The ACP Fish II Programme in Central Africa

The ACP Fish II programme is an important tool for cooperation between the European Union and the ACP Group of States (Africa, Caribbean and Pacific) aiming at improving fisheries management in these countries. The programme, also known as "Strengthening Fisheries Management in ACP countries", is funded under the 9th European Development Fund (EDF) with an overall budget of EUR 30 million. It has been operational since June 2009 for a period 4.5 years and will end in May 2014. It is composed of a Coordination Unit in Brussels and 6 Regional Facilitation Units (RFUs) established in the regions. Central Africa covers eight countries namely, Gabon, Sao Tome and Principe, Equatorial Guinea, Congo, Democratic Republic of Congo, the Central African Republic (CAR), Chad and Cameroon. The overall objective of the Programme is to contribute to the sustainable and equitable management of fisheries in ACP regions, thus leading to poverty alleviation and improving food security. The specific objective of the Programme is to strengthen fisheries sectoral policy development and implementation within the 78 ACP countries. The expected results of the Programme are: 1. Improved fisheries policies and management plans at regional and national levels 2. Reinforced control and enforcement capabilities 3. Reinforced national and regional research strategies and initiatives 4. Developed business supportive regulatory frameworks and private sector investment 5. Increased knowledge sharing on fisheries management and trade at regional level The direct beneficiaries of the programme are fisheries managers and actors involved in the integrated process of information gathering, analysis, planning, consultation, decision-making, funds allocation and policies formulation and implementation in order to ensure optimal use of fisheries resources.

1 GENERAL PRINCIPLES OF ACP FISH II

1.1 A demand-driven initiative For the first time in many years, the development of the fisheries sectors of ACP countries, is proposed as an integrated exercise and conducted using both a regional and national approach. The ACP Fish II Programme is a demand-driven initiative, which aims at meeting the demands and needs of beneficiary countries and regional fisheries organisations, which for Central Africa are: the Regional Fisheries Committee for the Gulf of Guinea (COREP), CEBEVIRHA or ECCAS.

1.2 A participatory approach According to ACP Fish II, the most effective way to involve all concerned entities in the sustainable development and management of fisheries is ownership of the Programme by all actors, namely: government departments responsible for marine and inland fisheries, aquaculture and related ecosystems, Regional Fisheries Bodies, universities and research facilities, fishers, fish processors and traders associations, civil society through professional associations and local communities.

2 PROGRAMME STRUCTURE

Considering the wide geographical scope of the programme and the need to secure an efficient management, ACP Fish II was conceived as a decentralized programme made up of a Coordination Unit in Brussels and 6 Regional Facilitation Units based in the 6 ACP regions: Western Africa, Eastern Africa, Central Africa, Southern Africa, Caribbean, and Pacific. Central Africa covers eight countries: Gabon, Sao Tome and Principe, Equatorial Guinea, Congo, Democratic Republic of Congo, the Central African Republic (CAR), Chad and Cameroon.

The ACP Fish II programme ensures the implementation of appropriate collaboration mechanisms for projects in each region and the Regional Facilitation Unit (RFU), based in Gabon (Libreville), works closely with the Regional Fisheries Committee for the Gulf of Guinea (COREP), the Regional fisheries Organisation of the Economic Community of Central African States (ECCAS), and the CEMAC.

185 projects for delivering studies, building capacities and devising and/or formulating technical documents were planned and implemented in ACP countries from 2009 to 2013. Of these, 32 targeted Central Africa (18%).

3 THE REGIONAL ACTION PLAN AND IDENTIFICATION OF NEEDS

The Action Plan has been implemented through two programme estimate, PE1 and PE2. These operational PEs are based on the needs expressed by the representatives of the ACP Member States and the regional fisheries organisations during the regional needs assessment workshops organised in the hosting countries of the Regional Facilitation Units (RFUs) and supported by RFUs Regional Managers visits in the different countries.

