The meeting opened on Thursday 17 March 2016 at 15.04, with Co-Chair Michèle Rivasi presiding.

1. Adoption of agenda (OJ – AP102.011v01-00)

The Chair informed the Committee on the new ACP Members of the Bureau of the Committee.

The agenda was adopted.

2. Approval of minutes of meeting of 4 December 2015 (PV – AP101.976v01-00)

The minutes were approved.

3. Co-chairs’ announcements

The Chair announced the decisions of the Bureau which included the venue for the 31st

Session for the JPA (Windhoek, Namibia), the deadlines and the topics for debate without resolution for the session as well as information on JPA regional meetings and fact-finding missions.

5. Transformation industry in Senegal as a mean of countering the need for illegal migration Exchange of views with Yayi Bayam Diouf, Chair of the Association for fighting

against illegal migration

The Co-rapporteurs Magnus Kofi Amoatey (Ghana) and Norbert Neuser highlighted the push and pull factors as well as positive and negative consequences of migration and the need to address the challenges to both the receiving and sending countries. They encouraged the continued political dialogue between the ACP countries and the EU with the aim of resolving the pertinent issues of migration. To this end, they commended the decisions of the Valetta Summit setting up the Africa Trust Fund aimed at fighting illegal migration to the EU.

Yayi Bayam Diouf highlighted the activities of her organisation, aiming at combatingirregular migration by young people and encouraging them to earn a living in their home country.

Speakers: Norbert Neuser, Catherine Bearder, Louis Aliot, Musa Hussein Naib (Eritrea), Anna Zaborska, Menata Njie (Gambia), Hassan A. Osman (Somalia), Adjedowe Weidou (Tchad), Ken Okoth (Kenya), Laura Agea, Michèle Rivasi, Bruno Gatta and Morante Mendez (Commission, DEVCO).

Members noted the vulnerability of young people to human traffickers and the need to understand what drive them to migrate. Economic growth gains in ACP countries will be reversed by the loss of human resources through migration. In this regard, Members underlined that the EU has a responsibility to follow-up the effectiveness of development aid, particularly in countries where there is lack of democracy. Members further underlined the need to reinforce the cooperation efforts on migration with a view of finding lasting solutions.

6. Challenges for family farming and small-scale agriculture production in ACP countries Appointment of co-rapporteurs

First exchange of views with Michael Hailu, Director, Technical Centre for Agricultural and Rural Cooperation ACP – EU in Wageningen

Uladi Mussa (Malawi) was appointed co-rapporteur.

Michael Hailu highlighted the challenges facing family farming in ACP countries: i) the stagnant productivity since 1960s, ii) post-harvest losses up 40%, iii) climate change, iv) land degradation, and v) ageing farmers. He further noted the opportunities: i) four-fold increase in urban food market by 2030, ii) rising food imports, iii) increasing private-sector investment in agriculture, and iv) digital technology making connections. Michael Hailu called for agricultural transformation in ACP countries through support for the development of inclusive value chains, promoting sustainable intensification, forging linkages between nutrition and agriculture, generating and promoting new

technologies, and providing access to knowledge and connecting people.Uladi Mussa (Malawi), underlined that efforts to eradicate poverty, must address the challenges of family farmers, particularly, land issues, farm-inputs, skills, access to markets, and access to credit.

Natitia (Niger), Ibrahim Bundu (Sierra Leone), Michèle Rivasi,, Laura Agea, Nekundi Verkko (Namibia), Mfanawemakhosi Dlamini (Swaziland), Razafindrauelo Herman (Madagascar), Menata Njie (Gambia), Oumoukelthoum Soulid Ahmed (Mauritania) and Bernard Rey (Commission,DEVCO).

Members underlined the importance of technical inputs in family farming, which will encourage young framers and underscored the need to avail credit to family farmers and improve market access.

7. Follow-up by the Commission on the resolution adopted by the Joint Parliamentary Assembly on how to improve economic and social conditions in developing countries, including the contribution of family businesses, in order to prevent health disasters

Bruno Gatta (Commission, DEVCO) indicated that the Commission was not ready to make a presentation and that it would provide a report at the next meeting of the Committee.

