TYPE OF FILE Summary statistics. SUBJECT CONTENT The American Community Survey (ACS) is the largest household survey in the United States, with an annual sample size of about 3 million addresses. Every year the ACS supports the release of single-year estimates for geographic areas with populations of 65,000 or more. This release of the American Community Survey Summary File (ACS-SF) is a prototype using the 2005 detailed tables (a.k.a. “base tables”). The Census Bureau ACS programming staff plans to begin implementation of the production summary file series no later than December 2007. This prototype of the ACS-SF is meant to provide data users with an early version of the ACS-SF. We encourage data users to provide comments on this prototype to help us design and implement the full version of the ACS-SF. Please send any comments you have via email to: [email protected]. Throughout 2007 we may issue updates and corrections to this prototype ACS-SF. We will keep users aware of these updates via the ACS Alert from the ACS website: www.census.gov/acs/www. The ACS-SF contains the sample data, which is information about the characteristics of local communities compiled from the questions asked of a sample of people and housing units. The topics listed below are covered by the ACS and focus on demographic, social, housing, and economic characteristics and cover a broad spectrum of geographic areas in the United States and Puerto Rico.

The statistics produced from the ACS describe the characteristics of population and housing in the United States and Puerto Rico. The Census Bureau uses the data collected by the ACS to create estimates and variances, which are termed statistics, for these characteristics. The ACS releases statistics in several forms – totals, proportions, percentages, means, medians, averages, and ratios. There are three sets of data files in identical format with one field per estimate. One file contains the estimates, another file contains the standard errors, and the third file contains the margin of error. The ACS-SF contains a total of 1207 unique detailed tables (a.k.a. “base tables”). Of these tables, ID’s beginning with the letter “C” are collapsed versions of tables (i.e. these tables have fewer detailed cells). These detailed tables include both U.S. and Puerto Rico population and housing characteristics for the housing unit population and for a limited

list of race and Hispanic or Latino groups. Population and housing items may be cross-tabulated. Selected aggregates and medians are also provided. A complete listing of subjects in this file is found in the section, “Subject Locator”. GEOGRAPHIC CONTENT The ACS Summary File includes all detailed tables for all geographies published by the 2005 ACS. The main directory of the ACS-Summary File's FTP server (ftp://www2.census.gov/acs/summaryfile) contains documentation on using the ACS-SF and 54 subdirectories, for the United States, the 50 states, the District of Columbia, and Puerto Rico. The tables are identical for all files, but the geographic coverage differs. This abstract lists the most frequently accessed geographic levels. The “Summary Level Sequence Chart” section outlines the hierarchical and inventory geographic summaries in their entirety. Two summary level sequence charts are provided: one for the state files and one for the final national file. 1. Chapter 1: Abstract contains an overview of the American Community Survey (ACS) and how to use the ACS Summary File technical documentation.

2. Chapter 2: How to Use the Summary File gives users the background information on the data tables. It also describes the naming conventions on the table names, and it gives a brief summary of the geographies.

3. Chapter 3: Subject Locator is an index designed to help users quickly identify the tables in the summary file. This index is arranged in alphabetical order by the name of a subject.

4. Chapter 4: Summary Level Sequence Chart has a detailed list on the geographies and their summary level. The summary level is a three-character code that the ACS uses for identifications on geographies. The summary level is used in the production of the ACS data.

5. Chapter 5: List of Detailed Tables contains information on the file identification, the table’s identification number, title of the table, how many cells are the table, the start position for the table, and the sequence numbers.

6. Chapter 6: Data Dictionary includes the table shells. A table shell is an overview of the table including the table identification, the title, and the stubs (label for the rows).

7. Chapter 7: Accuracy of the Data provides data users with a basic understanding of the sample design, estimation methodology, and accuracy of the data.

8. Chapter 8: User Updates informs data users about corrections, errata, and related information. Users can find unique characteristics, changes, or corrections associated with the data. American Community Survey Notes and Errata, which contain user updates for individual files, are located on http://www.census.gov/acs/www/UseData/Errata.htm.

