Editorial Our grass roots events are going from strength to strength. Our recent Autosolo had 53 entries (although the usual plea to get your entries in early fell on several deaf ears!) which, as you will read in our chairman’s piece, created a problem with the number of tests we could fit into the day. If this causes us to restrict the number of entries I bet you’ll all get them in early—just like the old days! Another return to the old days (and by this I mean the really old days) is the type of car dominating our club sport. Back in the ‘50s the weapon of choice was a two seat rear wheel drive sports car, TRs, Healeys, Alpines etc.. Then along came the Mini, then the Escort and then the ‘hot hatch’ by way of Golf GTis, 205s etc. Now what do we see most popular—two seat rear wheel drive sports cars. OK they come from Japan instead of the UK but that’s our fault . Why is it? It’s the fact that they’re FUN to drive a lot of which I suspect comes from the rear wheel drive because the other car we see more of is the BMW. We all seem to like sideways, proper righthand pedal sideways not necessarily produced by the little lever on the floor. Anybody want to buy a Corsa? Saying that, we’re about to start the season for which such cars are not quite so suitable (although they can still be used to good effect) with the darker evenings letting us out in the lanes again, without having to suffer the tedium of regularity (only joking!) I’m looking forward to the first 12-car of the season as I’m navving for David Balderson which will be fun—I just hope my stomach behaves itself as it did last winter. Don’t forget that Rally School has started and all are welcome. You can navigate from the age of 14 so get your mum, dad or whoever to bring you to the Bell on the 9th to find out what it’s all about. The ASEMC hosted the Inter Association Stage Rally this year with the Chelmsford MC’s Woodbridge Stages being the event chosen. I went along, which is why I wasn’t at the Autosolo, to welcome the teams from the other associations , and have a relatively lazy day (especially on the jammed A12 on the way home!). Each year there are Inter Association events in a variety of disciplines and we try to send teams from this area. I shall be making up a team for the Inter association Navigation Rally which this year is in Scotland, where the navigation is very testing but great fun (I came second last time it ran in Scotland—entirely down to my navigator of course!) In previous years the Inter association Sprint has been held in Scotland and we’ve not been able to find a team to travel that far, not a cheap trip with a trailer on the back; but this event will travel around the country so I hope we can get at least one team together when it’s near to home, as it is probably the most popular discipline in our area. You may be aware that the Weald Trial was cancelled again this year due to lack of entries. As a result Andy Kilby and I have decided not to pursue this route any more as this is the third year in a row that we and our friends in our local clubs have worked to get the event off the ground (no pun intended!) The few people who entered we thank and we are aware that a few others may have wanted to enter after the closing date. I’ve probably banged on about this before but in the days when events were oversubscribed we made sure that our entries went in on the opening day, not the closing day even if it meant delivering them by hand. A sort of opposite story was our Autosolo which had so many entries very late that the organiser’s plans for good long tests for the relatively few he knew of caused the eventual large entry only to complete two tests instead of the three planned. This drew serious discussion at committee about restricting the entry numbers to make the day work. If this happens will we gat back to the days of full entries well before the event as you lot don't want the disappointment of being a long way down a reserve list. I can but dream. I’m getting our November 12-car under way and will need help marshalling on the night so if you need to complete your qualification for awards or Speed League the 1 Chalky White point may help. Welcome to October’s Chairman’s Chat. As I write this we are still basking in glorious autumn sunshine and we even had a bit of it at North Weald on the 22nd September for Barney Lower’s Autosolo. It must have been such a relief for him and his friends to have a dry ‘solo at long last. It was a great day with over 50 entries, but that in itself caused some problems. Many were last minute entries which whilst only caused minor grief for Keith Crocker as Entries Sec, for Barney it was a real pain because he was expect many fewer cars up to the closing date and had de-sign quite long tests. That meant that we didn’t have enough time to complete more than two of them, but we still had much the same track time each – just less opportunity to make up for any small mistakes. From my perspective it didn’t matter too much and Daren Hall and I had a great battle in our identical Mk2 MX-5s, although we were just pipped for Fasted Time of the Day by Adrian White of Kings Lynn MC in his BMW 318. Right at the beginning of September we were at North Weald for our second sprint and I’m please to say that also went off very well. The good day’s competition began with a rather abrupt wake-up call for the marshals and rescue unit down at the crossroads end of the run-way when James Silk, as the very first car of the day, decided that the quick chicane across the runway was all but flat-out. It wasn’t though, was it James?! The ensuing massive cloud of dust and gravel took a little while to clear but funnily enough after that everything went super smoothly. James was good enough to come back to North Weald on the 22nd to marshal at the Autosolo – well done that man! It is always very gratifying to see a regular competitor out at other events to help them run and I know I bang on about it quite a lot, but it’s this sort of “giving a bit back” that is so important to the viability of many of our events. Talking of this, we were very pleased to welcome Julie Clayden as Secretary at the Septem-ber sprint (and of course supported by husband Darren, although that have had more to do with his broken bone in a foot…). I’m pretty sure Julie found the experience enjoyable and hope that she can do it again sometime. However… it’s now time for Christine Balderson as Event Secretary and Keith Crocker as Entries Secretary to take a well-earned rest from these jobs at sprints, autosolos and else-where having done their bit for around seven years. Thanks guys – your help has been invalu-able. So…. Who would like to have a go at a bit of Secretarying? It’s not particularly difficult or mind bending, I promise, and I know that Christine & Keith will be only too happy to give lots of sup-port and advice to anyone who steps up to the plate – and there’s no obligation to do a seven year stretch! If we can find different people for each event then that’s even better. All we are asking is for some of you guys (or your friends or family) to help us continue to run the events that we would like to. In the first instance just drop a line to me, Keith, Christine or any of the other committee members and we’ll happily have a chat and see what we can work out. Socially, some recently joined the wasps for the Sunday walk at Scotney Castle and others went to the Crystal Palace museum. Looking forward into October, some of us will be visiting Prodrive at Banbury on 16th. Not totally socially, but just as enjoyable, we will be running the Service Area of the Rallye Sunseeker near Poole 18-19th and will be at Madeira Drive, Brighton for the finish of the Lon-don to Brighton Veteran Run on 3rd November. A Bit of Bad News—but we hope that the worst won’t happen