In Gabon, the needs assessment workshop, marking the launch of the program activities in Central Africa, was held on 24 and 25 November 2009 with the participation of the representatives of six of the eight ACP countries in the region, 3 regional fisheries organisations, some international organisations, NGOs and the representatives of major projects in the fisheries sector. Representatives of Fisheries Administrations and Regional Fisheries Organisations conducted a needs assessment related to the policies for fisheries development and their implementation, as well as the needs related to the various components of the programme.

To complete the missing information on the real needs of countries, the Regional manager undertook visits to a number of countries including Congo, the Central African Republic (CAR), Chad, Cameroon, and Equatorial Guinea.

The Libreville workshop and the field visits to ACP countries in the region have produced the following results:

In general, several countries in the region have only rudimentary instruments instead of real sectoral policy documents, such as strategy documents or Master Plans for fisheries Development. When these instruments exist, countries are usually facing difficulties in their implementation. Some tables were prepared to summarize the current situation of countries in relation to the various programme components (Table 1: components 1 and 2; Table 2 components 3 and 4.

It should also be noted that after the visits in the countries in the region, the Focal Points of the represented countries and Regional Fisheries Organisations were appointed and are in charge of establishing the link between their institutions and the ACP FISH II programme.

In view of the above, the following was decided in accordance with the needs expressed in most countries:

o Developing/reviewing/updating sectoral policy documents o Supporting the development and/or assessment of management plans for

specific fisheries o Supporting the implementation of management plans and/or management

mechanisms for shared resources and strategic action plans (SAP) for the RFBs. o Developing/reviewing/updating legal frameworks for fisheries (framework laws,

regulations) o Strengthening regional capacity in fisheries research, including aquaculture o Defining the regulatory framework, promotion and marketing of fisheries

products o Etc.

The needs assessment for ACP countries in the region made possible the development of a Regional Action Plan based on the available funds for the first Programme estimate (PE1) and to propose activities to be funded under the PE2 (Tables 4 to 9). The regional action plans and activities were reviewed by ACP countries representatives in the region and RFBs and then validated during the regional validation workshop held in September 2010 in Douala, Cameroon.

It should be noted that the activities included in the Action Plan were selected according to the objectives of ACPFISH II programme, the priority needs expressed by the countries and of course according to the feasibility of the project within the available timeframe and budget constraints.

4 PROGRAMME MONITORING

4.1 The Steering Committee

The Programme operates under the guidance, supervision and control of a Steering Committee. The Steering Committee is set up to oversee and validate the overall direction and policy of the Programme. Representatives of regional organisations (ECOWAS, SADC, COMESA, CEMAC, CARICOM, Pacific Islands Forum, UEMOA and CEEAC/ECCAS) are permanent members. Mr Mba-ASSEKO, Expert in fisheries and coastal and marine ecosystems management represented till the beginning of 2013 the Economic Community of Central Africa States (ECCAS) by attending four of the 6 Programme Steering Committee meetings.

Aware of the importance of decentralising the decision-making, the ACP Fish II Programme organised on 7 November 2011 the third meeting of the Steering Committee at the headquarters of the SADC (Gaborone, Botswana) to ensure ownership of the programme by regional economic organisations, as permanent members of the Steering Committee.

Pursuing the same goal, the ACP Fish II Programme organised the fourth Steering Committee meeting in Libreville, Gabon, under the patronage of ECCAS, 23 - 24 May 2012. Local media have widely covered the opening speech of the distinguished guests, namely His Excellency Mrs Cristina Martins BARREIRA, Ambassador, Head of Delegation of the European Union to the Republic of Gabon; His Excellency Mr Roger TCHOUNGUI, Deputy Secretary General of ECCAS; Ms Celestine BA OGUEWA, Minister Delegate at the Ministry of Agriculture, Livestock, Fisheries and Rural Development and Mr Gustavo Miranda, Coordinator of the ACP Fish II Programme. The fact that the COREP is part of ECCAS, as specialised fisheries body, and that the latter decided to sponsor the meeting of the Steering Committee stresses the importance of regional coordination in fisheries and justifies the round table discussion organised on the second day of the event - May 24 - on "The Role of regional Economic Organisations and regional Fisheries Bodies in fisheries sector management".