Additional reference materials can be found in the appendices of this document: A. Appendix A gives a brief explanation of the Census Bureau’s common terms as

well as details on specific geographic areas presented in the American Community Survey data products. Information on American Community Survey geographic terms and concepts can be found in Appendix A.

B. Appendix B identifies and defines 53 population variables, and 42 housing variables to help users understand the results of the American Community Survey. These definitions include information on how the data were collected and how they are presented in data products. Subject definitions can be found in Appendix B.

C. Appendix C gives an overview on American Community Survey’s collection methods and procedures. Data Collection and Processing Procedures are located in Appendix C.

D. The ACS questionnaire is in Appendix D. E. Information on data products and user assistance can be found in Appendix E. F. Appendix F contains maps of areas published by the 2005 ACS for the “nation”,

“counties and places”, “PUMAs”, “Core Based Statistical Areas”, “the 108th Congressional District”, and “the 109th Congressional District”.

G. Appendix G contains ACS code lists for “Ancestry”, “Hispanic Origin”, “Industry”, “Language”, “Occupation”, “Place of Birth, Migration, and Place of Work”, “Race”, and “State”.

H. Appendix H consists of the document “Examples of Standard Error Calculations” which contains examples based on the real data to demonstrate the use of the formulas referenced in the Accuracy of the Data Document in Chapter 7.

USER UPDATES The section on User Updates informs data users about corrections, errata, and related explanatory information. These updates provide information about unique characteristics, changes, or corrections. However, sometimes this information becomes available too late to be reflected in the tables or related documentation. American Community Survey user updates are available on the Census Bureau’s Internet site at http://www.census.gov/acs/www/UseData/Errata.htm. Users also can register to receive user updates by e-mail by contacting Customer Services Center, Marketing Services Office, U.S. Census Bureau on 301-763-INFO ([email protected]).

A problem was recently discovered in the collection of the 2005 travel time to work data for Coweta County, Georgia. No other characteristics appear to have been affected. The data tables containing travel time estimates for Coweta County have been removed or altered on the American FactFinder. A excel spreadsheet file will contain the list of all affected tables along with a description of the action taken for each table. For each table, an explanatory note is provided for the users. This problem is currently under review and users will be notified as soon as corrected data are available.

INTRODUCTION “How to Use the ACS Summary File” is intended to be used as a guide for data users to the American Community Survey (ACS) summary file and the documentation. New users should review this chapter before using the ACS Summary File. DATA FORMAT AND ACCESS TOOLS All ACS Summary File (ACS-SF) are available in the .zip format, which is a compressed format to reduce the file size. Users can download the .zip files through the File Transfer Protocol (FTP) from the American Community Survey FTP site located at URL: ftp://www2.census.gov/acs/summaryfile/. The ACS-SF will need to be unzipped before they can be read. There are many free file extraction tools available on the World Wide Web. Users may perform keyword searches on search engines to see what is available. Before installing the software, be sure to check for the system requirements and select the appropriate download. Most file extraction tools also have tutorials available to guide users on how to use the software. Generally, users will find the tutorial for a particular tool through the website that offers the download. Many operating systems today also have file extraction tools readily available in the software. In this case, users may use the extraction tool that comes with the operating system, and to find out how to unzip files in an operating system, users can perform a web search or visit the operating system's official website.

The FTP site has 54 directories for the data, which include the United States, the 50 states, Washington D.C., Puerto Rico, and example SAS programs. In each directory, there is a geography file for the selected area, and the .zip files are then organized by the geographies. For the user’s convenience, if users want the .zip files for all the geographies under a particular directory, the file all_<state|dc|pr|us>.zip contains all the files in the directory. This allows the users to save time and not have to download each individual file. After unzipping the ACS-SF, three ASCII (plain text) files are available, of which one file is for the estimates, one is for the margins of error and the last one is for the standard errors. Each ACS-SF includes detailed tables for all of the geographies published in 2005 and a geographic header record file in a fixed field; the geographic header record file's data portion includes a geographic link in the comma-delimited format. For more information on the files and their purposes refer to the README file in the main directory on the FTP site. FILE NAMING CONVENTIONS The .zip file names for all of the geographic header files follow a predefined structure. For the ACS-SF, all geography header files are named <state abbreviation>geo.2005-1y<r>. The state abbreviation is the United States Postal Service (USPS) two-character abbreviation for the state. The geo field includes a 7-character geographic sequence, of which the first three characters are always “000” and the last four characters increment from 0001~0150. The “r” indicates the release time period of the product. The “r” field is only used after the initial file release, and any subsequent releases, the “r” field is replaced by an alpha sequence letter (a, b, etc.). The extension .2005-1yr is used for both the state files and the national file, for single year estimates. The naming convention will enable a user and/or a computer program to determine the contents of a file from its name. See Figure 2.1 and Figure 2.2 for an overview of the file naming conventions.