8. Female genital mutilation: how to eradicate it Exchange of views with Liuska Sanna, Director, End FGM European network

Liuska Sanna, Director, End FGM European network, underscored that Female Genital Mutilation (FGM) is a gross human rights violation. She highlighted the health consequences and noted that the exact number of girls and women worldwide who have undergone FGM, remains unknown. Liuska Sanna further noted the existing challenges in addressing FGM, as well as the EU legal and policy framework and international commitments. A holistic approach which includes prevention, protection and support, integrated policies and prosecution, is needed to end FGM.

Members underscored the need for political will in countries to end FGM, and reiterated the gross violation of human rights caused by FGM.

Decision: To continue the exchange of views on this subject at the next inter-session meeting.

Exchange of views with Brenda King, Member, European Economic and Social Committee

Brenda King, Member of the European Economic and Social Committee, underlined the importance of retaining and enhancing ACP-EU political dialogue and underscored the important role of the civil society in monitoring the implementation of ACP-EU agreements, such as the Economic Partnership Agreements (EPAs).

Speakers: Tereza Nageeb Yassa (Sudan), Norbert Neuser, Catherine Bearder, Mfanawemakhosi Dlamini (Swaziland), Razafindrauelo Herman (Madagascar), Nekundi Verkko (Namibia), and Bruno Gatta (Commission, DEVCO).

Members noted the on-going discussions in the European Parliament on the future of the ACP-EU Partnership after 2020 and the different scenarios. Members emphasized the need for a strong ACP-EU Partnership with strong legally binding instruments, effective scrutiny of development aid, and an active participation of the representatives of the opposition and civil society. Members also took note of the processes the Commission is undertaking towards the start of negotiations for a new ACP-EU Partnership.

10. Potential impact of the 21st Session of the Conference of the parties to the Framework Convention of the United Nations on Climate Change (COP 21) on the EU and ACP countries Exchange of views with Wendel Trio, Director, Climate Action Network

Wendel Trio, Director, Climate Action Network, highlighted the COP 21 outcome priorities for ACP, namely a) holding the increase in the global average temperatures to well below 2 degrees C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 degrees C, and b) loss and damage Article 8, in which Parties recognise the importance of averting, minimizing and addressing loss and damage associated with the adverse effects of climate change. Wendel Trio called on the EU to set up an action plan to ensure new and additional financing for adaptation, loss and damage and climate action to all vulnerable countries.

Speakers: Catherine Bearder, Magnus Kofi Amoatey (Ghana), Adalbert Jahnz (Commission, DG CLIMA) and Etienne Coyette (Commission, DG DEVCO).

Members underscored the financial requirements to meet the commitments of COP 21 and noted the initiatives of the European Commission in ACP countries with respect to climate change.

Andrea Ammon, Director, European Centre for Disease Prevention and Control,presented the situation of the Zika virus outbreak. She highlighted the uncertainties and new challenges of the Zika virus with respect to its epidemiology, mode of transmission, disease outcome, treatment/prevention, and vector control measures and underlined the efforts required for preparedness on Zika.

Speakers: Menata Njie (Gambia), Cazalica M. Natitia (Niger), Nekundi Verkko(Namibia) and Cornelius Oepen (Commission, DEVCO).

Members noted that there is need for more research on how other types of mosquitoes can transmit the Zika virus. Members then underscored the need for Health Systems Strengthening in ACP countries.

12. Brain drain in the health sector: An update on the implementation and impact of the WHO Global Code of Practice on the International Recruitment of Health Personnel in EU and ACP regions Exchange of views with

Global Health and Social Transformation and - Ibadat Dillon, Technical Officer, Health Workforce Department, WHO

Giulia De Ponte, Patrick Kadama and Ibadat Dillon made presentations on brain drain in the health sector and the WHO Code of Practice, as well as the impact of health workers “brain drain’ on African health systems.

Speakers: Laura Agea, Catherine Bearder, Menata Njie (Gambia), Magnus Kofi Amoatey (Ghana), Oumoukelthoum Soulid Ahmed (Mauritania) and Adjedowe Weidou (Chad).

Members noted the mutual benefits of the migration of health workers, although developing countries incur in more losses due to the training costs of the much needed health sector related human resources. Members noted a need for a political commitment in ACP countries to create incentives for health workers with a view of encouraging their retention.

The Co-Chair informed Members that Vanuatu is progressively recovering from the effects of the natural disaster caused by Cyclone Pam.