4.2 Regional Monitoring Workshops

The ACP Fish II Programme decided to organise on a regular basis regional monitoring workshops involving the participation of focal points, in order to assess progresses and implement corrective actions stemming from projects execution.

During the follow-up phase, these genuine regional networks were involved in the monitoring of the 188 selected projects, while developing and using the lessons learnt during the process.

The first "needs assessment workshop" was held in Gabon on 24 and 25 November 2009 with the participation of representatives of six of the eight ACP countries in the region, 3 regional fisheries organisations, some international organisations, NGOs and major projects in the fisheries sector. This meeting marked the launch of the programme activities in Central Africa. Representatives of Fisheries Administrations and Regional Fisheries Organisations assessed the needs associated with fisheries policy development and implementation, as well as those related to the different components of the Programme.

The second workshop was held in Douala, Cameroon, on 18 and 19 October 2010. The aim was presenting and validating the Programme Action Plan. The participants defined projects and validated the Regional Action Plan. The third workshop, which actually represents the first regional monitoring workshop of the Programme, was held again in Douala, Cameroon, on 22 and 23 March 2011. The main objective was to review progress in projects implementation and plan the way forward. The fourth workshop which is the second regional monitoring and evaluation workshop of the Programme, was held from 15 to 18 November 2011 in Brazzaville, Congo. Several

activities were carried out during the workshop, including training for focal points on tools and concepts for project development, project management cycle and development of terms of reference. Through this training, the programme further contributed to strengthening the capacity of focal points in the preparation of projects in the framework of PE2 implementation. The fifth workshop or third regional monitoring and evaluation workshop of the Programme, was held in Kribi, Cameroon, from 28 to 30 November 2012. The aims of the workshop were to review ACP Fish II projects and identify and implement possible corrective actions. It should be also noted here the presentation of the Monitoring and Evaluation system of the ACP Fish II Programme in order to be able to complete the Programme evaluation grids and score performance indicators. As final activity, participants were exposed to selected fishery realities in the host country. The Sixth Workshop and fourth monitoring workshop and closure of the Programme was held from 10 to 12 September 2013 in Libreville, Gabon, to discuss and assess the results of projects completed or under implementation in the different countries and analyse their results and their potential impacts, in particular those relating to policy and management instruments for fisheries, as well as those for control and execution.

4.3 Designated focal points from countries and RFBs

Focal points (Table 3) were appointed by the countries and regional fisheries organisations to make the link between these and the ACP Fish II Programme. In the first regional workshops, they had the opportunity to identify and certify the needs to be covered and set priorities for activities/projects to be developed. The approval of the action plans helped in assuring their commitment. They closely worked with the Regional Manager for the devising of terms of reference for each project and facilitated projects implementation.

In the framework of the implementation of programme activities, regional workshops allowed the promotion of effective regional networks among focal points, which are very useful for knowledge exchange and sharing in the field of sustainable fisheries development. The workshops represented an opportunity for the facilitators to get in touch with other national and regional partners and to discuss critical issues related to sustainable fisheries management in each region.

5 IMPLEMENTED PROJECTS IN CENTRAL AFRICA (PE1 AND PE2)

5.1 The improvement of fisheries policies and management plans

The major focus of the ACP FISH II Programme is to improve fisheries management, both at national and regional levels, by supporting the development, review and update of fisheries policy instruments. Revisions to policy frameworks will ensure they incorporate internationally recognised principles and standards as reflected in international fisheries instruments and particularly in the 1982 United Nations Convention on the Law of the Sea, the 1993 FAO Compliance Agreement, the 1995 Code of Conduct for Responsible Fisheries, the 1995 United Nations Fish Stocks Agreement, the 2001 International Plan of Action to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, and the 2006 Model Scheme on Port State Measures. Due consideration will also be given to the recently adopted 2009 Port State Measures Agreement.

Firstly, and with around 60% of the budget, the ACP Fish II support aims at aligning the fisheries and aquaculture policies with internationally recognised standards, both for policy-making process and the content. In all missions, the policy-making process has been characterized by strong involvement and active participation of key stakeholders, both in the formulation stage and in the validation of the political process. In addition, given the need to improve the skills related to political process among the beneficiaries, all missions were designed with strong components for capacity building.