READING THE GEOGRAPHIC HEADER RECORD The geographic header record (see Table 2.1 below) provides the data dictionary reference name, description and size. A slightly different presentation of the geographic header record appears in the identification section in Chapter 6: the Data Dictionary. In Table 2.1, the information in each summary level column is a guide to the presence or absence of additional geographic information on that specific summary level. In each row of a particular geographic area code, there is a listing of the summary levels that contain the area code. For example, the “CTY” code does not contain information for the state summary level 040; this is perfectly logical.

RECORD IDENTIFICATION File identification (FILEID), state/U.S. abbreviation (STUSAB), summary levels (SUMLEV), and the geographic component codes (GEOCOMP) are critical elements in identifying the geographic level for each record. The STUSAB field identifies the highest level of geography for the file. In state files, it identifies the individual state. For SF-3 files, the following FILEID and STUSAB codes are used. DATA STRUCTURE AND SEGMENTATION Each ACS-SF consists of 451 physical files: one geographic header file and 450 data files, of which 150 contain estimates, 150 contain standard errors, and 150 contain margins of error. The larger size of the tables made it necessary to divide the files into smaller segments. Small file size will allow users to work with only the table they need. Additional information on file/table segmentation can be found in Chapter 5: List of Tables. For more details on reading the data records see Chapter 6: Data Dictionary. A logical unique record number is assigned to all files for a specific geographic entity. This is done so that all records for a specific entity can be linked together across files. Besides the logical record number, other identifying fields are also carried over from the geographic header file to the table files. These are file identification, state/U.S. abbreviation, and characteristic. Appendix A ACS Geographic Terms and Concepts American Indian Area, Alaska Native Area, Hawaiian Home Land (AIANAHH) – A Census Bureau term referring to these types of geographic areas: federal and state American Indian reservations, American Indian off-reservation trust land (individual or tribal), Oklahoma tribal statistical area (in 1990 tribal jurisdictional statistical area), tribal designated statistical area, state designated American Indian statistical area, Alaska Native Regional Corporation, Alaska Native village statistical area, and Hawaiian home lands. Combined New England City and Town Area (CNECTA) – Adjacent New England City and Town Areas (see glossary term New England City and Town Area) that have a high degree of employment interchange may be combined to form Combined New England City and Town Areas (or CNECTAs). New England City and Town Areas that are part of a CNECTA retain their separate identities. Combined Statistical Area (CSA) – Defined by the federal Office of Management and Budget for use by federal statistical agencies according to the Census data, adjacent metropolitan and micropolitan statistical areas (see glossary term Metropolitan Statistical Area/Micropolitan Statistical Area) may be combined to form a CSA if the areas have a high degree of employment interchange. Each metropolitan or micropolitan statistical area retains its own identity. Congressional district (CD) – An area established by State officials or the courts for the purpose of electing a person to the U.S. House of Representatives. Within each State, these areas must contain, as nearly as possible, an equal number of inhabitants. The number of Congressional districts in each State may change after each decennial census, and the boundaries may be changed more than once during a decade. In the District of Columbia and Puerto Rico, a single CD is created consisting of the entire area. The representative is termed a delegate or resident commissioner, respectively and does not have voting rights in Congress. Core Based Statistical Area (CBSA) – Core Based Statistical Area is a collective term for both metropolitan and micropolitan areas (see glossary term Metropolitan Statistical Area/Micropolitan Statistical Area). County – A type of governmental unit that is the primary legal subdivision of most states. In Louisiana, these subdivisions are known as parishes. In Alaska, which has no counties, the county equivalents are boroughs, a legal subdivision, and census areas, a statistical subdivision. In four states (Maryland, Missouri, Nevada and Virginia), there are one or more cities that are independent of any county and thus constitute primary subdivisions of their states. The District of Columbia has no primary divisions, and the entire area is considered equivalent to a county for statistical purposes. In Puerto Rico, municipios are treated as county equivalents.