It is with great regret that Mallory Park Motorsport Limited has today announced that the company has been put into Administration. Mallory Park has been operating as a motorcycle and car race circuit for many years and has much history attaching to the circuit. In 1985 a highly restrictive Noise Notice was attached to Mallory Park Motorsport Limited (� �MPML ) embracing all circuit activities but, significantly, a number of the provisions within the Notice were very much open to interpretation. MPML has enjoyed a long and fruitful relationship with Hinckley & Bosworth Borough Council over the years and a level of understanding had been established to work within the 1985 Notice. Regrettably, however, this arrangement was placed under scrutiny by local residents some of whom were new to the village, who made representations to HBBC to apply the rigid interpreta-tion of the 1985 Notice. MPML and the local authority worked extremely hard with the residents to find a compromise solution but, unfortunately, the council decided to prosecute MPML on five charges of the Notice during 2012 which involved operating on a Saturday over and above the four days agreed in the Notice. The court hearing took place in August 2013 and ruled that MPML was guilty of this breach on the five occasions, but MPML was given the right to take the establishment rights of the 1985 Notice to a higher court. The immediate implication of the Court decision was to oblige MPML to observe the provision of the 1985 Notice, which allows only for 40 days racing on Sundays per annum (but with a dispen-sation to allow four Saturdays per annum) and testing on Wednesdays. MPML was accordingly obliged to cancel all track day operations, resulting in a significant loss of income (a situation also felt by local businesses and local employers) and use of the track for local community activities � young driver training etc. Overall, the imposition of such restrictions has inevitably led to MPML having a financially unstable business plan. Following the Court case, MPML immediately implemented the highly restrictive conditions of the 1985 Notice, thus effectively reducing the circuit activity to two days per week. Significant losses were being incurred which no business can sustain. It was clear that a more dynamic approach needed to be taken to overcome the significant hurdles and two weeks ago MPML developed an innovative three stage Recovery Plan to take Mallory forwards which would hopefully meets the wishes of the residents and form the basis of a viable business. Very constructive dialogue was held with the Leader of HBBC and senior officials and we were receiving very encouraging reactions from them to the Plan. A fundamental component of the Plan was the agreement of the Land Owner to reduce the annual lease rental, which had risen by over 40% over the last eight years and had reached untenable levels. Very regrettably, despite intense work by the MPML board, the Land Owner � � Titan Properties Ltd refused to make a substantive offer to allow the Recovery Plan to proceed. British Automobile Racing Club were keen to support MPML (and did so up to the final race meet-ing yesterday by paying for certain essential supplies allowing the meeting to place) and indeed would have supported MPML to ensure all its trade creditors were paid. To that end, it needed the support of the Landlord with a sustainable rent but, regrettably, this was not possible to achieve. Accordingly, having no firm visibility into 2014 and beyond, MPML directors had no option but to place the company into Administration. The administrator, Ian Robert of Kingston Smith & Partners LLP, commented: � I will be working with all the stakeholders to ensure that Mallory Park will see racing again. I hope the administra-tion process can assist in finding a solution which will be beneficial to all parties concerned.� He continued: � To that end, I will be negotiating with the landlord and the council, with the sup-port of the BARC, to ensure that racing can be enjoyed at Mallory Park for years to come. Alt-hough it is early days, I am hopeful that, once a solution to the lease is found, all of the compa-ny� s creditors should receive a substantial dividend, which I understand is very much the driving force behind the continued support of the BARC.