5.2 IUU Fishing: strengthening control and law enforcement capacities

Illegal, Unreported and Unregulated (IUU) fishing is an increasing phenomenon seriously threatening the sustainability of fisheries resources worldwide. As the Monitoring, Control and Surveillance (MCS), IUU fishing is one of the key elements for good governance in fisheries management ensuring a better contribution of fisheries to national economies of the concerned countries, and it is also in line with the objectives of the fight against poverty and food security. In Central Africa the upsurge of IUU fishing is primarily carried out by vessels licensed in one country and illegally fishing in the border area (Nigerian and Chinese vessels mostly); secondly by IUU vessels flying foreign flags, and finally by boats practicing pair trawling, fishing technique currently prohibited, and mainly conducted by Chinese vessels.

Rapid analysis of fisheries regulations in these countries found that the overall regulatory frameworks (even in recent documents) is grossly inadequate and does not cover all the needs of MCS as well as IUU fishing systems. Indeed, framework laws governing aspects of fisheries surveillance are either inadequate in their present form or do not exist: international aspects are not always taken into account, when enforcement documents are produced, sometimes only partially, they are often inconsistent and difficult to implement in practice, inspectors powers are not always well specified, sanctions are sometimes discriminatory, etc.

In the region, the programme opted for the development of national plans in the countries and a regional plan for MCS, as well as the eventual establishment of national registries of fishing vessels for the Member States and a regional register of fishing vessels for the COREP area.

The program has also held the case of Cameroon where the Ministry of Livestock, Fisheries and Animal Industries (MINEPIA) is firmly committed to creating an official laboratory duly equipped and in line with international standards. A specialised technical assistance (TA) was set up for strengthening the capacities of technical staff of the laboratory regarding the procedures and techniques of physicochemical and microbiological analysis based on ISO and BSI methods in order for the country to ensure compliance with EEC standards for exported products.

5.3 Aquaculture development

Aquaculture is currently one of the fastest growing sectors. Around 600 aquatic species are grown in a variety of exploiting systems and facilities using fresh, brackish and sea waters (FAO, 2012).

In Central Africa, fisheries resources are becoming increasingly scarce, and all studies undertaken (FAO, Nansen campaigns for fisheries resources assessment) show a state of overexploitation of fish stocks for usually caught fish, thus not covering fish demand in these countries. The fish is imported, and sometimes on a massive scale to meet the local market demand. This imported deficit could however be filled by the development of aquaculture in Central Africa. Almost all Central African countries wish to develop intensive aquaculture in order to cope with the triple constraint of reduced fish stocks, environment degradation and the pressure of growing population.

However, despite the presence of development plans in some countries, aquaculture production is still low. The aquaculture sub-sector is faced with several problems, among which the lack of quality feeding stands out, being a recurring problem in aquaculture farms. Raised fish are fed with different products more or less developed, which have sometimes not been specifically studied. In addition to fish feed, the lack of quality fry is another major constraint. These factors are partly responsible for the lack of performance of aquaculture in Central Africa. Indeed fish feed must have a conversion rate leading to effective rate of fish growth during a given breeding time, and fry should be sufficiently powerful with a good conversion rate for good business profitability.

A number of aquaculture projects were planned and implemented under the ACPFISH II programme. Two projects focused on intensive aquaculture and included a field visit for strengthening the intensive aquaculture capacities of administrative staff, actors and professionals (closed-loop system) and a complementary training project on the manufacturing and using of appropriate feed procedures for intensive aquaculture systems.