County Subdivision – A legal or statistical division of a county recognized by the Census Bureau for data presentation. The two major types of county subdivisions are census county divisions and minor civil divisions. Division – A grouping of States within a census geographic region established by the Census Bureau for the presentation of census data. The current nine divisions (East North Central, East South Central, Middle Atlantic, Mountain, New England, Pacific, South Atlantic, West North Central, and West South Central) are intended to represent relatively homogeneous areas that are subdivisions of the four census geographic regions. Metropolitan Division – A metropolitan statistical area (see glossary term Metropolitan Statistical Area/Micropolitan Statistical Area) with population greater than 2.5 million may be divided into smaller groups known as metropolitan divisions. Metropolitan Statistical Area/Micropolitan Statistical Area – Metropolitan and micropolitan statistical areas (metro and micro areas) are geographic entities defined by the federal Office of Management and Budget for use by federal statistical agencies, based on the concept of a core area with a large population nucleus, plus adjacent communities having a high degree of economic and social integration with that core. The term "Core Based Statistical Area" (CBSA) is a collective term for both metro and micro areas. Qualification of a metro area requires the presence of a city with 50,000 or more inhabitants, or the presence of an Urbanized Area (UA) and a total population of at least 100,000 (75,000 in New England). The county or counties containing the largest city and surrounding densely settled territory are central counties of the metropolitan area. Additional outlying counties qualify to be included in the metro area by meeting certain other criteria of metropolitan character, such as a specified minimum population density or percentage of the population that is urban. Metro areas in New England are defined in terms of minor civil divisions, following rules concerning commuting and population density. A micro area contains an urban core of at least 10,000 (but less than 50,000) population. Each metro or micro area consists of one or more counties and includes the counties containing the core urban area, as well as any adjacent counties that have a high degree of social and economic integration (as measured by commuting to work) with the urban core. New England City and Town Area (NECTA) – is a geographic entity defined by the federal Office of Management and Budget for use by federal statistical agencies in describing aspects of the New England region in the United States. NECTA is based on the concept of a core area with a large population nucleus, plus adjacent communities having a high degree of economic and social integration with that core. Similar to the metropolitan and micropolitan statistical areas (see glossary term Metropolitan Statistical Area/Micropolitan Statistical Area), a metropolitan NECTA has an urban core of at least

New England City and Town Area (NECTA) Division – A NECTA (see glossary term New England City and Town Area) with population greater than 2.5 million may be divided into smaller groups known as NECTA Divisions. Principle City – The largest city of a Core Based Statistical Area (see glossary term Core Based Statistical Area), plus additional cities that meet minimum standards of population thresholds. Public Use Microdata Area (PUMA) – An area that defines the extent of territory for which the Census Bureau tabulates public use microdata samples (see glossary term Public Use Microdata Samples). Public Use Microdata Samples (PUMS) – Computerized files consisting of the actual responses provided by individuals about themselves and their housing units rather than summary or tabulated statistics for geographic areas. Place – A concentration of population either legally bounded as an incorporated place, or identified as a Census Designated Place (CDP) including comunidades and zonas urbanas in Puerto Rico. Incorporated Place – All incorporated places recognized legally as in existence under the laws of their respective states as cities, boroughs, towns, and villages, with the following exceptions: the towns in the New England states, New York, and Wisconsin, and the boroughs in New York are recognized as minor civil divisions for census purposes; the boroughs in Alaska are county equivalents. Census Designated Place (CDP) – A statistical entity, defined for each decennial census according to Census Bureau guidelines, comprising a densely settled concentration of population that is not within an incorporated place, but is locally identified by a name. CDPs are delineated cooperatively by state and local officials and the Census Bureau, following Census Bureau guidelines. These entities were called unincorporated places for the 1940 through 1970 censuses. Region – Four groupings of states (Northeast, South, Midwest, and West) established by the Census Bureau in 1942 for the presentation of census data. Northeast Region: Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New Jersey, New York and Pennsylvania. South Region: Maryland, Delaware, District of Columbia, West Virginia, Virginia, Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi, Arkansas, Louisiana, Oklahoma and Texas.