Rallye Sunseeker – 18th/19th October 2013

Once again the Club has been invited to run the Service Area on South-ern Car Club’s Rallye Sunseeker. This year the event is a round of the British Rally Championship, the British Historic Rally Championship and various Regional Championships, and Andy Kilby will once again be Service Area Manager. Apart from the new date, the event is undergoing numerous changes, not least with Poole fully replacing Bournemouth as the host town. The ceremonial start has for the last three years been held on Poole Quay-side, and now the Rally HQ is also moving into Poole, to the RNLI Col-lege. The Service Area will be moving from Canford Arena to the Creek-moor Park and Ride Car Park. As usual, as many volunteers as possible are needed to ensure that the Club’s reputation for running a first class venue is upheld. The main effort will be needed on Saturday 19th October, so if you can help please let Andy Kilby know, preferably by e-mail at:

TRK Report I’ve had the results from the ‘solo but not the marshals/officials details so the Rose and Crown has been updated but not the Chalky White. Just for you to check, firstly, that I’ve worked on all you’ve sent me (other than Shelsley Walsh whose results will take some deciphering) and second-ly to jog you into sending any-thing I’ve not seen yet.

The Rose &Crown table has a few changes of place in the top thirty but we now have 157 points scorers which is very encouraging. When I’ve updated the marshalling table we’ll see who’s qualified already and I’ll try to get round to emailing those who I think will need to help out to qualify, although you should know what you’ve done without me telling you!

The Basil Tye table is looking interesting and very tight at the top. This table has a total of 174 names which is even more encourag-ing.