Several projects have also been developed in Gabon, Cameroon, Congo, Chad, Sao Tome and Principe and the Democratic Republic of Congo. The ACP Fish II Programme has supported Cameroon through direct support to the Institute of Agricultural Research for Development (IRAD), the MINEPIA and AQUASOL Company in Kribi in the development of environmentally and socially sustainable shrimp farming. Strategic plans for research institutions and results extension services (project CU/PE1/GB/10/005), pilot studies to develop shrimp farming for the direct benefit of traditional communities (micro-family units) were developed in Cameroon and Gabon. In Chad, Cameroon, Gabon and the DRC, the operational capacities of farmers have been improved, livestock species diversified and improved production techniques for fish and fry were assimilated by the concerned populations. In Congo, a feasibility study on shrimp farming has been carried out and appropriate sites and the conditions for institutional support were identified. In Central African Republic, the plan for sustainable development of fisheries and aquaculture was developed and validated by the Fisheries Administration and other stakeholders. In Sao Tome and Principe, an inventory, potential analysis and identification of aquaculture sites were made.

5.4 Enhancing research strategies and initiatives

Fisheries research must first provide for the enhancement of the existing potential by reducing waste (selective fishing without waste and bycatch) and the losses coming from the processing and marketing chain (through sanitary and technical standards) and by the selection of fishing practices more sustainable in ecological, economic and social terms. Fisheries research, while helping in identifying and developing the resources yet to be exploited, such as deep demersal resources and those that can be generated by marine and freshwater aquaculture, it should always focus on the need for sustainability (deep-sea species fisheries are very profitable in the short term, but putting in danger the resource while fish farms can be highly damaging to environment).

In Central Africa, fisheries research is generally carried out by a single institution, the Institute of Agricultural Research for Development (IRAD) in Cameroon. The fisheries research is plagued by three problems: 1) fisheries research is not operational and does not allow any effective contributions to decision-making, 2) research outputs do not reach national policy makers; 3) national strategy for fisheries research is not consistent with the activities of fisheries research.

The ACPFISH II Programme focused its first assignment in the region on the development of a fisheries research strategy for Cameroon. Three main results were achieved, including (1) the identification of constraints and opportunities of research, training and fisheries production in Cameroon, (2) the proposal of a research strategy for fisheries sector development, and (3) the identification of mitigation and adaptation strategies to the effects of global change. One of the research projects has also produced, as noted above, a strategy for shrimp research through the strategic plans developed for IRAD, MINEPIA, and AQUASOL.

5.5 Development of regulatory frameworks to support the sector and increased investments in the private sector

In the Central Africa region, the population is estimated at about 85 million people with a GDP that ranges from USD 0.1 billion in Sao Tome to 8.5 billion in Gabon, and a growth rate that varies between 8.3% in Equatorial Guinea and 1% in Congo and Gabon. The economies of most of these countries have significant similarities, with remarkable forest, mining, agriculture or fisheries resources, as well as oil production for several of them. These economies are also characterized by their low diversification, their strong dependence on the outside and a generally high level of debt.

In the fisheries sector, the resources available are quite unevenly distributed between countries and coastal lengths vary from one country to another. Across the region, aquaculture is still a marginal activity, and sometimes just in an early stage.

Almost all countries in the region are importing large quantities of fish from Western and Northern Africa, and especially from Europe and South America to fill the gap either in quantity or quality. Despite being a cheap source of fishery products, the interstate trade for fishery products is not very developed at regional level. However, the transfer of small quantities of fish from small-scale fisheries from Gabon to Cameroon, from Chad to Nigeria and Cameroon, from Cameroon to Nigeria etc. can be observed. There is a lack of knowledge concerning the various processed products, as well as the different distribution channels, when these exist.

The objective of the programme was to support the countries in the region in identifying opportunities and barriers to sustainable development of intra- and extra-regional trade of marine and inland fisheries products in Central Africa. Gabon and Congo have benefited from projects that aimed at improving investment in the fisheries sector.

5.6 Knowledge sharing in fisheries management

As more and more stakeholders than ever before are directly involved in fisheries management, there is growing demand for lessons, good practice, insights and experiences to be effectively shared. Furthermore, improvements in Information Technology and internet connectivity in most parts of the world present increasing opportunities to facilitate the sharing and exchange. In light of this rapidly changing environment, ACP Fish II supports its partners in the use of information and communication technology (ICT) to achieve the goals of information and knowledge sharing. Regional bodies and in particular regional fisheries bodies such as COREP, are well placed to facilitate this intra-regional knowledge sharing as a first step. The interventions financed were the result of a participatory and demand-driven process based on the request of beneficiaries in 2011 and 2012. The ultimate aim of the ACP Fish II projects in this area is to increase information and knowledge sharing in pursuit of fisheries management objectives. 4 projects were devised for programme intervention under this component. These were designed for providing beneficiaries with information and communication strategies, as well as for setting-up the COREP website, and providing the Focal Points with training on its use. The interventions were framed by an objective hierarchy to ensure a concrete use of the ICTs in order to achieve results and contribute to achieving programme goals.