West Region: Washington, Idaho, Montana, Wyoming, Oregon, California, Nevada, Utah, Colorado, Arizona, New Mexico, Alaska and Hawaii. Puerto Rico and the Island areas are not part of any region. School District – The territory administered by the elected or appointed authorities of a State, county, or other local governmental unit to provide educational services to a resident population. A school district typically includes several school buildings, teachers, and related staff. The Census Bureau provided data tabulations for school districts from the 1970, 1980, and 1990 censuses. Elementary School District – Elementary School Districts are school districts inclusive of kindergarten through either the eighth or ninth grade. Secondary School District – A school district inclusive of only high school (either the ninth through the twelfth grades or the tenth through the twelfth grades). Unified School District – Unified School Districts are school districts inclusive of kindergarten through twelfth grade. State – A type of governmental unit that is the primary legal subdivision of the United States; a functioning county equivalent in Palau, where it also serves as a nonfunctioning MCD. The District of Columbia, Puerto Rico and the Island Areas (the U.S. Virgin Islands, Guam, American Samoa, and the Northern Mariana Islands) are each treated as the statistical equivalent of a state for census purposes. United States (Nation) – Land area, water area, population counts, and housing unit counts for the United States, Regions and Divisions that do not include Puerto Rico. Appendix C Data Collection and Processing Procedures The American Community Survey is conducted using three methods of data collection to contact households:

Mail: Self-enumeration through mail-out/mail-back Telephone: Computer Assisted Telephone Interviewing (CATI) Personal Visits: Computer Assisted Personal Interviewing (CAPI)

Self-enumeration through mail-out/mail-back methodology -- The self-enumeration procedure uses several mailing pieces:

a prenotice letter the American Community Survey questionnaire a reminder card and a replacement questionnaire if the original questionnaire is not returned in a timely manner Sample Addresses that do not respond by mail may be contacted using the follow-up procedures CATI, CAPI, or both

Computer Assisted Telephone Interviewing (CATI)-- The CATI operation is conducted approximately six weeks after the American Community Survey questionnaire is mailed. We will attempt to obtain telephone numbers and conduct telephone interviews for all households that have not responded by mail during the six-week period. Census Bureau telephone interviewing staff will conduct these interviews. Computer Assisted Personal Interviewing (CAPI)-- Following the CATI operation, a sample will be taken from the addresses that remain uninterviewed. These addresses are visited by Census Bureau field representatives, who will conduct personal interviews. Appendix H Examples of Standard Error Calculations Below are some examples based on the data to demonstrate the use of the formulas. Example 1 - Calculating the Standard Error from the Confidence Interval

The estimated number of never married males is 34,171,130. This information comes from summary table B12001 for the United States for 2005. The margin of error is 81,645.

Standard Error = Margin of Error / 1.65 Calculating the standard error using the margin of error, we have: SE(34,171,130) = 81,645 / 1.65 = 49,482. Example 2 - Calculating the Standard Error of a Sum or Difference

We are interested in the total number of people who have never been married. From Example 1, we know the number of never married males is 34,171,130. From summary table B12001 the number of never married females is 29,943,646 with a margin of error of 74,944. Combining these two estimates, the estimated number of people who have never been married is 64,114,776. To calculate the standard error of this sum, we need the standard errors of the two estimates that comprise the sum. From Example 1, the standard error for the number of never married males is 49,482. The standard error for the number of never married females is calculated the same way as in Example 1, using the margin of error:

To calculate the standard error of this sum, we need the standard errors of the two estimates in the sum. Getting this information from Example 2, the standard error for the number of never married females is 45,421 and the standard error for the number of never married people is 67,168.