The 2013 - 2014 12 Car Rally Series is a series of seven 12 Car Navigational Rallies and will comprise the following events: Round 1 Friday, 11 October 2013 (B18 Promotion) Round 2 Friday, 8 November 2013 (Sevenoaks Promotion) Round 3 Friday, 6 December 2013 (Croydon Promotion) Round 4 Friday, 17 January 2014 (Eastbourne and Ram Promotion) Round 5 Friday, 21 February 2014 (Blackpalfrey Promotion) Round 6 Friday, 14 March 2014 (Bexley Promotion) Round 7 Friday, 11 April 2014 (Central Sussex Promotion) SUPPLEMENTARY REGULATIONS To be read in conjunction with the MSA Motor Sport Regulations (2013 & 2014 Editions as appropriate) contained within the ‘MSA Competitors and Officials’ Year book, copies of which are held by the Club Secretaries and can be accessed at http://www.msauk.org/site/cms/contentviewarticle.asp?article=1158. 1. STATUS All events will be 12 Car Navigational Rallies held under MSA Permit. Events will be promoted by Croydon & District Motor Club Limited, Sevenoaks and District Motor Club Limited, Borough 18 Motor Club, Central Sussex Motor Club, Blackpalfrey Motor Club of Kent Limited, Eastbourne and Ram Motor Club Limited and Bexley Light Car Club. 2. JURISDICTION The events will be governed by the General Regulations of the Motor Sports Association, incorporating the provisions of the International Sporting Code of the FIA, these SR’s and any written instructions issued by the organisers. 3. PERMITS Permits are being applied for. 4. ELIGIBILITY The events are open to all fully paid up members of Weald Motor Club Limited (which includes members of CDMC, 7Oaks, B18, Census, Blackpalfrey, Eastbourne and Bexley and all other Weald member clubs – Chelmsford, Maidstone, Southern, B19 and North West Kent). Club membership cards will be inspected at signing on. 5. PROGRAMME Entries Open - Publication of SR’s Entries Close - Wednesday PRIOR to the Meeting Scrutineering/Documentation - 19.15 to 19.45 hours 1st Car Starts - 20.01 hours 6. ROUTE Competitors will start at 1 minute intervals - Car One starting at 20.01 hours. The Total Mile-age will be 40-45 miles on Maps 177/178/187/188/189/198/199, Scale 1:50,000, latest edition. Please ask the particular event Entries Secretary for precise details. The start venues will be announced in the Final Instructions for each round. They will also be published in the club magazines of all Weald member clubs. 7. WEALD CHAMPIONSHIP The champion Driver and Navigator will be the highest placed Novice Crew overall with the highest points score from 5 of the 7 events. One championship point will be awarded to each Driver and Navigator for starting each event. Further points will be awards for each Crew beaten on each event. A Novice Crew will be one where the Navigator has not previously won an award on a road rally in the last 10 years. If a Crew are Novices at the beginning of the Series they will remain so for the whole of the Series Open to all entrants who are members of Weald Motor Club (see para 4 above)

8. ENTRIES The maximum entry for each 12 Car Rally will be 12. The minimum entry will be 6. Reserves will be accepted but only a maximum of 12 cars can start any one 12 Car Rally. The en-try fee (paid in advance) will be £10 per Car. Entries were nearly full last season and an early entry this year is recommended and makes the “organisers” job so much easier. FINAL INSTRUCTIONS These will be posted or emailed to the navigator, or will be issued on the night at the start ven-ue. 11. ROUTE INSTRUCTION Time Cards and some Give Ways and Black Spots will be issued at Signing On. The Route will be defined by various forms of navigation handed out at the start and along the Route.

12. RESULTS Provisional results will be published as soon as possible after the event, subject to any protest being lodged these will become final after 30 minutes. 13. IDENTIFICATION Competitors will be identified by Registration Numbers. 14. PENALTIES These will be assessed by the ‘Fail’ system. Penalties will be as per Section R chart 13, except ‘K’ will be EXCLUSION and SECOND OFFENCES for ‘K,M,N,O, will be SERIES EXCLUSION. 15. CONTROLS TC -Time Control, these will be at the Start and/or end of a Section where competitors are requested to present their Time Card to the Marshal. PC -Passage Control, these intermediate controls are where a competitor is requested to have their Time Card merely marked by the Marshal as proof of passage. In the event of any Control being unmanned, record the Code Letter displayed immediately in the next available box on the Time Card RC – Route Checks, these occur at any time on the route. Record the Code Board letter on your time card where indicated. At the end of each section, the marshal will strike through all empty boxes prior to that control. All Controls/Checks will open 15 minutes before the first car is due and close 30 minutes after the last car is due. Sample Control Boards and Code Boards will be displayed at the Start. 16. CARS This Series is intended for normal road-going ‘shopping’ cars. Any car considered unsuitable will not be permitted to start – the Organisers decision will be FINAL