6 REGIONAL DESCRIPTION OF RESULTS

6.1 Overall context in ACP Fish II

The ACP FISH II Programme has been designed to meet the needs identified by beneficiary countries, not directly, but usually through capacity building of institutions and training to beneficiaries/target, which are directly responsible for the development of the sector. These beneficiaries/target of the programme are essentially part of the administrative bodies and fisheries-related administrative entities, regional fisheries management organisations (RFMOs) and the fisheries industry itself (including private sector activities related to prospecting, marketing or processing of fisheries resources in all ACP states). The various components of the programme provide answers to the problems identified in different ways: through short/medium term technical assistance (studies, development of institutional capacity, development of adequate fisheries policy), trainings, and regional workshops facilitation. Therefore, measuring all the positive results achieved through some of these interventions appears to be a complex and difficult operation to perform. For this reason the programme has put in place meaningful measures and processes which are able to identify where results are being achieved (or likely to be achieved) and at the same time to provide some guidelines on which appropriate action should follow to achieve the required results.

The original ACP Fish II logframe and the indicators were focused on the completion of outputs, rather than the achievement of outcomes or results. The indicators proposed were generally not appropriate for measuring the results expected as a result of the programme implementation. The development of the Programme M&E system made the distinction between two types of indicators: the outputs indicators (the formulation of the policy documents for example) and the results indicators (for example, the adoption and implementation of the policy document).

A Table of Results for each region was devised to record the achievement of results beyond outputs. Moreover, the Results Table provides additional information (such as the type of results and deliverables expected, technical and performance evaluation of deliverables and of project implementation, Administration/RFB approval of FTR and other technical documents delivered) and a framework to identify actions, which should be taken at

beneficiaries’ level to follow up and implement the outputs. One critical component of the M&E system are the Project Evaluation Grids (PEGs) completed for each project and assessing both the process followed in the execution of ToRs, the quality of outputs and the degree of achievement of beneficiaries expectations. In Central Africa 33 (82%) of the completed PEGs registered an average score over 3 points (out of 5) in achieving the expectations of the beneficiary.

6 projects already implemented by ACP Fish II enabled beneficiary countries (and regional organisations) to implement monitoring measures for ensuring the implementation of the deliverables produced (studies and policy documents). This was made possible either by financing or complementary projects.

4 projects have started their early implementation, through other projects or support from other donors (confirmed, negotiated or under negotiation).

8 projects had no follow up actions by the beneficiaries and thus remain technical or policy proposals.

14 projects outputs were evaluated by the target groups and beneficiaries (through Project Evaluation Grids) as meeting their expectations; scores over 3 points (out of 5) represent 82 % of the 14 evaluated projects.

6.3 Impact Indicators

Impacts will be the final piece in the results chain and can only be investigated after such time that the outputs have been approved and implemented and only then can there be an identified impact either on the fish stock or on the communities involved in the harvest of the resource.

7 LESSONS LEARNT FROM PROGRAMME IMPLEMENTATION AND PRIORITY AREAS FOR FURTHER ACTION IN CENTRAL AFRICA

During the last programme monitoring workshop held in Libreville, focal points have engaged in an exercise to draw lessons from the implementation of the ACP Fish II Programme. In the context of a much requested ACPFISH III in order to capitalize on the achievements of ACP FISH I and II, they took these ideas further and assessed the needs proposed on the basis of the necessary priority areas identified.

7.1 Lessons learnt from the implementation of the Programme

These positive and negative lessons (Table 12) will be used to identify the activities to be carried out, to repeat or avoid in other projects and programmes to come.
