I appreciate it is impossible to state that all rubbish can be attributed to Acorn, but it cannot be a coincidence that the issue has been less noticeable, and problematic for me, since the premises has been closed. I have had contact with Environmental Protection team at the council on a few occasion in the past (most recently July last year) in relation to the pub's inability to keep its own refuse bins in the designated area under the stairs (on Canbury park road) which seemed to encourage flytipping to also occur, further blocking the pavement. They eventually blocked the understairs area last year and moved their bins in the side door area but even since that change they seem unable to store the wheelie bins in there and they are often on the street (and the flytipping is still happening!). So overall the littering is a big problem some of which maybe beyond the curtilage of the premises but ultimately reflects on them. I would also comment that on occasion after travelling back to Kingston in the evening the corner area outside the pub can be blocked by customers who have come out to have a smoke (again dumping their cigarette butts and adding to the mess) . Whilst they have SIA registered door supervisors on duty (at weekends anyhow, I don't recall seeing them during the week, but maybe they do) they do not appear to be very proactive or effective in ensuring that the public pavement is not blocked. Given the current developments underway in the old Gala bingo premises opposite, and the general run down state of that corner (ie the vacant premises on either side of the pub) I do hope the Council will take into consider the impact on the Cumulative Impact Policy, the town’s Purple Flag status, and the overstretched police and council resources, not to mention the effect on the residents, of allowing this premises to remain operating, even after a serious overhaul of its management policies (which clearly are required if there was a serious incident the premises) including dealing with littering. I would like to object to the above premises being granted renewal of a licence.Outside the premises it is extremely dirty, with cigarette ends and rubbish from bins spread all over the pavement.Very often I have to pick my way around vomit. People gather around outside to smoke, sometimes so many it makes it very difficult to get to my home round thecorner. Very often at night, people run down our street shouting and chasing each other. This pub is a real nightmare!

I act for Star Pubs & Bars Ltd who own the above named premises and wish to make a representation, having been notified by theirtenant of a review of the premises licence for the Acorn 20.

For your information the current Premises Licence Holder has been at the premises since May 2015 following a lease assignment. Untilvery recently the area manager for Star Pubs & Bars Ltd understood that there had only been a few minor isolated incidents at thepremises, which is somewhat inevitable with a late night venue, but nothing of note. He had not had any contact with the ResponsibleAuthorities and there were no rumours on the grapevine.

He was notified by the premises on Tuesday 24 January that someone had been assaulted on the 14 January and that a fight had takenplace on 21 January. The expedited review notice was sent through to the area manager late on Tuesday 24 January.

My clients immediately began to make their own enquiries and are now clearly very concerned that licensed premises they own (albeitthey are operated by a tenant) appear to be associated with serious crime and disorder and accordingly wish to make a representation.

I would therefore be most grateful if you could advise of the details of the review hearing to enable my clients to attend and assist theCommittee and make an informed decision regarding the most appropriate steps for them to take. Where a premises licence isjeopardised, steps can be taken to commence forfeiture of a lease and my clients are currently seeking advice in this regard.

I note the Summary Review request from the Metropolitan Police and as a resident living within250 metres of the premises I should like to submit a representation.

In relation to the prevention of public nuisance licensing objective under LA03 it should beknown that the area surrounding the premises of Acorn 20 is often strewn with rubbish, chewinggum residue, cigarette butts,broken glass, and the pavement frequently soiled with vomit. Onecan conclude that the vast majority of the detritus is from customers frequenting theestablishment rather than passers by. Often when passing by the pavement is blockedcompletely by a hoard of smoking customers congregating around the principal entrance way.

I pass by the premises often early in the morning (prior to cleaning) with a wheeled suitcaseand hand luggage and have to weave my way through such unhygienic obstacles en­route towork. I usually revert to walking on the road. Since the establishment has been "closed forrefurbishment" the waste outside has declined substantially. No attempt is ever made by staff toclean the pavement which wraps around the establishment after the premises have closed.

The corner has become exceptionally shabby with empty units either side of the Acorn, and thefilth on the pavement does have an affect on residents. Our hard pushed Police cannot beexpected to spend their valuable time monitoring the behaviour of clientele vis a vis litter and Idon't think our council cleaning contractors should have to waste resources on removingground in chewing gum and cigarette butts. Clearly the management of the venue is lacking ifthere is no attempt to appease neighbours by cleaning unsanitary and dangerous items outsideafter each shift. This is further supported by the recent serious incident there.

I would urge the council to consider this business's suitability for license renewal and trading.

With reference to your letter of 24th January regarding the above. I would like to make the following representation:

Late at night there is often considerable noise and disturbance from people leaving The Acorn Pub and walking upCanbury Park Road. There has been fighting, screaming and throwing bottles and sundry rubbish into the gardens. So much so that I have had to move into the back bedroom of my house purely to get a night without disturbance,especially in the Summer. I imagine it would be very frightening for children to hear such noise.

I have also had people knocking on the door late at night ­ in fact this occurred only last week ­ someone ringing thedoorbell and asking for food. For a pensioner of 81, living alone. this is disturbing and/or potentially criminal andquite frightening.

There does not appear to be any safe­guarding of all these elements which have gone on for many years.

There is also the fact that the outside pavements around the Pub are dirty, covered in cigarette ends and oftenrubbish and bottles and glasses strewn across the ground outside: it is a hazard sometimes walking past.

To have such a pub in what should be a quiet residential street is very disturbing and frightening for everyone.

I am writing with reference to the premises Acorn 20.

I believe the licensing objectives are not being met for the following reasons.

I work shifts, and as a result I have to walk passed Acorn 20, late at night, to get to my housethat is a few doors away.

The customers of Acorn20 spill out onto the pavement, and walking passed them late at night isan intimidating experience, as I've been verbally abused on two occasions in recent months.This situation was made worse recently when the pub cordoned off part of the pavementoutside their pub, to facilitate queuing / outside smoking . It is also apparent that drug taking iscommon place, as walking pass the hoards of people outside, there is nearly always a pungentsmell of cannabis. There is no policing of the customers leaving the premises, and we aresubject to lots of noise, including shouting and arguments taking place, and on occasions wehave witnessed fights.

I've also had to use the council complaints procedure on several occasions, to address aproblem of rubbish build up on the pavement outside the pub. This seems to be generated fromstaff accommodation above the establishment and as a result causes a health hazard,especially to School parties that regularly pass the premises; this problems continues to thisday.

There seems to be a complete disregard to the local community from the management ofAcorn20, and for this reason and the reasons above, I would like you to review the suitability ofthese premises to continue as a Public House.
