.sia.homeoffice.gov.uk/acs
4.9 Section I - Proof of Applicant Organisation Identity
Please enclose all the documents listed, indicating with a tick in the
relevant box.
4.10 Section J - Continuation Sheet
Please use the continuation sheet supplied on page 15 of your
application form to provide any additional information not recorded
on the application form. This page may be photocopied as required.

6. Glossary of Terms
ACS Reference The unique 10 character reference given to all
approved contractors.
Annual Re-registration If you are approaching the end of year 1 or 2
of your approval you must submit an annual
re-registration application.
Applicant The organisation submitting an application to
ACS will be referred to as the Applicant in
these notes.
Approval Renewal A renewal application is required prior to the
expiry of the standard three year approval.
Assessing Body Organisations listed on the Register of Assessing
Bodies are authorised to conduct ACS
verification assessments. The Assessing Body
will deploy assessors to conduct the verification
assessment once arrangements have been made
directly with that Assessing Body.
Authorised Signatory Authorisation and consent is sought
from the CEO, owner, or equivalent of the
Applicant organisation.
Eligibility ACS requirements that must be satisfied before
Requirements an ACS verification assessment can be conducted.
Employee When defining a role as either employed or
self-employed HMRC guidance, including
Income Tax (Earnings and Pensions) Act
2003 (TEPA) must be complied with.
Intelligence Check The intelligence check is an investigation
into the identity and ownership of your
organisation. It will also include an
investigation into any reports or complaints

Non-Front Line A non front-line manager supervisors and/or

Passport Approval An organisation with an SIA approved
accreditation is eligible for the Passport route.
Approval is granted on the SIA being satisfied
that the eligibility criteria are met. No self
assessment or verification visit is needed as
this has already taken place in achieving the
approved accreditation.

SAW Self Assessment Workbook
Standard Approval Any organisation can choose to use the Self
Assessment approach, using the Self
Assessment Workbook (SAW). Approval is
granted when the eligibility criteria have been
met and a successful verification visit has
taken place.
Substantial Change A change in circumstances is ‘defined as
in Circumstance substantial’ when any of the details recorded
in fields marked with a change. An
example would be a change in ownership.
Such changes may subsequently result in a
verification visit.
Supporting Documents Documents that should be submitted along
with a completed application form.
Verification Visit As part of the Standard Route approval
process an ACS verification visit is conducted
by an assessor from an approved Assessing
Body to evaluate the Applicant’s performance
against the ACS Standard.