17. TIMING Timing will be by clocks or watches, held by the Marshals at Time Controls set to BBC/Telecom Time. Times will be recorded to the previous Whole Minute. 18. TIESThese will be resolved on the “furthest cleanest” basis and failing that by the smallest engine capacity. 19. INSURANCE Motor Sports Risk Services (Locktons) Road Traffic Act Insurance Scheme. The club has applied for a Blanket Cover Note under this Scheme for all events. This will provide com-petitors who need to use the Scheme with the Third Party Cover necessary to meet RTA re-quirements on the Road Sections on the various events. The rate for each event (before any loadings) will be around £16.00 (inclusive of IPT). All applicants wishing to use the Scheme must be able to comply with all points of the Motor Sport Risk Services (Locktons) Declaration: Over 21 and held a full licence for at least 6 months. Not more than one fault accident in the last 3 years. No more than a maximum of 6 speeding points on the licence. No physical or mental disabilities. No other material facts. If able to comply with all points competitors simply complete the form at Signing-On. No letter of acceptance is issued. If unable to comply obtain a Declaration Form from Motor Sports Risk Services (Locktons) and return it to them in sufficient time before the event to allow for a Letter of Acceptance to be issued. Faxed copies are acceptable. Peter Turner can provide contact details for Motor Sports Risk Services (Locktons). The Letter of Acceptance (with a possible loading) must be produced at Signing-On for the event. Competitors not taking advantage of this Scheme will still have to sign the Declaration Form at Signing-On to confirm that they have extended their own Motor Insurance Cover appropriately and also sign the Entry Form which includes (ii) in the Declaration of Indemnity.

SUNDAY NOVEMBER 10

1. Sevenoaks & District Motor Club willl promote a Clubmans permit car trial on Sunday No-vember 10 at Stoneacre Farm, Otham, nr. Bearstead, Kent ME15 8RS. (Map ref 188/800-536) The event is open to members of the organising club, Weald Motor Club and Tunbridge Wells Motor Club. 2. The meeting will be held under the General Regulations of the Motor Sports Association Ltd. (incorporating the provisions of the International Sporting Code of the FIA), these supple-mentary regulations and any written instruction that the organising club may issue for the event. 3. MSA permit number : TBA 4. All drivers must present a club membership card at signing-on. 5. The programme of the event will probably be as follows... signing on from - 08.00hrs scrutineering - 08.30hrs drivers briefing - 09.30hrs first test - 10.00hrs 6. Public roads will not be used to link sections. It is the intention to have at least six sections with two attempts at each. A timed test and/or a restart test may also be incorporated. Details will be in the final instructions. 7. All cars must comply with MSA vehicle and tyre regulations and vehicles in Class 1 must have a current tax disc, which will be inspected. 8. Classes will be.. Class Oa - Standard production saloon cars of any capacity, with absolutely no modifications deemed to be of advantage on the day. The driver must not have competed in a trial before, as a driver. Class Ob - Standard production sports cars of any capacity, with absolutely no modifications deemed to be of advantage on the day. The driver must not have competed in a trial before, as a driver. The above classes are designed for drivers new to Trialling in a controlled and strictly non-damaging environment therefore the course will not always be the same as other sections used on the day. Class 1 - Two wheel drive production cars first registered on or after January 1 1998, taxed for road use, carrying no ballast, having no modifications and driven to the event. It is permit-ted to fit a sump guard, which complete with fittings must not weigh more than 10kgs. Wheels and tyres may be altered in accordance with MSA regulations. Minimum tyre pressures on driven wheels, FWD 14psi, Front Engine RWD 12psi, Rear Engine RWD 22psi. Class 2 - Front Wheel Drive production cars not eligible for Class 1. Minimum tyre pressures on driven wheels - up to 1200cc 12psi, 1201cc to 1400cc 14psi, over 1400cc 16psi. Class 3 - Rear Wheel Drive production cars not eligible for Class 1. Minimum tyre pressures on driven wheels. Front Engined sports cars up to 1800cc 16psi, FE sports cars over 1800cc 22psi. Rear Engined cars up to 1300cc 20psi, RE cars over 1300cc 24psi, FE saloons up to 1800cc 14psi, FE saloons over 1800cc 20psi. Class 4 - Modified production cars and kit cars. Minimum tyre pressures on driven wheels, FE RWD cars 22psi, RERWD cars 26psi, FE kit cars 24psi, FE cars 16psi.

No entries will be accepted after this time. All entries must be made on the official form and accompanied by the appropriate fee. Note for Beginners: Class O in our Car Trial on 10th November is designed to encourage newcomers to the sport and the hills this class will use will be designed especially to be non-damaging to your car (or you!). Consideration has been given to cars with front spoil-ers and other vulnerable body parts so you may enter this class without worrying about your car.
